Description
City of Charleston Committee on Real Estate 6/14/21
B
It's
all
right,
good
afternoon,
everybody.
This
is
the
committee
on
real
estate.
It
is
monday
june
14th.
It
is
3
37
in
the
afternoon
we're
scheduled
to
begin
at
3
30..
I'm
glad
to
see
everybody
here
and
glad
to
see
that
councilman
rappel
is
with
us
live
and
in
color
I
am
listed.
This
is
one
of
the
few
committees
that
when
we
get
an
agenda,
it's
already
pre-ordained
who's
going
to
do
the
the
implications.
So
what
I'm
going
to
call
upon
is
that
take
a
moment
of
silence
instead?
B
Silence,
amen,
amen,
all
right.
Thank
you
all
very
much.
You
should
have
a
copy
of
our
may
24
2021
minutes
I'll,
entertain
a
motion
for
approval,
I'll
move
for
approval.
Second,
any
further
discussions,
all
those
in
favor
say:
aye
aye,
aye,
nice
have
it
all
right
item
number
a
there's:
an
order
to
authorize
the
mayor
to
execute
a
general
agreement
between
the
u.s
department
of
interior
etc,
and
I
think
julia
you're
going
to
take
the
lead
on
this
one.
For
us,
please
ma'am!
Yes,.
D
Yes,
sir,
thank
you
good
afternoon
everyone.
So
this
is
an
agreement
between
the
national
park
service,
fort
sumter,
fort
moultrie,
the
aquarium
and
the
city
regarding
the
joint
operations
of
the
liberty
square
park,
which
is
where
the
aquarium
sits
in
that
general
area.
D
This
is
a
property
that
we
actually
leased
from
the
national
park
service.
We
do
not
own
this
and
we
sublease
the
area
of
the
aquarium
out.
So
this
is
basically
there
are
about
eight
or
nine
leases
and
subleases
and
operations
agreements
that
are
currently
out
there
that
have
been
adopted
that
we're
consolidating
into
one
general
agreement
amongst
all
the
parties-
and
this
will
just
be
covering
the
operations
of
the
park
who's
in
charge.
Who
gets
to
make
the
decisions
as
well
as
parking
considerations,
but
there
are
no
new
duties
for
us
here.
B
D
Not
that
I'm
aware
of
it's
all
under
a
lease
agreement
with
the
national
park
service,
this
area
that's
being
considered
in
this
particular
agreement.
D
B
Okay,
all
right
so
I'll
entertain
a
motion
to
adopt
item
number,
a
move
for
approval.
A
B
Okay,
many
questions
comments
further
discussion,
all
those
in
favor
of
a
signifier
saying,
aye,
hey
councilman
wearing
there.
The
next
item
was
also
julia.
I
think
you're
on
this
one
as
well
item
b
request
for
approval
to
authorize
the
mayor
to
execute,
on
behalf
of
the
city
and
easement
to
dominion,
energy
with
4.42
acres
of
land.
You
want
to
explain
this
one
for
us
as
well.
D
Sure
sure-
and
I'm
sorry
for
the
long
intro
here,
but
this
is
pulled
directly
off
the
easement.
So
these
it's
actually
bnc
it's
regarding
the
pitchfork
road
over
in
maybank,
so
the
first
one
would
be
running
along
and
I
have
I
can
share
the
screen
if
you
guys
want
to
actually
see
the
plat
showing
where
these
easements
are,
that.
D
A
D
The
city
that
was
probably
a
cut
and
paste
issue
for
me,
so
here
we
go
this.
Can
you
all
see
this
plait
with
the
colors?
Yes,
okay!
Thank
you!
So
the
first
one
we're
talking
about.
If
you
can
see
my
cursor,
you
see
that
hot
pink
line
that
runs
along
river
road.
Yes,.
B
E
D
Okay,
so
that's
the
first
one
and
by
the
way
these
are
all
undergrounding.
Okay,
so
dominion
would
be
undergrounding-
the
cable
along
river
road
here.
So
it's
on
the
very
outer
edge
of
our
property
and
connect
to
this
box
and
run
up
in
here
into
someone
else's
property
that
curves
into
someone
else's
property
and
the
purpose
of
running
these
cables
is
to
provide
power
to
the
fenwick
la
the
beach
company
project.
That's
going
on
right
now,
so
that
would
be
the
first
one
along.
