Description
City of Charleston Committee on Real Estate 9/27/21
B
And
councilman
rappel
you
got
the
honors
today
of
leading
us
into
this.
C
B
Well,
it
is
304,
I
will
go
ahead
and
call
a
the
meeting
of
the
committee
on
real
estate
this
27th
day
of
september
2021
for
we're
fast
approaching
the
end
of
another
calendar
year.
It's
been
a
beautiful
weekend
and
councilman
rappel.
Do
you
care
to
lead
us
in
a
moment
of
silence
or
an
indication?
Sir?
The
floor
is
yours.
C
Thank
you,
chairman
shead,
and
let's
have
a
moment
of
silence.
Please.
B
Thank
y'all.
Thank
you
very
much.
You
should
have
received
a
copy
of
our
business
for
september
13th
2021.
B
All
those
in
favor
signify
by
saying
aye,
aye,
aye,
aye
aye
many
opposed
our
eyes
have
it.
We
ought
to
go
into
and
break
out
into
a
chorus
of
happy
birthday
to
the
mayor,
who
celebrated
his
birthday
over
the
weekend.
D
B
All
right,
I
understand
that
item
c
and
d
of
our
agenda
are
going
to
be
deferred.
Is
that
correct.
C
Yes,
if
we
could
defer
those
two
items,
we
are
it's
still
in
the
process
of
finalizing
the
details
on
them
and
unfortunately,
the
seller's
attorney
just
wasn't
quite
able
to
finalize
on
his
own
as
a
client
last
week,
but
I
anticipate
it,
but
this
I
just
being
back
on
the
next
agenda.
B
B
All
right,
so
we
just
have
two
items
on
our
agenda.
The
first
one
is
an
easement,
an
ordinance
to
authorize
a
man
to
execute
an
easel
with
dominion.
This
deals
with
4.327
acres.
Let's
see
this
is
property
in.
A
Okay,
my
screen
is
frozen,
so
let
me
just
yes,
this
is
this-
is
coming
off
of
the
maritime
center
there's
going
to
be
a
transformer
that
run.
That
starts
right
at
the
maritime
center.
It
runs
down.
Is
that
inspection
right
there?
Oh
goodness,
gracious
hold
on
one
second.
C
Okay,
I'm
waiting
on
julia's
email.
I
guess.
C
B
C
B
C
B
A
C
A
C
A
A
To
another
transformer,
so
this
will
be
the
last
section
of
the
african-american
museum,
the
next
the
last
section
of
undergrounding.
So
that's
what
this
easement
will
be,
providing.
B
A
Correct
it'll
be
a
transformer
line
that
underground's
a
long
inspection,
but
then
it'll
also
be
feeding
a
box
over
there
by
the
trees
that
will
be
powering
all
the
street
lighting.
B
C
B
Yes,
any
opposed
the
yeses.
Have
it
all
right
by
the
way
I
was
told
by
the
clerk
that
sometimes
we
get
confused
particularly
me
with
my
response
to
yay
and
hey.
They
get
sort
of
muddled
together.
So
I'm
making
sure
we
go
yes
and
no,
as
opposed
to
yeah
item.
C
B
E
Good
to
be
with
you
all,
this
is
a
request
that
we
get.
The
city
gets
periodically
from
the
county
of
charleston.
The
county
and
carlton
county
have
a
multi-county
industrial
park,
which
is
a
designation.
They
can
give
to
various
pieces
of
property,
not
all
contiguous
to
one
another
that
allows
for
additional
economic
incentives
for
companies
locating
in
the
park.
E
E
So
this
request
has
come
from
charleston
county
to
add
three
pieces
of
property
to
the
multi-county
park
that
are
in
the
city
city
limits.
So
it
requires
a
resolution
and
then
the
property
will
be
in
the
park
going
forward,
but
I
can
go
in
more
or
less
for
more
detail
additional
questions.
B
I'll
entertain
a
motion
to
approve
item
b
so
moved
so.
Second,
second
yeah
all
right.
Any
discussion
of
questions
from
members
of
the
committee.
C
E
There's
a
there's,
a
modest
impact
on
the
financial
side,
councilwoman
that
the
multicounty
park
agreement
says,
as
a
small
percentage,
goes
to
carlton
county
of
the
gross
amount.
I
think
it's
approximately
one
percent
and
then
charleston
county
uses
approximately
nine
percent
to
fund
their
economic
development
office
so
about
ten
percent
comes
off
the
top
before
the
property.
Taxes
are
then
distributed
pro
rata
based
on
millage,
so
the
city's
portion
of
that
10,
which
would
be
modest,
but
there
is
a
change
on
the
financial
front,
but
it's
it's
a
modest
change.
C
And
then
is
this
a
permanent
designation.
E
It
does
have
a
duration
region.
We
could
confirm
that
it's
typically
about
30
years,
but
we
can
confirm
that
it's
not
in
perpetuity.
B
D
I
was
just
going
to
shout
out
to
charles
rivers,
labs
they're,
they're,
really
kind
of
kind
of
an
amazing
company
right
in
the
heart
of
west
ashley
and
they're,
improving
their
property
substantially
and
and
will
be
adding
employees
there
in
essence,
they're
they're
kind
of
in
the
pharmaceutical
business.
They
create
a
test
that
that
indicates
whether
there's
bacteria
or
other
such
things
present,
and
they
use
it
in
operating
rooms
and
sterile
environments
where
they
want
to
see
whether
it's
really
safe
and
sterile
or
not,
and
believe
it
or
not.
D
One
of
the
main
components
in
the
reagent
is
is
drawn
from
the
blood
of
horseshoe
crabs.
It's
really
just
seems
crazy
right,
but
and
they're
very
conscious
about
treating
the
crabs.
Well,
they
they
basically
draw
some
of
their
blood
down,
but
not
too
much
and
release
them
back
to
the
wild,
and
it
makes
this
one
of
a
kind
reagent
in
the
world
for
determining
whether
things
are
sterile
or
not.
I
and
I
I
saw
they
were
on
the
list,
and
I
just
thought
I
would
share
that.
B
Well,
we're
getting
very
good
background
information
on
things
aside
from
this
particular
easement,
and
so
anyhow,
so
without
any
further
ado
I'll
call
the
questions
all
those
in
favor
of
approving
item
b,
simplify
by
saying
yes.
C
B
Was
it
okay?
All
right
item
c
in
in
the
the
motion
carries
by
the
way
on
b
as
well,
items
c
and
d
have
been
deferred
and
there's
no
need
for
us
to
go
into
executive
session.
Is
there
any
further
business
that
we
need
to
take
up
on
this
committee.
B
Cnn
council,
member
waring,
I'm
giving
you
an
extra
15-minute
lead
to
our
our
next
meeting
so
I'll,
see
some
of
y'all
on
the
flip
side
have
a
good
rest
of
the
afternoon.
Thank
y'all.
We
are
adjourned
great.
