City of Charleston Committee on Real Estate 2/27/23
B
C
You
councilmember
Phil,
let
us
pray,
Charlie
fathers
we
come
before
you,
we
thank
you,
the
meaning
blessing
that
you
provide.
We
know
it
doesn't
have
to
be.
We
thank
you
for
our
mayor,
our
staff,
our
Council,
and
have
any
willingness
to
work
together
for
the
benefit
of
those
that
gave
us
the
privilege
of
serving
them
attorney
father.
Today
we
want
to
ask
a
pressure:
special
prayers
for
Tom
O'brien
and
his
family
amen.
D
C
Them
know
that
he's
not
alone,
and
let
him
know
that
in
the
days
and
weeks
as
we
go
ahead,
he
will
walk
in
your
path
and
we
will
all
so
be
there
to
support
him.
We
ask
for
prayers
for
the
family
of
Mr,
Haskell
Ellison,
who
recently
passed
and
all
the
good
things
that
he's
done.
He
and
his
family
have
done
for
our
community.
Please
watch
over
them
and
keep
them
in
your
own
Grace.
C
A
B
Well
said:
Thank
You,
council
member
first
item
on
the
agenda's:
approval
of
the
February
13
2023
minutes
can
I.
E
B
The
eyes
have
it
the
one
and
only
item
on
the
agenda
is
an
authorization
for
the
mayor
to
execute
a
fourth
amendment
to
a
lease
agreement
between
the
City
of
Charleston
and
the
Eco
vest
East
shed
Development
LLC
I
still
move
second
moved
him
properly
seconded.
Why
don't
we
get
a
few
words
on
this
Miss
Creech
for
the
record
and
we
can
go
from
there
thanks
great.
D
Good
afternoon,
everybody
so
just
as
a
matter
of
housekeeping
we've
also
requested
authorization
for
the
mayor
to
sign
the
Second
Amendment
to
this
lease
that
was
done
by
mou,
and
it
appears
that
the
second
amendment
was
an
exhibit
and
only
the
mou
itself
was
executed.
So
first
we
want
to
get
that
taken
care
of
and
as
to
this
Fourth
Amendment,
what
it
essentially
does
is.
It
allows
ecovest
to
exercise
both
of
its
renewal
options
and
adds
two
more
extensions
of
five
years.
D
Each
at
the
same
five-year
increase
in
rent
all
their
terms,
including
the
profit
sharing,
remain
the
same
as
they
are
under
the
current
agreement.
If
there's
any
questions,
I'm
happy
to
answer
them,
we
also
have
Mr
Roberts
here
from
ecobest
as
well.
B
B
All
right
hearing,
none
I'll,
entertain
a
motion.
B
Yeah
sorry
I
was
in
Miami
this
past
weekend,
I'm
a
little
still
a
little
fried
all
right.
Well,
let's
call
for
a
vote
all
in
favor,
please
signify
by
saying
aye.
F
B
You
guys
have
it.
Thank
you.
Mr
Roberts
keep
up
the
good
work
now,
we'll
conclude
with
two
annexations.
B
Right
moving
properly
seconded
any
discussion.
C
Well,
let
me
ask
Molly
if
you
know
my
how's
business
how's,
your
business
coming
so
far
this
year.
A
A
We're
starting
to
look
more
into
some
of
the
commercial
properties
in
the
area.
Specifically
West,
Ashley
and
I
know
that
you
and
I
had
discussed.
D
A
Few
of
those
in
particular
so
I'm
going
to
be
hounding
on
you
for
your
help,
but
the
biggest
thing
I
would
say
if
we
move
towards
these
commercial
annexations,
while
also
going
for
the
donut
donut
holes
is
getting
people
like
yourself
who
have
a
connection
or
a
contact
with
someone
who
knows
the
commercial
owner.
It's
a
lot
different
to
send
a
letter
to
a
commercial
property
there.
It
takes
a
lot
more
than
maybe
just
one
meeting.
D
A
The
annexation
coordinator,
so
any
non-incorporated
properties
that
you
all
are
aware
of
I
know.
Mr
Mayor
is
good
about
that
with
me.
He'll
meet
somebody
right
away
and
send
them
straight
to
my
email,
whether
they're
eligible
or
not,
and
so
anything
that
you
can
do
or
if
you
have
a
friend
or
a
friend
of
me,
who's
ready
to
think
about
annexing
or
not
I'm
happy
to
talk
through
them.
So
any
any
assistance
in
those
commercial
properties
would
be
great,
but.
C
Thank
you
for
the
heads
up
on
that
now
we'll
follow
up
as
a
matter
of
fact,
Mr
Midway.
As
you
know,
we
had
a
very
successful
meeting.
