Description
City of Charleston Committee on Real Estate 5/22/23
B
Right
thanks,
everybody
I'd
like
to
call
to
order
the
May,
22nd
2023
City
of
Charleston
real
estate
committee
meeting
to
order,
looks
like
I've,
been
given
the
honors
of
the
invocation
and
let's
go
ahead
and
have
a
moment
of
silence
in
honor
of
our
police
chief
Luther
Reynolds,
who
we
all
received
very
sad
news
last
week
that
he's
going
into
hospice
care
and
I.
Think
I
speak
for
everyone
at
the
city.
When
we
say
how
much
we
love
and
appreciate
Chief
Reynolds
and
everything
he's
done
for
the
city.
B
Second,
all
right
moved
and
properly
seconded
any
discussion
hearing,
none
all
in
favor,
please
signify
by
saying
aye
aye
any
opposed
hearing.
None
the
eyes
have
it
next
item
up
is
a
temporary
access
agreement
with
the
aquarium
and
their
contractor
Trident
construction
for
temporary
access
to
and
use
of
the
city's
open
parking
lot
at
10,
wharfside,
Street
and
I.
Think
we've
got
Mr
rasco
here
to
shed
some
additional
light
on
this.
Thank.
F
This
is
a
temporary
access
agreement
to
allow
the
South,
Carolina
aquariums
contract
or
try
to
construction
to
use
the
front
lot
of
the
Maritime
Center
for
basically
throughout
the
next
summer,
2024
as
a
lay
down
area
for
the
construction
of
the
new
learning
lab
in
the
building
there
The
Maritime
Center
we've
tried
our
best
to
work
with
them
and
keep
in
portions
of
the
lot
open
during
that
time
and,
as
you
can
tell
from
the
exhibit
on
the
map
that
they've
drawn
correlating
to
several
months
during
the
during
the
construction
time,
that's
being
done,
but
for
the
most
part,
most
of
all,
nearly
all
the
tenants
will
have
to
move
out
during
two
months,
at
least
during
next
summer,
and
there
will
be
staggered
periods
of
time
during
the
year
when
there
will
be
tenants
using
it,
and
for
that
purpose
we
kept
one
of
the
handicap
spaces
open
at
all
times,
except
for
the
two
months
that
it'll
be
a
complete
shutdown.
F
So
the
temporary
access
agreement
is
that
between
the
city
and
Toronto
to
accomplish
all
those
goals
is
before
y'all
for
consideration.
I'll
answer
any
questions:
if
I
can.
B
Great,
thank
you.
Mr
Roscoe
can
I
entertain
a
motion,
so
we
can
get
this
on
the
floor.
B
And
properly
seconded
any
discussion,
I
see
councilman
shade's
hand
is
up.
G
Yeah,
thank
you
Mr
chairman,
so
what
is
how
long
will
they
be
temporarily
doing
this.
G
And
so
the
Peter
you
mentioned
that
some
of
our
tenants
may
have
to
relocate
for
a
period
of
time.
F
That's
correct:
we've
already
notified
the
ones
that
are
going
to
be
moving
over
to
the
aquarium,
garage
and
they're
doing
that
and
they'll
be
paying
the
same
rate
that
they're
paying
now,
even
though
they'll
be
able
to
stay
in
the
garage
temporarily
until
this
is
done.
F
G
F
Okay,
I
have
sent
a
signed
copy
of
the
agreement
to
Jennifer
the
clerk
and
we
did
update
that
date
because
they
had
not
sent
us
a
signed
copy
of
pundit
when
we
were
supposed
to
have
it
in
in
the
August
31
2024
is
the
date.
B
Okay,
Mr
Mayor.
E
Peter,
just
a
suggestion:
I
know
you
you've
taken
care
of.
However
many
spaces
you
needed
to
in
the
garage
with
the
international
African-American
Museum,
getting
ready
to
open,
I
I.
