but
they
all
said
the
same

several
meetings
we've
had
and
not
past
gatherings,
we
had,
as
we
gather,
digitally
and
through
these
platforms
that
we
have
been
together.

busy
stormwater
agenda
next
meeting,
we're
likely
to
have
a
pretty
busy
stormwater
agenda
this.
This
meeting
we
just
have
our
have
our
updates,
which
there
was
a
significant
amount
of
progress
on
a
number
of
the
projects,
so
I'll
run
through
those
now
and
that's
starting
with
spring
fishburne
phase.
Three,
the
the
deep
tunnel
work
is
fully
complete.
We
had
our
final
final
inspection
of
the
tunnel
work.
The
surface
lids
have
now
been
placed
on
all
the
tunnel
shaft.

That's
the
like
30
foot,
diameter
giant,
kind
of
concrete
lids
coming
in
sections
by
crane.
Those
have
all
been
placed
and
we're
working
on
final
restoration
work
right
now
on
each
of
those
drop,
shaft
and
tunnel
access
shaft
sites,
the
King
Street
us
17
ramp-
should
be
reopened
in
the
next
two
weeks
or
so,
which
is
the
coming
street
access.
Shaft
I
think
most
residents
probably
think
the
deity's
just
taken
a
really
long
time
to
fix
up
that
off-ramp.

But
it
is
the
deep
tunnel
project
for
spring
fishburne
and
we
should
have
that
open
again
in
a
couple
weeks.
Have
a
good
milestone
for
the
project
spring
fishburne
phase,
four
we've
completed
the
sheet
pile
installation
for
both
the
primary
wet
wall,
as
well
as
the
outfall
structure.
At
this
point
and
excavation
work
is
ongoing
in
both
of
those
two
areas
for
the
Erhart
tunnel.
Extension
component
of
Spring
fishburne,
the
60
60
%
plans,
are
complete.
That's
where
they've
taken
it
into
a
rough
design.
H
We've
gathered
our
easement
dedication,
Platts
and
documents,
and
those
are
currently
being
reviewed
by
the
city's
legal
department
in
MUSC
and
we're
actually
in
discussion
with
the
Army
Corps
of
Engineers
about
some
other
funding
opportunities
as
well.
For
that
project
the
low
battery
we
have
completed
the
almost
completed
this
one
section
of
the
exterior
wall
left
to
be
removed
and
the
majority
of
the
new
walls
and
walkway
platform
have
been
installed
and
we're
continuing
with
that
installation
over
the
next
next
month.
Or
so.

If
you
go
out,
there
really
is
a
substantially
different
looking
system
already
than
it
was
previously
king
Yuji,
we
received
our
d-o-t
encroachment.
Permit.
We
have
our
CWS
coordinating
MOU
signed.
We've
obtained
two
of
our
three
gratis
easements
temporary
construction
easement.
On
that
project,
we're
continuing
to
work
on
the
one
remaining
easement,
we
have
plans
and
specifications
almost
ready
for
bidding
on
that
first
phase
of
the
street-level
stormwater
collection.

The
Forest
Acres
project
we're
finishing
up
our
design
of
the
phase
2a
and
2b
sections
of
the
project,
which
will
be
bid
as
1/1
total
phase,
even
though
we're
keeping
them
separate
for
permitting
purposes.
We
are
also
finalizing
easements
in
phase
2b.
We're
making
really
good
progress
with
the
property
owners
on
Gratus
easement
dedications.

Those
are
mostly
their
commercial
property
owners
or
like
apartment,
complex
property
owners
and
Sandra's
PSD.
For
that
I'm,
sorry,
I,
say
miss
parks
and
playgrounds
for
that
section
of
the
project.
At&Amp;T
is
continuing
to
work
with
d-o-t
on
their
approach
and
permit
and
we're
making
sure
we
stay
up
to
speed
with
the
relocation
of
that
Bank.
They
have
the
Central
Park
drainage
project.
Our
evaluation
is
complete
with
the
consulting
company,
we're
currently
working
back
and
forth
with
the
consulting
company
and
were
coordination
with
the
county
as
well.

prepare
the
final
technical
report
to
release
to
the
public
for
the
recommendations
on
that
system.
I
think
we're
going
to
end
up
doing
something
similar,
probably
what
we
did
with
DuPont
wahoo
at
the
Hisashi
revitalization
committee
meeting
of
trying
to
present
kind
of
a
quick
overview
of
what
those
improvements
are.
Prudent
recommendations
will
be
for
the
Cooper
Jackson
drainage
evaluation.
The
Cooper
Jackson
basins
are
kind
of
the
wee
colloquial
call
colloquially
called
the
east
side
or
the
cooperage
redevelopment
area.

