made

this
committee

the
others
committees
of

presenting
that
tonight
this
evening.

start
it
out
so
apparently,
in
february
of
2021,
the
city
entered
into
an
option
to
lease
with
the
low-line
housing
lp
organization,
and
this
was
in
order
to
allow
for
the
low-lying
group
to
do
their
due
diligence
right
to
perform
all
the
tests
to
find
out
if
they
want
to
enter
into
a
long-term
ground
lease
with
the
city
for
this
construction
project.
So
per
the
current
lease.

They
have
the
option
to
extend
the
due
diligence
period
in
this
option
to
june
30th
of
2022,
which
they
have
sent
in
their
request
to
do
the
same,
but
they've
also
asked
if
we
could
amend
this
option
to
lease
to
move
that
extension
to
december
of
2022
to
give
them
an
additional
six
months
to
get
their
ducks
in
a
row.
So
that
is
what
is
before
you
today.
It's
an
amendment
to
the
option
to
lease
to
extend
this
period
out
to
december
of
2022.

wondering
to
hear
from

are
there

particular
reasons
that
might
be
concerning

you

known

you
about
why
they
feel
like

entire
year
once
they've
had
the
due
diligence
under

mean
I
know
they
had
a
lot
of
you

under
the
ground
considerations
and
things
like
that.

can
you
just

us

little

personal
thoughts

and

concerned,
but
there
are
infrastructure
challenges
that
they
are
overcoming
at
this
particular
site
where
the
property
is
being
constructed.

are
working
with
the
charleston
housing
authority
to
amend
the
back
portion
of
their
parking
lot
at
670,
676
king
street,
and
on
the
northern
side
of
that
same
property,
we're
opening
up
an
access
street
on
that
side
as
well.
In
addition
to
that-
and
I
jumped
just
slightly
if
we
went
back
over
on
to
the
southern
part
of
670
676
king
street
under
the
bridge
parking
is
happening.

may
recall
that
we
were
successful
with
keith
benjamin's
help
of
getting
a
memorandum
of
understanding
with
scdot,
so
the
developer,
the
city
scdot,
we've
all
come
to
an
agreement
of
what
that
needs
to
look
like
and
what
that
should
be.
So
there
are
multiple
infrastructure
conversations
happening
and
we
do
need
to
bring
back
to
real
estate
and
council
the
final
agreement
with
the
housing
authority.
We
have,
I
guess,
a
gentleman
or
a
woman's
agreement
based
on
verbal
conversations
at
this
point.

concern

only
question
when,
when
julia-
and
I
had
talked
about
this-
is
we
got
this
is
january
we
got
until
june
before
it
expires.

think
it's
appropriate
to

it

if
everything's
done
before

great

move

the
next
step,

I
think
it's
appropriate
and
naturally
having
this
authority
gives
their
lenders
and
all
of
the
other
folks
involved
in

development
of
this
property
comfort
that
they're
still
in
line
with
and
have
the
city's
permissions
to
carry
this
out
they're
committed
to
making
it
happen.

addition
to
those
factors
mentioned,
this
site
also
required
environmental
remediation
by
the
city.
We're
conducting
that
now.
But
you
know
we're
not
finished
yet
and
then
lastly
or
another
point
gianna,
isn't
this
one
of
the
properties
developments?
That's
still
under
consideration
by
the
state,
a
committee
that
approves
the
bonds
all
for
the
tax
credits
or
is
am
I
mistaken
about
that.

least
in
addition,
you
got
the
environmental
so
so
there
was
a
good
bit
of
hair
on
this
dog,
so
to
speak,
a
lot
of
it
worth
you
know,
chugging
through
like
we're
doing,
but
as
usual

affordable
housing
sites
and
projects,
there's
a
lot
of
things
to
work
out.

The

south
dallaton
circle
is
an
occupied
residential
structure,
as

the
one
at
1506
edgewater
drive.
North
edgewater
drive.

the
one
zone

park,
road
and
lolandra
only
one
of
those
is
actually
an
occupied
residential
unit.

these
are
potentially
future
development
lots
in
that
area
and
then
the
final
one
is
2319
lacey
river
drive,
and
that
is
an
occupied
residential
unit
and
they
will
all
get
residential
designations
based
on
residential
zoning
designations
based
on
the
size
of
their
lot
and
the
location
it's
in
within
their
neighborhoods.

reading

planning
commission
agenda,
which
is
next
week
and
all
of
these
are
on
for
zoning,
as
we
would
expect

do,

I
noticed
that
the
one
that's

combination

wedge
park,
road
and
the
lolandra
avenue-
are
coming
in
to
the
planning
commission
with
two
different
residential
zoning
designations.

the
homeowners

what

taxes
would
be
if
they
remained
versus
the
reduction
they

receive
coming
into

was
the
one
that
you

sold
these
folks
on

annexation,
but
this
was
all
on,
but
I
think
that,
as
you've
accurately
pointed
out
that,

that
analysis
were
to
have
been
run,
it
would
have
shown
that
incorporating
into
the
city
is
a
net
benefit
benefit
to
people.

pointed

over

I
think
that
that
sort
of
perhaps
is
contrary
to
the
popular.

people
might
have

incorporating

city

paying

these
different
things,

it's
actually

opposite
and
the
folks
that
know
about
that
are
the
ones
that

annexing

I

credit

it,

I'm
going

be

breakdown

those
numbers
that
you

mentioned,
and
it
he
did
it
on
a
300
000
and
a
500
000
residence
and
the
comparisons
are
stark.
It
really
is

starts
you,
people
who
live
in
the
psc
are
losing
out.

they
just
don't
know,
listen.
I
was
born
and
raised
and
for
decades-
and
I
know
mayor
knows
this
as
well-
his
property
taxes
in
the
pst
was
lower
than
the
city,
but
with
that
local
option
sales
tax
over
the
over
the
years,
giving
it
back
as
a
credit,
the
lines
have
crossed
over
so
property
taxes
are
now
less
than
the
city
and
then
obviously
they
get
the
water.
Sewer
rates
are
less
as
well
outside
race
costs
more
than
inside
big
reasons.