D
D
Okay,
so
dominion
asks
that
you
give
the
authority
for
the
mayor
to
execute
these
two
easements.
B
C
D
And
eventually,
this
stub
out
right
here,
I'm
hearing
will
be
either.
I
wish
alan
myrick
was
on
the
line
right
now,
but
this
stub
out
is
eventually
going
to
be
a
an
arm
for
lights.
I
believe.
B
Any
other
councilmembers
have
a
question
comment:
okay,
I'll.
B
B
B
B
B
D
B
It's
not
a
part,
it's
not
a
parking
lot.
It's
the
old
piggly
wiggly
sight.
D
D
We
put
an
mou
together,
which
you
have
before
you,
which,
for
the
cost
of
250
a
month,
they'll
be
using
this
area
we'll
have
it
recorded
with
the
fire
department,
because
apparently
the
fire
department
also
trains
in
that
general
area
from
time
to
time,
and
we
also
inserted
a
provision
in
here
where
we
can
terminate
at
any
time
the
30
days
notice
in
case
something
does
transpire.
That
requires
us
to
clear
that
area
for
development.
G
F
B
Since
2017.,
okay.
F
F
B
3.3
million
for
the
land
and
then
I'm
not
sure
I
don't
remember
the
cost
of
demolition,
yeah.
F
You
know:
we've
used
this
property
as
a
staging
site
for
debris
and
now
we're
going
to
use
it
as
a
training
session
for
training
location
for
carter,
which
has
been
around.
I
don't
know,
20
years
you
got
to
have
some
other
place
to
train
these
bus
drivers.
You
know
we
don't
have
after
four
years.
We
don't
have
any
direction
as
far
as
I
know,
specifically
what
we're
going
to
put
on
that
property
and
the
taxpayers
in
this
property,
pretty
close
to
four
million
dollars.
F
We
got
to
do
better
about
it,
people
once
actually.
I
think
this
contributes
to
west
trashy
frankly,
monica
that
you,
mr
chairman,
is
is
chairman
of
the
recession.
Revitalization
committee
is
trying
to
eradicate
I,
as
and
all
of
us
trying
to
help
eradicate,
but
it's
not.
This
doesn't
give
anything
positive
to
the
use
of
this
property.
I
think
carter
needs
to
train
someplace
else
or
wherever
they've
been
training
before.
I
think
we
need
to
sharpen
our
pins
and
do
something
specific.
That's
gonna
be
a
benefit
to
the
people
of
west
asheville.
F
We've
we've
taken
almost
four
million
dollars
of
taxpayers
dollars
and
right
now,
there's
nothing
inviting
to
that
gateway
coming
into
the
south
into
into
the
city
of
charleston.
From
that
entrance.
F
You
know,
mr
chairman,
this
is
I'm
talking
to
the
choir
here,
but
it's
a
stone's
throw
away
from
the
birthplace
of
south
carolina
and
other
people
are
coming
to
us
with
utility
uses,
as
opposed
to
something
that
the
original
intent
when
we
voted
to
appropriate
taxpayers
to
buy
this
thing
was
to
eradicate
what
was
at
that
time,
the
potential
of
a
20
pump
gas
station
and
four
years.
Hence
you
know
this
is
the
best
we
can
come
up
with.
I
I'm
just
not
going.
F
I
think
we
need
to
go
back
and
either
rezone
this
properly
on
the
mixed
use,
type
situation
or
put
it
in
a
pod
and
then
put
it
out
there
for
private
developers
to
bid
on
it
or
frankly,
maybe
turn
it
into,
even
though
it's
smaller
than
marion
square
wes,
ashley's
version
of
marion
square
with
a
beautiful
part
coming
into
the
entrance,
but
I
I
know
one
thing:
I
know
we
had
one
iteration
of
about
it.
F
Being
a
civic
center,
potentially
I
thought
that
was
just
an
idea,
but
hadn't
seen
any
more
about
that,
but
got
to
be
frank:
all
we've
got
into
the
gear
yard
to
put
a
civic
center
three
and
a
half
miles
away.
That
would
compete
with
the
gear
yard
for
space,
but
rental
space
doesn't
make
sense,
but
I
don't
think
we
putting
our
best
foot
forward
on
what
can
be
at
that
location.
F
I
mean
after
a
while,
it's
going
to
be
half
of
a
decade
and
if
you
say
what
are
we
going
to
do
with
this
location,
I
think
right
now.
