the
church,
the
Parish
Hall,
is
being
renovated.
It's
been
under
renovation
for
several
months
now
and
as
a
result
of
the
renovation,
we
are
also
going
to
need
to
renovate
the
courtyard
that
is
behind
the
Parish
Hall,
without
getting
into
a
lot
of
detail.

There's
some
elevational
peculiarities
about
the
building
elevation
and
the
courtyard
that
require
that
our
storm
water
drain
out
into
the
the
alleyway,
and
so
the
system
in
the
courtyard
and
we've
gone
through
TRC
needs
to
go
to
the
alleyway,
and
we
would
make
a
connection
with
existing
drainage
that
is
within
the
alleyway
and
additionally,
fire
protection
and
fire
suppression
for
the
building.
We
need
to
access
the
12-inch
water
main
that
is
in
the
the
roadway
or
the
alleyway
as
well,
and
come
in
through
the
opening
into
that
courtyard.

drop

each
one
down
area,
project,
update
Mr,
Felton.

Hey,
thank
you
Mr
chairman,
so
this
is.
This
is
an
update
on
one
of
our
what
we
normally
call
the
small
project
allocation
projects.
This
one
is
not
an
not
a
very
small
small
project,
but
it's
certainly
an
important
one
and
it
is
funded
out
of
that
allocation
process.

