is
was
in
the
development
agreement
between
the
city
and
the
along
savannah
land
company.
So
this
is
they're
in
the
process
of
designing
that

one
of
the
things
they
have
to
have
for

design

the
city's
maintenance
letter
for
scdot.

going

be
procuring

architectural
team

a
contract
manager
at
risk.

contractor
basically,

initially
what
we're
going
to
be
doing

architectural
team

they're
going

be
doing
an
inventory
of
what
we
presently
have
they're
going
to
be
doing
an
assessment
of
what
we
need
moving
forward
and
then
they're
going
to
put
together
a
a
conceptual
design
that
will
allow
a
contractor
to
price
it.

We
started
the
process
in
september
of
2021,
it's
professional
services,
it's
going
to
exceed
fifty
thousand
dollars
and
we
started
to
progress
through
the
process
and
it's
the
same
exact
process
for
the
architectural
team
as
it
is
for

cmar
that'll
provide
the
cost
estimating
this
process
depending
upon
the
time
of
year
and
the
frequency
of
council
meetings
and
holidays
and
ad
forbid
hurricanes.

It
takes
about
six
to
ten
months.
If
you
can
see
that
our
entire
procurement
process
takes
six
to
ten
months
to
get
a
design
team
on
board.
We
are
presently
here
february
of
2022
and
we're
in
the
midst
of
negotiating
the
the
scope
of
services
and
the
contracts
and
we're
anticipating
we'll
have
those
to
counsel.

So
presently,
the
design
team
will
be
doing
a
schematic
design
on
the
wr
gray
site,
which
is
the
one
that
has
the
red
line
around
it
here.
Here's
our
present
site
that
we
have
our
facilities
on
and
it
looks
like
it's
all
going
to
fit
over
there,
but
we
know
that
it's-
the
city
has
grown
a
lot
since
this
public
services
has
been
kind
of
built.

It
was
kind
of
on
as
needed
basis
and
there
is
going
to
be
a
land
taking
from
the
railroad
on
this
edge
over
here,
so
we're
going
to
lose
about
2.2
acres
or
2.8
acres
somewhere
in
that
vicinity
there,
and
actually
this
this
red
line
is
incorrect.
It
goes
over.
It
does
not
include
this
white
area
on
our
property
presently,
so
as
part
of
the
design
services.

They'll
do
schematic
designs
to
show
us
a
layout
and
we're
hoping
it
all
fit
on
there,
but
it's
very
unlikely
with
all
the
lay
down
areas
and
the
fire
training
tower
and
whatnot,
so
we're
about
two
months
away
from
bringing
contracts
to
council
right
now.

used
to

facility

so
I'm
told

procurement
include

the
ability
to
kind
of
complete
where
we
are
with
our
vcr,
whatever
they
call
vcc
and
determine
what
environmental
actions
need
to
be
taken
before
we
develop
the
site?

no
nothing's
really
been
done
yet,
but
the

longer
answer

yes:
we've
taken
that
into
consideration

it
will
be
part
of
the
project
overall
and
just
keep
in
mind.

use
right
now

we'll
be
putting
an
industrial
use
on
it.
So
you're,
not
cleaning
it
up
to
the
standards
of
say,
like
we
did,
for
the
african-american
museum,
it'll
be
a
lower
cleanup
standard.

the
city
has
grown
significantly
since,
where
we
are
in
our
present
location,
is
it
our
intent
to
pick
up
and
drop
everything
that,
at
our
current
location,

this

proposed
location.

know
to
be
honest
with
you:
it's
going
to
be
more
of
a
land
planning
exercise.
We
want
to
maximize
what
we
can
fit
on
this
site
and
some
uses
are
going
to
require
more
land
but
have
a
have
require
less
personnel
so,
for
example,
to
fry
a
training
tower.
You
know
it's
a
busy
structure,
but
it
requires
to
have
a
lot
of
land
around
it.
So
it's
kind
of
an
inefficient
use.

reason
I'm
asking
that
and
we'll
just
take
the
fire
training
tower
when
you
place
a
fire
train
tower
at
any
site.
It
includes
also
the
fire
training
facilities
as
well,
and
I
I
don't
know
what
the
exact
acreage
is
that
that
would
encompass,
but
I'm
just
wondering
out
loud.
Would
it
make
better
sense
of
that
property
to
find
another
location
for
the
fire
department
and
I'd
like
to
hear
from
chief
courier
what
his
thoughts
would
be
about
taking
all
the
fire
department,
training
and
tower
to
another
location?

that
practical,
that's
something!
We've
thought
out
a
little
bit
better
you're,
getting
something
a
little
bit
smaller
and
as
the
city
has
grown,
our
needs
a
little
bit
more
intense
and
it
seems
I
know
that
the
fire
trucks
are
serviced
there
and
I
think
that's
sort
of
what
people
looking
at
from
a
natural
progression
of
new
space.
But
I
also
just
wonder
training:
should
we
be
separated
from
the
rest
of
the
public
works
use
of
this
new
land.

are
certainly
going
to
consider
that
and,
like
I
said,
we
were
looking
at
certain
types
of
relationships,
so
we
have
fire
fleet
over
there
presently
right.
In
my
opinion,
fire
fleet
doesn't
need
to
be
connected
to
fire
training,
but
if
we
have
fleet
services
there
already
for
the
rest
of
the
city,
it
would
make
sense
to
have
fire
fleet
attached
to
that.

think
about
the
way
a
parts
department
works,
you
know
parts
departments
come
into
here
and
then
they
could
split
out
into
one
large
bay
or
or
different
bays,
where
the
fire
training
facility
that
seems
like
a
it
doesn't
have
to
be.

like
more
of
a
non-compatible
use
with
everything
else
that
we're
talking
about
there
right
now.

of

water
tunnel

shaft

17.8
million
dollars,

a

coming

the
hud

grant

the
money

city
has
already
spent

design
work
and
the
upfront
design
work

we
did

this
project

need

diesel
engines.

This
is
the

the
recommendation
to
approve
purchasing
the
basically
the
back
up
power
generator
for
the
facility,
so
the
main
pumps
which
we
purchased
as
owner
furnished
equipment
previously
for
about
six
million
dollars?
Those
are
those
are
diesel-driven
plumps.
They
don't
run
on
electricity
at
all,
so
they're
always
able
to
run
even
in
major
storms
and
power
outages.

However,
the
dewatering
pumps
and
the
basically
the
control
systems
within
the
pump
station
obviously
run
on
electricity.
So
this
is
part
of
our
phase
four
contract.
This
is
also
being
provided
as
owner-furnished
equipment.
Interestingly,
the
city
gets
a
much
better
deal
on
diesel
generators
from
cat
under
the
state
contract
than
the
contractors
are
able
to
purchase
under.
So
we're
purchasing
this
at
a
pretty
significant
cost
savings
versus
the
open
market,
which
is
why
we're
buying
it
basically
through
city
procurement
and
then
providing
it
to
the
contractor.

this
is
part
of
the
phase
four
project.
It's
within
the
phase
four
budget,
the
amount
which
I
should
have
included
on
here
is
one
hundred
and
forty
thousand
dollars.
So
it's
a
good
size
generator,
but
not
quite
the
six
million
dollars
for
the
the
primary
pumps.