We've
finished
our
initial
data
collection
and
compilation
with
a
comm
and
their
scheduling
their
fieldwork
for
survey.
Now
they
should
be
getting
into
that
in
the
next
month
or
so.
The
barbary
woods
project
the
selection
committee
has
met,
had
made
two
recommendations
for
interviews.
We
had
interviewed
those
firms.
The
selection
committee
had
a
follow-up
meeting
and
has
recommended
the
firm
of
WK
Dixon.

The
this
is
one
I
think
we
haven't
talked
about
too
much
that
this
committee
previously
and
quite
some
time
as
the
broad
and
Lockwood
the
sunny
day,
flooding
concept
review.
This
is
looking
at
the
the
area
of
broad
and
Lockwood,
where
we
have
a
lot
of
obviously
sunny
day,
tidal
flooding.
We
had
a
draft
concept
evaluation
report
that's
been
submitted
for
that
I'm
just
looking
at
what
are
the
different
options
for
doing
improvement
that
area
and
what
are
the
cost
considerations
of
those
options?

think
I
got
a
little
bit
of
a
often
on
internet
connection,
some
occasionally
missing
a
little
bits
and
pieces,
the
the
denoon
Drive
project.
That
also
is
substantially
complete,
and
we
actually
finished
that
one
just
prior
to
the
last
rain
bomb
we
had
and
the
residents
reported
that
they
saw
really
little
to
no
flooding
during
that
storm
event,
so
that
one
is
also
a
good
improvement.
We're
just
finishing
up
some.
Some
restoration
and
checklist
item
work
on
that
one.

Weems
Court,
that
was
of
repair
on
some
perch
that
was
causing
flooding
in
up
in
wind
court,
downtown
that
one,
the
initial
collapse
and
blockage
has
been
repaired
and
completed,
which
was
the
initial
scope
of
the
project.
But
there
is
a
follow
up
repair
that
we're
going
to
need
to
do
that.
We
were
able
to
identify
once
we
had
fixed
the
problem
we
knew
about.

Some
options
looked
at
use,
meant
locations
in
that
area
and
notified
residents,
so
we're
evaluating
an
approach
with
the
contractor,
similar
to
what
we
did
on
denoon
Drive,
since
you
know
that
as
a
practical
path
forward
on
that
one,
because
there's
a
number
of
large
trees
and
the
in
the
rear
area
there.
So
we
may
be
able
to
save
save
quite
a
bit
of
money
by
approaching
the
project.
The
same
way
to
do
an
Drive
which
worked
out
really
well
lock,
more
Terrace.

We
do
want
to
continue
to
try
to
reach
out
to
that
one
remaining
property
owner
and
then
we'll
be
able
to
give
a
final
update
on
where
the
residents
stand
on
that
one
and
then
just
as
an
update
we
did
have,
we
did
have
two
emergency
repairs
on
regards.
These
are
relatively
small
repairs,
but
we
did
have
a
failure
both
on
st.
Philip,
one
at
Liberty,
Street
and
one
at
gorge,
so
kind
of
a
similar
area.

Looking
at
our
system
in
that
area,
we
did
find
a
real
severe
blockage
in
the
bowl
Street
outfall,
which
is
still
kind
of
in
that
d-o-t
system.
So
it's
not
our
normal
area
in
this
area,
but
we
think
we
may
see
some
really
substantial
improvements
in
drainage
during
at
least
low
tide
events.
We
basically
there
have
been
a
the
entire
log,
basically
wedged
into
the
pipe
out
Fault
in
that
area.

kind
of
the
Alberta
long
yeah
it'll
burn
along
like
yes,
yeah.
Yes,
it
was
in
one
of
the
the
alcohols
coming
through
that
system
there,
so
that
that
should
see
some
improvement
again,
not
at
not
at
high
tide
events,
but
at
low
tide
events
that
should
start
to
see
a
better,
a
better
drainage
and
then
just
finally,
what
we're
talking
about
tidal
influence.
We
did
coordinate
with
the
town
of
James
Island
and
we're
helping
them
install
a
check
valve
at
South
Anderson,
which
is
a
mixture
assertion
of
city
and
town
of
James
Island.

