Description
City of Charleston Committee on Real Estate 10/25/21
C
A
I
have,
ladies
and
gentlemen,
I'm
called
to
order
the
meeting
of
the
real
estate
committee
on
this
25th
day
of
october,
it's
after
3
o'clock.
Thank
you
mayor
for
joining
us
and,
and
I
know
you
were
on
official
city
business
review.
So
thank
you
for
your
working
meeting
with
the
first
lady.
I
know,
councilman
murray
may
join
us
a
little
bit
later,
but
councilmember
jackson.
Would
you
leave
us
at
the
moment?
A
C
Yes,
yes,
let's
bow
our
heads
for
a
moment
of
silence,
lift
up
those
that
you
know
are
in
distress
and
need
comfort.
C
C
A
Minutes,
thank
you.
All
those
fish
in
favor
say
aye
aye
and
the
opposed
eyes
have
it
item
b
is
being
deferred.
We
understand
that
the
way
for
the
old
exchange
building
mr
chase
skipped.
C
C
A
D
Sure
real
quickly,
so
this
group,
the
washington,
light
infantry
and
the
center
guards
reached
out
to
the
city.
They
wanted
some
proposed
amendments
to
the
current
memorandum
of
understanding
between
them
and
the
city.
Specifically,
they
have
formally
changed
their
name
and
they
wanted
it
noted
in
the
miu.
They
also
proposed
some
other
things
which
we
have
politely
declined,
which
is
I'm
including
us
and
the
indemnity
and
insurance
requirements
if
the
city
is
using
the
square
as
well
as
providing
some
kind
of
reimbursement
to
the
group
for
their
premiums
for
their
insurance
premiums.
D
So
those
things
were
declined,
but
other
than
that,
we
just
inserted
things
for
clarification,
like
the
insurance
requirements
for
groups
that
are
using
the
square,
and
anyone
who
wants
to
use
the
square
also
has
to
agree
to
the
rules
and
regulations
which
they
want
to
be
included
as
an
appendix
to
the
special
events
permit
application.
D
So
once
we
get
what
what
you're
seeing
right
here
is
what
legal
has
agreed
to
from
the
city's
perspective.
A
C
C
I
just
have
a
question
a
couple
of
questions
so
this
so
if,
if
they
agree
to
the
way
that
the
document
is
written
now,
then
we
won't
have
to
see
this
again
right.
Then
the
mayor
will
sign.
C
Okay,
can
I
just
ask
you
actually
highlighted
it
in
yellow,
so
on
line
63
through
66
is
that
is
that
paragraph
entirely
new
or
just
the
part
that
you
underline
so
it's
the
and
will
respond
appropriately?
Is
the
new
language.
C
D
I
think
what
was
going
on
with
that
request
is
they've
relayed
to
us
a
concern
about
the
number
of
homeless
people
on
the
square
and
wanting
to
know
what
triggers
the
city
or
the
police
to
come
remove
them.
I
believe
so
that
might
be
why
that
language
was
inserted
there
unless
you're.
Looking
I'm
sorry,
my
copy
doesn't
have
the
line
numbers.
So
that's
where
I'm
oh,
okay,.
C
So
it's
on
the
second
for.
A
C
A
C
C
A
Want
they
may
want
to
bring
it
to
our
attention?
Councilmember
jackson,
which
is
fine
if
they
see
something
that
we
don't
pick
up
on
and
they
request
that.
I
don't
see
that
as
being
unusual
and
it
just
says
and
we'll
respond
appropriately.
So
we've
got
a
little
bit
of
what
does
a
respond
appropriately
mean,
and
I
mean
that
could
be
within
the
police
department's
expression
or
what
they
did.
A
And
everything
for
us,
they
can
still
request
and
we
still
have
to
respond.
It's
just
a
matter
of
semantics.
With
that
point,
I
suggest
we'll
just
leave
with
the
waiters.
We
don't
need
to
make
this
any
more
complicated
than
than
the
intent
on
that
all
right.
Well,
I
don't
like
that,
but
okay,
I
really
think
it's
just.
