Description
City of Charleston Committee on Public Works and Utilities 8/17/2020
B
B
A
A
All
right
good!
Well,
let's
call
a
meeting
to
order
and
I'm
going
to
call
on
councilman
c
to
give
a
few
words.
C
Well,
thank
you
councilman.
We're
ready
to
this
is
a
point
of
personal
privilege.
Today
is
my
daughter's
24th
birthday
all
right.
So,
as
my
wife
said
this
morning,
doing
breakfast
she's
a
gift
from
god,
as
all
our
children
are
and
very
appreciative
that
we
have
three
wonderful
children,
so
that'll
have
a
moment
of
silence
instead
and
thank
you
thank
god
for
all
our
many.
A
C
A
A
All
right,
thank
you
for
any
opportunity
we're
going
to
skip
down
to
temporary
encroachments,
mr
o'brien,
if
you're
on
anything
unusual
that
stands
out.
F
Oh
start,
mr
chairman,
this
is
mostly
irrigation
and
fences.
We
have
a
few
driveways
and
assigns
it,
but
they've
all
been
inspected
in
the
field
and
have
the
proper
authorization
from
zoning
where
necessary
and
engineering.
So
we
would
recommend
the
approval
of
these
encroachments
and
offering
you
this
information
all.
A
G
Sir,
this
is
a
agreement
with
the
developer
of
835
savannah
highway,
who
proposes
to
develop
or
redevelop
the
existing
building
on
the
property
into
a
two-story
mixed-use
development
involving
retail,
a
restaurant
and
to
be
determined
in
other
locations
as
part
of
the
process.
They
wanted
to
there's
a
there's,
an
alley
running
from
nicholson
street
to
daniel
street.
G
I
probably
ought
to
let
me
pull
up
the
the
map
of
this
real
quick
for
you.
Probably
the
best
thing
to
do.
G
All
right,
let's
see
here,
I
think
I
can
get
this.
This
is
the
gis
map
of
the
area.
So
this
is
the
property
that's
going
to
be
redeveloped.
This
is
called
alicia
alley.
The
city
actually
owns
title
to
all
of
this
and
it's
a
one-way
alley
running
running
from
nicholson
over
here
to
daniel
street
on
this
side
to
the
west.
G
As
part
of
the
redevelopment,
the
developer
wants
to
expand
alicia
alley
to
include
this
portion
of
their
property,
and
it
would
be
two
ways
basically
from
this
point
at
this
point.
You
could
go
both
ways
and
then
they'll
also
put
an
outlet
from
their
property
onto
savannah
highway.
G
I
believe
it's,
a
right-hand
turn
only
lane
from
their
property
there'd
be
parking
on
either
side
as
part
of
what
they're
going
to
do,
they're
going
to
improve
they're,
going
to
resurface,
alicia
alley
for
us
and
bring
it
up
to
better
standards.
G
G
G
They're
gonna
grant
the
city
an
easement,
basically
for
the
right
of
public
ingress
and
egress
over.
B
C
G
Yeah,
it's
part
of
the
burns
down
subdivision,
it's
the
very
north
part,
but
this
would
be
the
new
traffic
pattern.
So
that's
the
existing
20-foot
alley
they're
going
to
give
us
this
well
they'll
dedicate
this
hatch
area
for
public
use,
they'll
dedicate
this
hatched
area
for
public
use,
traffic
and
transportation
and
the
rest
of
the
city
departments
have
looked
at
it
as
part
of
the
trc
process
and
are
comfortable
with
everything
the
other.
G
G
We
would
give
them
a
temporary
encroachment
permit
now
to
construct
those
parking
islands
which
which
they
have
to
do
under
our
code,
and
then
we
would
agree
to
begin
the
process
of
closing,
abandoning
and
quick
claiming
that
area
to
them.
Now
we
don't
that's,
really
not
binding,
because
we
have
to
have
a
public
hearing
to
close
and
abandon
it,
and
this
is
in
the
agreements,
and
we
also
have
to
have
it
adopt
an
ordinance
in
order
to
quit,
claim
it
to
them,
but
it
it's
unused
right
away.
From
our
perspective,.
G
C
Chip,
can
you
go
back
to
that
earlier
map
that
you
showed
us
a
second
ago.
G
G
G
Well,
they'll
just
do
they'll
just
do
the
portion
like
ending
at
their
property
line
right
here
as
part
of
the
site
plan.
So
this,
yes,
sir,
no
go
ahead.
This
portion,
I
would
be
untouched
by
them.
You
know
we
could
engage
in
improvements
as
well,
and
I
don't
know
what
the
city
code
was
at
the
time
because
we
accepted
this
in
early
70s.
