Description
City of Charleston Committee on Real Estate 4/26/21
A
C
C
Clear,
though,
well,
I'm
in
the
conference
room
off
of
the
clark's
office,
man
I'm
right,
but
underneath
you
right
now
all
right,
okay,
so
let
me
know,
madam
clerk,
when
we
have
all
the
members
of
council
present.
C
A
C
Okay,
all
right:
this
is
the
afternoon
of
the
26th
of
april
2021,
it's
just
after
3
30.
and
we'll
call
to
order
the
real
estate
committee
meeting,
and
I
will
ask
councilmember
jackson
if
she
would
lead
us
in
an
invocation
or
a
moment
of
silence.
F
Thank
you,
let's
bear
heads
please
we
thank
you
today
for
this
amazing
weather
that
we've
had
to
enjoy,
and
I
know
seeing
the
streets
of
charleston,
our
guests
and
visitors
are
overjoyed
to
come
down
to
a
to
a
place
of
beauty
and
warmth
and
and
sunshine.
So
thank
you
for
that.
Thank
you
for
this
group
that
has
assembled
today
to
do
your
work
and
your
will
on
behalf
of
our
citizens.
In
our
city.
In
your
name,
we
pray,
amen,
amen.
C
Thank
you,
councilmember
jackson.
We
have
our
minutes
from
april
the
12th.
There
is
one
change
we
need
to
make
bethany
on
the
minutes,
and
that
is
under
the
very
first
item
of
our
consideration.
C
The
chairman
shade
said
he
wanted
to
say
for
the
record
that
his
wife
represented
hph
properties
on
permitting
issues
dealing
with
wetland
matters.
Okay,
we
missed
out
a
vital
word.
Those
are
not
issues
before
the
city.
Okay,
make
that
change
for
me.
Yes,.
A
A
C
All
right,
all
those
in
favor
say
aye
hi
hi
in
the
opposed
eyes
have
it.
Thank
you
all
very
much.
Thank
you
bethany
for
making
that
correction.
For
me,
please,
you're,
welcome
all
right.
The
first
item
of
business
is
request:
approval
of
a
new
lease
agreement
with
the
beach
company
and
passed
on
amusement
who's
going
to
take
this
up
for
us.
C
C
Guys,
I
can't
see,
I
can't
see
all
of
y'all,
so
please
unmute
yourselves
and
speak.
So
I
can
hear
y'all
since
I'm
somewhat
limited
on
my
my
phone.
G
G
I
I
don't
have
the
agenda
in
front
of
me
right
now,
but
the
hobie
lease
is
a
change
in
the
way
we've
been
doing
business
with
that
particular
landowner.
This
is
a
proposed
lease
for
fifteen
hundred
dollars
a
year
that
the
city
I
mean
put
per
month.
G
Excuse
me
that
the
city
would
pay
them
plus
the
city
would
reimburse
them
for
100
of
their
property
taxes
for
their
parcel
and
also
provide
them
with
three
park,
keep
parking
cards
free
of
charge,
so
that
would
be
a
two-year
lease
and
that
would
be
for
their
for
their
particular
parcel.
G
The
other
list
is
with
the
beach
company
and
past
time,
amusement
together,
and
that
essentially
mirrors
the
previous
lease
that
we
had
with
them
for
40
years,
we
paid
them
25
000
annually
for
those
three
parcels,
plus
they
get
a
certain
percentage
rent
of
the
net
of
the
parking
lot
each
year.
In
this
particular
case,
it'll
be
a
50-50
split
with
the
city
and
we
pay
a
portion
of
their
property
taxes
as
we
have
before.
So
that's,
basically
a
mirror,
but
again
these
are
two-year
leases.
G
Each
lease
also
contains
a
provision
that
the
parties
commit
to
getting
together
and
talking
about
the
access
issue
that
that
is
prevalent
in
those
in
that
particular
lot
over
the
next
two
years.
Okay,.
A
C
Okay,
I'm
in
the
mayor's
office.
I
heard
all
that
peter.
Thank
you
I'll,
entertain
a
motion
that
we
accept
to
prove
a
and
b
together.
F
G
You
answer
that
for
us,
I
do
when
we
first
started.
We
reached
out
to
the
landowners
a
year
ago
now
and
the
first
that
came
out
was
the
beach
company
past
time
and
said
they
were
only
interested
in
in
extending
the
40-year
lease
that
they
were
under
for
two
more
years
that
they
may
have
plans
in
two
years,
and
that's
all
I
understood
about
that,
so
the
other
ones
fell
in
and
so
basically
we're
stuck
with
a
two-year
period.
