Description
City of Charleston Committee on Public Works and Utilities 2/22/22
A
Oh
man
is.
D
C
A
D
D
We
ask
that
you
bless
our
citizens
of
this
wonderful
city
and
we
rejoice
in
gladness
and
with
joy
on
the
announcement
of
our
new
bishop
for
the
catholic
diocese
of
charleston
watch
over
him
and
guide
him
bless
him
and
keep
his
path
straight
in
your
name.
We
pray,
amen,
amen,.
A
Thank
you.
Approval
of
the
minutes,
a
motion
to
approve
the
minutes
of
february
7th
meeting.
A
Is
there
a
motion
out
there
for
approval
exactly
I'll,
be
moving
a
second
and
any
questions
on
those
minutes?
Hearing
that
all
in
favor,
please
say
all
aye?
Thank
you
we're
down
to
temporary
encroachments
with
mr
briano,
mr
brown.
Anything
unusual
that
needs
to
be
illustrated
pointed
out
to
us.
B
Mr
chairman,
I
I
would
like
to
advise
the
committee
that,
at
this
morning's
meeting
of
the
commissioner
of
the
charleston
water
system,
that
the
open
seat
left
open
by
by
the
passing
of
david
rivers
was
was
filled
in
an
appointment
by
the
board
of
billy
coopman,
who
was
former
director
of
charleston
water
service
and
has
great
institutional
knowledge.
So
we
work
with
them
so
collaboratively
with
this
committee.
I
I
just
thought
it'd
be
nice
to
share
that
with
everyone.
We
look
forward
to
working
with
billy
again.
A
I
couldn't
agree
more.
Thank
you,
mr
mayor
councilman,
seeking
just.
E
B
The
rules
of
charleston
water
system
is
that
an
appointment
would
fill
the
balance
of
of
the
term,
so
unless
billy
you
know
does
otherwise
he
he
he's.
Therefore,
basically
a
six
year
term.
A
A
Mayor's
right
I
mean
being
all
the
institutional
knowledge
and
being
able
to
there's
no
learning
curve.
There
he's
hit
the
ground
running
man
as
a
matter
of
fact,
two
items
on
the
agenda
this
morning,
mr
mayor
one
was
their
heart
street
and
the
other
one
was
the
low
battery
mall.
That
again,
that
collaboration
that
the
mayor
spoke
of
between
cws
and
the
city
is
is
integral
frankly,.
B
A
B
We
we
had
it
on
the
agenda,
but
I
did
respectfully
ask
them
to
wait
one
more
meeting
to
to
pass
it
because
they
hadn't
gotten
any
modifications
or
edits
back
from
city
staff
and-
and
I
knew
there
were
some
coming
so
anyway.
We
will
have
that
those
iterations
over
the
next
few
weeks
and
approve
it
at
the
next
meeting
and
also
take
it
to
the
real
estate
committee
as
well.
A
Listen
we
all
in
this
together.
Progress
will
be
made
on
that
yeah.
Now
I
think
mr
o'brien
are
you.
Are
you.
A
A
But
let
me
do
this.
Let
me
go
to
mr
fountain
and
then
come
back
to
mr
o'brien,
mr
fountain,
how
you
doing
h1,
please
low
battery
seawall
phase.
Two
thank.
A
F
Mr
sherman,
so
h1
is
a
small
changer
for
the
low
battery
project
on
phase
two.
F
Basically,
we
have
unit
price
line
items
for
repair
work
to
the
veil
wall,
the
concrete
wall
that
sort
of
faces
the
battery
and
then
some
of
the
structural
components
under
the
portion
of
the
wall
that
we
retain.
As
we
update
the
project,
we
ended
up
having
a
little
bit
more
repair
than
was
anticipated
in
those
set-asides.
F
F
So
it
is
a
change
for
seventy
three
thousand
two
hundred
fifty
eight
dollars
and
fifty
one
cents
for
those
additional
quantities
that
does
take
us
completely
through
all
the
bail
wall
and
structural
wall
repairs.
That's
the
that
will
be
the
total
amount
for
that
work.
Okay,
that
funding
is
available
within
the
project
contingency,
just
not
within
the
existing
construction
contract.
E
E
I
was
looking
at
this
in
anticipation
of
this
meeting
ways
and
means
and
city
council-
and
I
just
to
mr
fountain
and
his
team,
particularly
mr
newham,
and
then
gulfstream
and
the
engineers
out
there.
