update
mr
fountain.

So
the
we
have
kind
of
three
three
major
components
of
our
existing
drainage
system
that
expand
citywide.
The
first
of
those
is
the
roadside
open,
ditch
system.
So
those
are
the
open
ditches
like
I'm
literally
on
the
side
of
the
road
as
you're
as
you're
driving
down
much
of
the
city
outside
of
the
peninsula.

We
do
this
work
with
in-house
forces.
We
maintain
an
estimated
114
road
miles
of
system
was
about
twice
that
then
for
those
roadside
ditches,
since
there's
a
ditch
on
each
side
of
the
road,
we've
been
working
to
rehabilitate
those
those
ditches.
Obviously
many
of
these
haven't
seen
maintenance
in
a
long
period
of
time,
there's
a
really
inconsistent
level
of
performance
on
them,
so,
basically
just
going
through
neighborhood
by
neighborhood,
starting
at
the
outfall
pipe
and
basically
cleaning
out
that
whole
system
back
through
the
neighborhood
we've
done.
I've
started
this
effort.

Early
2019
continued
it
through
2020.
to
date,
we've
done
about
40
miles
of
those
114
road
miles
for
rehabilitation,
we're
continuing
to
work
at
about
20
road
miles
per
year.
That
varies
somewhat
depending
on
how
many
hurricanes
we
get
or
other
other
factors
impact
us
during
the
year.
But
it's
it's
a
good
rough
estimation
of
the
the
capacity
for
staff
we
have
at
the
moment,
so
we're
estimating
completion
to
get
that
rehabilitation
completed
in
2025
by
the
end
of
2025.
Again,
barring
no
major
setbacks.

know
that
will
bring
those
neighborhoods
that
have
open,
ditch
system
back
to
full
functionality,
the
original
design
capacity
as
much
as
we
can
get
into
it
now
this.
I
think
these
really
do
help
there's
some
temporary
impacts
when
you're
doing
it,
because
you
kind
of
tear
up
the
grass
and
things
as
you're
as
you're
re-ditching,
but
they
do
restabilize
pretty
quickly
with
the
growing
season
down
here.

does
provide
quite
a
bit
of
reduction
in
what
we
talk
about
with,
like
frequency
of
flooding.
Is
the
smaller
vents
now
have
somewhere
to
go
both
for
storage
in
those
ditches
and
then
for
conveyance
out,
and
it
does
decrease
even
severity
for
the
larger
events,
because,
basically,
more
and
more
of
that
water
can
be
handled
in
the
ditches,
so
you're
taking
water
off
the
streets
off
of
people's
properties.

Moving
into
the
ditches
that
that
one's
progressing
quite
well
all
in-house
forces
on
that
effort,
and
we
are
putting
together
some
web
web
pages
with
maps
and
diagrams
and
things
showing
what
we've
done
so
far,
and
what
we
have
have
to
go
and
hopefully
have
that
ready
for
you
by
the
end
of
the
quarter.
Ideally,
the
second
component
of
this,
these
roadside
or
the
drainage
system
in
the
city,
is
what
we
call
closed
systems.
Those
are
the
pipes
when
you
have
a
buried
pipe
on
the
peninsula.
Typically,
it's
one
pipe
per
road.

In
most
of
the
slightly
newer
subdivisions,
you'll
see
two
pipes,
one
on
each
side
of
the
road
that
the
drains
connect
into.
We
have
quite
a
bit
more
of
this
there's
more
like
300
miles
of
roads
with
pipe
systems
on
them,
but
many
of
these
are
a
little
bit
newer
or
in
condition
we
know
about
so
we're
estimating
there's
about
100
miles
of
pipe
that
we
need
to
inspect
and
then
determine
where
the
clogs
are
and
where
the
highest
cleaning
needs
are.

actually
started
our.
We
call
an
asset
manager
position
today,
actually
to
help
build
out
the
inspection
program.
Looking
at
these
pipes
trying
to
coordinate
our,
these
are
mostly
contractor
cleaning
contractor
cleaned
resources
where
we
think
we're
on
track
with
the
the
funding
allocations
to
be
able
to
complete
this
cleaning
by
the
end
of
2028.
There
is
a
little
bit
more
uncertainty
in
these
because
they're
underground
the
conditions
not
known
as
well,
so
it's
harder
to
get
a
work
productivity
rate
that
we
can
extrapolate
out
and
there's.

Sometimes
these
need
repairs,
as
we've
seen
coming
through
council
for
emergencies
and
things
in
the
past
again.
This
is
a
proactive
attempt
to
try
to
get
ahead
of
that
issue
so
that
that's
continuing.
I
should
have
more
for
you
by
the
end
of
this
year
on
how
that
progress
continues
and
what
our
more
realistic
time
frames
and
budgetary
considerations
are
for
that.
The
third
component
is
what
we
kind
of
call
like
a
rear
or
side
yard
system.

We
did
actually
complete
a
full
deep
hand,
cleaning
rehabilitation
on
these
systems
over
the
last
two
years
and
we're
working
to
establish
we're
currently
running
at
least
an
annual
cycle
on
every
ditch
when
we're
working
to
get
to
twice
a
year,
so
that
we're
getting
two
two
kind
of
heavy
vegetative
cutbacks.