That
should
help
with
some
of
the
kind
of
severe
some
of
these
severe
tidal
flow
up
into
the
system.
That
they've
been
experience
in
that
area
taken
away,
drainage
that
fills
up
so
the
whole
Kentwood
neighborhood,
a
number
of
other
neighborhoods
that
then
trickles
down
into
the
willow,
walk,
Shoreham,
neighborhoods,
so
I
think
that'll
be
another
good
project
that
they're
they're
paying
for
the
vast
majority
of
that
work
and
we're
helping
them
with
technical
expertise
and
coordination.
Primarily,
that's
that's.
Basically
the
major
stormwater
updates
in
the
last
month.

So
they
legal
had
put
together
a
series
of
documents
that
the
council
had
approved
a
few
months
ago
when
including
a
Army
Corps
of
engineer
permit
that
it
triggered
that
the
site
had
a
early
site
utility
package
that
was
approved
and
now
is
actually
into
their
their
construction
package
on
the
hotel
property.
So
that
should
be
progressing
I,
believe
they've
gotten
to
the
installation
yet,
but
that
that
is
in
their
their
plans
and
it
should
be
underway.
At
this
point,
oh.

Drive
by
there
and
it
looks
like
they're
all
around
where
that
I
was
supposed
to
be
added.
I
was
just
curious
and
secondly,
you
mentioned
the
archway
and
a
couple
pipes
going
through
utility
companies.
Do
we
hold
and
I'm
betting
that
the
the
biggest
single
utility
that
penetrates
those
tunnels
is
the
Charles
from
water?
You
work
so
well
with
them,
so
I'm
not
really
worried
about
them,
but
the
other
utilities.
Do
we
hold
them
accountable
at
all?
H
I
think
we've
had
a
really
significant
improvement
on
current
and
future
work
in
that
respect.
That
now,
when
there
are,
whenever
there's
work
plan
during
crouching
permits
or
anything
occurring
on
brick
arch
projects,
we
make
them
basically
come
in
and
coordinate
with
us
prior
to
doing
the
work,
because
we
know
where
the
arches
are,
we
sort
of
know
what
the
vulnerabilities
are.

A
lot
of
the
challenges
we're
going
to
experience
are
the
conflict
boxing
of
suit
base,
a
sewer
pipes
that
are
coming
through
and
those
are
often
very
difficult
to
relocate,
because
they're,
gravity-based
and
they're
they're
important
to
maintain.
Obviously,
we
need
sewer
service
downtown,
but
typically
you
have
to
install
them
whole
and
put
in
a
conflict
box
which
is
basically
a
larger,
concrete
structure
to
allow
that
pipe
to
maintain.

We
do
need,
according
to
settle
us
one,
to
make
sure
that
we
install
it
the
way
that
works
for
them
for
maintenance
purposes,
but
then
to
look
to
see
if
we
can
come
up
with
a
cost-sharing
approach,
because
the
challenge
of
doing
that
in
an
arch
is,
it
does
tend
to
cost
us
about
twenty
five
thousand
dollars
each
time
we
do
it.
So
it
does.

Substantial
and
I
think
that's
something
that
we
need.
We
have
a
really
good
relationship
with
the
capital
projects,
groupid
CWS
and
I
think
that's
something
we
could
try
to
put
together
like
we
have
with
some
the
check
valve
installations
and
other
work.
We've
done
of
saying:
let's,
let's
go
in
and
try
to
like
proactively,
come
up
with
an
agreement
and
set
aside
a
budget
each
year
and
kind
of
work.
Our
way
through
some
of
these
arches
I
think
we
really
really
would
improve
our
drainage
flow
downtown.

gonna
work
on
putting
together
some
kind
of
recommendations
and
plans
and
try
to
get
that
to
the
CWS
staff
and
then,
when
we
have
kind
of
an
agreement
on
staff
level,

it
to
you
all
and
ask
if
you
can
bring
it
up
at
the
Commission
meetings
and
see
if
we
can
get
that
move
forward.

but
a
last
one
with
a
pail
and
I
would
just
left
earlier
committee
meeting
to
talk
about
the
soft
Wyndemere
project
and
one
of
the
things
that
mr.
Smith
Benjamin,
Smith
and
Frank
did
for
us
is
give
us
a
virtual
tour
of
the
project
and
low
battery
and
to
just
for
information.
If
we
were
just
into
taking
a
tour
of
that
physically,
it
was
quite
impressive.
The
level
of
work
that
they
accomplished
so
far.