I'm
just
gonna
share
my
screen
briefly,
to
give
a
little
bit
of
context
to
where
we
are
to
be
a
relatively
quick
update,
so
we're
talking
about
the
the
the
doubting
what
we
call
it
down
the
street
Downton
Court
area
you,
you
may
be
familiar
with
this
area,
Mr
chairman
and
a
number
of
the
all
right.
This
is
of
the
committee.
H
This
is
we'll
just
say:
it's
a
relatively
large
shopping
center
that
the
city
is
is
very
familiar
with
the
southern
portion
of
the
shopping
center
generally
drains
South
under
Charlestown
drive
here
basically
down
through
down
the
street
you'll,
see
that
it
also
picks
up
a
section
of
the
neighborhood
to
the
side,
but
not
all
of
it
drains
down
and
then
there's
a
church
property
here
on
Old
Town
Road.
H
Basically,
it
turns
when
it
hits
that
church
property
and
comes
through
a
canal
flows
underneath
Old,
Town,
Road
and
then
down
onto
the
marsh
we're
in
your
Charleston
London.
So
the
what
happens
basically
is
as
you
get
all
this
runoff
from
the
buildings
and
the
shopping
centers
and
a
little
bit
from
the
streets
and
properties.
Basically,
it
was.
It
was
backing
up
from
Old
Town
Road,
coming
into
the
system
and
flooding
out
the
streets.
H
Many
of
the
homes
properties
in
this
area
pretty
terribly
there
have
been
a
number
of
issues
with
sanitary
Sue
overflows
in
the
neighborhood
as
well
from
that
flooding.
Cws
has
like
a
temporary
Pump
Station
on
Old
Town
Road.
That
was
not
able
to
keep
up
with
the
area.
So
we've
been
we've
been
working
through
options
out
here
to
reduce
both
the
flooding
and
obviously
the
sanitary
sewer.
Overflows
CWS
is
also
working
in
this
area,
which
has
been
good
in
terms
of
coordination,
but
always
have
one
more
challenge.
So
I'll
start
with
the
CWS
project.
H
H
So
that
should
reduce
the
ssos
it'll,
actually
help
us
with
some
of
our
storm
water
issues
too,
as
their
temporary
pump
station
is
in
one
of
the
main
drainage
corridors
along
the
Old
Town
Road,
but
we
also
hired
at
the
city
hired
Thomas
and
Hutton.
They
came
in
and
did
basically
a
drainage
model
of
this
entire
neighborhood,
trying
to
figure
out
where
the
major
constriction
points
and
what
we
found
is
the
the
biggest
constriction
currently
is
not
actually
under
Old
Town
Road,
where
we
had
thought
it
was
at
one
point.
H
But
in
this
canal
system
coming
into
Old
Town
Road,
we
were
able
to
find
a
number
of
older
pipes
under
Old
Town
Road
that
have
been
basically
filled
in
and
blocked
over
the
years
as
sort
of
the
canal
has
has
shifted
to
the
South.
H
So
we
were
able
to
open
those
pipes
back
up
and
we
basically
are
now
working
on
a
project
where
we're
realigning
that
Canal
to
fit
into
those
pipes
more
effectively.
Instead
of
the
water
start
having
to
come
down
the
street
and
then
turn
sideways
and
then
turn
again
to
come
in
the
pipes.
H
We
also
have
a
contracted
maintenance
crew
with
with
basically
one
of
our
back
truck
contractors
that
is
cleaning
out
the
underground
pipes
within
the
system
more
efficiently
to
improve
that
flow.
We've
worked
with
councilman
shade
quite
a
bit
with
the
residents
we're
able
to
acquire
a
couple
of
drainage
easements,
and
we
all
know
how
challenging
that
can
be
from
property
owners
in
this
area,
so
that
we
could
basically
again
realign
that
canal
through
part
of
their
backyards
behind
their
fence
lines.
H
Taking
those
down,
we've
been
re-digging,
the
canal
work
re-established
the
canal
now
we'll
come
back
and
basically
rip
wrap
and
armor
that
section
of
the
canal,
and
then
we've
been
working
with
Charleston
Water
Systems
on
basically,
as
their
new
lines
come
in
making
sure
we
don't
immediately
have
a
conflict
between
the
two
systems
as
they
both
get
improved
at
the
same
time.
H
So
a
lot
of
work
going
on
this
one's
being
built
generally
in-house,
with
in-house
design
and
in-house
construction
other
than
again
Thomas
Hutton's
great
help
at
the
front,
with
figuring
out
where
the
constriction
was,
how
big
the
canal
needed
to
be
and
then
helping
us
with
the
plots
and
the
surveys
to
obtain
those
train
achievements
and
then
the
basically
our
contracted
backdrop
company,
that's
coming
in
to
do
some
of
the
more
challenging
pipe
cleaning
through
the
neighborhood,
so
good,
again
kind
of
good
example
of
what
these
small
allocation
projects
can
do
in
just
just.
H
But
it
is
short
compared
to
large-scale
Capital
project.
A
couple
of
years
we've
been
able
to
figure
out
the
problem
partner
with
CWS
as
an
entity
and
fixing
the
problem
design
it
build
it
and
now
we're
coming
back
to
stabilize
it
and
make
sure
it
lasts,
for
the
future
I
think
all
told
we'll
probably
spend
somewhere
on
the
order
of
between
100
and
200
000
on
the
entire
improvement
process,
so
very
good
deal
for
a
very
large
Improvement.
There
is
a
second
phase,
potentially
the
project
one
day.
H
If
we,
if
we
do
all
the
realignment
work,
we'll
obviously
come
out
and
investigate,
see
how
it
works
that
underground
pipe
would
be
the
next
thing
to
improve
if
the
flooding
does
not
resolve.
That
is
a
pretty
substantially
expensive
Improvement
in
comparison
to
what
we're
doing
here,
it's
certainly
a
lesser
constriction.
It
doesn't
have
the
same
amount
of
storage
and
other
secondary
benefits,
but
we
have
identified
some
follow-on
projects
to
consider
in
future
funding
years.

a
lot
in
particular
for
the
people
down
now
very
familiar
with
down.
In
there
I
mean
I
was
going
by
five
six
years
as
a
lady
on
The
Lucky,
Corner
down
there,
where
the
water
turns
you
see
what
that
W
is
on
this
w-e.
Yes,
yeah
they're
right
in
that
area,
a
little
below
yeah
I
mean
right
on
that
corner
man.
She
would
have
sewage
come
up
in
her
tub
during
the
heavy
events.

found
the
pipes
in
the
ditch
that
eventually
goes
up
under
Old
Town
Road
I'm
just
curious.
What
was
the
diameter
of
those
pipes.