We
also
have
in
the
budget
this
year
from
what
was
approved
to
council
at
the
end
of
last
year,
to
purchase
what's
called
a
walking
excavator,
which
is
like
a
basically
a
very
small
excavator,
with
four
wheels
that
are
kind
of
like
articulated
wheels
that
can
actually
kind
of
walk
through
the
ditch
and
clean
from
within
the
ditch.
So
you
don't
need
the
same
level
of
maintenance
shelf
and
easement
that'll
help
us
with
some
of
the
ditches
we've
had
that
are
more
challenging
to
hand
clean
efficiently.

You
really
just
can't
get
the
level
of
material
out
with
a
shovel
that
you
need.
Now
we
get
a
lot
of
comments
saying
that
you
know
there
used
to
be
really
effective
hand
cleaning
with
in
the
county
and
there's
certainly
a
long
history
of
of
how
hank
clean
worked.
But
anyone
who's
tried
to
shovel
a
trench.
D
That's
more
than
about
a
foot
deep
ever
in
their
lives
knows
that
it
seems
really
good
and
productive
for
about
15
minutes,
and
then
you
realize
how
much
dirt
weighs
and
how
hard
it
is
to
move
significant
amounts
of
material,
especially
when
it's
you
know,
90
degrees.
With
95
humidity
in
charleston,
and
it
just
it
just
isn't
practical,
it
really
is
impossible,
even
though
it
sounds
good.
We
have
you
know
roughly
20
people
who
will
work
on
this
kind
of
work.
For
again,
you
know
over
100
miles
of
maintenance.

Yes,
yeah
and
elephant
ears
elephant
ears.
Actually,
when
you,
when
you
cut
them,
they
release
like
a
caustic
sap
that
will
burn
you
pretty
horribly.
If
you
have
any
sensitivity,
and
even
if
you
don't
sometimes
so,
our
guys
actually
clean
those
in
tyvek
coveralls
to
prevent
the
level
of
skin
damage,
you
can
get
so
yeah.
It's
an
exciting.
It's
an
exciting
environment
for
hand,
cleaning
moving
on
to
kind
of
the
the
more
traditional
project
report
spring
fishburn.

We
do
have
good
progress
report
on
this.
One
we've
completed
the
outfall
excavation,
that's
the
removal
of
the
dirt
on
the
portion
of
the
project
that
kind
of
sticks
out
into
the
river
through
the
marsh
and
we're
working
on
the
foundation,
the
rock
foundation
being
installed
out
there
for
the
eventual
box.
Culverts
we're
also
installing
the
h
piles
in
that
area,
which
are
basically
look.

They
look
like
you're
putting
big
I-beams
down
into
the
ground
that
will
support
those
eventual
box,
culverts
we're
about
10
percent,
complete
uninstalling,
the
age
piles
35
out
of
380
of
those
and
we're
almost
complete
with
excavation
on
the
wet
well,
which
then
will
transition
over
into
rock
installation
and
eventually,
over
into
concreting
the
low
battery
project
phase.
One
now
actually
looks
like
a
real
project.
When
you
go
take
a
look
at
it,
we
do
have
our
our
website
for
that
one.

At
that
point
it
will
be
over
the
next
week
or
two
we'll
be
basically
putting
in
like
the
decorative
items,
the
the
bluestone
railings,
some
of
the
guardrail.
That
kind
of
thing,
then
we'll
be
coming
back.
We're
gonna
work
on
some
speed
tables
this
week,
which
are
kind
of
the
large
speed,
humps
and
things
to
slow
people
down
going
through
intersections
and
then
have
asphalt,
installation
and
the
project
really
complete
other
than
punchless
items
by
the
end
of
january.

second
phase
of
the
project
then,
will
be
coming.
The
construction
contract
should
be
coming
to
councils
just
finishing
up
its
last
round
of
verification
and
evaluation
at
a
staff
level
should
be
coming
to
council.
The
next
public
works
utilities
meeting
the
recommendation
for
approval
to
start
phase
two,
and
that
would
then
start
in
in
february.

and
ug
phase,
one
we're
we've
completed
the
construction
bidding
for
that
phase
and
we're
actually
going
through
the
bids
now
and
evaluating
those
phase.
Two
is
in
design
and
permitting
still,
and
that
will
continue
for
the
next
12
to
18
months,
probably
as
we
work
through
the
bar
process
and
environmental
processes.

With
that
one
forest
acres,
the
utility
relocations
we
reported
is
in
progress
with
atm
t,
we're
finalizing
some
easement
acquisition
for
the
kind
of
the
most
western
half
of
the
project
west
of
playground,
road,
which
was
originally
called
phase
2b,
even
though
we've
combined
everything
into
just
a
single
phase.
Two
at
this
point,
those
documents
should
be
coming
also
to
real
estate
and
public
works
utilities
over
the
next.