Do
wonder
you
know
the
capacity
of
that
garage,
even
though
it's
an
awfully
big
garage.
If
we'll
be
filling
it
up
or
not,
there
is
that
surface
area
right
surface
lot.
E
We
don't
use
it
for
parking,
but
potentially
I
guess
you
could,
if,
if
push
came
to
shove,
right
adjacent
to
the
aquarium
garage
and
you
I'm
just
thinking,
maybe
you
you
go
ahead
and
take
a
look
at
that
lot
and
have
somebody
think
about
how
many
cars
you
could
park
there?
If
need
be,
you
know
in
a
controlled
fashion
and
and
entry
exit
to
it
and
all
like
that.
Just
in
the
event
we
find
we
we
need
a
few
extra
spaces.
F
We'll
certainly
do
that
and,
as
the
committee
may
know,
the
iaam
is
a
contract,
of
course,
with
Columbus
Street
Terminal
with
the
state
board
and
also
the
other
at
the
other
end,
the
other
state
board
area.
So
they
have
a
lot
of
parking
on
the
contract
for
that
weekend,
but
we
will
certainly
have
that
as
a
backup
for
sure
great.
B
Good
deal
any
other
questions
from
the
committee
members.
B
Peter
I
just
had
a
quick
question.
You
know
with
the
African-American
Museum
opening
up
next
door.
Have
there
been
any
conversations
with
Trident
just
to
make
sure
that
you
know
we
we
you
know
are
sensitive
to
the
new
Museum
when
it
comes
to
the
staging
area
and
construction
activities
over
the
next
year.
So
just
you
know,
make
sure
there's
no
sort
of
bleed
over
effects.
F
Yes,
thank
you.
We
have
we've
had
several
discussions
with
them,
and
they've
actually
submitted
a
crane
radius
plan
showing
the
radius
where
the
crane
will
be
set
up
on
that
lot
and
the
radius
and
where
it
will
stop
and
start
to
try
to
mitigate
anything
that
might
blow
over
into
the
next
lot.
So
thank
you.
Yes,
we'll
keep
doing
that
as
well.
Great.
B
Great
a
lot
of
stuff
happening
on
the
waterfront
over
there
all
positive
stuff,
any
further
questions
or
comments
hearing,
not
all
in
favor,
please
signify
by
saying
aye,
aye
aye
aye
any
opposed
the
eyes
have
it.
Thank
you,
Mr
rasco
thank.
B
It
next
item
on
the
agenda
is
authorization
for
a
purchase
agreement
between
the
City
of
Charleston
and
taika
Grant
for
the
sale
of
three
Drew's
court
for
259
thousand.
Ninety
three
dollars
and
I
see
Miss
Shaw
Johnson
is
on
the
line.
If
you
wouldn't
mind
giving
us
a
little
bit
more
background
on
this
we'd
appreciate
it.
A
Certainly,
council,
member
Appel,
so
you
all
authorized
us
last
year
to
repurchase
this
property,
the
original
owner
passed
away
last
year,
and
so
the
City
of
Charleston
repurchased
this
property
for
around
171
thousand
dollars.
We
proceeded
to
put
about
fifty
nine
thousand
dollars
in
the
property
towards
Renovations
and
repairs.
The
family
also
put
about
thirty
two
thousand
dollars
in
the
home,
and
so
now
we're
reselling
it
for
the
purposes
of
our
first
time
home
ownership
program
and
the
young
lady,
whose
name
is
on
this
document
family
has
resided
in
the
community
for
a
long
time.
A
This
is
her
opportunity
to
buy
a
home
of
her
own.
She
is
also
local
educator,
so
we're
excited
about
the
opportunity
for
her
to
own
her
own
home
and,
as
you
all
see
here,
she
she
is
securing
a
mortgage
for
a
hundred
and
seventy
five
thousand
dollars.
