sidewalks

being
redeveloped

county

require

sidewalks.
They
want
us
to
pay
to
maintain
them.

Just
don't
understand
why
why
we
have
to
pay
for
sidewalks
to
be
maintained
that
the
county
is
requiring
not
the
city.

so
some
background
on
this
is
that
the
county
has
no
system
to
maintain
sidewalks
anywhere.
They
have
no
Crews
to
maintain
sidewalks.
So
if
we're
trying
to
get
these
links
and
sidewalks
built
again,
these
are
being
built
by
the
private
sector
by
the
development
Community.
I
The
only
way
that
they
can
be
maintained
is
if
the
city
maintains
them,
because
the
state
won't
take
them
and
the
county
has
no
maintenance
system.
So
that's
kind
of
the
reasoning
behind
this
and
we
do
get
through
our
drb
process,
typically
comparable
sidewalks
to
these,
and
then
we
take
those
on
for
maintenance
as
well.
Ultimately,
we
will
be
you
know
we
do
hope
to
adopt
the
Maybank
overlay
standards.
I
We
want
to
make
it
a
part
of
our
new
zoning
ordinance,
it
got
kind
of
bogged
down
and
we
had
a
bunch
of
other
amendments
going
on
and
it
just
didn't
get
done
and
now
that
we're
so
close
to
starting
on
our
new
zoning
ordinance.
We
didn't
see
the
big
point
in
doing
that
as
a
separate
ordinance.
So
that's
kind
of
why
we
haven't
adopted
the
Maybank
overlay
and
that's
kind
of
a
little
history
as
to
why
we
end
up
having
to
take
these.

wearing
has
heard
me
a
hundred
thousand
times,
but
so
here
we
are,
we
they
they
built
this
sidewalk
and
then,
when
it
comes
to
maintenance,
we
get
stuck
with
the
bill
right
yeah
and
we

don't
get
any.
We
don't
get
any
assistance
from
any
other
partner
on
on
the
sidewalk,
which
I
think
sidewalks
are
great,
I.
Think
understanding
where
this
is
located.

that
a
question
for
me
because
I
imagine
that
in
general
terms

this?
Is
we
take
this
up
every
almost
on
a
regular
basis
with
on
our
Public
Works
utilities
committee
meeting
when
we
take
over
these
sidewalks
from

state

Well,
the
state,
despite
saying
that
they
that
require
complete
streets,
they
don't
dot,
does
not
maintain
complete
streets.
So
we've
got
that
issue
to
begin
with
and
that's
a
whole
issue
for
our
state
legislature
because
they
pay
lip
service,
but
they
still
aren't
doing
it.
The
county
You
know,
despite
having
a
half
cent
sales
tax,
they
just
don't
have
a
maintenance
system
for
sidewalks,
and
so
that's
why
you
know
we're
the
only
other
entity.
I
This
all
began
with
the
doo-wop
area,
where
we
did
our
first
ever
joint
codes
with
the
county
and
the
idea
behind
that
was
that
it
began
over
there
because
back
then,
the
county
didn't
have
sidewalk
maintenance
either,
and
so
we
said:
okay,
we'll
we'll
do
this
in
an
effort
to
try
to
get
sidewalks
because
we
feel
like
sidewalks,
are
so
important
for
our
constituents
and
constituents.
Don't
know
what's
in
the
city
or
don't
what's
not
in
the
city
that
we
would
do
that.

Councilman
she
has
been
consistent
in
this
and
he's
right,
but
by
the
same
token,
we
always
have
a
good
conversation,
whether
it
be
on
Public
Works,
on
now
and
real
estate.
We've
never
put
in
a
request
to
push
the
envelope
on
that
with
the
county,
not
a
state.
They
should
be
put
in
a
position
to
telling
us
no.
We
just
need
to
raise
the
the
awareness
among
the
community
owners,
all
these
little
kids
riding
bikes
going
to
schools
and
things
like
that.

They
don't
know
their
parents,
don't
know
their
grandparents.
Don't
know
that
the
County's
not
having
a
maintenance
program
on
those
sidewalk
they
they
don't
know
that
the
Department
of
Transportation,
as
Mr
Morgan
said,
advocate
for
complete
streets,
but
don't
fund
the
maintenance,
the
sidewalks
and
they
push
it
down
to
municipalities
without
funding.

We
are
suffering
in
silence
on
that
and
I
think
that
needs
to
end.
We
need
to
come
up
with,
hopefully,
maybe
our
legal
department
a
way
that
we
can
actually
send
a
bill
or
set
a
request
for
this
type
funding,
To
Have
and
Have
County
Council.

