Description
City of Charleston Committee on Real Estate 11/9/20
C
So
the
three
of
us
and
we're
missing
the
mayor
and
councilmember
waring
right.
C
C
D
D
E
I
D
G
E
C
G
C
All
right,
I
think,
we've
got
a
full
slate
of
committee
members
available
and
ready
to
rock
and
roll,
so
I'm
going
to
call
to
order
the
november
9th
2020
meeting
of
the
real
estate
committee
and
councilmember
appel,
I'm
going
to
call
on
you
to
give
us
a
moment
of
silence.
Leave
us
a
moment
of
silence
on
individual.
Where
is
your
prayer.
D
Thank
you
chairman,
and
I
think
for
today,
we'll
do
a
moment
of
silence,
but
maybe
we'll
reflect
on
the
wonderful
news
we
all
received
this
morning
about
the
kobe
19
vaccine
trial
and
what
what
a
wonderful
literal
shot
in
the
arm
that
could
be
for
our
country
and
our
and
our
state
and
our
city.
So
with
that
said,
let's
have
a
moment
of.
D
C
Okay,
all
right,
I'm
I've
got
to
get.
B
C
Regrouped
to
give
you
one
second,
we
had
our
minutes
for
october.
26Th.
Have
many
members
had
an
opportunity
to
review
the
minutes
of
october
26th?
I
entertain.
C
Opposed
always
have
it.
The
first
item
on
our
agenda
is
the
item
number
a
approval
of
a
parking
agreement
between
the
city
and
msp
741
meeting
llc,
so
who's
going
to
take
that
for
us
for
a
second.
C
J
Good
afternoon
councilman
and
mr
chairman,
this
is
a
proposed
10-year
lease
for
40
spaces
in
the
new
ctc
parking
garage
with
a
developer
of
a
nearby
mixed
retail
site.
Msp
741
meeting
and
he'll
be
leasing
these
at
the
business
class
rate
and
again
it's
for
a
10-year
period,
I'll
be
glad
to
try
to
answer
any
questions.
G
Approve
it,
but
I
do
have
a
question
once
we
get
a.
G
Yeah,
what
is
that
rate,
the
commercial
rate.
J
If
the
council,
that's
at
the
council's
pleasure,
those
rates
are
set
at
your
pleasure.
So
if
the
council
moves
up
or
down
on
the
scale,
that's
up
to
the
council
and
source,
they
would
apply
to
presumably
apply
to
everybody.
G
J
For
this
year,
and
there
is,
the
council
can
of
course,
review
that
and
its
pleasure
and
and
raise
the
parking
rates
at
any
time.
C
J
K
So
all
of
our
parking
agreements
like
this
that
require
10
years
for
development
purposes.
They
all
have
standard
language
that
you
pay
the
standard.
The
current
rate,
the
current
rate
for
parking
class
for
business
classes,
125
dollars,
currently
24
7
access
is
160
a
month.
Those
rates
are
set
by
council
that
have
not
been
adjusted
in
a
couple
years.
A
I
would-
and
I
didn't
work
on
this
council
member,
but
I
was
I
was
just
scanning
through
and
paragraph
four
of
this
agreement
is,
is
the
pertinent
portion
that
says
it's,
so
it's
you
got
to
pay
the
amount
in
advance.
It's
currently
125
is
the
business
class
parking
rate
and
it
may
be
increased
period
periodically
during
the
term
as
determined
by
the
city,
but
it's
got
to
be
consistent
with
all
the
other
city-owned
parking
garages.
C
G
Change,
mr
chairman,
if
I'm
hearing
him
correctly,
it
seems
like
we'd
have
to
change
the
business
class.
I
I
think
the
city
council
has
a
mechanism
to
be
able
to
keep
pace.
Let's
put
it
like
this,
when
the
economy
does
open,
unless
we
fully
back
going
two
three
years
from
now,
if
we
had,
if
we
wanted
to
raise
it
because
of
supply
and
demand,
you
know
we
could
do
it.
I
just
didn't
want
to
be
locked
in
at
the
same
rate
for
10
years.
That's
all.
G
C
I
tend
to
agree
with
you
that
this
is
a
decent
rate
in
2020,
that
in
2025
or
beyond,.
G
C
Maybe
maybe
too
good
of
a
deal
so
well
when,
when
we.
C
And
vote
on
this
and
then
we'll
report
out
what
we
want
to
look
into
and
make
some
adjustments
to
give
us
some
flexibility
to
increase
these
rates.
Yes,
sir,
mr
mayor.
H
So
I
did
want
to
report
that,
of
course,
these
spaces
are
at
the
charleston
technical
center
garage
which
technically
the
city
will
be
buying
later
this
month
and
I'll
be
honest
with
you
years
so
ago.
I
was
thinking
boy,
that's
going
to
be
a
lot
of
spaces
in
that
new
garage
and
but
but
this
developer
came
forward
and
they
wanted
to
get
the
dot's
permission
to
park.