If
I
bring
in
a
few
different
sessions
over
the
next
month
or
two,
there
aren't
very
many
it's
a
there's
one
or
two
large
easements,
and
then
the
rest
of
them
are
kind
of
temporary
construction
access
easements.
So
those
are
those
are
moving.
Well,
I
think
we've
got
good
negotiation
with
all
the
parties
involved
and
we'll
bring
you
more
information
on
those
we're
still
looking
to
hit
a
construction
start
date,
basically
at
the
end
of
2021,
which
will
be
when
att
finishes
their
relocation
that'll.

us
transition
from
their
construction
work
into
our
contractor's
construction
working
on
project
market
street,
we're
continuing
to
work
with
dominion,
to
look
at
plans
to
underground
power
on
that
project,
which
should
extend
for
probably
at
least
another
few
quarters
cooper
jackson,
the
eastside
drainage
improvement
evaluation.

had,
we
had
previously
completed
the
cleaning,
the
majority
of
the
cleaning
or
our
detailed
field
survey.
Work
should
be
complete
in
the
next
week
or
so,
which
will
take
us
into
the
actual
computer
modeling
off
of
that
field,
survey,
work
and
then
we'll
basically
go
back
out
and
spot
verify
any
any
additional
survey
work.
We
need
and
start
looking
at
improvement
options
for
the
area,
then
we'll
be
able
to
start
looking
like
an
outreach
component
to
that.

windermere
drainage
improvement
evaluation,
the
initial
survey
work
is
just
about
complete
and
we've
have
a
draft
version
of
the
kind
of
story
map
website
for
the
work
on
that
project.

that
we
should
be
finalizing

week

two
to
start
improving
the
outreach
on
that
project
to
the
neighborhood
that'll.

initial
conceptual
modeling
and
develop
some
improvement
recommendations
for
windermere
dupont,
wapu
the
improvement
projects
we
are
underway
on
the
detailed
field
survey
we've
been
going
through
primarily
the
southern
area
of

projects
at
this
point,
but
we'll
be
kind
of
moving
through
the
whole
areas
from
one
through
four
with
that
detailed
field
survey,
as
they
continue
to
basically
lay
out
again.
What
do
we
need
to
do
for
final
construction
drawings?
We
have
our
improvement
projects
for
those.

This
is
trying
to
put
together
construction,
drawing
level
survey,
concord
street
pump
station,
the
upfit
we're
we're
working
right
now
with
the
culinary
design
work
for
the
upfit
options
on
that
pump
station
and
budgeting
considerations,
church
creek,
flood
storage
projects.
The
preliminary
engineering
work
is
now
underway
on
that
one
we've
had
our
kickoff
meeting,
we're
starting
to
gather
some
information
with
stakeholders
and
have
some
field
field
work
and
field
visits
with
the
kind
of
disparate
engineering
team.
That's
involved
with
that
project.

from
our
primary
engineer
about
habitats
to
our
outreach
folks
with
the
water
institute
and
the
landscape,
architect,
groups
and
some
other
components
for
that
project.

The
limehouse,
brick
arts,
rehabilitation
project,
we're
working
on
putting
together
our
2021
work
schedule
with
our
idc
vendors
to
start
that
proactive
rehabilitation,
medical
district
tunnel
extension
earhart
project
we've
submitted
our
grant
application
that
council
approved
for
hud
funding,
we'll
see
how
that
turns
out.
We'll
keep
you
updated
as
we
get
information
and
we're
scheduled
to
be
looked.

we
have
funding
for
the
project
central
park,
we
talked
a
little
bit
in
real
estate,
very
briefly,
we're
putting
together
a
package
with
the
parks
department
for
greenbelt
application,
in
collaboration
with
charleston
county,
to
look
at
acquiring
a
partial
at
the
end
of
howell
avenue,
which
would
basically
let
us
convert
a
piece
of
highland
into
a
more
of
a
wetland
system
to
help
mitigate
flooding
on
howell
avenue
and
stefan.

mueller
drive
drainage
easement.
We
have
basically
kind
of
gone
back
and
forth
with
a
number
of
different
options
with
the
property
owners
and
we've
scheduled
field
modifications
of
the
ditch
to
see
what
we
can
do
to
further
improve
flow
to
the
northwest
on
the
ditch,
as
well
as
the
original
look
at
going
to
the
more
of
the
east
on
the
the
ditch
parcel.
So
that's
that
work
is
underway
for
scheduling
and
it
should
be
in
the
next
week
or
two
amen.

we're
going
to
try
to
do
what
we
can
do
before
we
get

walk-in
excavator,
but
that
may
also
help
the
lease
purchase
funds
don't
come

through

delay

that

we're
going
to
see
what
we
can
do
with
the
mini
excavators
and
hand
clean
crews,

then,

we
see
something
that
the
walking
activator
might
help

drafted
maps
and

tentative
plans
in

december
and
got
those

firms

proposals

still
kind

surveyors
trying
to
get
firm
cost
proposals
and
we'll
see
as
soon
as
we
get
any
updates
from
them.

that
work
assigned

be
a
surveyor

charleston
county
other
than
people.
