Description
City of Charleston Committee on Real Estate 10/10/22
A
Good
stuff,
good
stuff,
we'll,
why
don't
we
give
a
couple
minutes
councilman
wearing,
especially
since
he
is
on
the
agenda
to
do
the
invocation.
A
A
A
As
the
chair
of
the
real
estate
committee
I'm,
invoking
the
five-minute
rule
here,
which
means
we
got
to
get
going
so
it
is
3
35
on
Monday,
October,
10,
2022
and
I'm,
calling
to
order
the
City
of
Charleston
real
estate
committee
meeting
council
member
wearing
is
on
the
agenda
to
do
the
invocation,
but
Councilman
Greg.
Would
you
be
so
kind
penchant
for
him
in
his
absence.
A
Looks
like
councilman
Greg's
Frozen.
You
all
see
that
here
you.
C
Yeah,
that's
fine
great
by
all
means
Lord.
We
thank
you
for
this
day.
Pray
that
you
would
just
watch
over
our
city.
Thank
you
for
the
blessings
you
provided
for
us
and
and
the
opportunity
to
live
in
such
a
wonderful
place.
C
Please
help
us
to
make
wise
decisions,
as
we
move
forward
this
week
serving
the
city
that
we
love
in
your
name.
I
pray,
amen,.
A
Right,
thank
you.
Councilman
Greg.
First
item
on
the
agenda
is
approval
of
the
September
26
2022
meeting
minutes.
Do
I,
hear
a
motion
so
moved.
A
Oh
second,
moved
improperly
seconded
any
discussion
feeling
none
all
in
favor,
please
signify
by
saying
aye
aye
opposed
the
eyes
had
it.
It
appears
that
both
of
the
items
on
our
agenda
today,
both
A
and
B,
pertain
to
the
Magnolia
HUD
over
on
the
Ashley
River
and
has
a
an
affordable
housing.
Nexus
and
I
see
Miss
Shaw
Johnson
on
the
screen
and,
if
you
don't
mind,
take
it
away.
D
Yes,
sir
and
good
afternoon,
mayor
and
council
members
of
Powell
and
Greg,
this
is
an
authorization
to
execute
the
First
Amendment
to
the
agreement
agreement
to
donate
property.
You
all
looked
at
this
late
last
year,
where
the
developers
are
donating,
1.1,
acres
of
land
to
the
City
of
Charleston.
D
We
made
amendments
to
that
agreement
and
basically
the
Amendments
allow
the
City
of
Charleston
exemption
from
the
Magnolia
Property
Owners
Association,
and
basically
we
needed
to
be
Exempted
from
that
in
order
to
be
able
to
move
forward
on
this
development
because
they
don't
plan
to
formulate
that
until
later
on
in
the
process.
So
in
order
to
move
this
particular
agreement
forward
and
allow
the
City
of
Charleston
and
its
Partners
to
be
able
to
move
the
construction
of
affordable
housing
forward,
we
are
presenting
these
amendments
to
you.
A
Got
it
got
it?
Thank
you
for
that
explanation
and
just
to
be
clear.
Your
presentation
just
now
covers
both
agenda
items.
D
Is
that
great
it
does
it
does?
It
does,
and
I
will
just
add,
because
I
didn't
read
it
in
its
entirety
and
I
want
to
do
that,
especially
since
it's
on
the
record,
it
exempts
the
city
from
the
mandatory
membership
and
the
Property
Owners
Association.
In
addition
to
that,
it
allows
an
easement
for
the
construction
of
future
traffic
improvements
and
extends
the
closing
date
for
the
transaction.
If
we
need
it,
our
goal
is
to
get
closed
as
soon
as
possible,
so
we
can
look
towards
development.
A
Wonderful!
Wonderful
that
sounds
great
any
questions
or
Michelle
Johnson
from
the
committee.
D
Brittany,
do
you
have
that
massing
study?
I
can
put
it
out
right,
quick,
we've
had
Morgan,
who
leads
our
Civic
Design
Center
late
last
year,
or
so
she
maybe
it
was
the
summer
I,
don't
know
the
moment,
but
she
basically
did
a
massing
study
for
us
and
I
think
we
came
up
in
her
study
with
about
26
units.
Can
you
scroll
through
that
for
us
just
so?
D
The
committee
can
get
a
sense
of
that
and
the
thought
was
we
could
put
at
least
24
on
one
side
of
the
street
with
the
balance
of
those
units
going
a
smaller.
We
have
this,
that's
literally
across
the
street,
from
the
larger
component
of
the
Town
Homes,
but
the
thought
this
was
our
first
iteration
if
you
will
and
study
of
the
site
and
what
it
could
look
like
from
Morgan
working
with
our
team
and
other
planning
folks.
A
Very
impressive:
does
anybody
have
any
questions
about
any
of
this.