The
answer
is,
I
don't
know,
and
and
that's
not
the
citizen's
fault-
that's
our
fault.
So
I
don't
want
anything.
That's
going
to
go
there,
that's
going
to
be
construed
as
being
unattractive
for
the
folk
west.
Actually
we
just
do
we
deserve
better
than
that.
So
I'm
gonna
vote
against
that.
One.
B
Thank
you,
sir,
so
just
to
give
you
an
update,
councilwoman
waring,
you
know
it
has
been
a
long
and
torturous
path
with
with
this
property
it
has
gone
out
to
bid
landmark,
did
bid
on
it.
We're
waiting
to
get
a
memorandum
of
understanding,
slash
contract
with
them.
I
am
told
that
we
will
that
will
be
presented
to
council
on
our
july
20th
meeting
for
our
consideration
and
hopefully
of
approval
and
then
hopefully
right
after
that,
we'll
start
seeing
shovels
and
other
developments
starting
on
that
property.
We
have.
B
Let
me
just
finish
for
a
second
hold
on
a
second,
so
as
we
we
have
presented
conceptual
plans
to
the
public,
they
have
given
us
their
ideas
and
what
they
want
out
here
and
so
landmark,
is
hopefully
ready
to
start
the
work
on
on
this
property
in
due
course
and
you're
right.
B
Your
comments
are
are
on
point:
I'm
not
not
taking
away
from
anything
that
you
said
about
this,
because
it
has
been
way
too
long,
and
I
think
kova
knocked
us
off
our
schedule
some
bit
with
this,
this
property-
and
you
know
I
this
is
right
smack
in
my
in
my
district.
So
I
get
the
calls-
and
I
get
the
comments
about
this
all
the
time
and
the
city
used
it
for
a
place
after
storms
for
dumping.
It
people
hated
it,
and
I
we've
been
fussing
about
it
because
it's
convenient
for
that
purpose.
B
But
you
know
people
want
to
see
something
happen
with
this
property
and
they
have
every
right
to
to
feel
that
way,
and
I
agree
with
them
on
that.
This
is
used
for
the
place
to,
for
people
fill
sandbags
for
the
strongest
coming.
That's
not
the
intent
of
that.
We
didn't
spend
four
million
dollars
or
three
point
something
million
dollars
for
all
of
that,
but
we
are
pushing,
and
I've
been
assured
that
we
will
have
something
to
start
with
this
project
for
approval
in
in
july.
B
B
The
the
police,
the
fire
department,
does
come
out
to
use
it
for
maneuvers
and
they
do
clean
out
their
fire
hoses,
which
is
a
benefit
actually
because
it
cleans
up
a
lot
in
the
process
of
doing
that.
So
I
don't
mind
this
for
a
very
short
term,
part
of
it.
But
I
I
share
your
sentiments.
I
don't.
I
don't
want
you
to
think
that
I
am
disagreeing
with
you.
B
I
agree
with
you
100
on
how
you
feel
about
it,
because
you
have
been
a
very
good
partner
with
me
on
this
ringing
that
bail
and
reminding
folks.
This
is,
as
you
said,
a
stone's
throw
away
from
the
birthplace
of
south
carolina
and
I've
been
fussing.
Amanda's.
I've
been
fussing
about
all
this
and
I've
had
my
temper
tantrums
about
this
thing
and
so
trust
me.
F
You
know
all
right
believe
me,
I
I
know,
as
I
said,
I'm
preaching
to
the
cry
on
this.
I
know
the
male
wants
to
see
something
positive
here
too.
Everybody
on
this
all
wants
to
see
something,
I'm
not
going
to
go
for
mediocrity
and
that's
what
this
is
for
a
month
for
90
days
for
three
years
to
use
this
for
carter,
training
site,
there's
nothing
but
mediocrity,
and
we
don't
spend
four
million
dollars
to
achieve
mediocrity.
F
So
why
would
I
be
a
participant
in
that?
Frankly?
Why
would
you
be
a
participant
in
that?
We
deserve
better,
there's
no
place
on
that
peninsula,
where
we
would
use
for
this
purpose,
there's
no
place
on
the
peninsula
that
we
would
if
we
had
a
spot
that
we
would
use
for
this,
but
we'll
do
it
west
ash
somebody's
got
to
stand
up
and
say:
attempted
tantrum.