Probably
I
don't
know
that
we
would
accept
something
like
that
today.
The
way
it's
built.
C
I'm
just
wondering
if
there's
some
kind-
and
this
is
off
the
subject,
mr
chairman,
if
I'm
I'm
sorry
now,
yeah.
C
Good,
but
I
am
very
familiar
with
this
alleyway
I
bet
most
of
us
are
and
if
there's
a
way
to
take
advantage
of
what
they're
going
to
do
to
improve
this
property
and
if
we
can
sort
of
coattail
improving
that
alleyway
and
maybe
getting
some
contributions
from
some
of
the
property
owners
in
the
process
would
be
a
huge
benefit
to
the
patrons
of
those
establishments
and
to
the
establishments
as
well.
That's
off
the
subject.
C
I
know,
but
I
just
see
this
as
an
opportunity
if
we
can
somehow
pursue
that,
I'm
not
sure
who's
the
problem
that
would
fall
under,
but
I
would
sure
like
to
see
us
out
there
why
they
got
the
equipment
out
there
doing
part
of
this
work
see
what
it
take
to
finish
it
off
the
whole.
The
whole
alley.
C
A
I
think
that's
a
good
idea.
Are
you
finished,
mr
mcqueen.
G
Yes,
sir,
and
just
we
we're
granting
them
a
temporary
easement
over
alicia
alley
to
do
the
improvements
and
and
do
the
the
roadway
improvements
and
then
they
wouldn't
be
able
to
block
you
know:
they'll
work
with
the
public
service
department
to
ensure
continued
access.
You
know
it.
G
May
it
may
be
rerouted
a
little
bit
over
this
or
over
this
area
for
a
portion
of
the
work
over
here,
but
there'd
be
continued
access
here,
and
then
they
also,
while
they're
out
here,
we'll
defend
and
indemnify
us
and
they'll-
have
to
keep
in
force
and
affect
an
insurance
policy.
Protecting
us.
G
It's
going
to
be,
I
don't
know
if
you
can.
Oh,
that's
not
it
where's,
the
just
all
right
here
we
go
so
this
is
sort
of
the
general
plan
and
this
is
mandy
herring's
write-up,
but
retail,
restaurant
and
other
uses
to
be
determined.
It's
going
to
be
a
two-story
mixed
use
development.
G
You
can
see
here
the
the
first
four
units
they
have.
A
restaurant
already
planned
and
they've
got
retail
already
planned
in
two
of
the
units.
They'll
be
unit,
a
and
unit
d
are
undecided
and
unity
is
undecided,
so
it'll
it'll
depend
on
probably
what
the
market
is
after
they
finish
the
building
right.
A
That's
I'm
glad
to
see.
I
was
always
surprised.
This
thrift
still
lasted
as
long
as
it
did.
You
know
with
the
popularity
of
the
avondale
area
there,
but
just
I
don't
know
whether
anybody's
online
that
could
answer
this,
but
just
curious
if
they
wanted
to
put
a
rooftop
bar
there.
I
could
see
where
that
could
create
a
little
outcry
with
the
people
in
burns
down
craven
avenue.
G
G
I
think
the
owner
kind
of
wanted
to
use
more
of
this
space
and
put
like
dumpsters
and
stuff
here
and
the
the
neighbors
were
understandably
outraged
and
the
the
owner.
You
know
immediately
backed
off
and
changed
the
plans
for
that.
So
this
will
be.
I
mean
this
won't
be
any
high
intensity
use.
G
This
would
just
be,
I
think,
like
a
little
island
area
right
here
I
mean
it
shouldn't
really
change
the
the
areas,
the
portion
of
the
alley
backing
up
to
the
residences,
but
you
know
as
far
as
a
rooftop
bar
I
you
know
it.
A
B
That
if
they
added
another
usable
square
foot
to
the
property
they
wouldn't
be
able
to
park
it
they're
they're
right
up
on
there
they've
maxed
out
what
they
can
do
inside
the
building
because
of
the
parking.
So
I
don't
think
they
could
add
a
deck
and
go
and
do
that.
A
Good
deal
just
just
being
a
crushing
area.
That's
all
all
right.
Any
more
discussion
on
this
item.
Councilmember
appel.
H
Thank
you,
mr
chairman.
I'm
you
know,
of
course
this
is
in
my
district
and
a
rooftop.
If
a
rooftop
bar
was
ever
allowed
here,
you'd
you'd
see
my
body
parts
getting
pulled
down.
A
H
Yeah,
I
appreciate
that
so
thank
you
very
much
we're
not
we're
not
gonna.
Let
that
happen.