H
H
Why
don't
you
just
rent
some
spaces
from
us
in
this
new
garage
we're
going
to
have
to
build?
And
so
anyway
it
all
worked
out.
I
don't
know
what
they
would
have
done
if
we
hadn't
had
this
garage
coming
online,
but
anyway
it
did
help
facilitate
some
development
up
there
in
the
opportunity
zone,
because
the
parking
availability
wasn't
there.
C
Yeah,
I'm
not
familiar
with
this
project.
I
think
we've
had
some
other
discussions
with
it
in
other
committees,
and
I
know
they
needed
to
have
this
space
available
in
order
for
the
project
to
go
forward
so
glad
that
we
got
the
business
to
do
it.
But
I
think
that
if
we
can
get
council
to
revisit
this
business
rate
to
provide
for
some
kind
of
flexibility,
we
should
go
ahead
and
proceed
with
that.
So
if
we
can
get
that
that
process
in
the
works,
whoever
is
responsible
for
that.
That
would
be
a
good.
H
Yeah,
I
would
respectfully
say
that,
let's,
let's
let
the
economy
recover
a
little
bit
before
we
adjust
rates
again.
G
Well,
no,
I
I
I
agree
with
that
piece
just
I
was
looking
down
the
road
because
if
you
took
125
a
month
times
30
days,
that's
like
four
dollars
a
day
and
even
a
little
bit
more
than
four
bucks
a
day,
and
if
you
took
the
times
20
days
it
comes
about.
You
know
eight
little
over
eight
bucks
a
day.
I
don't
that's,
that's
pretty
cool
man
to
be
a
park
in
the
garage
for
eight
bucks
a
day.
G
So
it's
a
good
good,
competitive
rate.
That's
why
I
think
the
council
needs
to
have
flexibility
to
be
able
to
make
a
change.
I.
C
I
H
C
Plus
ten
percent-
all
right,
all
those
in
favor
of
approving
this,
please
signify
by
saying
aye
aye
any
opposed,
but
I
will
ask
staff
to
please
give
us
some
guidance
on
what
we
need
to
do
to
be
revisiting
this.
To
increase
that
rate
as
time
goes
by
at
least
give
us
the
flexibility
to
do
that.
C
C
All
right,
okay,
any
further
discussion
on
that
we'll
move
on
to
item
b
is
a
authorization
to
give
the
mayor
to
execute
an
amendment
to
the
management
agreement
between
the
old
exchange
building
extending
the
term
from
november
23
2020
to
2021.
who's
going
to
fill
us
in
on
that
discussion.
G
C
E
C
E
C
D
C
You
oppose
the
eyes,
have
it
item
c
approval
for
an
addendum
to
the
city,
market
management.
L
Councilmember
shade:
yes,
hey
sorry,
this
is
lee.
I
was
having
some
technical
issues.
I
apologize
this.
This
addendum
is
pretty
straightforward.
It's
just
an
addendum
to
our
management
agreement
with
the
group
that
manages
the
city
market
for
us.
It
is
in
it's
in
relation
to
the
overhead
heaters
and
gas
lines
that
have
been
installed
throughout
the
market
with
the
weather
getting
cooler.
M
C
Second,
any
further
discussion
or
questions
for
miss
bailey.
As
to
this
management
agreement,
cnn,
all
those
in
favor
say
aye
aye,.
L
C
Opposed
the
eyes
item
d
is
a
request
for
approval
to
extend
the
city's
lease
of
pool
space
from
saint
andrews.
I
suspect
this
is
from
miss
yarbrough
yeah.
M
I
am
councilmember
shane.
Thank
you
always.
M
Y'all
bro.
Thank
you.
Thank
you.
I
appreciate
being
a
part
of
this
important
meeting,
so
we
have
worked
with
the
st
andrews
parks
and
playgrounds.
They've
allowed
us
to
continue
to
set
up
rental
dates
for
four
lanes
of
pool
in
their
west
ashley
pool.
As
you
might
know,
w.l
stevens
pool
is
still
being
studied
by
an
engineer
looking
at
air
quality
issues,
so
this
will
allow
our
swim
team
to
continue
to
have
two
practice
spaces
and
allow
us
to
serve
the
public
the
best
until
we
get
w.l
stevens
back
online.
C
M
It
is
a
nice
pool
and
it's
a
nice
facility,
it's
it's
about
as
old
as
I
am,
but
it's
showing
its
age
very
well
and
it
certainly
allows
you
know
all
facilities
inside
our
service
area
to
be
used
and
and
at
a
pretty
economical
price.
I'll,
say:
they've
done
a
fair
job
of
renting
us
that
pool
space.
M
G
Let
me
miss
y'all
bro.
What
are
the
plans
for
wl
stevens.
M
Council,
because
we're
wearing
it's
my
understanding
that
the
parks
department
is
in
an
agreement
right
now
with
an
air
engineer
to
look
at
our
our
air
handling
system
at
wl,
stevens
pool-
I
won't
bore
you,
but
that
pool
was
built
40
plus
years
ago.
