this

Morrison
drive
sidewalk.
This
probably
sounds
very
familiar
to
y'all.
Let
me

I

This
is
a
proposed
sidewalk
on
the
western
side
of
morrison
drive
between
stuart
street
and
cooper
street.
You've
probably
seen
this
through
a
couple
of
different
city
council
approvals.

2017
bond
allocation
funds
were
set
aside
for
this
project
on
this
project.

The
concept
also
went
to
the
transportation
subcommittee
or
committee
back
in
january
2021,
as
well
as
city
council,
for
an
update.
So
what
we
have
before
you
tonight
for
this
afternoon-
and
these
of
course
are
the
current
conditions
on
morrison
drive
that
we
all
know
too
well
unsafe,
for
pedestrians
lacks
connectivity
between
different
areas.
What
we
have
before
you
this
afternoon
are
two
items
on
the
agenda.

The
first
one
is
an
moa
between
the
city
of
charleston
and
morrison
yard,
owner
the
gist
of
it
is
that
morrison
yard
would
build
the
sidewalk
between
stuart
street
to
harris
street
and
then
from
jackson
street
to
grace
bridge
street.
They
would
build
it
and
then
the
city
of
charleston
would
reimburse
them
with
tiff
funds
that
have
already
been
set
aside
for
it.

will
have
to
get
a
little
bit
more
funding,
but
we
have
the
means
to
do
that,
so
that,
in
a
nutshell,
is
the
moa
and
on
the
screen
before
you
shows
the
location
of
the
proposed
sidewalk
as
well,
there's
not
a
sidewalk.
The
sidewalk
will
not
need
to
be
constructed
in
front
of
sanders
clyde
because
there's
already
a
sidewalk
there.

this
should
address

a
and
item

in
our
agenda.

the
second
item
on

is
a
resolution
for
an
easement
agreement
with

the
city

charleston

the
charleston
housing
authority.

this

where
we
see
the
proposed
sidewalks
going
in,

there

some
existing
trees
and
utilities
there.
So
on
occasion
there
might
be
the
need
to
meander
the
sidewalk
around
those
trees
or
utilities
and
come
on
to
the
charleston
housing
authority
here
and
there
and
our
city
legal
team,
julia
and
the
charleston
housing
authority.
Legal
folks
have
been
working
together
on
this
easement
agreement.

connectivity

their
property

read

one
of
these
documents
that
they're
sort

aware

refers
to
you

helping
citizens

shoreline

become
more
accessible.

to

spur

shoreline

drive
developers

very
interested

trying

get
a
signal
at
johnson

morrison

don't
think
that
their
development
alone
will
meet
dot's
warrants.

we
are
working
long
term
with

housing
authority

connect
johnson
across
morrison
to
the
rest
of
it
where
it
used
to
go
long
long
ago,
because
that
is
a
connection
that
carries
all
the
way
over
to
meeting
street
where
there
already
is
a
pedestrian
signal
there.
And
so
that
would
be
an
excellent
connection
to
make.

outside

front
of
us
right

we're
just
talking
about
the
sidewalk
proposed
sidewalk

other
side
of
the

residents

excited

connectivity

the
waterfront,
but

sort

mayor

revised
contract
between
the
cpw
and
the
city
for
56
murray
boulevard
for
2.5
million.

a
few
alterations
both
by
our
legal
team
and
cpw.
Cpw
has
already
met
and
reviewed
the
changes
and
approved
them
last
week.
So
this
is
before
council.
Now
the
two
significant
changes,

added
the
ability
to
withdraw
from
the
deal.
If
there's
any
title
issues,
it's
just
a
safety
measure
or
trigger
that

humphries
added
for
us
and
cpw
agreed
to
it
and
then
the
one
thing

wanted
to
point
out.

the

set
off
if
the
city
does
not
make
its
monthly
payment
they

set
off

withholding
the
payment

those

the

they're

call
as

are
the
numbers

the
bottom
of
the
screen
to
answer
any
of
those
questions
that
you
might
have

highway
overlay,

requires

you

developments

maybank

incentives

right-of-way,

that
is
something
that
we
had
asked
that
the
county
incorporate
into
their
overlay
so

can
all
both
jurisdictions

be
working
towards
our
overall
johns
island
plan
level

recommended
connectivity

maybach
highway,
and
so
that
would
that's
what
this
would
be.

be

part

the
county
doesn't
really
have
the
maintenance
interest

these
connected
roads.

why
they
asked
the
city
to
take
it

highway
is
that
there
are
many

narrow
lots
along
there,
they're
narrow

bank

thousand
feet
deep.
This
one
might
actually
be
a
thousand
feet
deep
and
because
of
that,
you
really,
if
you're
trying
to
connect
neighborhoods
with
neighborhoods
neighborhoods
with
shopping
areas.

via
a
grid
system
of
roads,
which
is
you
know
how
you
build
a
community
and
make
it
much
more
functional,
you're
gonna
have
to
have
some
connections
across
these
long
properties,
and
so
the
county
and
their
overlay,

we

similar
concepts
in
our
version
of
the
overlay
that
will
come
forward
to
you
has
a
requirement
or
has
a
incentive
to
dedicate
these
rights
of
way
to
the
local
government,
I.e
the
city
of
charleston,
in
that
you
can
get
more
density
on
the
site
if
you
dedicate
the
connection
and
the
connection
helps
us
by
virtually
by
ultimately
creating
parallel
routes
to
maybank
or
better
connections
between
neighborhoods
and
commercial
areas.