There
is
permanent
subsidy
of
84
515
that
will
remain
in
the
home
and
essentially
every
subsequent
buyer
will
have
the
benefit
of
that
subsidy,
and
so,
as
you
all
may
also
recall,
there
are
90-year
restrictive
covenants
on
our
first
time
home
buyer
program.
Thank
you.
B
All
right,
thank
you.
Michelle
Johnson
I
appreciate
that
presentation.
Does
anybody
from
the
committee
have
any
questions
comments?
E
I
would
say
it's
just
one
bite
at
a
time,
a
one
home
stat
at
a
time,
but
here's
a
case
where
our
program
is
providing
an
opportunity
for
someone
who
has
lived
on
the
east
side
and
has
roots
there
to
be
able
to
become
a
homeowner
there
and
and
build
some
Equity.
So
thanks
to
Gianna
and
the
team
I
just
wish,
we
could
do
even
more
of
these.
B
Absolutely
absolutely
any
additional
comments,
questions
hearing,
none
all
in
favor,
please
signify
by
saying
aye
aye.
G
B
Aye
aye
any
opposed
hearing,
none
the
eyes
have
it.
Next
item
is
a
second
amendment
to
a
lease
agreement
between
kqc
investors
LLC
in
the
City
of
Charleston,
for
the
use
of
529
Meeting
Street
through
December
2024,
and
this
is
for
in
connection
with
the
Hope
Center.
So
that
means
it's
back
to
Michelle
Johnson.
A
Yes,
sir,
thank
you
so
much
councilmember
Appel.
This
is
an
agreement,
a
lease
agreement
between
the
City
of
Charleston
and
kqc
investors
for
the
use
of
the
Hope
Center.
As
you
all
may
recall,
we
have
done
this
before
we
lease
for
a
dollar
a
year,
but
the
city
does
pay
for
the
utilities,
as
well
as
the
taxes
on
this
building,
and
we
also
conduct
repairs.
The
difference
this
year
is
that
we
did
ask
for
an
extended
lease
period
through
December
of
next
year.
We're
hopeful
that
by
that
time
the
new
center
will
be
constructed.
A
B
Understood
understood,
thank
you,
Michelle
Johnson,
any
comments,
questions
from
the
committee.
E
Well
again,
we
hope
this
is
the
last
renewal
we
will
need
on
this
property
until
we
build
our
New
Hope
Center
and
maybe
at
a
different
meeting,
we'll
give
everyone
an
update
on
that
in
the
near
future.
We
have
a
great
design,
that's
been
completed,
pro
bono
I
might
add
by
ls3p,
and
they
are
proceeding
to
try
to
get
permits
for
for
that
building
to
begin
construction.
E
I've
just
also
wanted
to
shout
out
to
kqc
investors
LLC,
because
they
have
provided
this
property
to
us
for
about
five
years
now
for
a
dollar
a
year.
It's
been
a
really
generous
thing:
Hal
Kaplan
is
the
principal
of
the
company
and
his
family
he's
from
out
of
town,
but
it's
been
very
generous
on
on
Mr
kaplan's
part
and
his
family
to
allow
us
to
utilize
his
property.
E
It
used
to
be
the
Head
Start
Center
and
it
did
go
vacant,
but
ever
since
we
asked
him
and
he
agreed-
we've
been
using
it
for
our
Hope
Center
activities,
and
so
my
hat's
off
my
thanks
to
Mr
Kaplan.
B
Good
deal
good
deal.
Thank
you,
Mr,
Mayor.
Any
any
further
comments,
questions
from
the
committee
all
right
hearing,
none
all
in
favor,
please
signify
by
saying
aye,
aye
aye
any
opposed
hearing,
none
the
eyes
have
it.
Thank
you.
Michelle
Johnson.
B
B
Who
do
we
got
to
talk
about
this
Miss
dinwoody?
Yes,.
H
Sir
good
afternoon,
councilman
I
am
here
to
talk
about
this
proposed
termination
abandonment,
I'm
gonna
share
my
screen.