All
make
sense
as
to
where
they
are
and
there's
some
somewhat
creative
engineering,
there's
a
very,
very
large
water
or
I.
Think
it's
a
sewer
line
that
comes
down
this
roads
there's
a
lot
of
work
that
was
clearly
done
over
the
years
trying
to
avoid
that
major
utility-
and
you
know
it
shows
the
benefits
of
some
of
the
upfront
engineering.
We
do
on
these
projects,
because
we
had
all
assumed
that
this
would
be
the
constriction.
It's
the
most
logical
place
for
there
to
be
a
problem
and.

has

getting
some

in
other
words,
influent
infiltration
for
those
new
to
committee
into
the
sewer
system,
and
they
have
not
been
able
to
find
out
where
that's
been
coming
from.

I
do
and
there's
a
lot
of
history
behind
us
and
Mr
chairman
I.
Don't
know
if
you
will
remember
this,
but
when
we
were
meeting
right
after
I
got
elected
in
that
conference,
room
at
City
Hall.

This
cabinet
was
a
director
of
Public,
Works
and
utilities
before
we
split
off
and
created
a
stormwater
Department.
We
had
this
very
discussion
about
Royal
runoff,
on
improvements
on
improving
surfaces
and
around
that
same
time,
Ashley
Landing
was
going
through
this
renovation
project
and
and
built
out
these
out
Parcels
that
are
facing
on
Sam
Rittenberg
and
as
soon
as
that
thing
was
completed,
the
issues
with
this
became
more
exaggerated.

Sewage
came
into
her
house
and
several
other
people's
homes
in
this
initial
cul-de-sac
and
in
and
all
of
Charleston
Estates-
and
this
has
been
a
huge
problem
and
I've
been
working
with
Matt
on
this
God
knows
how
many
years
I've
been
bugging
the
hell
out
of
him
and
he's
been
a
true
trooper
working
with
me
in
the
residence
out
there,
and
this
is
a
fun
example
of
taking
that
small
quote-unquote
small
project
money.

Getting
that
approved.
Getting
the
study
done
and
then
using
pretty
much
in-house
Crews.
To
get
this
thing
done
now,
the
proof
is
going
to
be
in
the
pudding.
Obviously,
when
the
next
rain
storm
comes
in,
but
I
think
that
this
is
going
to
help
a
good
deal
with
those
residents
in
Charleston
the
safe.
So
I
want
to
give
a
big
shout
out
for
the
Persistence
of
our
stormwater
department.

For
Matt
and
the
work
that
he
has
done,
and
also
this
is
just
a
perfect
example-
Mr,
chairman
of
the
of
a
level
of
cooperation
with
our
partners
at
Charleston
motor
systems.

We've
been
working
with
them
on
this,
where
they
they
put,
that
temporary
quote-unquote
temporary
pump
station
right,
as
you
come
out
of
soft
Center
Landing,
when
they
install
that
they,
they
inadvertently
created
a
backflow
problem
with
flood
water
and
that
caused
a
flooding
issue
on
the
residents
behind
on
the
on
the
Charles
Town
Old
Town
roadside
they
fixed
it
as
soon
as
we
brought
it
to
their
attention.

I'm
saying
all
this,
because
this
has
just
been
what
seem
to
be
a
very
small
minor
effects,
a
tremendous,
complicated
web
of
interacting
parts
that
we
had
to
coordinate
together
with
with
a
lot
of
different
people.
I
know
the
patients
on
these
residents
have
been
worn
to
to
the
the
very
thin
Honda.
So
I
just
had
a
comment
about
this.

A
big
problem
with,
with
relatively
a
financial
minor
cost
fix.
This
is
not
a
multi-million
dollar
project.
We
had
to
go
through
to
get
taking
care
of
so
I.
Just
the
persistence
on
all
this
there's
a
lot
of
pat
on
the
box
that
need
to
go
around
to
thank
the
folks
who
were
participating
in
this.

one

Landing,
we're
going
to
have
a

of
my

and
conversation
with
Peter
that
I
do
on
a
regular
basis,
they're
going

elaborate
a
little
bit
more
on
what
Matt

talked
about
with
their
Pump
Station
projects.

come

relocation

center

mistaken,
they'll
have
improvements
to
their
drainage
there
and
have
to
provide
more
on-site
storage,
so
that
will
lessen
I
would
would
venture
to
say
I
should
lessen
the
amount
of
water.
That's
coming
at
one
time
from
from
a
storm
event
from
the
shopping
center
property.

quite

modeling
work
and
certainly
think
between
the
different
improvements
that
are
occurring.

not
need
that

it
