I
hope
everybody
dried
out
of
that
terrible
storm
we
had.
On
thursday,
I
say
that
half
facetiously
welcome
and
I'm
gonna
call
on
councilmember
jackson
to
lead
us
in
a
prayer
or
invocation
as
we
bring
to
order
this
real
estate
meeting
on
march
22
2021.

The
property
was
eventually
transferred
to
what
was
then
the
charleston
bank
consortium
who
served
as
one
of
our
community
housing
development
organizations
and
a
developer
of
affordable
housing
at
that
time.
That
organization
hired
hsh
development
company
to
develop
a
single-family
detached
home
at
that
site.
Those
two
organizations
ended
up
in
litigation.

The
city
of
charleston
was
named
in
that
lawsuit.
Ultimately,
the
property
was
lost
to
foreclosure,
for
so
for
several
years
now,
we've
been
out
out
bid
if
you
will
to
repurchase
this
site.
Florence
peters
who's
on
my
team
is
our
housing
development
officer
and
she
would
literally
go
to
the
courthouse
to
bid
on
this
site
every
time,
because
we
have
restrictive
covenants
recorded
with
this
property.

Many
of
the
private
sector
developers
that
bid
on
this
property
thought
that
at
some
point
they
could
get
the
city
to
release
those
covenants.
We
were
not
willing
to
do
that.
The
more
recent
gentlemen
that
we
are
purchasing
from
at
this
point.
They
were
one
point
looking
at
developing,
affordable
housing,
but
could
not
pull
it
together.
If
you
will
to
make
that
happen,
and
so
he
asked
a
number
of
considerations
of
the
city
and
even
presented
to
what
is
known
as
the
homeownership
initiative
commission.

If
you
were
to
drive
by,
you
would
see
half
of
a
foundation
if
you
will
built
there
since
that
time,
you
know
we're
looking
at
several
opportunities
to
maybe
build
more
than
one
more
than
just
a
single
family
detached
home.
It
could
be
that
we
can
do
some
attached
for
sale
properties
here.
We're
evaluating
that
now,
but
we
believe
this
is
an
opportunity
to
secure
a
property
that
was
lost
as
a
result
of
transactions
that
occurred
many
years
ago
and
ask
your
support
of
that.

was
going
to
ask
you
so
thanks

preempting
that
for
me,
so
the
only
structure
on
this
property
is,
as
you
said,
a
partial
foundation
on
it,
because
it
I've,
read
the
contract
and
mentioned
about
the
improvements
on
the
property,
but
that's
not
much
of
improvements
on
there
right
and
the
other
question
you
I
had
was
how
many
units
can
we
put
on
there
at
least
one
one
unit,
and
we
will
look
at
the
feasibility
of
adding
more
than
one
unit
on
this
property.

last
group
had
designed,
I
think
the
architect
was
gold,
had
designed
three
units
to
go
on
the
site.

I
think
there
were
six
fifty
seven
hundred
square
foot
units
when
he
presented
it
to
planning
commission
and
bar
the
height
became
an
issue
for
him
and
so
we're
looking
at
those
plans
now
or
have
asked
for
those
plans
to
see
if
we
can
amend
those
to
maybe
lessen
the
height
and
still
achieve
the
three
units
on
the
site,
the
neighbor
to
the
right
of
this
to
the
left
of
this
property.

the
time,
because
I
happen
to
be
that
planning
commission
meeting
was
concerned
about
the
height
of
the
building
in
relation
to
his
home.
Having
said
that,
you
know
the
base
flood
elevation
now
on
most
sites
are
higher,
especially
in
the
west
side
than
most
of
the
other
properties,
but
our
goal
would
be
to
just
try
to
balance
it
and
make
it
work
where
we
are
based
on
where
the
property
sits.

the
medical

the
state-
and

don't
know
if
it's
a
new
policy
but
the
musc
owns
these
properties,

this

be
part

earhart
shaft
portion

new
tunnel
system.

it's

informal
policy
that
they
grant
easements
for
50
years
now,
which
is
why
this
is
confusingly
worded
so
they've
they've
agreed.
The
state
has
agreed
to
allow
musc
to
give
us
a
50-year
subsurface
tunnel.
Easement

this
on
these
properties,
musc
is
going
to
ask
for
a
permanent
easement.

have
been
on
the
phone
with
musc
and
staff
for
the
state,
accountability
office
or
a
state
fiscal
accountability
office
to
discuss
it,
and
you
know

I
don't
think
they
realize
how
many
millions
of
dollars
is
going
into
this,
that
this
is
it's
federal
funds
that
are
dispersed
by
the
state
to
the
city.
The
city
does
pay
a
portion
of
the
the
costs
and.

I

Even
though
they
knew
it
was
going
to
terminate
in
50
years,
it's
also
impossible
to
count
calendar,
as
you
can
imagine.
At
least
it
was
entered
into
50
years
ago.
Now

was
on
a
paper
calendar
getting
to
somebody's
outlook
calendar
now
anyway,
we're
we're
the
state
will
meet
on
may
18th
to
determine
whether
or
not
they'll
give
us
a
permanent
one.

asked,

I've
requested
permission
to
enter
into
the
either
the
50-year
subsurface
tunnel,
easement
that
the
state
has
already
approved
in
case
that
has
the
potential
of
slowing
down
the
project
or
jeopardizing
the
federal
funds,
but
also
permission
either
to
amend
that
without
further
council
approval
or
to
enter
into
an
amended
agreement,
making
that
permanent
the
easement
to
us
permanent,
and
that's
why
it's
confusingly
worded.

will
stay
the
same.
It's
really
just
the
date
of
the
the
timing.

significant
interest
in
the
medical
district
to
continue
having
their
flooding
alleviated
even
50
years
from
now,
and
I
think
mr
queenie
is
being
a
very
careful
attorney
for
the
city
and
saying
that
you
know
there
certainly
is
a
risk
item
here.

some
reason,
at
the
end
of
50
years,
they
said
we
want
to
terminate
the
easement
and
you
know,
have
you
plug
up
the
tunnel
or
do
something
different
or
if
musc
were
to
sell
their
properties
on
the
peninsula
to

different
land
holder?

would

know
the
easement
would
transfer.
So
I
certainly
understand
where
he's
coming
from,
I
think
from
a
you
know:
construction
lifespan
perspective,
it's
likely
a
very
small
risk,
but
it
certainly
is
present.
So
we

have.

been
very
supportive
of
saying:
let's
go
back
to
the
state
and
ask
for
the
for
permanent,
because
their
their
their
staff
understand
the
situation.

state
attorney
said.
We
understand
what
you

saying
and
we

happy

that
as
well,
and
I
think
dr
coles
agreed
to
reach
out
the
mayor's
agreed
to
reach
out
to
the
members
of
that
voting
body
and
sort
of
make
the
case.

I
think
we
would
like
to
continue
with
that
approach.

concern

50
years
is

60
years
if
somebody
misses
the
deadline
and
we're
still
doing
it

not
a
very
good
administrative
situation.

normal
utility
easement,

thousand
dollars
no
big
deal,
but
we're
spending
millions
of
dollars
on
this
and
no
nobody's
going
to
want
to
deal
with
this
in
50

tunnels