I
I
just
want
to
applaud
the
city's
legal
department,
our
planning
folks,
our
trc
folks,
everybody
trapping
transportation,
everybody
that
played
a
role
in
this.
This
is
a
success
story.
This
is
a
very
exciting
redevelopment
for
the
avondale
area.
H
I
don't
think
it
takes
a
land
use
expert
to
know
that
that
thrift
store
was
not
the
highest
and
best
use
for
that
property
and
the
neighborhood's
very
excited
about
it,
and
this
is
not
the
first
version
of
this
plan.
This
is
a
buy
right
development,
redevelopment
effort,
but
the
initial
iteration
of
the
plan.
H
This
predates
my
time
on
council,
but
it's
my
understanding
that
there
was
a
very
positive
collaboration
between
neighborhood
leaders,
the
developer
and
the
city,
to
make
a
much
better
product,
which
we
see
right
now.
That's
before
us,
the
only
thing
that
I
would
ask-
and
I
spoke
again
with
burns
down's,
neighborhood
association
president
over
the
weekend
and
some
neighborhood
leaders,
and
they
would
just
like
to
see
if
there's,
if
there's
any
way,
we
could
maybe
yeah
get
creative
and
see
if
there
was
some
additional
buffering.
H
We
can
do
between
some
of
those
homes
that
kind
of
back
up
against
this
redevelopment
area.
I
think
that
would
be.
I
know
it's
a
tight
fit
back
there,
but
maybe
between
some
some
fencing
or
some
or
some
landscaping.
We
can
maybe
do
a
little
bit
a
little
bit
back
there,
but
all
in
all,
I
fully
support
this,
the
neighbors
that
I've
spoken
to
and
the
neighborhood
leadership.
H
I've
spoken
to
supports
this
as
well,
and
you
know
this
is
an
example
of
a
positive
result
when,
when
everybody
comes
together
and
collaborates,
so
thank
you.
H
I
would
like
to
move
to
approve.
A
C
A
Well,
we
got
a
good
stormwater
management,
h1
low
battery
phase,
one
approval
of
a
change
order,
gulfstream
construction
right
at
a
hundred
thousand
dollars,
mr
fountain
on
the
line
to
explain
any.
A
I
This
is
a
change
order.
Changer
number
three:
it's
at
the
request
of
charleston
water
systems.
Basically,
they
needed
to
add
an
additional
sewer
force
main
in
for
the
u.s
coast
guard
station
at
the
end
of
the
wall
there.
So
they
asked
us
to
do
it
as
a
change
order
as
part
of
the
project,
they're,
of
course,
covering
the
entire
cost
of
the
change
order
as
part
of
their
in-contract
utility
relocations,
it's
99
997
dollars
and
68
cents.
A
Okay,
it's
a
real
easy
one
for
us.
Somebody
else
is
going
to
pay
for
it.
Mr
may
you
want
to
touch
base
I'll
walk
through
on
that
earlier
this
or
last
week,
no.
A
There's
always
any
of
you
all:
please
take
up
engineering
department
and
take
a
walk
through
on
improvements
on
low
battery
wallet
fantastic,
I
mean
so
we're
still
going
to
be
able
to
maintain
the
majority
of
parking
there
where
most
of
the
main
streets
would
dead
in
into
murray
boulevard,
their
little
offsets
in
the
new
wall,
that's
being
put
there
with
park
benches
and
blue
stone,
it's
really
beautiful
and
it's
really
coming
out
great.
So
all
of
us
don't
get
to
use
that
so
go.
A
Take
a
look
when
you
get
a
chance
with
that
is
the
motion
to
approve
this?
Oh,
mr
mayor,.
B
So
I
did
want
to
add
something
that
I
noted
on
my
tour.
That
frank
pointed
out
the.
What
do
you
call
it?
The.
A
B
The
the
rods
that
are
in
the
concrete,
post
and
throughout
are
made
of
fiberglass
and
not
out
of
steel,
and
even
though,
when
you
reinforce
the
concrete,
you
know
you
normally
put
that
iron
rebar
rebar
in
it
well
after
100
years
and
being
around
the
salt,
water
and
the
salt
there.
Even
though
it's
inside
the
concrete
it
starts
rusting
and
that
leads
to
the
deterioration
of
the
product,
and
so
anyway,
they've
used
fiberglass
rebar.
So
to
speak.
In
order
to
avoid
that
in
the
future-
and
I
thought
that
was
pretty
interesting.
A
A
I
The
fiberglass
is
a
good
point.
Mr
mayor
I
mean
there
were
certainly
had
a
really
good
demonstration
of
why
steel,
cabling
and
other
things
in
saltwater
areas,
supporting
bridges
and
other
major
structural
elements
can
be
a
challenge
recently,
all
right
with
the
the
kind
of
thorough
issues
on
the
wando
over
there.
