Description
City of Charleston Committee on Public Works and Utilities 7/27/20
B
B
Let's
call
a
meeting
to
order
and
councilman
griffin,
I'm
gonna
ask
you
to
bring
the
invocation.
That's
okay,.
D
Dear
lord,
we
thank
you
for
this
day
for
all
the
many
blessings
stood
up
on
us
as
he
he
was
ever
mindful
of
the
needs
of
others.
In
these
times
of
crisis,
we
ask
that
you
help
push
us
along
and
let
us
do
god's
work
and
always
put
the
citizens
of
charleston.
First
and
foremost
in
your
in
your
name,
we
pray
amen.
B
First,
we
got
the
approval
of
of
a
number
of
minutes.
You
see
on
the.
E
B
Any
opposed,
thank
you,
miss
havisham.
Can
you
please
touch
bases
on
updating
us
on
the
agenda.
F
Thank
you,
chairman
waring.
I
just
wanted
to
let
everybody
know
that
we
found
out
today
that
only
the
first
page
of
your
agenda
was
posted
on
this
website,
and
so
I
just
wanted
to
give
a
couple
of
recommendations
about
how
to
handle
that,
since
we
didn't
have
the
proper
notice
agenda.
F
Packet
is
about
39
pages,
but
only
the
first
page
was
published,
as
most
of
those
pages
were
copies
of
the
minutes
from
the
different
meetings
you
might
consider
approving
those
again
at
the
next
meeting,
just
so
that
the
public
will
have
as
to
those
minutes
online.
Before
the
next
meeting.
A
A
They
are
posted
on
the
agenda
for
approval,
but
the
reason
that
isn't
done
is
in
case
there
are
any
things
which
need
to
be
corrected.
They
aren't
published
online
okay,.
F
That
makes
sense,
I
wasn't
sure
what
the
rest
of
the
packet
was.
That
was
missing,
but
maybe
it
was
just
what
was
sent
out
to
the
council.
I.
A
I
think
the
only
accompanying
documents
for
council
were
just
in
minutes.
It
looked
like
the
just
the
last
two
pages
of
the
agenda
portion,
for
whatever
reason
we're
not
showing
up
in
the
scan
online,
but
the
items
that
are
on
there
are
also
in
the
committee
report
on
the
council
agenda.
That's
posted
online
and
the
items
are
also
on
the
ways
and
means
agenda.
F
Okay,
I
think
we're
good
on
the
minutes
then.
So
it's
really
just
the
second
page
of
the
agenda,
then
so
item
f
for
temporary
encroachments.
F
F
They're
not
actionable
items,
I
just
didn't
know
if
you
wanted
to
make
it
public
just
since
that
wasn't
included
on
on
the
agenda
that
would
have
been
online
so
either
way
is
fine,
but
I
do
want
to
point
out
that
for
items
g
and
h
those
would
not
have
been
posted.
F
B
I
still
move
it's
going
to
properly
move.
Can
we
get
a
second
to
councilman,
jackie
popping,
those
a
second
to
add
those
items
to
the
agenda
all
in
favor?
Would
you
please
say
hi
hi
any
opposed,
thank
you
and
we
can
add.
We
can
add
those
item.
F,
it's
just
information.
Only
again,
there's
no
actionable
items
on
is
mr
brian,
on
the.
B
Be
speaking,
oh
well,
that's
another
reason.
We
need
to
add
it
to
the
message.
Okay,
all
right:
let's
go
to
item
g
update
on
underground
wiring
in
front
of
new
fire
station.
G
B
I
had
a
question
on
that.
It
was
just
the
discussion
I
saw.
Mr
miller
looks
like
the
main
on
the
new
fire
station
over
there
on
savannah
highway.
It
looks
like
power
lines
and
stuff
have
been
moved,
but
it
looks
like
I
don't
know
where
this
cable
or
some
other
type
of
wiring-
it's
not
as
tall
as
electric
electrical
power,
but
there's
some.
D
H
Yeah
beth
is
out
of
the
office
on
a
personal
matter,
and
so
edmund-
and
I
have
been
talking
about
this
today
and
it's
a
communication
line
and
edmond-
has
a
few
more
details
about
it,
but
the
communication
companies,
it's
a
lot
of
coordination
that
happens
with
all
the
different
communication
companies
and
it's
either
like
a
comcast
type
line.
B
H
Att
or
something
and
after
dominion
gets
their
energy
cables
undergrounded.