If
that's
okay,
just
because
I'm
a
visual
person,
this
is
a
little
easier
to
explain
with
some
some
visuals
here.
All
right.
Can
you
guys
see
that?
H
B
H
So
this
agreement
would
be
between
all
of
the
property
owners
that
are
affected
by
a
1966
deed
in
Platt
that
put
in
place
some
easement
restrictions
on
these
properties.
These
are
all
part
of
the
Magnolia
development
up
in
the
neck
area.
We're
looking
between
Haygood
and
Milford
Street.
Are
the
properties
affected?
H
We
own
this
property
right
here,
parcel014,
we
own
it
jointly
with
CPW
and
the
1966
deed
puts
in
place
certain
easements
that
are
no
longer
needed
or
in
use,
and
we're
basically
doing
some
cleanup
here
to
try
to
get
rid
of
these
easements
that
are
no
longer
needed.
The
termination
agreement
addresses
six
easements
specifically
and
I'm,
just
gonna
kind
of
go
through
each
one
of
those
and
let
you
guys
know
what's
going
to
be
affected.
H
The
first
easement
referenced
is
located
on
this
plat
at
u159
and
just
to
put
things
in
perspective
right
here
at
the
very
edge
is
the
I-26
overpass
and
right
on
the
other
side
of
that
overpass,
we
actually
had
to
go
to
a
new
plat
book.
So
here's
the
overpass
again.
We
are
right
here
this
little
triangle
parcel.
H
So
when
we
go
back
to
the
other
plat,
what
we're
seeing
all
these
are
properties,
not
ours
again.
We're
on
the
other
side
in
the
first
easement
to
be
terminated
is
a
10-foot
utility
easement,
which
is
located
right
here
to
maintain
a
telephone
line
that
is
no
longer
used,
and
again
this
is
not
on
our
property.
H
The
second
easement
being
proposed
to
be
terminated
is
another
easement
for
a
telephone
line
and
pull
running
along
the
north
side
of
these
parcels
and
ending
at
the
I-26
overpass.
So
again,
this
is
an
easement
that
is
not
affecting
our
parcel
at
all.
H
The
next
easement
addressed
easement
at
paragraph
three
in
the
1966
deed,
is
a
10-foot
easement
for
maintenance
of
a
water
line
which
is
located
right
here.
This
easement
is
not
being
affected
whatsoever
and
it
will
stay
in
place
so
we're
not
requesting
that
this
be
abandoned
or
terminated.
H
The
next
easement
in
paragraph
four
of
that
1966
deed,
is
a
20-foot
right-of-way
easement
to
maintain
the
railroad
spur
which
again
is
no
longer
in
use
in
this
easement
is
running
right
here,
then
it
goes
under
the
I-26
overpass.
This
one
does
touch
our
property,
so
the
easement
touching
our
property
is
right
here
again,
it's
not
being
used
and
we're
requesting
that
this
be
abandoned.
H
Paragraph
five
of
that
60
60
creates
an
another
easement
for
maintenance
of
the
Spurs,
which
is
right
here,
but
again
not
on
our
property,
so
not
affecting
us,
and
then
the
final
easement
addressed
in
this
termination
agreement
is
a
60-foot
right-of-way
access,
easement
that
is
now
Milford
Street.
So
here
we
have
Milford
Street.
This
used
to
be
one
giant
easement
that
went
under
the
I-26
overpass
Crossing
this
little
parcel
and
it
provided
access
to
our
property.
This
easement
is
being
terminated
in
part
in
the
termination
agreement.
H
The
part
that
is
staying
in
place
is
our
ability
to
go
across
this
parcel
abutting
us
to
the
South.
This
parcel
is
owned
by
the
trustees
of
the
Templeton
trust
and
Mr
Fair
Jr.
They
have
agreed
to
allow
our
access
to
our
property
going
across
their
parcel,
so
the
easement
that
is
now
Milford
Street.