B
A
A
It's
good
now
is
there
a
motion
to
approve
this
change
order,
don't
move
probably
more
than
there's
a
second
out
there
package,
probably
moving.
Second,
any
discussion
hearing
that
all
in
three
would
please
say:
aye
aye
any
opposed.
Thank
you,
h2
update
on
the
national
fish
and
wildlife,
mr
fountain,
on
john's
island
yeah.
Thank
you,
mr
chairman.
I
So
this
one
we're
going
to
bring
this
to
public
works
utilities
in
september,
and
I
just
wanted
to
kind
of
give
an
update,
because
it's
a
little
bit
of
a
there's,
a
lot
going
on
in
john's
island.
We
have
a
lot
of
different
national
fish
and
wildlife
foundation.
Grants
just
want
to
make
sure
we're
all
on
the
same
page.
I
This
this
grant
is
in
the
barbary
woods
project.
It's
basically
the
almost
the
conceptual
design
side
of
barbary,
woods
and
the
way
we
phrased
it
and
created
it
with
with
the
national
fish
and
wildlife
foundation.
I
Is
that
it's
basically
looking
at
an
at
least
within
the
urban
growth
boundary,
a
johns
island-wide
approach
for
drainage,
somewhat
in
the
style
of
the
dutch
dialogue
to
determine.
I
Basically,
where
is
almost
like
what
is
the
the
highway
system
that
drainage
is
trying
to
use
currently
on
the
island
like
what
are
the
major
conveyances?
What
are
the
major
wetlands?
What
are
the
major
farm
ditches
and
trying
to
lay
that
aside
from
kind
of
a
land
planting
perspective
and
say
here
here-
are
areas
that
need
to
be
preserved
or
areas
that
may
need
to
be
rehabilitated?
Similar
to
what
we
are
doing
in
barbary,
woods,
they'll
kind
of
lay
that
approach
out
for
the
entire
urban
growth
boundary
area
of
johns
island.
I
We're
doing
that
in
collaboration
with
w.k
dixon,
who
is
our
barbary,
woods
consultant,
but
also
the
water
institute
of
the
gulf,
which
is
one
of
the
major
teammates
for
the
dutch
dialogues
process.
So
we
we
plan
to
do
some
public
outreach
on
that,
we'll
be
bringing
the
scopes
with
the
water
institute
and
with
w.k
dixon
next
month,
as
well
as
the
official
grant
acceptance
paperwork
from
national
fish
and
wildlife
foundation.
A
All
right,
thank
you
on
the
number
three
h3
update
on
do
dupont,
waffle,
drainage
improvement,
project.
I
Okay,
so
this
one
we're
basically
getting
back
to
a
stage
where
we're
gonna
be
looking
at
action
and
this
this
district,
I
just
wanted
to
make
sure
we
were
still
all
on
the
same
page
from
the
public
works
utilities
perspective.
This
is
again
one
where
we've
we've
been
working
with
the
county.
I
A
Well,
listen!
No
thanks
for
bringing
that
forward!
Mr
fountain,
as
a
matter
of
fact,
I'm
beginning
to
get
a
lot
of
calls
from
people
who
live
in
the
dupont,
walkway
districts
about
flooding.
That's,
like
my
reason
is
this
morning:
I'll
fall
to
email
to
you
about
it,
a
lady
who
lives
in
that
area
close
to
advanced
plumbing,
that
we
went
out
to
several
weeks
back
one
of
the
people
who
voluntarily
to
give
up
from
right
away
because
the
yard
and
house
floods.
A
So,
thank
goodness
for
the
update
any
questions
from
anybody
else
to
mr
fountain.
On
on
that.
On
that
item,
h4
update
on
457
south
shore.
I
Mr
fountain
yeah,
thank
you,
mr
chairman.
This
one
was
a
requested
update.
We've
been
coordinating
with
code
enforcement
for
the
removal
of
some
chain
link,
fencing
right,
basically,
once
that,
and
then
we
have
it
scheduled
with
our
work
crews
once
that
chain
link,
fencing
is
out
by
the
property
owner
who
replaced
their
fence
and
just
didn't,
remove
the
older
fence
we're
going
to
go
through
and
clean
out
that
smaller
ditch,
which
does
have
an
easement
on
it.
I
That
ties
into
the
major
ditch,
and
I
think,
mr
chairman,
you
brought
to
our
attention
that
there
have
been
some
issues
with
the
the
gate
and
the
locking
on
that
major
canal.
So
I
think
we'll
we'll
go
back
and
restore
all
of
that
as
well,
while
we're
out
there
and
those
that
is
always
an
issue
that
you
get
areas
where
it's
you
know
there
are.