If
they,
if
they
don't
think
it's
a
good
idea,
have
them
vote
it
down,
send
it
to
the
Department
of
Transportation,
along
with
a
requests
to
all
our
members
of
the
delegation
at
what
our
state
delegation
all
up
members
of
the
house
and
the
members
of
the
Senate
saying
that
all
the
State
streets
in
your
District
and
County
streets
in
your
District
that
don't
have
a
sidewalks
your
pedestrians,
as
well
as
anybody
who's
biking
in
particular,
if
you
don't
have
a
Biker's
Lane
of
traveling,
unsafe
and
the
own,
and
and
it's
not
being
funded,
we
requested
this
be
funded.

state
had
Surplus
all
over
the
Yang
Yang
last
year.
We
didn't
have
a
request
and
try
to
help
fund
us.
So
we
now
know
the
problem.
We've
kicked
it
around,
but
there's
a
solution
out
there.
If
you
ask
for
it
at
least
we're
not
even
put
them
in
a
position
to
tell
enough
no
we're
not
even
asking
so
I
think
collectively,
we
can
think
of
a
better
approach
to
number
one:
bring
awareness
to
the
community,
because
when
people
are
aware
what
their
representatives
are
doing,
they
get
credit
for
it.

accept

happens

the
property
owner
responsible
for
maintenance
on
the
sidewalks
and

they're

coming
into

city,
we're
not
generating
the
revenue
from
the
property
taxes
and
we're
obviously
going
to
this
could
be
a
huge
Improvement
for
the
land.
Why
not
make
that
a
condition.

good
conversation
here

think
we
all
agree
that
our
citizens,
no
matter
what
jurisdiction
they
live
in
the
city
or
the
county,
or
you
know
we
run
into
this
where
other
donut
holes
exist.

deserve
safety

particularly
on
a
thoroughfare
like
this
safe,
safe,
sidewalks
I
mean
we.
We
want
to
facilitate
this.
At
the
same
time,
I
agree
with
councilmember
Waring
that
we
ought
to
put
the
county
to
to
the
test
so
to
speak,
and
and
just
some
ask
them
to
participate.
If
they
don't
want
to
have
their
own
sidewalk
division
to
do
repairs
long
term,
they
ought
to
help
us.
You
know,
with
our
maintenance
costs
long
term
in
places
of
the
county,
where
we're
accepting
this
responsibility.

a
great
idea,
will
ask
them
and-
and
it
doesn't
have
to
be
a
quid
pro
quo,
but
we
can
ask
nicely:
ask
the
owner,
if
they'd
like
to
Annex
into
the
City
and
show
them

same
information
that
we
show.

prospects

mean
they
have
to,
but
I

think
it's
a
good
idea,

make
that
pitch
to
him

them
make
that
decision.

some
good
ideas

you
only

it

sense

there

only
be
one
sidewalk
through
around

We
shouldn't
be
duplicating
government
services
like
this
across
multiple
jurisdictions,
so
so
that
makes
sense

just
County
can
help
us
pay
for
it.

all
you

I
think
that
that's
the
right
way
to
do
it
so
long
as
this
is
in
their
jurisdiction
and
I'm
sure
there's
a
rational
and
objective
way.

come
up
with
quantifying
how
many
of
these
similarly
situated
properties
there
are
in
the
county,
with
County
mandated
sidewalks.
That
they've
asked
us
to
maintain
and
we
can
come
up
with
a
funding
formula
and
the
county,
unlike
the
City
of
Charleston,
has
dedicated
revenue,
streams
for
transportation,
related
functions
and
we
don't
and
and
I
think
I
mean
we're.
Not
talking
big
big
bucks
here.
I
would
imagine
it's
just
a
little
bit
to
help
offset
some
of
these
maintenance
costs.

But

that's
going
to
be
everybody
make
sure
that
I'm
clear
on
this
I'm
not
to
do
anything
to
jeopardize
anybody's
safety
on
this
road.
My
first
comment
was
this
is
needed
out
there
we've
got
to
have
it
we're
going
to
prove
it.
Obviously,
it's
just
the
first
by
frustration.
Level
with
this
is
an
ongoing
problem
that
we
get
dumped
on
and
literally
that's
what
it
is,
we're
getting
dumped
off
with
responsibility
of
maintaining
these
sidewalks
there's.
There's
no
Financial
help
on
doing
this.

I've

a
strip
of
sidewalks,
beginning
at
St,
Augustine
Road
on
Old
Town
Road,
all
the
way
to
Charlestown
Landing
I've
been
complaining
about
it
and
asking
for
repairs
to
be
done
on
it
and
not
nothing's
happened
with
it
and
it's
a
funding
part
of
it's
a
funding
issue
that
was
a
priority
of
getting
it
done,
and
people
triple
with
that
sidewalk
there's
it's
broken.
It
looks
unsightless
right
in
front
of
Charlestown
Landing.

would
think
that
the
state
owned
property
would
want
to
contribute
and
help
out
with
with
this
this
part
of
the
of
Old,
Town
Road.
So
I
think
the
discussion
we
had
in
here
has
been
it's
always
helpful
to
have
this
kind
of
discussion
we'll
see
what
happens
if
the
county
wants
to
chip
in
and
help
out.

low-lying
land

think
it
even
falls

recommendations
from
our

plan

build

places
like
this.

just
too
too

space

concurrently
to
the
ownership
of
the
James
Lewis
apartment
complex.

in
60

we'll
own

entire
complex
back