We've
we've
gotten
again:
I
would
call
like
a
final
draft
at
this
point
of
the
prioritization
tool
and
system
from
a
comm
they're,
still
finalizing
a
little
bit
of
there's
a
like
a
cost
accounting
component
of
that
program
that
they're
still
finalizing,
but
the
the
core
of
the
of
the
system
is
complete.
At
this
point,
we
need
to
go
back
and
load
the
data
from
all
of
the
projects
we've
identified
into
that
system
to
be
able
to
do
the
scoring.

That's
just
one:
that's
always
that
that
a
little
bit
of
that
juggling
of
completing
current
work
or
planning
for
future
work.
So
as
soon
as
we
can
get
one
or
two
of
these
other
areas,
wrapped
up
I,
think
that's
our
next
approach
unfortunate.
These
two
rain
bombs
have
really
push
back
where
I
want
it
to
be.
At
this
time
of
the
year,
we
ended
up
with
just
over
1,100
work
requests
from
those
two
rainstorms.

So
in
a
you
know,
a
total
department
sizes
60
people
that
takes
us
a
little
while
to
to
work
through
that,
and
many
of
them
are
very
justifiable
requests.
I
mean
there
was
some
severe
flooding
during
that
situation,
but
we're
we're
trying
to
get
them
kind
of
triaged
and
categorized
and
start
working
through
I
know.

It's
an
important
it's
an
important
thing:
I
do
want
to
try
to
get
the
data
still
entered
this
summer
so
that,
as
we
get
into
sort
of
the
capital
side
of
the
budget
season
that
that's
something
that
can
inform
decisions

made

budgeting

think
that's
it's
a
very
good
point
to
bring
up
on

shopping
center,
South
Windermere
itself.

been
a
long
time
coming
so
very
excited
that
we
passed
a

important
part
of
the
process
today

to
keep
moving
in
that
direction.

has
applied

encroachment
permit

that

update

have
made
TNT
was

week
ago
saying

they're

continuing
sort
of
negotiations
with
d-o-t
over
the
terms
of
what
that
encroachment
will
require
so
we're.
We
are
waiting
from

sense
of
being
able
to
do
construction
for
them
to
get
confirmation
from
do
T,
so
they
can
finalize
their
schedules,
but
we
are.
We
are
continuing
with
the
work
on
phase
2b,
primarily
as
they
continue
with
their
coordination.
So
it's
not
holding
us
up
yet.

this
point,

week

CRS
cycle
visit
with
the
goal
of
reaching
at
least
class
5
this
year,
and
we
will
have
some
more
information
for
the
committee
over
the
next
month

two

regard

potentials
for
obtaining
additional
CRS
points
and
I
did
want
to
note.
Fema
actually
did
they've
been
talking
about
this
for
a
while,
but
they
did
actually
go
ahead
and
pass
a
what
they
would
call
what
they
call
a
class
8
prerequisite.

So
this
is
gets
into
the
really
technical,
FEMA
CRS
language
again,
but
basically,
you
started
a
base
of
class.
10
is
like
you've
done
nothing
for
floodplain
management
in
your
city.
Basically,
as
a
class
10,
you
can
move
to
a
class
9,
which
is
a
5%
discount
through
a
base.
Anything
to
obtain.
Those
points
to
FEMA
has
now
said
that
to
go
beyond
to
class
9,
you
have
to
have
at
least
one
foot
of
free
board
above
base
flood
elevation,
or
they
will
not
allow
communities
to
go
past
class
9
any
longer.

So
the
city
of
Charleston
sits
at
a
Class
six
and
we
do
comply
with
that
requirement.
So
will
not
be
an
issue
for
us,
but
I
thought
it
was
an
interesting
thing
to
note
that
FEMA
is
basically
requiring
anyone
who
wants
to
receive
an
insurance
discount
to
now
have
a
minimum
of
one
foot
of
free
board.
It's
almost
like
a
factor
of
error
safety
from
the
publish
flood
maps
and
I
think
an
accounting
for
for
future
sea
level
rise.
That
was
a
huge
change
for
them.

I
don't
know
that
anyone
expected
it
sure
someone
expected
I
should
I,
don't
know
that
we
si
thought
it
would
be
that
that
rapid,
a
approval
in
the
current
environment
but
I
think
they've
seen
so
much
flood
damage
loss
that
they
decided
to
move
ahead
with
that.
So
that's
just
an
update

the

increasingly
active
set
of
citizens,
not
just
from
the
city,
but
all
over

region
who

ramifications
of

small
cell

installations

promoted
and
areas
that
are
very
popular.

with
communication
technology
up
like
crazy,
so
it's
a
contest
at
the
state
level.

the
federal
level.