Isn't
enough,
you
actually
most
powerful
thing.
F
We
have
as
an
elected
official
is
alvo
on
this
one
I
mean
we
just
deserve
better
than
this
god
man.
You
say
I
understand
covey,
but
you
know
we
had
one
of
the
greatest
building
blooms
in
the
city
of
charleston,
doing
covert
just
ride
around
and
look,
and
if
I
were
to
ask
where
what's
the
crystallized
idea
what's
going
to
go
here,
I
don't
know:
do.
B
You
yeah
yes,
sir,
because
we,
like
I
said
earlier.
We
have
sent
this
out
to
the
citizens
for
input.
We've
got
conceptual
designs
on.
What's
going
to
be
out
there
we
presented
it.
I
presented
to
my
coffin
conversation,
constituent
meetings.
I
presented
it
at
the
revitalization
commission,
so
help
me
out,
what's
going
there,
so
what's
with
what
is
conceptually
designed
to
go
with
that
and
we
we
presented
this
to
council
pre-kova
19.
B
So
I'm
trying
to
remember
exactly
when
this
was
presented,
but
we
presented
it's
at
the
tip
of
this
property
is
going
to
be
what
I
would
refer
to
as
a
civic
center
right.
B
Property
to
be
constructed
for
public
use,
it
could
be
in
the
particulars
in
that
would
include.
Hopefully,
city
offices
hopefully
put
the
west
ashley
project
manager
in
that
that
property
it'd,
be
housing
for
neighborhood
associations
and
other
organizations
that
have
meetings.
It
would
be
available
for
city
council
to
be
meeting
there
and,
if
need
be,
probably
if
we
wanted
to
have
some
kind
of
small
concerts
or
music
things
that
could
be
held
there
as
well.
The
other
part
of
it,
which
is,
I
never
remember,.
B
F
B
F
F
B
I
am
told
I've
been
reassured
from
the
mayor's
office
that
by
july
20
meeting
of
city
council
we're
going
to
have
before
us
approval
or
consideration
of
that
contract
of
that
memorandum
of
understanding.
That's
what
I've
been
told.
That's
what's
been
assured
to
me.
That's
what
I'm
expecting
to
have
on
that
date.
That's
what's
going
to
happen
now.
I
can't
go
back
except
to
tell
you
that
I've
been
as
frustrated
as
you
have
been
expressing
yourself
today
with
a
lack
of
progress
with
this
part
of
it.
B
F
F
F
I'm
sorry,
why
didn't
we
try
again?
Why
don't
we
come
re-zone,
this
property?
If
we
want
certain
things
to
happen,
then
why
don't
we
re-zone
it
for
that
to
happen
and
put
it
out
for
a
bit
landmark
cannot
be
the
only
game
in
town,
because
when
their
objectives
don't
fit
hours,
then
the
people
wait
and
nothing.
B
F
Well,
you
know:
okay,
let's
move,
for
I
mean
I'll
come
to
council
more.
I
won't
hold
the
meeting
up.
I
appreciate
the
time
allowed,
but
I'm
not
gonna
go
for.
B
That
and
the
way
that
this
this
agreement
is
written,
we
can
terminate
it
julia
that
we
lose.
You.
B
D
C
About
this
is
I
I
I
do
appreciate
that
it's
for
our
convenience.
C
It
is
sad
that
it's
taken
the
one
company
who
won
our
bid,
and
I
think
everyone's
favor
and
the
way
that
they
presented
their
game
plan
for
redeveloping
this
important
site
got
lost
in
the
in
the
year
that
has
gone
by,
but
I
don't
think
we
should
cut
it
off
now.
If
they
are
literally
going
to
come
forward
in
july
and
carter
can
use
this
property
for
a
month
then
good
on
us.
I
think
you
know
we're
in
a
new
era
of
trying
to
have
a
great
relationship
with
carda
as
well.
C
So
I
don't
see
that
we
lose
with
this
agreement
and
we
all
share
the
sentiment
that
councilmember
wearing
has.
You
know,
contributed
passionately
to
our
committee
today.
So
I
I'm
moving
for
approval
just
a
second.
B
B
F
B
H
H
The
terms
of
the
agreement
I'm
happy
to
outline-
and
I
believe
that
matt
fountain
is
also
on
the
call.