We
don't
need
to
get
too
far
into
the
weeds
with
these
kind
of
agreements.
A
Our
staff
has
worked
on
the
wording
of
it
some
negotiations
and
we
may
get
something
back
that
they
see
differently,
but,
as
julia
said,
if
it
comes
back
exactly
as
worded,
this
is
fine
and
if
there's
some
other
changes,
they
bring
up
that.
We
think
that
we
need
to
vote
on
we'll
come
back
to
that
as
well.
A
All
right
all
right,
any
further
discussion
on
item
a
all,
those
in
favor
say
aye
and
any
opposed
eyes
have
it.
We
have
three
annexations,
mr
morgan.
If
you
still
with
us,
we
got
1830
savannah
highway
in
district,
seven
21
wahoo
drive,
which
is
district
11,
and
then
we've
got
maybank
highway,
nine
acres
and
that's
in
district
number,
five!
So
christopher.
Can
you
go
through
all
three
of
those
for
us.
E
Sure,
thank
you,
mr
chairman.
So
1830
savannah
highway
is
a
office
building
at
the
corner.
There,
that's
almost
across
the
street
from
the
new
fire
station.
2155
wapu
drive
is
a
single
family,
residence
in
riverland
terrace
and
then
the
30
30,
30,
26
and
30
36
mid
bank
highway
is
a
nine
acre
tract
that
they
are
interested
in
doing
residential
development
on
the
the
three
acres
to
the
northern
side
of
it
is
wetland
and
would
not
be
developed,
and
it
would
just
be
the
six
acres
towards
maybank
highway.
E
It's
in
an
area
that
is
recommended,
for
you
know
a
little
bit
denser
development,
because
it's
a
little
bit
higher
and
it
would
come
into
the
city
they
would
also
put
10
of
those
units
would
be
affordable
units
is
that's
a
good
commitment
they're
making
to
the
city.
C
A
That's
fine,
so
a
second
okay,
all
those
in
favor
of
approving
the
annexation.
I
recommended
the
approval
annexation
of
1830,
savannah
highway
and
2155
walkthrough
drive
signify
by
saying
aye
aye
aye,
all
right
any
opposed
the
eyes.
Have
it
all
right.
Councilmember
jackson,
you
had
a
question
about
item
number.
Three,
eight,
no.
C
I'll
move
for
approval,
I
just
wanted
to
have
it
as
a
separate
vote
on
on
our
agenda,
so
I
moved
for
approval
of
I
or
c
triple.
I.
C
B
C
C
This
is
called
neighborhood
edge,
historic
african
american
settlement
area.
So
I
thought
that
deserved,
maybe
a
little
additional
explanation
from
our
planners.
What
does
that
mean
that
we
should
take
into
consideration
as
we're
being
asked
right
now?
It's
just
an
annexation.
It's
not
a
change
to
the
zoning
correct.
E
Correct
you
do
have
on
your
regular
council
agenda
tomorrow
night,
a
first
read
on
this
zoning
here
and
then
it
would
go
to
planning
commission
and
it
would
also
come
back
to
you
all
next
month
for
a
public
hearing
for
the
zoning
as
well.
But
the
the
historic
african-american
settlement
area
is
correct.
On
john's
island,
we
we
took
as
much
info
as
we
could
from
the
community
about
potential
areas.
C
Thank
you
and,
on
that
basis,
that
we're
going
to
have
more
opportunity
to
you
know
hear
more
about
this
overall
build
out
plan
based
on
the
zoning
that
we'll
be
processing
through
the
ordinance
and
the
public
hearing
process.
I
mean
I'm,
I'm
I'm
done
with
my
questions,
I'm
happy
to
take
a
vote
by
the
real
estate
committee.
Thank
you.
A
Any
further
questions
I'll
comment.
Thank
you,
mr
morgan,
for
that
update.
Although
in
favor
of
improving
the
annexation
of
the
nine
acres
on
john's
island
off
of
maybank
highway
signify
by
saying
aye
in
the
opposing
eyes,
have
it.