B
Well,
Mr
chairman
I
would
just
like
for
the
record
to
thank
Highland,
the
Magnolia
Developers
for
coming
up
with
this
option
to
go
ahead
and
get
us
started
with
some
units,
because,
even
though
the
larger
putt
agreement
calls
for
some
future
units,
you
know
we've
been
kind
of
waiting
around
for
that
development
to
go
vertical.
For
this
I
mean
the
city.
First,
did
the
the
agreement
I
think
back
in
2006,
or
something
like
that,
maybe
earlier
than
that.
B
So
this
is
an
opportunity
for
us
to
go
ahead
and
get
something
going
sooner
rather
than
later,
and
it's
a
good
location
there's
a
a
bus
line
on
Rutledge
Avenue.
If
you
walk
around
Petty
Street
it,
it
becomes
the
infamous
Bridge
to
Nowhere
according
to
Highland,
and
we
believe
them
will
pretty
soon
be
a
bridge
to
somewhere
and
the
walk
across
that
that
bridge
over
the
marsh
is
is
quite
nice.
This
is
right
across
from
that
private
club,
the
the
the
Rifle
Club.
B
D
B
Might
know
so
it's
pretty
green
over
there
and
then
you
can
walk
around
and
walk
over
the
bridge.
A
nice
pedestrian
sidewalk
over
the
marsh
I
think
it's
a
good
location
and
and
a
great
opportunity
for
us
to
try
to
go
ahead
and
get
some
some
affordable
housing
done
here
so
Kudos
thanks
to
Island
and,
of
course,
to
Gianna
and
her
team
for
working
it
up.
On
our
end.
A
Great
great,
this
definitely
seems
like
a
good
team
effort,
all
the
way
around
to
maximize
normal
housing
and
bring
it
to
Market
sooner
rather
than
later.
I
was
still
in
college
in
2006,
so
that
was
those
are
the
days
in
any
event,
do
do
I
hear
a
motion
to
accept.
Well,
first,
we
hear
a
motion
perhaps
to
take
A
and
B
together.
B
A
Moved
in
properly
executive,
any
discussion
hearing,
none
all
in
favor,
please
signify
by
saying
aye.
C
A
Those
hearing
none
the
eyes
have
it
do
I,
hear
a
motion
now
with
the
Consolidated
A
and
B.
A
Moved
and
properly
seconded
do
you
want
to
Second
it
Councilman
Greg.
Second
good
deal
movement
properly
seconded
any
discussion
hearing,
none
all
in
the
Bible
by
saying
aye,
all
of
those
who
are
not
in
the
eyes
have
it,
and
that
brings
us
to
a
close
of
the
I
guess,
regular
items
and
now
we're
on
to
our
exec
our
annexation
portion
of
the
program.
We've
got
five
annexations
up,
they
all
appear
to
be
Residential
Properties
in
nature,
but
I'm
might
be
mistaken
on
that.
In
any
event,
I
saw
we
had
Molly
on
earlier.
A
Do
you
want
to
give
a
brief
synopsis
of
these
annexations?
Of
course,.
A
Got
638
tuxbury
Farm
Road
over
in
district
one
perfect.
E
Just
wanted
to
make
sure
that
I
had
my
side
pulled
up
right
now.
This
is
a
farm
in
the
county,
but
we
are
looking
to
Annex
this
one
with
two
adjacent
Parcels
on
the
tuxbury
Farm
Road
and
addition
to
the
715
yapon
Drive.
E
We
have
some
West
Ashley
in
there,
but
nothing
crazy
on
the
rest
of
those
and
Christopher
and
myself
can
answer
any
questions.
If
you
have
them
about
the
tuxbury
farm
or
the
yapon
road
or
Japan
Drive,
so
yep,
that's
all.
A
Sounds
good!
Thank
you
for
that.
We've
got
James
Island,
West,
Ashley
and
Kenwood
covered
today,
which
is
a.
A
A
it's
a
smorgasbord
of
annexations
today,
all
right
do
I,
can
I
hear
a
motion
or
one
or
all
of
these
annexations.
C
Motion
to
take
one
through
five
altogether.
A
Properly
seconded
I
think
I
saw
the
mayor
raise
his
hand
to
Second
it
all
in
favor,
please
signify
by
saying
aye
aye
those
there
are
none
the
eyes
have
it
now
I
hear
a
motion
to
approve
items,
one
through
five
together
under
the
annexation
and
properly
seconded
any
discussion
hearing,
none
all
in
favor,
please
signify
by
saying
aye
aye
all
of
those
hearing,
none
the
eyes
had
it.
A
B
A
Moved
and
properly
seconded
by
a
council
member
right,
second
yeah
all
right,
moved
and
properly
segmented.
Any
discussion
hearing,
none
all
in
favor,
please
signify
by
saying
aye
aye
opposed
hearing;
none,
you
guys
have
it,
and
now,
if
we
can
get
that
breakout,
Room
box,
pops
up,
I
believe
we'll
have
this
Screech
and
anybody
else
I
saw
Jeremy
cook
earlier.