If
you
have
any
specific
questions
for
him
as
well,
the
monthly
lease
amount
will
be
nine
thousand
dollars
for
use
of
both
144
canada,
street
and
146
canaan
street.
The
term
of
the
agreement
will
be
for
30
months.
H
H
There
has
been
one
small
change:
the
agreement,
unfortunately,
after
agendas
ran-
and
it's
a
clerical
change.
So
hopefully
it
won't
be
an
issue,
but
the
owner
of
the
property
gms
cannon.
Llc
has
asked
that
we
amend
the
signature
page
to
reflect
the
entity
there's
a
corporation,
that's
the
managing
member
of
their
llc,
and
they
would
like
for
that
corporation
to
sign
on
behalf
of
gms
canaan
llc.
B
Okay,
all
right:
anybody
have
any
questions
on
this
I'll
entertain.
A
motion
that
we
approve
agenda.
Item
number
e.
C
G
Know
this
is
a
this
is
a
property
that
we
do
have
a
permanent
easement
for
the
basically
the
access
shaft
lid
for
the
determinants
of
one
of
the
two
spring
fish
brim
tunnels.
The
purpose
of
this
agreement
is
to
be
able
to
use
the
entirety
of
the
property
which
is
actually
held
by
a
private
developer
for
basically
towards
work
both
on
spring
fishburn
and
then
on
the
airhawk
project
on
the
airhead
extension.
This
would
be
the
the
access
shaft,
the
air
extension
project
gets
built
on
to
service
the
medical
district.
G
B
H
I
believe
that,
just
from
learning
a
little
bit
of
background
on
the
on
this
project
from
keith
benjamin
who's
in
full
support
of
it,
the
original
plan,
I
think,
had
been
for
the
bench
to
be
installed
on
the
sidewalk
or
just
outside,
of
the
city's
property
line.
However,
the
scdot
came
back
and
had
line
of
sight
concerns
for
safety
reasons.
So
that's
why
carta
has
come
to
us
and
requested
to
be
able
to
put
the
bench
on
the
city
owned
property.
H
A
B
Okay,
all
right,
any
questions
asked
to
item
f
with
this
bus
bench.
Yes,
ma'am.
C
H
E
It
was
kind
of
a
public
art
display,
kind
of
mini
parklet.
B
All
right
any
further
discussion,
all
those
in
favor
signify
by
saying
aye,
aye
aye,
and
he
opposed
the
eyes.
The
eyes
had
all
right
and
item
g
is
a
request
of
city
requested.
The
city
of
charleston
city
council
authorized
the
mayor
to
execute
the
necessary
documents
for
the
city's
acceptance
of
1.1
acres
of
donated
land
on
harriet
in
exchange
for
48
housing
credits.
I
Yes,
sir,
it
is
thank
you
councilmember,
shaheed
and
members
of
the
real
estate
committee.
What
is
before
you
as
a
request
for
acceptance
of
1.1
acres
of
donated
land
on
harriet
street,
from
h.a.r
charleston,
I.e,
ashley,
river
and
western
llc,
and
this
dates
back
or
is
associated
with
the
magnolia
development
agreement,
and
I
believe
many
of
you
are
familiar
with
that
within
that
agreement,
there's
a
workforce
housing
provision
where,
in
the
magnolia
development
15
of
the
full,
build
out
of
units
in
that
development
would
be
designated
to
affordable
and
workforce
housing.
I
So
this
is
their
attempt
to
advance
that
agenda.
If
you
will,
they
would
get
48
housing
credits
if
you
will
for
the
donation
of
this
land.
If
you
look
back
at
the
development
agreement,
they
were
supposed
to
get
a
higher
number.
We
pushed
back
on
that
a
little,
so
they
are
getting
48
housing
credits
for
the
donation
of
this
land
to
the
city
of
charleston.
I
I
B
You
juna
is,
this
does
not
include
the
expense
we
have
to
pick
up
the
whole
expense
on
the
construction
of
these
units.
That's
correct.
I
Yes,
sir,
we
would
have
to
construct
the
unit
currently
on
the
site
on
as
you
and
I
should
have
had
a
survey,
but
nevertheless
there
are
two
older
homes
on
the
harriet
street
site
that
we
will
demolish
at
one
point
years
ago.