Councilman
shade.
Was
there
with
Mr
palaces
about
I?
Don't
know
I
guess
about
two
months
ago
now
and
we
need
to
follow
up
with
them
because
there's
a
big
misnomer
out
there.
He
had
no
idea
the
differential
and
and
tax
millage
rate
and
the
in
the
unincorporated
area
as.
D
C
Is
with
the
City
of
Charleston,
almost
like
a
50
difference
being
in
the
city
of
Charleston's
fever,
so
he's
willing
to
host
another
meeting
out
there
with
at
his
place
with
some
surrounding
business
people,
so
at
that
meeting?
Well,
they
got
to
have
you
there
I'll,
let
you
know.
C
Fyi
and
that
Carter
Mr
Mayor
there's
a
an
unincorporated
area
Courtyard
by
Marriott,
that's
actually
being
planned.
So
there's
three
hotels:
two
by
Mr
palaces,
one
actually
will
be
in
the
city
two
currently
right
now,.
D
C
Not
in
the
city,
so
we
we
definitely
need
to
pull
all
on
resources,
as
well
as
contacts
together
that
fill.
C
To
them,
I
mean
I'm,
telling
you
that
block
between
Sam
Rittenberg,
Dupont
Savannah
and
back
to
Orleans
Road.
That's
a
high
impact
commercial
area.
That's
on
the
sea.
I
also
heard
recently
that
the
Lexus
dealership
is
about
to
expand,
and
the
portion
that
they're
going
to
expand
on
is
also
an
unincorporated
area,
so
that
information
Gap
we
gotta.
Ladies
and
gentlemen,
we
got
to
fill
that
in.
We
won't
mention
that
that
piece
of
property
over
there
by
Ponderosa.
B
Hey
you
know,
maybe
they'll,
maybe
they'll
come
in
after
they
get
it
up
and
running,
we'll
see,
but
well
we'll
save
that
for
another
day,
yeah
right.
F
Real
quick
regarding
the
annexations
Mr
chairman,
if
you
have
a
second
yeah,
of
course,
so,
do
we
have
any
any
thoughts
as
to
whether
this
house
bill
3236,
will
make
it
through
the
legislature.
B
Don't
I
mean
the
people
I
talk
to
say
that
we're
the
folks
pushing
for
that
legislation
are
outgunned
in
Colombia
still
when
you,
when
you
factor
in
the
rural
counties
and
their
representatives,
that
don't
want
this
and
then
all
the
special
interest
groups
that
you
know
work
for
these
different
public
service
districts
and
things
of
that
nature.
It's
just
it's
just
the
numbers.
Aren't
there
from
what
I'm
told
I.
F
B
It
makes
a
lot
of
sense
and
then
there's
also
some.
You
know
touchy
issues,
I
mean
you
get
into.
You
know
you
know
one
might
argue.
It
makes
a
whole
lot
of
sense
in
a
scenario
like
Avondale,
for
example,
but
you
know:
should
the
town
of
Mount
Pleasant
be
able
to
force
the
Snowden
community
in
by
force
in
Mount
Pleasant
those
donut
holes?
B
You
know
it
starts
to
become,
but
we
all
know
what
the
you
know:
value
is
of
having
that
type
of
legislation,
but
there
are
some
legitimate
concerns
on
the
other
side
of
that
debate,
but
I'm
sure
our
legislators
will
have
a
very
reasoned
rational
approach
to
this
legislation
and
we'll
know
and
they'll
reach
the
best
decision
for
the
state.
How
about
that.
E
B
Well,
good
deal
we'll
keep
up
the
good
work
and
yeah
I
mean
and
I
can't
stress
the
value
of
reaching
out
to
friends
and
contacts
I
mean
a
friend
of
mine.
I
went
to
high
school
with,
we
just
started
talking
the
other
day
and
he
lives
in
Avondale
and
asked
him
what
color
trash
can
he
had,
and
next
thing
you
know,
got
him
in
touch
with
Molly
and
we
approved
his
annexation
a
couple
weeks
ago.
B
I
mean
it
literally
only
takes
that
and
this
guy,
you
know
didn't
know
he
wasn't
in
the
city
and
when
I
told
him
about
it
was
shocked
to
find
out
that
he'd
be
paying
lesson
taxes
so
to
councilman
waring's
point:
you
know,
the
information
is
just
not
as
well
known,
there's
sort
of
I
guess
the
common
assumption
that
you
pay
more
taxes
in
the
city.
B
But,
as
we
know,
that's
not
the
case
and
we've
got
to
get
that
out
more
and
it
starts
with
talking
with
our
friends
and
family
and
colleagues,
and
things
of
that
nature
always
always
be
recruiting.