E
Afternoon
I
am
yeah,
I
don't
have
much
more
to
add
other
than
it
is
a
challenge,
because
our
contract
is
with
dominion
and
we
respectfully
ask
those
communication
providers
to
underground
their
lines
as
well
too,
and
it
just
becomes
a
work
order
for
them.
They
have
to
just
get
it
in
their
work
scope
and
it
basically
comes
down
to
us
constantly
asking
them
over
and
over
and
over
until
they
get
it
done.
E
I
can
say
that
that
tnt
they
finished
up
their
fiber
relocation
line
on
friday,
so
it's
not
theirs.
We
know
that,
so
it
is
one
other
telecommunication
provider,
that's
up
there.
After
that,
we
can
get
that
underground,
and
I
asked
beth
who
is
actually
out
right
now
to
look
into
that,
but
we'll
have
the
polls
pulled
immediately.
B
Okay.
Well,
listen.
I
appreciate
your
follow-up
on
that,
because
this
is
one
of
the
first
undergrounding
on
is
taking
place
on
savannah
highway
years
to
come.
I
hope
it'll
be
many
more,
but
I
guess
this
is
the
template
to
move
forward
with
it.
So,
thanks
for
looking
into
that,
both
mr
moose
and
mr
crosberg
item
h1
storm
water
management
update
mr
fountain
emergency
repair
on
ivy
hall,
road.
That's
actually
in
my
district.
G
G
Adam
one
is
updating
the
committee
on
after
the
fact,
emergency
sinkhole
repair
at
ivy
hall
road
and
basically
we
had
a
brick
manhole
that
was
failing.
We
went
in
and
repaired
the
brick
manhole
due
to
the
sinkholes
in
the
road
and
then
also
after
we
repaired
the
manhole
found
there
was
an
additional
60
or
additional
footage
of
the
60-inch
pipe.
That
was
failing.
So
we
went
in
and
stabilized
that
as
well.
B
Thank
you
for
that
item.
G
Two
so
item
two
is
a
contract
you're
asking
for
approval
recommendation
for
approval
for
professional
services
with
w.k,
dixon
and
company.
This
is
for
498
thousand
and
seventy
dollars
for
engineering
design,
work
on
the
barbary,
woods,
strange
improvement
projects
and
funding
would
be
from
the
drainage
fund.
B
D
B
Well,
I
say
funding
is
available,
so
I
I
I
don't
know
about
cfo,
mr
fountain.
Where
is
that?
Coming
from.
G
B
G
Thank
you,
mr
chairman.
So
this
one
we
we've
discussed
at
a
couple
of
the
recent
committee
meetings
and
it
kind
of
came
a
little
bit
more
to
a
head
at
the
last
committee
meeting
when
we
had
some
of
the
emergency
repairs
to
bring
some
of
the
pumps
back
online.
At
that
pump
station,
we
had
to
send
divers
down
into
the
pump
station.
It
is
back
to
being
fully
functional,
but
it
is
continuing
to
have
degradation
and
service
quality.
G
So
this
is
a
recommendation
for
approval
of
a
contract
amendment
with
davis
and
floyd
on
the
market
street
drainage
project,
which
of
course,
is
the
this.
Is
the
pump
station
that
drains
out
market
street
in
calhoun
east
for
161
476
dollars
provide
preliminary
engineering
upfit.
So
that's
basically
looking
at
what
needs
to
be
replaced
on
the
pump
controls,
the
pumps
themselves
and
the
electrical
systems
associated
with
it.
Funding
available
in
the
fy20
small
project
allocation
is
what
we're
looking
for
is
basically
an
o
m
project
within
that
allocation.
C
Yeah,
this
is
sort
of
a
question
sort
of
twofold
this
that
pump
station
was
put
in
there
about
20
years
ago.
Mr
fountain
does
that
sound
about
right?
Yes,
and
so
is
it
now
just
not
functioning
at
all.
G
So
it's
still
fully
functional
it's
just
that
it
it's
needing
much
more
attention
and
maintenance
and
we're
having
to
do
more
emergency
repairs
on
the
pumps
and
on
the
parts
because
they're,
basically
they're
just
at
an
age
where
they're
nearing
obsolescence,
you
know
the
manufacturer
stopped
supporting
most
of
the
equipment
that
still
has
within
the
pump
station.
The
pumps
are
kind
of
reaching
the
end
of
their
normal
service
life.