I
The
the
same
organization
wanted
to
donate
these
houses
to
us,
but
we
had
difficulty
and
we
even
talked
to
a
couple
of
non-profit
partners,
but
we
had
difficulty
moving
the
houses
from
where
they
are
to
like
the
rosemont
neighborhood
because
of
power
lines
and
some
other
challenges
at
this
point
in
the
life
of
those
homes
we'll
have
to
demolish
those
homes
to
build
new
construction
there.
So,
yes,
sir
we'd
be
responsible
or
have
to
bear
the
cost
for
the
construction.
E
Mr
mayor,
so
I
just
want
to
thank
highland
and
the
magnolia
team
for
bringing
forward
this
proposal
to
us.
I
think,
as
gianna
mentioned
it,
it
helps
their
their
first.
You
know
real
effort
to
get
some
affordable
housing
sooner
rather
than
later.
E
It
gives
them
a
little
credit
so
to
speak,
but
with
the
price
of
real
estate
today,
the
price
of
dirt.
It
really
is
a
good
value.
I
believe
for
the
city
and
excellent
value
for
the
city
gets
us
going.
These
harriet
street
is
kind
of
the
entryway
to
the
bridge
that
will
lead
to
magnolia
development,
and
so
it's
kind
of
the
first
thing
you'll
see.
We
certainly
want
to
make
a
very
attractive
product
there,
but
I
think
it'll
make
a
great
statement
that
you
know
the
first
thing
you
see
going
into.
C
Let
me
tell
you,
thank
you,
so
I'd
like
to
ask
johnson
48
would
equal
about
how
many
or
what
percentage
of
the
total
15
percent
that
we're
expecting
them
to
have
to
build
or
or
trade
away.
How
many
units
overall
is
their
concerns,
their
pad.
C
I
Sure,
and
unless
it's
changed
initially,
there
was
a
projected
build
out
of
4
000
units
over
here.
15
of
that
would
be
600.,
so
they
we
would
have
to
build
another
552
units
of
housing.
So.
C
A
I
B
I
It's
literally
at
the
very
beginning
of
harriet
street
by
tomorrow.
I'll
have
you
a
pictorial
of
it,
but
literally
as
you
come
off
of
i26
west
and
you're,
you
you're
co.
You
come
to
the
traffic
light.
Chip
may
have
something
he's
really
good
about
maneuvering
that
stuff.
Thank
you
too.
You
make
a
right
turn
and
it's
literally
on
the
right
hand,
side,
and
then
there
is
one
lot
across
the
street
from
this.
I
Councilwoman
jackson,
I
think
you
muted
yourself,
but
yes,
we
wouldn't
close
until
we
got
all
of
the
updated
documents,
including
the
phase
one,
the
appraisal,
the
geotech,
because
we
will
want
to
make
certain
that
there
are
no
barriers
to
us
being
able
to
construct
the
affordable
housing.
If
we
find
that
there
are
challenges,
we
would
certainly
bring
that
back
to
council
and
make
you
aware
of
those.
B
B
G
B
Aye
aye
mayor
aye
any
opposed
the
eyes
have
it
can
we
take
item
h
for
all
four
properties
as
one
item
for
annexation
and
I
would
entertain
a
motion
to
unless
mr
morgan,
you
need
to
give
us
a
little
background
on
this.
B
B
J
Morgan,
oh
okay,
so
1351
ashley
river
road
is
immediately
adjacent
to
1349.
Those
are
two
small
parcels
at
the
corner
of
playground
and
ashley
river
road.
One
has
a
car
wash
on
it
at
present,
one
has
a
salon
and
they
would
become
part
of
a
new
convenience
store
gas
station.
That
would
also
go
onto
two
parcels
that
are
currently
in
the
city
with
gb
zoning.
For
all
of
those,
then
420
arlington
is
a
single-family
residence
and
then
2147-2151
river
road
are
undeveloped.
C
Morgan,
a
question:
please
yes,
ma'am,
so
looking
at
item
four,
the
johns
island
property
is:
is
that
what's
the
county
zoning
for
that?
Is
that.
J
J
You
know
in
our
new
analysis,
so
it
would
just
be
our
suburban
edge
recommendation
in
that
area,
which
is
up
to
four
units,
an
acre,
so
the
rr1
would
be
in
in
that
category.
C
We
don't
have
any
information
about
whether
it's
going
to
be
incorporated
into
stone
overview.