If
you
go
look
at
this
contract,
it
was
originally
11.96
million
they're
gonna
close
this
project
out
phase
two
sometime
in
the
next
30
days
and
they
have
less
than
a
hundred
thousand
dollars
of
change,
orders.
Think
about
that
the
type
of
construction
that
they've
gone
through
the
times
that
we're
in
and
and
what
they've
done.
E
I
mean
it's,
it's
nothing
sort
of
miraculous
and
I
think
matt,
I'm
right
about
this.
Those
change
orders
may
back
off
a
little
bit
because
we,
we
might
have
some
rip-rap
in
there
that
we're
not
going
to
use.
So
it
could
be
that
we
do
this
for
less
than
seventy
or
sixty
thousand
dollars
to
change
orders
over
the
course
of
eleven
point:
nine
million.
E
It's
it's
to
be
commended
that
project's
on
budget
on
time,
and
I
do
believe
that
matt
is
gonna,
bring
forward
phase
three
contract
at
our
next
city
council
meeting
at
x,
ways
and
means
committee
meeting,
and
I
understand
that
per
linear
foot.
The
cost
for
phase
three
will
be
less
than
phases
one
and
two.
E
A
Couldn't
agree
more
councilman
shea.
C
D
You,
mr
chairman,
and
matt,
I'm
I
have
an
idea
what
a
veil
wall
is,
but
you
just
explained
to
us
what
available
is
I
have
my
yeah
absolutely
so
it's.
F
Veil,
in
the
sense
of
as
I
interpret
it
as
like
a
bridal
veil,
where
it
basically
is
the
vertical
structure
that
sits
in
front
of
the
more
structural
components
of
the
wall,
it
prevents
thermi
from
being
undercutting
an
erosion
as
waves
crash
into
the
wall.
So
it's
basically
that
concrete
facing
that
faces
out
into
the
water.
F
D
So
this
is,
this
is
pretty
incredible.
What
councilmember
seekings
was
alluding
to
is
that
if
you
know,
if
you,
you
hire
a
contractor
to
come,
do
some
work
on
your
on
your
house
on
the
exterior
and
he'll
tell
you
oh,
my
estimate
is
going
to
be
x
number
of
dollars
and
then
he
starts
pulling
out
the
rotten
wood
and
goes
wait
a
minute.
I
got
to
replace
this
beam.
I
got
to
replace
this
this
the
support
structure.
D
D
So
we're
very
fortunate
that
this
is
what
we're
doing
so.
Thank
you
all
for
the
upgrade
on
that
this
is.
This
is
an
easy,
easy
decision
to
make.
Thank.
A
You
but
you're
right,
I
mean
being
on
point
council,
both
councilman,
we
I
came
on
council
and
first
voted
for
monies
for
the
battery
wall
in
2012.,
okay
and
every
year.
We've
done
that
pretty
much
up
until
and
this
year
and
to
have
a
a
project
envision
that
far
out.
A
Certainly
it
was
a
vision
before
I
came
on
council
in
12
and
to
come
in
less
than
a
hundred
thousand
dollars
over
budget
that
that's
unheard
so
kudos
to
everybody
involved
on
that,
and
I
tell
you
you
know
if
frank
knew
of
us,
we
may
have
to
have
a
bus
of
him
down
there
when
this
whole
project
is
over
with,
but
anyway
I'll
carry
the
motion
all
in
favor
to
save
motion,
please
say:
aye.
D
A
F
A
C
Mr
chairman,
I
apologize
for
having
computer
problems
and
matt
was
gracious
enough
to
let
me
come,
but
no
sir,
we
have
basically
some
signs
in
one
fence.
The
three
signs
two
of
them
are
on
county
parking
garages
and
one
is
on
a
business
on
king
street,
but
they've
all
been
checked
and
have
the
zoning
approvals
properly
to
hang
those
signs.
So
we
are
recommending
approval
and
passing
us
on
to
use
information.
All.
A
D
Give
a
big
shout
out
to
tom,
because
last
meeting
I
complained
about
a
sign
on
broad
street
and
I
came
to
work.
The
next
day
was
gone.
A
Yeah,
I
thought
a
good
good
point.
Mr
fountain,
if
you
know
this
is
keep
number
two
in
the
beans.
If
we
can
go
to
item
three
barbarian
woods,
commission,
the.