The.
G
M
Of
the
roof
functioned
at
that
time,
as
well
as
the
side
doors.
That
no
longer
is
the
case,
so
the
air
handling
system
has
to
be
able
to
bring
air
in
and
take
air
out
at
a
peak
rate
and
right
now,
with
the
coved
situation.
M
Cdc
is
recommending
that,
if
you
don't
have
any
everything
working
at
peak
conditions
that
you
do
not
do
things
indoors,
so
we
have
been
reluctant
to
open
it
until
we
get
some
guidance
from
this
engineering
firm.
It's
not
like.
I
can
tell
you.
We
have
a
a
b
plus
or
a
c
minus
or
whatever
that's
what
this
engineer
is
going
to
tell
us,
but
but
we
we
know
that
the
roof
no
longer
opens.
We
know
the
door
is
no
longer
open
along
the
sides
to
bring
fresh
air
in.
G
C
It's
got
a
host
of
issues
that
we
were
dealing
with
when
I
was
on
the
recreation
committee,
and
it's
been,
it's
been
an
issue
that
we're
going
to
have
to
tackle
as
a
as
a
council
of
what
to
do
with
that
building.
It
sounds
like
you
know,
tearing
it
down
and
we
building
a
new
one,
maybe
in
the
cards
at
some
point.
G
I
can
tell
you
what
w
I
mean
mlk
if
anybody
hadn't
driven
around
then
please
do
it.
M
H
So
I
I
was
going
to
actually
bring
that
up,
councilmember
wearing
good
and-
and
I
went
inside
when
we
had
the
kind
of
ceremonial
opening
last
week
it's
gorgeous
in
mlk
pool
it's
really
a
fine
upfitted
facility,
and
I
would
bet
that
the
pool
is
about
the
same
age
as
w
l
stevens
itself
that
that
the
difference
being
you
know,
a
wl
is
not
a
50
meter
pool
it's
a
smaller
pool,
and
so
I'm
just
sharing
my
thoughts
about
the
long
longer
term.
Yeah
short
term.
H
We
got
to
figure
out
this
ventilation
system
and
and
get
the
pool
reopened
with
proper
ventilation,
but
long
term
you've
either
got
to
replace
the
covering
like
we
did
in
mlk
or
just
start
all
over
and
do
a
new
pool.
So
I
I
have
asked
staff
to
take
a
couple
of
cracks
at
how
spacing
would
work
out
at
the
park
there,
where
w.l
stevens
is
to
see
how
we
might
fit
a
larger
pool
on
the
park
property.
H
Of
course,
we
have
to
dedicate
a
lot
of
funds
in
order,
particularly
to
do
a
new
pool,
but
we
are
exploring
the
options
and
and
when
laurie
and
and
jacob
soon
finish,
jason,
I
should
say:
cronsberg
finished
the
the
master
park
plan.
I
think
that
will
give
us
some
some
guidance
as
to
where
we
go
in
the
future,
but
I
I
think
we
need
to
do
one
or
the
other
yep
right.
C
I
know
that's
been
a
discussion
around
with
the
recreation
committee.
Yeah.
All
right
did
we
vote
on
this.
We
did
not.
E
C
All
those
in
favor
say
aye
aye
aye
the
opposed
the
ice
habit.
Item
e:
let's
make
council
member
mitchell
happy
on
approving
a
temporary
right-of-way
for
the
construction,
drainage,
easement
I'll,
entertain
a
motion
to
approve
item
e
I'll
move
for
approval
for
a
second.
Thank
you
all
right,
so
anybody
would
stop
and
we
can
give
us
an
update
on
this.
Please.
I
Council
member
shade
this
one's
mine,
sure
no
problem,
and
this
is
to
request
approval
for
the
mayor
to
sign
a
temporary
right
of
entry
and
construction.
Easement
agreement
for
the
circle
k,
property
there
at
king
and
hugey
street
the
amount,
the
amount
or
the
cost,
and
we
will
have
that
temporary
easement
from
from
when
it's
approved
to
december
31st,
2021
or
until
the
completion
of
the
project.
Whichever
occurs
first
and
the
cost
for
the
easement,
is
eighteen
hundred
dollars.
That.
C
Sounds
pretty
reasonable
to
me
rule
for
approval
for
a
second
all
right.
Any
further
discussion
about
item
d,
I'm
sorry
item
e
I've
seen
that
all
those
in
favor
say
aye
aye
any
names.
Have
it
all
right?
Well,
we're
going
to
skip
on
item
f
because
we
don't
want
councilmember
rappel
gaining
any
more
traction.
C
D
I
would
I
will
happily
move
to
approve
this
ordinance
and
welcome
everybody
into
district
11.
C
Second,
second,
all
right:
we
need
to
have
any
more
discussion
on
this
annexation
request.
E
C
Any
opposed
i7
all
right,
councilman
we're
wearing
I've.
Given
you
an
additional
25
35
minutes
between
now
and
our
next
public
works.
Don't
mess
that
up.
Okay,.