J
B
All
right
any
further
questions
comments,
all
those
in
favor
signify
by
saying
aye
aye
any
opposed
the
eyes
eyes
have
it
request
for
item.
I
request
approval
for
the
mayor
to
execute
a
memorandum
of
understanding
with
middle
street
partners
regarding
a
use
of
an
area
under
I-26
for
construction
storage.
D
E
D
Okay,
so
middle
street
partners
is
currently
constructing
a
mixed-use
building
here
at
741
meeting
street
and
what
they
are
asking
for
from
us
is
the
ability
to
store
their
construction
materials
behind
this
particular
property.
This
is
a
property
that
we
are
leasing
from
dot
for
the
future
low
line.
So
since
we
did
pin
this
mou
with
park
staff,
we
did
reach
out
to
dot
and
had
them
sign
off
on
this
agreement.
They
have
reviewed
it
and
they
have
signed
off
on
this.
D
So
what
middle
street
is
asking
for
is
10
months
to
be
able
to
use
this
space
to
store
their
material
in
exchange,
staff
has
asked
that
they
returned
the
area
to
the
way
they
found
it,
and
also
middle
street
has
offered
up
250
a
month
in
rental,
if
that
would
make
it
easier
for
you
guys
to
approve
an
mou
like
this.
D
But
let
me
point
out
too
that,
under
the
terms
of
the
dot
agreement,
any
funds
that
we
take
and
rental
for
an
agreement
like
this
would
have
to
go
to
the
maintenance
and
upkeep
of
the
low
line.
Just
so
you
know
it's
not
going
to
go
into
a
general
fund,
it
would
go
somewhere
toward
the
maintenance
of
the
low-lying
area,
but
this
would
be
a
10-month
agreement
and
they
would
have
to
satisfy
all
of
the
vms4
permits
with
storm
water
and
they
would
have
to
return
the
area
back
to
the
way
they
found
it.
C
I'd
like
to
ask
a
question:
please
returning
it
back
to
the
way.
It
is,
what
condition
is
it
in
now?
Isn't
it
just
under
the
over.
D
It
is
and
jason
brownsburg
are
you
I'm
still
on
this
meeting.
I
am
he's,
got
first-hand
knowledge
of
the
the
condition
he'd
be
able
to
answer
that
question.
C
Wouldn't
we
prefer
to
have
it
you
know,
sort
of,
like
I
don't
know,
dug
up
or
any
way
that
the
low
line
would
like
to
have
it
once
they
start
to
construct
their
their
build-outs.
K
A
it's,
a
relatively
small
area
within
the
entire
I-26
lease
area
and
the
intent
was
these
folks
were
using
it
with
that
authorization.
So
we
shut
that
down.
K
So
this
was
somewhat
of
a
compromise
if
you
will
to
reduce
their
full
access
to
minimize
more
damage
and
kind
of
document
who
it
is
and
try
to
get
it
at
least
back
to
the
condition
it
was
which
is
really
dirt
and
weeds.
If
you
will
in
the
shade
area
of
of
the
overpass,
so
you
know
we
just
wanted
to
kind
of
track
who
was
using
it
and
make
sure
that
it
wasn't
any
worse
when
they
left.
D
Yes,
ma'am,
you
would
need
to
amend
the
document
to
reflect
that.
C
I
I
would
move,
mr
chairman,
that
we
approve
the
document
with
that
amendment.
We
might
as
well
be
able
to
pass
some
money
to.
G
B
E
Just
to
keep
clear
on
on
which
property-
this
is
the
least
area
from
the
d.o.t
which
is
adjacent
to
the
property
that
we
purchase
with
the
friends
of
the
line.
So
I
I
just
want
to
make
it
clear.
It
is
part
of
the
conceptual
plan
for
quote
the
low
line,
but
it
is
the
the
south
carolina
julia
stated
this,
but
I
just
want
to
make
it
clear
this
is.
This
is
not
part
of
the
low-lying
project.
E
B
All
right
any
further
discussion
questions
comments,
call
the
question
all
those
in
favor
of
the
amended
motion
to
execute
a
memorandum
of
understanding
of
middle
street
partners
signify
by
saying
I
I
I
nice
habit
all
right,
there's
a
request
that
we
go
into
executive
session
I'll,
entertain
a
motion
that
we
go
into
executive
session.
B
Okay
and
mr
dina,
who
do
we
need
to
have
join
us
in
this
meeting.