That
would
be
terminated
in
part,
but
the
piece
that
would
stay
in
place
is
our
ability
to
cross
over
to
access
our
parcel.
So
we're
requesting
that
those
easements
be
terminated.
H
In
addition,
there
is
also
a
note
on
the
1966
plot
that
states
that
that
all
of
the
parcels
on
this
plot
are
restricted
to
only
I
believe
it
was
commercial
and
Industrial
use.
This
is
just
a
bit
of
cleanup
we're
asking
to
terminate
this
restriction,
not
as
a
way
to
ask
for
a
zoning
change,
but
the
fact
that
January
2015,
a
lot
of
the
Magnolia
development
has
already
been
rezoned
to
PUD
to
allow
for
residential
use.
H
C
B
That
was
very,
very,
very
good
and
thorough,
and
it's
fascinating
to
see
how
this
area
has
evolved
over
time
and
I.
Think
that,
as
a
lawyer,
that's
occasionally
looked
at
land
records
over
the
years
when
things
get
cleaned
up
like
this,
it
makes
everybody's
life
so
much
easier
for
everybody
involved,
because
a
lot
of
this
stuff
in
the
records
tends
to
just
linger
long
past
its
shelf
life
say
the
least.
So
this
is
really
good
work
for
all
parties
involved,
including
the
city.
B
All
right
moved
and
properly
seconded
now
any
questions.
I
forgot
the
motion
hearing,
none
all
in
favor,
please
signify
by
saying
aye
aye.
C
B
Any
opposed
the
eyes
have
it.
Thank
you
so
much
for
that
excellent
report
on
to
the
next
item,
which
is
a
authorization
to
approve
the
2023
Charleston
County
Greenbelt
Grant
award
for
the
purchase
of
five
separate
Parcels
totaling
about
six
I'm,
sorry
59
Acres
over
in
West
Ashley,
and
this
is
that
piece
of
property
over
there
off
of
a
Raul
Wallenberg
Boulevard.
This
is
the
property
that
the
beach
company
worked
with
us
on
I,
believe
and
I.
B
H
Yes,
sir,
so
again,
this
is
just
kind
of
a
procedural
thing.
The
council's
already
approved
for
us
to
apply
for
this
grant,
which
has
been
approved
by
the
county
April
26th.
We
received
our
approval
letter
for
I,
believe
it
is
398
360
for
the
purchase
or
the
acquisition
of
these
five
Parcels.
That's
been
approved.
We're
just
now
asking
for
the
council's
approval
to
enter
into
the
Grant
agreement.
H
B
E
That
we
need
a
big
explanation,
but
Molina
do
you
have
a
plan
of
this
as
well,
showing
the
whole
five
Parcels?
Because
when
I
asked
about
this
the
other
day,
I
learned
it
was
bigger
than
I
thought.
It
was
originally
including
some
Marshland
on
the
other
side
of
the
highway
and
I.
Just
thought
I
would
share
with
the
committee
here
what
all
we're
getting.
H
Yes,
mayor
hold
on
one
second
I've
got
that
pulled
up
for
you
guys
all
right,
so
the
original
application
was.
Is
this
parcel
right
here
owned
by
RH
opportunities?
We
are
purchasing
this
in
fee
simple
for
purchase
price
of
350..
H
This
is
5.4
Acres
total
in
April,
when
we
amended
our
application
to
include
the
beach
company
properties.
That's
going
to
include
these.
The
North
Lake
parcel
right
here.
H
The
South
Lake
parcel
right
here,
as
well
as
what
we're
calling
the
island
parcel
right
here
in
the
middle
North
Lake
is
4.37,
South
Lake
is
4.87
acres
and
the
island
parcel
is
9.1
Acres,
which
is
Highland,
and
it
is
developable
I
believe
that
there's
plans
in
the
future
to
allow
for
foot
traffic
to
access
that
as
part
of
passive
park
space,
and
then
the
big
parcel
that
the
mayor,
I
believe
was
referencing
is
right.
