Description
City of Charleston Committee on Public Works and Utilities 11/22/2021
B
D
Very
helpful,
I
mute
myself.
Thank
you
chairman
on
november
22
of
1963,
this
country
lost
a
great
leader,
a
man
with
a
with
a
lot
of
vision,
a
man
who,
with
youth
in
in
his
words,
vigor,
led
this
country
for
a
very
short
period
of
time,
and
we
learned
his
death
today
in
commemoration
of
that
faithful
day
in
dallas.
D
But
as
we
pass
through
those
events
of
our
history
and
the
history
of
this
country,
we
look
forward
to
gatherings
with
family
and
friends
with
loved
ones,
and
we
remember
those
who
are
no
longer
with
us
and
as
we
gather,
we
keep
their
memory
and
blessed
acknowledgement
of
the
contributions
they
made
to
all
of
us
in
our
in
our
community
in
our
society,
and
we
ask
the
good
lord
to
watch
over
them,
protect
them,
and
we
ask
that
we
be
all
protected
as
we
travel
through
this
holiday
season.
B
D
B
Nice
career
acceptance
and
dedic:
well,
I'm
looking
do
we
have
any
minutes
to
be
approved.
Mrs
cook,.
B
B
Thank
you,
I
don't
mean
acceptance
and
dedication
of
rights
away
and
easement
is
mr
o'brien
on.
E
All
right,
so
the
first
one
is
approval
to
notify
the
scdot
that
the
city
intends
to
accept
the
maintenance
responsibilities
for
194
linear
feet
of
gram
of
curbing
and
371
square
feet
of
gravity,
cobblestone
on
lighthouse
street
and
linwood
boulevard.
It's
in
conjunction
with
the
low
battery
restoration
project
phase.
Three.
B
Probably
move
we
got
a
second
out
there.
Thank
you.
Thank
you.
Thank
you,
yeah,
a
second
any
questions
on
that
acceptance
of
that
easement
hearing
that
all
in
favor,
please
say:
aye
aye
influence.
Thank
you
item
b
I'll
talk.
E
So
this
is
for
the
approval
to
notify
scdot
that
the
city
intends
to
accept
maintenance
responsibilities
for
43
linear
feet
of
granite,
curb
on
whitworth
street,
in
conjunction
with
the
project
at
grace,
church
move
for
approval.
B
B
It's
the
author:
is
there
anything
that
I
know?
That's
the
information,
any
thing
that
I
see,
mr
fountain
into
as
well,
anything
that
stands
out
beyond
the
norm
from
the
temporary
encroachments.
That
needs
to
be
called
out.
E
Nothing
in
and
that
we've
talked
about
me
and
mr
o'brien,
okay,.
B
All
right
good
now,
storm
management,
stonewater
management,
update
discussion
on
the
maintenance
drains
and
ashley
harbor.
This
is
one
that's
kind
of
been
with
us
for
a
little
while
now.
F
B
Well,
at
least
on
the
agenda
I
have,
I
didn't
see
that
but
anyway
I'll
take
you
at
your
word.
You
want
to
present
on
that
one.
E
Yeah
it
looks
tom
o'brien
was
appointed
to
the
berkeley
county
transportation
committee,
so
yeah
we
should
have
a
seat
on
that
committee.
Moving
forward.
Congratulations.
C
B
C
B
A
Mitt,
I
think
we
officially
approve
it
tomorrow
night
at
council,
but
this
will
increase
the
coordination
between
the
city
and
berkeley
county
public
works.
A
There's
been
quite
a
discussion
over
the
last
couple
of
years
about
the
roadways
on
daniel
island,
how
we
all
think
about
it
as
being
new,
but
you
know
like
the
maritime
center-
it's
some
of
it's
now
25
years
old
and
we
we
need
that
extra
level
of
collaboration
with
berkeley
county
for
repaving
and
other
things.
So
we
asked
if
we
could
have
a
representative
on
their
ctc
committee
and
they
senator
grooms
has
accommodated
that
and
we
will
be
able
to
have
tom
o'brien
as
a
regular
member
of
their
committee.
B
Thank
you,
he'll
represent
us.