I
A
Yeah,
this
is
a
councilman.
This
is
a
little
small,
ditch
that
rick
hendricks
believing
up
all
that
paid
parking
lot
back
at
his
place
out
falls
into
a
small
neighborhood,
ditch-
and
you
know,
mr
fountain,
when
you
look
at
that
big
canal,
that
it's
a
huge
canal
that
I
don't
know,
maybe
is
200
250
feet
away.
A
That's
about.
I
don't
know
40
feet
across
and
10
12
feet
deep
and
it
this
thing
outlasts
into
a
ditch.
That's
every
bit
of
six
feet
across
and
I
don't
know
three
three
feet
deep.
When
that
thing
was
designed,
I'm
just
when
they
did
some
work
over
there.
It
should
have
had
the
outfall
to
that
big
canal
and
certainly
closer
to
that
canal
than
in
this
neighborhood
street.
When
the
when
the
ditch
gets
overwhelmed,
the
water
comes
into
the
navy,
a
couple
of
neighbors
yards,
it
doesn't
come
into
the
house.
A
It
gets
pretty
close,
so
improving
that
ditch.
Mr
fountain,
I'm
very
thankful
for
that.
C
And
and
mr
chairman,
this
is
something
that
mr
fountain
and
I've
been
dealing
with
with
other
ditch
obstructions
throughout,
and
so
I
appreciate
their
work.
They
do.
This
is
tedious
and
it
has
such
a
huge
impact
on
some
of
these
nearby
property
members.
So
thank
you
for.
A
Watching
I
also
there's
a
on
the
front
part
of
south
sherwood
drive,
mr
fountain,
that
street
dead
ends
into
that
canal
and
historically
there's
a
double
fence.
There
that's
chain
linked
and
locked.
I
sent
a
picture
last
week.
A
I
hope
mr
bryant
got
it,
but
it's
open
and
it's
been
open
for
a
while,
because
the
grass
is
three
or
four
feet
in
front
of
the
open
fence,
and
I
can
tell
you
man:
if
the
kid
falls
down
in
there,
it's
going
to
be
a
tragedy,
because
that
thing
is
again
10
or
10
to
12
feet
down,
and
I
don't
know
how
deep
the
water
is.
But
it's
a
it's,
not
a
gradual
drop
off.
It's
a
steep.
It's
like
a
cliff
type
drops
off.
A
So
at
the
very
least
I
get
I'm
sure
somebody
is
maybe
cutting
the
lock
off
or
something,
but
we
got
to
put
a
better
locker
to
try
and
keep
that
gate,
secure
and
obviously
the
bushes
around
it
is
growing
up.
We
need
to
cut
the
grass
around
it
as
well.
A
Okay,
thanks
a
lot
for
that,
but
a
better
luck,
because
I
know
how
people
are
locking
it
and
I
think,
there's
just
some
transient
people
trying
to
you
believe
enough.
You
some
kind
of
crazy
shortcut
coming
through
there.
That's
cutting
our
fence,
but
exposing
the
neighborhood
to
what
could
be
an
attractive
nuisance
and
just
want
to
keep
that
fence.
Locked
anybody
saw
it.
You
see
exactly
what
I
mean:
no
kids.
A
Nobody
needs
to
be
flew
around
that
thing
because
danger
is,
I
don't
even
like
walking
around,
because
the
drop
off
is
too
steep,
but
thank
you
for
looking
into
that.
One
stonewall
updates,
mr
fountain
yeah.
Thank
you,
mr
chairman.
I
So,
just
moving
through
our
our
projects,
spring
fish
burn
phase
three
that
phase
is,
is
complete
at
this
point
other
than
getting
the
grass
to
grow
in
a
few
of
the
restoration
sites
which
actually
I
keep
joking
with
steve
that
he
needs
to
stop
planting
grass
on
projects
that
he
needs
to
grow
because
we've
had
so
much
rain
in
the
last
three
three
weeks
or
so
that
it's
it's
growing,
pretty
well
contractor's
having
a
good
a
good
run
of
it.
A
I
And
that'll
be
under
budget,
which
is
another
nice
nice
thing
to
close
out
a
major
project
phase
under
budget.
No
kid
spring
fish
burn
phase.
Four.
The
excavation
work
is
really
what
we're
primarily
doing
right
now
is
about
40
000
tons
of
total
excavation
we're
a
little
more
than
halfway
through
that
it's
basically
the
wet
wall
and
the
copper
dam.
I
If
you
drive
between
the
bridges,
you
can
see
that
hole
is
continually
getting
deeper
and
deeper
as
they
reinstall
more
and
more
bracing
and
shoring
and
eventually
they'll
come
back
and
build
a
concrete
formwork
for
the
pump
station.