So
what's
happening
is
just
like
when
you
drive
a
you
know
car
for
an
extended
period
of
time.
G
You
start
to
see
more
and
more
breakdowns.
Obviously,
since
this
is
a
really
critical
piece
of
infrastructure,
it
has
some
redundancy
built
into
it
where
it
can
function
even
with
partial
outages,
but
we're
also
seeing
increasing
storms
we're
bringing
more
water
to
the
system,
obviously
with
the
market
street
project.
So
there's
an
increasing
priority
from
us
to
get
the
system
back
to
fully
functional
with
less
downtime.
G
Replaced
right
so
this
basically
is
the
is
the
preliminary
engineering
work
you.
We
basically
assess
the
existing
system
and
make
recommendations
for
what
types
of
pumps
to
replace
with
what
types
of
controls
and
electronic
design
systems.
And
then
you
basically
take
that
information.
Create
your
final
construction,
drawings
and
bid
package
would
be
the
next
scope
that
would
come
and
then
you'd
actually
do
the
work
and
the
pump
stations
are
as
as
you're
all
quite
aware,
are
quite
expensive.
G
So
there's
there's
quite
a
bit
of
work
that
goes
into
specifying
and
setting
up
that
equipment
and
we're
trying
to
make
it
a
little
more
robust.
Based
on
what
we've
learned
from
operating
this
pump
station,
the
musc
pump
station
and,
of
course,
getting
into
the
design
for
the
spring
and
fishburn
compensation.
G
C
C
F
B
Any
opposed,
thank
you.
G
I
know
that's
all
I
had
for
for
this
meeting.
Mr
chairman,
I
think
we'll
have
some
more
things
at
the
august
meeting
have
a
number
of
scopes
that
we're
kind
of
finalizing
right
now
and
a
number
of
other
items
we're
working
forward
with,
but
a
lot
of
projects,
a
lot
of
good
project
work
going
on
right
now,
a
lot
of
things
moving
forward.
D
Yes,
I
would
like
to
for
you
and
I
to
get
a
meeting
set
up
with
the
golf
wheels
llc
and
the
shadow
moss
hoa
at
some
point
so
that
we
can
go
over
all
of
our
drainage,
ditches
and
easements
and
throughout
that
area
and
make
sure
we're
all
on
the
same
page.
Let's
see
if
we
can
get
that
on
the
books
here
in
the
next
month
or
so.
G
Yeah,
that
sounds
like
a
great
idea
and
then
and
obviously
one
of
the
in
your
area,
one
of
the
area,
one
of
the
projects
that
is
moving
forward
is
we
just
had
the
end
of
the
proposal
period
for
the
church,
creek
drainage,
storage
project,
so
we're
forming
this
election
committee
now
and
going
into
review
on
those.
So
it's
a
good
thing.
G
Yes,
yeah
we'll
have
two
council
people
on
that
committee.
I
have
to
give
the
mayor
my
formal
recommendations
for
the
committee
and
then
he
can
sign
off
and
we'll
create
that
committee,
but
we
did
get
good
applications
in
so
we're
in
the
process
of
doing
that
work.
Right
now,.
E
B
Mr
fountain,
my
understanding
question
now
my
understanding
is
the
county.
Has
their
funding
together
for
the
doo-wop
drainage
project?
Is
that
accurate.
G
So
for
the
the
doo-wop
project,
the
county
has
agreed
in
principle
to
do
a
25
match
that
25
75
match
that
we've
talked
about
right.
We've
we've
been
working
with
them
to
put
together
the
memorandum
of
agreement
for
the
actual
legal
document
to
sign
off
on
that
they
have
provided
us
a
draft
that
their
attorneys
have
signed
off
on,
which
are
our
attorneys
got
basically
late
last
week
and
they're
working
on
that
review
as
well.
Okay,
so
I
believe
that
the
county
is
feeling
like
they.
G
If
we
have
a,
we
have
a
draft
scope
from
our
consultant
on
doing
those
first,
four
design
projects,
it
sounds
like
the
county
does
have
that
money
that
they're
comfortable
setting
aside
and
they'll
have
to
go
formally
to
their
council
for
the
official
set
aside,
but
they
feel
they
have
the
money
available
as
long
as
their
council
authorizes
it,
and
we
we
plan
to
bring
that
back.
I
think
we've
talked
about
potentially
using
that
as
a
small
project
funding
allocation
as
well.