Well,
as
we
all
know,
that's
good
good
thinking,
we'll
congratulate
him
again
tomorrow
now
item
b,
discussion
on
stormwater
dreams
and
ashley
harbor,
this
issue
has
been
up
before
us
before
we
even
tried
to
find
a
way
through,
maybe
possibly
using
it.
The
mou,
as
we
know
the
streets
are
private
but,
as
I
understand
it,
we
still
service
it
from
policing.
We
still
service
it
from
fire.
B
B
They
pay
roughly
10
a
month
or
120
a
year,
doesn't
take
long
to
do
the
math
on
that
figure
that
comes
up
to
the
better
part
of
18
or
more
thousand
dollars
per
year,
so
they
paid
a
fee
but
the
service
to
suck
out.
If
you
will
a
drain
line
in
there.
So
that's
why
I
asked
to
put
it
back
on
so,
mr
fountain,
you
want
to
address
this
one
as
we
move
into
this,
so
I'm
sure
we'll
get
some
comments
as
we
move
along.
So
mr
fountain.
F
Sure
I
can,
mr
chairman,
so
you're
correct
that
it,
you
know
basically
a
neighborhood
with
private
right-of-way
and
private
drainage.
The
city
does
not
provide
maintenance
of
those
private
systems
similar
to
what
you
would
see
with
the
apartment,
building
apartment,
complex
or
a
commercial.
F
Shopping
center,
where
we
don't
service
the
internal
drains
either
it
is
a
little
bit
unusual
and
the
city
doesn't
have
very
many
of
these
private
street
communities.
So
it's
certainly
not
a
common
situation,
but
that
is
is
kind
of
what
our
our
policy
is.
There's
a
number
of
reasons
for
that
we
could
get
into
if
we
needed
to
from
a
from
a
legal
perspective
of
kind
of
why
we
we
behave
that
way,
but
it
is
important
to
note
that
the
stormwater
utility
fee
covers
a
large
variety
of
services
in
addition
to
drain
cleaning.
F
This
is
similar
to
something
that
I
know
is
often
near
to
near
and
dear
to
councilman
shades
heart.
You
know
many
residents
live
on
dot
maintained
streets
who
also
don't
necessarily
receive
city
services
and
cleaning
their
drains.
Those
are
provided
by
scdot
or
city
residents
who
live
on
county
maintained
streets.
That
service
is
provided
by
the
county
as
well.
So
there's
sort
of
a
whole
background
in
how
maintenance
maintenance
is
accomplished
in
all
these
different
neighborhoods,
but
it
is
important.
Remember.
F
B
Let
me
tell
you
what
I'm
trying
to
find
mr
fountain
and
mr
miller
we're
trying
to
find
a
way
to
service
these
people,
and
it
seems
kind
of
difficult
to
me
for
a
person
to
pay
a
fee
for
a
myriad
of
services,
and
then
we
exclude
them
from
receiving
that
service.
B
So
we
have
a
subdivision
over
on
james
island
that
asked
to
put
up
a
temporary
temporary
fence,
temporary
gate
over
public
street
and
right
now
they
basically
can
tell
us
when
we
can
come
in
or
not
on
a
public
street,
but
we
provide
those
services
to
them.
They
pay
the
same
stormwater
fee.
I
am
sure
there's
got
to
be
a
way
without
us
putting
on
boxing
gloves
between
us
and
the
citizens
over
there
to
get
something
done.
B
It's
probably
going
to
take
longer
for
us
to
talk
this
out
and
it'll
take
for
a
truck
to
go
over
there
and
suck
that
drain
out.
So
that's
the
broad
thinking
that
I'm
searching
for
mr
mayor,
I
saw
your
hand
slash
right,
quick.
I
just.
A
Wanted
to
ask
the
first
question
and
maybe
a
follow-up
matt.
What
are
the
I?
I
know
you
talked
about
an
array
of
services,
but
what
is
the
primary
service
that
that
the
neighborhood
seeks
is?
Would
it
be
a
vacuum,
truck,
cleaning
out
lines
or
or
or
open?
I
don't
think
they're
open
ditches
over
there.
So
much
are
there.
What?
What
is
it
that
really
the
neighborhood
is
seeking.
C
G
Yeah,
thank
you,
mr
chairman.