There
phase
five.
We
are
finalizing
our
scope
for
advanced
pump
procurement
with
davison
floyd.
That's
basically,
the
the
very
large
pumps
that
we
install
in
phase
5
have
to
be
ordered
somewhere
between
12
and
18
months
in
advance.
I
The
airheart
tunnel
extension
musc
is
currently
reviewing.
Easement
dedication
requests
and
we're
finalizing
our
bid
documents
the
low
battery
we
just
discussed
a
little
bit
but
the
as
you
probably
saw
the
vertical
wall
and
sidewalk
platform,
the
concrete
works
complete
and
they're,
basically
moving
to
get
ready
to
reconstruct
the
road
section
so
that
we
can
flip
back
to
the
other
side
of
the
road
and
begin
working
on
the
far
side
of
the
road.
The
northern
side.
I
At
this
point,
king
eugene,
we
we're
basically
finalizing
the
bid
phase
documents,
I'm
planning
to
go
for
construction
bidding
this
fall
and
we
also
have
our
scope
being
finalized
for
phase
two,
which
is
the
pump
station
design
and
permitting,
and
that
should
come
to
public
works
and
utilities
for
consideration
next
month
as
well
and
that'll
be
for
the
basically,
the
design
and
permanent
of
the
pump
station.
I
It'll
take
the
water
from
the
phase
one
improvements
and
move
it
out
to
new
market
creek
forest
acres,
we're
continuing
to
coordinate
with
at
t
as
they
work
towards
their
their
dot.
Permit
they've
been
kind
of
going
back
and
forth
with
got
providing
some
additional
information,
but
it
looks
like
they're
making
steady
progress.
So
we
hopefully
get
that
to
a
firmer
schedule
soon,
once
they
get
that
dot
permit
market
street.
I
We
now
have
full
city
trc
approval
for
that
project.
We
will
be
bringing
it
back
to
public
works
utilities
through
mr
o'brien
to
request
the
city
to
take
over
maintenance
of
our
non-standard
dot
items
in
the
road
intersections.
It's
like
granicker
blue,
stone,
sidewalk
kind
of
the
typical
approach
we
have
and
we
are
now
coordinating
with
dominion
over
undergrounding
of
power
on
the
road.
Once
dominion
has
those
undergrounding
plans
in
place
we'll
basically
be
able
to
go
to
construction
bidding
on
that
project
as
well.
I
The
central
park,
drainage
project
we've
completed
our
initial
drainage
evaluation
work
with
aecom.
We
presented
the
general
overview
of
our
recommended
improvements
at
the
james
island,
intergovernmental
drainage
committee
and
we're
scheduling
some
smaller
neighborhood
discussions
for
the
individual
priority
areas,
based
on
what
we're
recommending
for
the
evaluations
and
we're
working
with
the
county
right
now
to
figure
out
how
we're
going
to
move
forward
with
splitting
costs
for
design
and
permitting
work,
which
then
will
finalize
those
scopes
and
bring
that
back
to
polar
works
utilities
as
well.
I
I
We
also
did
similar
to
what
we've
done
in
parts
of
dupont
wapu,
where
we
identified
infrastructure
that
was
in
really
poor
condition
or
was
hard
to
survey
in
order
to
basically
build
the
stormwater
model
so
based
on
that
work,
we're
actually
going
to
end
up
rehabilitating
approximately
10
000
feet
of
drainage
piping
in
that
neighborhood,
basically
from
a
significant
number
of
the
pipes
from
stuart
street
to
cooper
street
kind
of
stuart
in
the
north
down
to
cooper,
so
that'll
actually
should
provide
some
really
good
short-term
improvements,
based
on
a
lot
of
the
condition
that
we
saw
in
there
as
well.
I
While
we're
working
towards
these
longer-term
improvements,
barbary,
woods-
and
we
talked
about
that
briefly-
but
we
did
finish
our
preliminary
survey
work
and,
of
course,
the
johns
island
portion
of
the
nif
whiff
grant
should
become
a
public
works
utilities
for
coordination
in
the
next
month.
I
The
windermere
drainage
improvements,
we've
finalized,
our
conceptual
engineering
scope
with
thomas
hutton
and
that'll
be
coming
to
public
works
utilities
for
recommendation.
For
approval
next
month,
as
well,
there's
a
lot
coming
next
month
on
the
whole
work
utilities
agenda,
the
church,
creek
storage
projects,
we've
basically
compiled
all
of
the
qualification
packages
from
consultants
that
were
interested
in
the
project,
which
we
got
really
good
interest
in
that
work.