Councilman
Greg.
F
So,
thank
you,
Mr
chairman
sorry,
one
one
more
question
on
that
then
Molly.
Do
you
have
a
comparison
that
for
the
taxes
and
I
know,
that's
true
in
Charleston
County,
but
it'd
be
good
for
us
to
have
that
for
Berkeley
County
as
well,
because
I
know
that
we
got
some
donut
holes
out
here.
Do
you
have
that
comparison
that
you
could
send
me.
D
A
I
can
how
it's
set
up
is
for
a
specific
numerical
value.
I
can
put
in
a
random
amount,
random
amount,
an
average
amount,
and
we
can
do
it
like
that.
I'll
be
glad
to
send
that
over
to
you,
we
do
have
them
set
up
for
Berkeley,
County
I
have
it
because
it's
a
comparison
between
the
Public
Service
District
and
the
City
of
Charleston.
Most
of
the
time
we
have
a
West
Ashley
comparison
to
James
Island,
a
John's
Island
comparison.
But
yours
is
the
caneway
comparison.
Okay,.
F
B
You
Mr
Mayor.
E
Well,
while
we're
at
it
Molly
did
you
draw
up
those
other
I,
wouldn't
say:
they're
intangibles,
but
those
other
benefits
to
join
in
the
city.
You
know
from
our
rec
program,
memberships
to
other
things
just
so
we
have
a
list
of
those
things
and
the.
E
I
know
the
property
tax
isn't
quite
as
distinct
on
bigger
difference
on
Berkeley
County
from
what
I
remember,
but
I
do
remember
this
councilmember
Greg
that
I
think
your
your
insurance
rate
can
be
impacted
because
of
our
fire
service
compared
to
the
alternative
out
there.
The
volunteer
fire
service
because
of
our
ISO
rating
on
the
fire
department.
So
I
don't
know
if
that's
come
up
at
all
or
not
Molly,
but
some.
E
My
recollection
is
that
some
people
have
seen
significant
Savings
in
their
regular
homeowner
insurance
because
of
our
fire
ISO
rating.
Okay,.
A
I
had
heard
some
things
about
that,
but
the
reason
why
I
don't
have
that
much
information
on
it
is
because
it's
not
a
process
that
we
kick
off
once
our
official
ratification
comes
out
from
the
homeowners
if
they
go
and
contact
the
insurance
company
and
let
them
know
that
now
they
have
Annex
a
lot
of
times.
A
They
do
see
a
discount
or
even
a
slight
reduction
in
the
rate
due
to
the
fact
that
now
they
are
either
closer
to
a
fire
station
that
Services
them
or
our
fire
stations
have
such
accreditation
that
they're
able
to
get
the
lower
rate,
but
that's
something
that
I'm
going
to
look
into
more,
especially
with
council
member
Greg,
because
we're
always
looking
for
those
benefits
to
to
annexing,
especially
outside
of
West
Ashley,
but
I
do
have
some
benefits,
I'll
send
them
to
you
after
you
ask
I
created
these
cute
little
things,
I'll
get
them
to
you,
got
them
tailored
for
each
little
District,
so
everything's
applicable,
but
yes,
I'm,
happy
to
send
anything
that
anyone
wants,
so
that
you
can
share
with
your
friends,
got
frequently
asked
questions
about
residential
annexations.
A
If
they're
interested
I've
got
flyers
on
Deck,
so
just
let
me
know
if
anybody
I'm
sending
them
you're
getting
them
today.
C
Let
me
ask
one
question
on
that:
when
you
I
know,
when
you
do
the
comparisons
you
put
piece
in
there
about
storm
water,
busted
PSD
doesn't
have
storm
on
it,
right,
I
think
that's
I
think
we
should
let
them
know.
We
have
a
stormwater
fee,
but
they
have
the
cost
comparison.
C
A
C
A
Always
make
sure
and
to
include
that
storm
water
piece
they
used
to
be
on
separate
comparisons,
but
I
have
kind
of
revamped
it
to
where
the
top
part
is
the
property
taxes.
This
bottom
part
includes
the
water
sewer
rates
which
do
go
down
when
you
Annex
and
then
the
storm
water
fee.
Unfortunately,
the
one
on
this
side
is
lower,
but
due
to
the
savings
up
here,
it
balances
out
to
give
you
something
like
a
six
hundred
dollar
savings
in
West
Ashley
for
120
000
house,
that's
600
a
year,
so.
C
A
C
D
A
C
You
know
councilman
Shield,
I'm
good
to
see
Jim
and
the
pale
really
run
this
thing
so
efficiently.
Today,
isn't
it.
C
B
Have
done
it
without
everybody?
So
thank
you
all
and
we'll
see
everybody.