I
appreciate
it
as
calvin
warren
was
saying:
ashley
harvey's,
a
community
in
west
ashley,
and
I
guess
most
of
those
houses
or
the
community
was
built
between
the
mid
80s
and
early
90s
and
there's
around
100,
maybe
a
little
more
than
100
homes
in
that
community,
and
you
know
ever
since
that
neighborhood
was
built.
We
have
been
providing
storm
water
service.
From
my
understanding
a
couple
of
months
ago,
there
was
a
drain.
That
was
clogged.
G
I
think
it
was
at
the
corner
of
weepaloo
and
portside
and
when
they
called
to
ask,
can
this
you
know,
can
we
get
this
drain
cleaned,
and
this
is?
This
is
a
drain
that
looks
like
a
lot
of
our
city
streets
where
it
flows
underneath
the
concrete
piece
on
the
corner.
You
know
goes
down
into
a
pipe,
but
when
it
when
they
were
at
when
they
said,
hey,
we've
got
this
issue.
Our
storm
water
drains
backed
up.
They
were
told,
I'm
sorry
we're
not
going
to
be
able
to
service
you.
G
So
you
know
when
it
was
brought
to
my
attention.
I
obviously
talked
with
several
of
the
people
in
the
hoa
who
are
on
this
call
by
the
way
they
look
back
and
they
couldn't
find
anything
showing
that
this
city
would
not
service
them.
G
So
the
reason
why
I
kind
of
brought
this
to
the
committee
was
to
see
if
we
could
continue
servicing
them,
as
we
always
have,
because
this
is
the
first
time
that
an
issue
has
come
up
where
they
haven't
been
able
to
receive
the
service
that,
in
my
mind,
they're
paying
for
when
they
pay
their
fees.
But
you
know
there's
a
lot
of
people
in
that
community
who
are
who
are
very,
very
active
in
our
city.
There
are
some
people
in
that
community
who
city
council
and
our
city
government
calls
on
sometimes
for
help.
G
So
you
know
great
people
live
in
that
neighborhood
and
have
for
a
long
long
time,
a
lot
of
them
for
30
years
or
more,
and
you
know
all
of
a
sudden
they're
stuck
with
an
issue
where
they've
been
used
to
receiving
our
service
and
we've
told
them
no
now
so
that's
kind
of
where
we
are.
B
This
is
okay,
if
you
don't
mind
delaying
a
bit,
let
me
go
to
councilmember
bell.
H
Sure
I
appreciate
it.
I
just
think
you
know
this
is
a
very
interesting
issue,
but
it's
one
that
implicates
some
major
legal
issues
that
I
think
we
ought
to
consider
discussing
an
executive
session
out
of
the
public
eye.
I
just
think
that
you
know
there's
just
a
lot
going
on
here.
H
It
would
seem
to
a
normal
person
that
this
is
a
pretty
straightforward,
simple
issue,
but
you're
dealing
with
stormwater
fees
and
the
proper
legal
use
of
that
revenue
stream
under
south
carolina
statutes,
you're
talking
about
what
canning
can't
be
done
on
private
roads
versus
public
roads,
and
I
just
think
that
maybe
we
can
have
a
more
full
discussion.
H
Absolutely
I
would
like
to
move
to
go
into
a
executive
session
for
the
receipt
of
legal
advice,
specifically
regarding
the
proprietary
and
proper
use
of
stormwater
fee
funds
for
the
proposed
use
within
ashley
harper.
B
C
C
B
C
C
Mr
mcqueen
or
sterling-
I
don't
know
if
julia's
on,
I
don't,
I
think,
we've
done
we
did
that
before.
I
don't
think
there's
any
problem
with
that,
because
I
remember
doing
that.
It
was
another
drainage
issue.
I
think
you're
going
to
lose.
We
don't
have
a
quorum
of
some
other
groups.
I
think
we're
okay,
okay,.
C
Would
it
be
right
or
wrong
to
to
have
the
members
of
ashley
harbor
that
are
on
the
call
to
speak
first,
so
I
mean
this
could
take
a
while.
Well,
let's
I.
B
Don't
think
we'd
be
too
long
and
he'll
give
us
the
indulgence
and
let's
get
into
the
get
a
little
legal
advice
and
then
come
back
out.
Okay,
please
indulge
us
a
little
bit
neighbors,
please
all
in
favor,
going
into
executive
station,
please
say
hi
hi,
any
opponent!
Thank
you.