I
I
This
is
where
the
hotel
developer
kind
of
collaborated
with
us
to
install
new
outfall
pipes
upside
down,
fall
pipes,
new
check,
valves,
we're
currently
connect.
Those
pipes
are
installed
now
and
we're
currently
connecting
the
existing
system
into
those
new
outfall
pipes
and
trying
to
coordinate
with
some
of
the
utilities
that
have
had
some
impacts
on
those
pipes
in
that
area.
So
that
should
that
should
provide
some
real
improvements
for
drainage
williams.
I
Court
we
completed
the
drainage
improvements
through
there
and
all
the
rest
of
the
way
down
king
street
to
the
battery,
so
that
whole
corridor
should
now
be
fully
functional
as
a
brick,
arch
and
drainage
system
project,
the
fence
and
tree
removal
is
complete.
Field.
Ops
has
started
on
some
of
the
swale
and
pipe
installation
work
and
we're
just
coordinating
some
issues
with
that
as
we
move
through
with
some
other
tree
removal
that
may
be
necessary.
We're
talking
to
planning
about
that
approach.
A
Well,
well
before
you
go
back
to
that.
Yes,
absolutely!
I
walked
that
ditch
saturday
after
a
gushing,
rain
and
summer
was
going
the
wrong
way,
not
not
on
the
newly
created
ditch
but
the
ditch
from
west
robin
hood.
That
ties
into
the
newly
created
ditch
and
then
there's
a
huge
oak
tree
that
leans
towards
the
housing
authority
property
right
on
the
curvature
of
that
ditch
that
the
roots
kind
of
act
as
a
dam.
I
Yes,
yeah,
that's
that's.
What
we're
trying
to
coordinate
with
the
flying
department
is,
as
we
agree
that
the
the
tree
contractor,
who
took
down
the
other
trees
in
the
area
said
that
he
thinks
that
tree
is
basically
a
dangerous
tree.
We
don't
want
to
work
near
it,
so
we're
trying
to
coordinate
with
planning,
to
see
if
they'll
allow
us
to
remove
that
tree.
So
we
can
make
the
drainage
flow
properly,
as
well
as
protecting
the
tree
from
falling
on
the
housing
authority
property,
which
would
also
be
bad.
I
That
would
be
bad
all
right.
Thank
you,
yeah.
Thank
you.
We'll
keep
you
updated
on
that
as
we
as
we
get
that
coordination
we've
just
reached
out
to
them
about
the
potential
for
removal
good
deal.
Thank
you,
yeah.
Thank
you.
So
south
anderson,
we
installed
the
check
valve
in
coordination
with
the
town
of
james,
along
with
the
town
providing
basically
most
of
the
funding
in
the
area.
I
A
Our
go
back
today
with
the
fountain
seriously.
What
was
it
that
we
did
we
put
in
what.
I
So
there's
a
if
you're
going
down
camp
road
on
your
left
is
south
anderson,
which
kind
of
comes
up
to
the
tidal
creek
that
that
flows
through
that
area
right.
So
we
we
installed
a.
I
think
it's
a
42
inch
check
valve
on
the
pipe
that
runs
like
basically
up
south
anderson
and
turns
and
goes
into
that
tidal
system.
I
I
We
basically
used
our
contractors
and-
and
you
know
certainly
mr
newham
has
done
a
large
number
of
check
valves
at
this
point
for
us,
so
he
was
able
to
find
a
good
location
for
it,
get
his
install
crew
together
and
and
put
it
together
very
quickly
and
cleanly.
So
it
was
a
good
good,
quick,
easy
win
project.
I
A
I
Thank
you,
mr
pump
yep.
Thank
you
and
mueller
drive,
so
we
had
we
had
our
field
surveyor
selected
and
ready
to
go,
and
basically
the
surveyors
become
unresponsive.
So
we've
actually
moved
on
to
a
new
surveyor,
we're
looking
to
keep
that
work.
Work.
C
I
I
Yeah
we're
trying,
but
mr
mr
smith
has
called
that
survey
a
very
large
number
of
times
over
the
last
two
weeks
and
we
told
we
finally
told
the
server
look,
we're
just
we're
going
to
hire
somebody
else,
because
we
can't
get
you
to
arrive
to
the
site.
It's
a
it's
an
mwdb
surveyor,
it's
a
good
surveyor
but
they're.
Just
not
able
to
do
the
project
at
this.
F
C
I
We've
completed
pipe
rehab
recently
also
president
street,
from
moultrie
to
congress
and
we're
working
right
now
in
the
piedmont,
maple
hester
area,
doing
some
pipe
rehab
up
there
as
well,
where
we've
seen
some
some
flooding
in
these
recent
kind
of
smaller
afternoon
thunderstorms,
and
then
we
started
our
retrofit
upfit
work
on
the
the
design
on
the
concord
street
pump
station.