At
this
point,.
F
Yeah,
so
so,
basically,
it's
not
anything
we're
initiating
we're
we're
going
along
with
what
the
tenants
are
asking
for
and
then
start.
C
C
Any
opposed
I
have
it
peter.
Thank
you
for
that.
Thank
you
for
being
available
to
do
that
item
c.
I
understand
juno
you're
worthless.
I
see
you
up
there.
This
may
be
a
proposed
to
defer
a
part
of
this
item
number
c.
The
first
part
I
believe
we
want
to
go
forward
with
is
to
execute,
on
behalf
of
the
city
of
necessary
documents,
in
order
that
this
certain
third
amendment
to
option
to
lease
remain,
but
I
believe
we
want
to
defer.
The
second
part,
which
is
the
ground
leaks,
is
that
correct,
giona.
D
Yes,
sir,
that's
correct.
I
am
requesting
that
we
that
you
approve
the
third
amendment
to
the
option
to
lease,
and
this
is
with
flat
iron
partners
and
classic
development
company.
They
are
the
group,
that's
building
james
lewis,
junior
apartments.
The
current
option
to
lease
has
expired
and
we
need
to
move
forward
with
continuing
negotiate.
They've
had
a
number
of
matters
that
they
have
had
to
overcome
and
have
done
so.
D
We
found
today
that
one
of
their
lenders
had
a
few
changes
to
the
actual
ground,
lease
and
they're,
not
matters
that
we
cannot
overcome,
except
that
jay's
attorney
was
out
of
place
today,
and
so,
instead
of
presenting
that
to
you
and
then
having
to
represent
it,
we're
just
asking
today
that
you
approve
the
third
option
to
lease
so
that
we
can
get
in
compliance
there.
And
then,
at
your
next
meeting,
we
will
bring
back
the
ground
lease
with
the
appropriate
changes
that
have
occurred
and
that
we
need
your
approval
on.
C
Right,
so
what
we
need
to
have
is
a
motion
to
move
forward
with
item
c,
but
defer
that
certain
amended
ground
lease
portion
until
next
real
estate
committee
meeting.
C
E
E
Obviously
that
date
is
behind
us,
so
we
will
need
a
third
extension
put
in
place
so
that
we
remain
in
contract.
This
third
extension
will
get
us
to
august
31
2021..
What
I
am
hearing
from
both
sides
is
that
we
expect
to
be
very
much
documents
executed.
E
Loans
closed
through
this
transaction
well
in
advance
of
august
31st
2021,
but
given
the
fact
that
council
has
a
reduced
schedule
over
the
summer,
we
thought
it
was
prudent
to
go
ahead
and
put
this
third
extension
in
place
through
that
time,
so
that
we
did
not
find
ourselves
a
month
or
two
from
now
needing
a
little
bit
of
extra
time
and
and
not
able
to
get
that
approved.
E
Of
course,
we
had
been
operating
under
a
second
amendment
to
the
extension
which
expired
on
march
31st
and
I
believe
the
I
think
there
were
some
planning
issues
that
were
not
fully
resolved
in
order
to
have
everything
closed
before
march
31.
So
it's
our
hope
that
this
august
31
extension
will
get
us.
You
know,
I
think,
we're
through
planning.
Now
we
just
need
to
get
the
loans
worked
out
with
developers,
lenders
and
I
think
that's
the
last
option
or
obstacle
to
closing.
E
So
that's
where
we
are.
E
D
Yes,
sir,
so
councilman
rasheed,
their
permits
are
in
place,
their
financing
has
been
approved,
and
so
once
we
get
these
agreements
finalized.
The
goal
is
to
close
at
the
end
of
may
and
move
forward,
and
I
know
jay
is
on
here
as
well.
If
y'all
need
additional
information,
okay,.
C
All
right
anybody
else
have
any
questions
or
comments,
if
not
we'll
call
the
question
all
those
in
favor
of
this
extension,
only
that
portion
of
section
c,
not
the
portion
that
we're
deferring
all
those
in
favor
signify
by
saying
hi
hi
the
opposed
the
eyes
have
it,
my
goodness
we're
going
in
this
new
in
the
wreck.
Oh,
never
mind
I'll.
Take
that
back
we're
not
in
this
meeting
in
record
time.
C
We
have
two
annexations
one
is
in
district
7,
807,
savage
road,
the
others
in
district
1
on
plymouth,
ferry
road,
councilmember
apparel.
You
are
slowing
down
on
your
nxa.