H
B
Thank
you
so
much
for
that
presentation
explanation.
Why
don't
we
get
a
motion
on
the
floor.
B
Okay,
moved
and
properly
seconded
and
I
see
councilman
Shades
got
his
hand
up.
G
Yeah,
so
would
you
mind
just
going
back
a
few
steps
and
giving
us
that
breakdown
on
the
acreage
one
more
time.
H
H
The
island
parcel
again,
which
includes
some
Highland,
is
about
9.1
acres
and
the
marsh
parcel
is
around
31.9
Acres
I
I
will
mention
that
there
is
a
bit
of
what's
the
word.
Sorry,
maybe
a
little
bit
of
disparity
in
the
acreage
for
the
Marshland
parcel,
so
we're
taking
that
via
Quick
Claim
Deed,
but
approximately
50.8
58.8
acres
in
total.
So.
C
G
Wonderful,
that's
always
good
news
and
anytime
we
get
green
belt
money
for
public
use.
It's
a
win
for
the
community.
Thanks,
absolutely.
B
Absolutely
more
waterfront
park
space
in
West
Ashley
can't
argue
with
that.
Any
further
questions
comments
from
the
committee
can.
G
Can
you
send
us
that
document
you
were
just
referring
to.
B
Good
deal
all
right
all
in
favor,
please
signify
by
saying
aye
aye
aye
any
opposed
hearing,
none
the
eyes.
Have
it.
The
last
item
on
our
agenda
before
our
annexations
is
a
second
amendment
to
the
memorandum
of
understanding
between
the
city
and
CCSD.
B
Regarding
the
renovation
to
the
Press
Box
over
at
Stoney
field
and
my
law,
school
classmate
has
entered
the
zoom
chat.
Please
take
it
away.
Melissa.
D
Thank
you
chairman.
Yes,
so
CCSD
is
going
to
be
renovating
the
Press
Box
at
Stony
field.
We're
excited
about
it.
Work
is
to
be
completed
by
September
30th
they're
required
to
obtain
all
permits,
they're
required
to
keep
it
in
good
and
reliable
condition,
and
we
be
responsible
for
all
maintenance
and
repairs.
They
are
limited
to
the
access
point
parking
area
and
their
lay
down
area.
B
B
Moved
and
properly
seconded
any
discussion,
councilman
Shady.
G
So
Melissa
this
is
just
a
press
box
that
we're
dealing
with.
G
B
C
B
All
done,
wow
I
don't
get
over
there
as
much
as
I
used
to
that's
great
great,
to
hear
great
great
public
facility
over
there.
For,
for
everybody,
downtown
any
further
comments.
Questions
from
the
committee
hearing,
none
all
in
favor,
please
signify
by
saying
aye,
aye
aye
any
opposed
hearing,
none
the
eyes
added.
All
right.
We've
got
three
annexations
up
today,
one
in
District,
Five
One
in
District
Seven,
one
in
District
10..
They
all
appear
to
me
to
be
residential
in
nature,
can
I
entertain
a
motion.
E
Move
to
take
one
two
and
three
together.
A
B
C
Just
yeah
there's
nothing
out
of
the
ordinary.
These
are
just
single-family
residences
and
we
don't
anticipate
anything
any
discussion
on
these.
B
Great
great
well
that
sounds
good
to
me.
Any
further
comments
or
questions
hearing,
none
all
in
favor,
please
signify
by
saying
aye,
aye
aye
any
opposed
hearing,
none
the
eyes.
Have
it
all
right.
That
brings
us
to
the
close
of
our
meeting.
Does
anybody
have
anything
for
a
good
of
the
order?
Four
we
before
we
break
okay
hearing
none
thanks
to
all
our
staff,
for
the
excellent
presentations
and
I'll
see
some
of
y'all
a
little
bit
later
at
Public,
Works
and
everybody
else
tomorrow
evening.
Thanks
so
much.