So
that's
that's.
I
This
one's
more
like
tree
roots
and
debris-
it's
it's
been
more
of
like
what
you
would
almost
call
like
a
extremely
heavy
cleaning
than
it
would
be
what
we
see
sort
of
in
some
of
the
the
other
work
we've
done,
where
we're
actually
replacing
piper
bursting
pipe.
This
is
a
little
less
expensive
than
that
kind
of
work,
but
still
provides
some
significant
improvements
for
drainage
in
the
area.
I
Yeah,
there's
there's
two
challenges
there
and
that
a
lot
of
this
pipe
is
undersized
and
you
know
a
lot
of
terra
cotta,
a
lot
of
very
small,
challenging
pipe
work
so
that
that's
one
challenge
for
the
flooding.
But
I
think
if
we
can
at
least
get
the
roots
out
of
it
and
get
it
clean
and
open
that
will
certainly
help
reduce
how
much
flooding
we're
getting.
I
It's
sort
of
the
like
the
northern
part
of
wagner
terrace,
it's
piedmont,
hester
maple,.
C
A
C
A
Really?
Okay!
Yes,
thank
you,
mr
fountain.
Now
any
council
members
who
hadn't
heard
any
projects,
maybe
they
had,
they
are
out
listening
for
councilman
griffin.
Do
you
have
anything
a
pail.
A
Okay,
is
it
courtesy,
ms
jackson,
I
know
she's
on
the
line.
You
have
any
things
in
your
area
that
you
have
been
listening
for,
that
you
didn't
hear
about
she's
on
mute,
but.
D
D
A
You're
welcome
flood
plain
project
updates
with
the
flood
plain
management.
I
Yeah
I'll
take
that
as
well.
Okay,
thank
you
just
a
brief
brief
brief
set
of
updates.
Today,
we've
got
two
of
the
properties
that
we've
acquired
recently
we're
moving
forward
with
demolition
contracts
on
those
properties,
and
then
the
the
more
significant
update
is
that
fema
has
approved
the
charleston
county
fema
flood
maps
at
this
point,
so
we're
preparing
our
council
actions
to
be
able
to
bring
those,
so
we
can
adopt
the
new,
the
new
flood
maps
and
we're
coordinating
that
with
charleston
county
as
well.
A
All
right
great
item:
I
discussion
on
church
creek
committee,
mr
church
creek,
tiff,
advisory
board,
councilman
griffin,.
J
Yes,
sir,
actually
I
spoke
with
janie
borden
today
and
she's
drafting
that
document
to
form
that
church
creek
committee-
okay,
I'll
just
wait
at
this
time
if
she
wants
to
kind
of
maybe
give
us
a
little
synopsis
of
what
she's
working
on
but
other
than
that
I'll,
just
hold
off
until
the
next
meeting,
because
I
believe
it
has
come
before.
Council.
A
A
Okay,
great
miss
boyd.
You
have
any
things
to
add
to
that.
I
see
she's
on
the
line
she's
on
commuter
car.
A
A
E
Good
afternoon
this
is
jamie.
I
did
speak
earlier
today
with
council
member
griffin
and
let
him
know
that
I
have
been
working
on
creating
an
ordinance
which
would
authorize
the
creation
of
the
kirk
church,
creek
storm
water,
drainage
authority,
which
would
review
projects,
utilizing
tiff
funds
and
make
and
then
make
a
recommendation
to
council
on
those
projects,
and
so
I
haven't
drafted
it
have
the
draft
completed
and
I've
sent
it
out
to
the
department
for
review.
E
So
I
expect
to
have
a
final
version
to
you
to
the
committee
in
september.
A
Thank
you
so
much
all
right.
I
wanted
to
be
noted
for
the
record
that
it
is
4
47
and
we've
come
to
the
end
of
the
agenda
of
public
works
with
all
those
updates.
A
I
thank
staff
and
everybody
for
couching
it
in
succinct
terms,
so
we
all
can
grasp
and
move
on
efficiently,
so
anything
to
come
forward
to
the
public
works
committee
that
in
particular,
if
not
the
day
to
be
on
the
agenda
for
next
meeting
many
councilmembers.
A
With
that
we
stand
again
by
acclimation.
Mr
may,
I
have
something
I
need
to
call
you
about
if
you
can
have
rich
geru,
close
close
by
it's
an
opportunity
with
filming
in
the
charleston
area.
I'm
standing
by
give
me
a
call.
Thank
you,
sir.
All
right.
