Description
City of Charleston Committee on Real Estate 8/15/2022
B
Absolutely
I
appreciate
that
we'll
maybe
give
them
a
give.
Maybe
a
few
more
minutes
before
we
go
ahead
and
get
started,
especially
since
councilman
waring
is,
has
the
honor
of
giving
us
the
invocation
this
afternoon.
So
maybe
we'll
give
him
just
a
few
more
minutes
and
then
we'll
get
get
started.
I
know
we've
got
a
long
agenda.
C
B
Do
you
happen
to
know
where
councilman
waring
is
wanted
to
give
him
a
couple
more
minutes.
B
I
understood
I
tell
you
what
councilman
shade
are
you?
Are
you
good
for
an
on-the-spot
invocation.
B
Now,
that's
that's
a
tip
right
there.
You
got
to
have
your
folder
of
invocations
ready.
Maybe
we'll
give
you
when
you're
ready,
you
let
me
know,
and
if
you
beat
councilman
we're
into
the
punch,
we'll
we'll
rock
and
roll.
B
Okay,
great
it's
304
on
monday
august,
15
2022!
This
is
the
city
of
charleston
committee
on
real
estate.
Let's
get
the
the
meeting
started
with
an
invocation
if
councilman
shade
would
be
so
kind
thanks.
E
D
B
All
right,
thank
you,
councilman
shade,
first
matter
up
for
approval
is
the
approval
of
the
july
18
2022
minutes.
Do
I
have
a
motion.
B
Motion
in
a
second
on
the
floor,
any
discussion
hearing
none
all
in
favor,
please
signify
by
saying
hi
the
eyes
have
it
the
first
two
items
on
our
agenda
have
to
do
with
the
rental:
a
festival
hall
for
the
moja
arts
festival.
Why
don't
we
take
those
two
dollars.
B
Moved
and
approved
I
moved
and
properly
seconded
any
discussion
hearing
none
I'll
favor,
please
signify
by
saying
aye
aye
aye
the
eyes
have
it
who,
from
our
staff,
has
the
honor
and
privilege
of
presenting
on
this.
B
This
is
the
first
two
items
having
to
do
with
the
moja
arts
festival.
G
Yeah,
so
this
is
for
concert
program
and
for
the
community
tribute
luncheon,
which
this
year
as
we
come
back
from,
cobit,
are
being
spread
out
over
the
months
of
october
and
november.
Most
of
the
actual
money
associated
with
it
is
for
house
labor
not
for
the
use
of
the
state.
H
C
B
Aye
the
eyes
have
it
all
right.
The
third
item
on
the
agenda
is
authorization
for
the
mayor
to
execute,
on
behalf
of
the
city
of
charleston,
a
second
amendment.
B
All
right,
moved
and
properly
seconded
who,
from
the
staff,
is
gonna,
give
us
a
little
little
information
on
the
record
for
this
one.
F
House,
remember
that
that's
going
to
be
it's
gonna,
be
I
so.
This
is
the
second
amendment
to
the
management
agreement
with
the
cac
for
the
visitor
center
there's
two
pieces
to
this
amendment.
The
first
one
is
an
increase
or
an
additional
refund
reimbursement
amount
of
2.19
million
dollars
to
the
renovation
project,
and
this
is
the
reimbursement
cacv
for
expenses,
the
actual
overage
original
overage
was
3.19
million
dollars,
but
the
cacvb
got
a
million
dollars
from
the
state
of
south
carolina.
They
have
applied
to
that
overage.
B
Got
it
got
it
all
right?
Thank
you,
matt.
Anybody
from
the
committee
have
any
questions
for
mr
frolic
councilman
waring.
H
B
Absolutely
all
right,
all
in
favor,
please
signify
by
saying
aye
hi
the
eyes
have
it
all
right.
Fourth:
item
on
the
agenda:
this
is
probably
one
of
my
favorite
pieces
of
city
property.
This
has
to
do
with
the
aquarium,
and
this
is
an
ordinance
authorizing.
The
merit
execute
a
first
amendment
to
the
lease
agreement.
B
We
got
a
motion
in
the
second
on
the
floor
who,
from
the
staff,
is
gonna,
give
us
a
little
background
on
this
one.
F
This
one
is
going
to
be
me
again,
so
this
is
the
first
amendment
to
the
agreement
with
the
aquarium
for
the
maritime
center.
What
this
is
allowing
them
to
do
is
essentially.
In
short,
the
original
agreement
did
not
have
any
plans
for
them
to
utilize
the
docks
in
any
way
it
was
purely
the
building.
What
this
agreement
here
with
this
amendment
here
is
doing
is
allowing
them
to
utilize
the
northern
dock.
G
E
Yes,
sir,
maybe
the
mayor
can
answer
this
for
us.
I
understand
that
we
do
have
some
seats
that
are
available
on
the
aquarium
board
by
virtue
of
our
position
with
the
aquarium.
E
I
had
this
conversation
with
kevin
mills
several
years
ago
and
if
and
it's
always
helpful,
if
we've
got
these
seats
available
to
when
these
kind
of
issues
pop
up-
that
we've
got
a
council
member
serving
more
as
a
eyes
and
eaters
of
what's
going
on
on
that
but
mira,
you
are
you
following
me
on
that's
your
question
and
that
my
conversation
with
mr
mills
was
maybe
a
year
or
two
ago,
but
I
thought
we
had
some
vacant
seats
and
I
was
encouraging
him
if
that's
true
that
we
needed
he
needed
to
reach
out
to
you
to
fill
those
those
seats.
E
Think
these
members,
like
council,
like
some
of
the
other
some
of
these
other
commissions,
are
we
have
a
seat
there.
Anyhow,
I
just
this
is
popped
in
my
head
hearing
this
being
on
the
agenda
and
I
would
just
maybe
ask
somebody
from
your
staff
to
maybe
look
into
it.
There
is
a
seat.
You
know.
I
would
certainly
recommend
mr
apparel
to
just
to
fill
that
he
would
be
a
natural
fit
for
him
to
to
do
that.
I'm
sure
it's!
E
I
think
that
we
need
we've
got
these
seats
available
and
he's
very
much
in
invested
in
the
aquarium.
Then
let's
go
ahead
and
get
that.
C
Ex-Officio
seats
right
now
and
I
know
one
of
the
discussions
we
were
having
with
with
the
aquarium,
was
whether
we
should
have
some
official
seats
similar
to
what
we
do.
I
think,
with
some
of
the
other
organizations,
like
the
I
think,
with
the
international
african-american
museum
and
and
the
in
the
gill
yard.
So
that's
the
discussion
I
think
we
need
to
have.
I
think
we
have
two
ex
officio
seats
and
whether
we
should
have
really
two
voting
members
of
the
board.
C
B
Good
deal
we'll
appreciate,
councilman
shade,
bringing
that
up
and
the
aquarium
just
can't
speak
highly
enough
about
the
job
that
they
do
over
there.
It's
a
wonderful
wonderful
operation.
D
If
I,
if
I
may,
I
just
point
out
that
this
is
of
course
just
an
amendment
and
the
the
aquarium
looks
to
make
a
major
investment
in
the
maritime
center
city
property.
D
But
importantly
importantly,
they
have
worked
with
us
that
such
improvements
to
the
property
would
include
the
the
needs
of
of
the
city
and
continuing
to
manage
the
few
docks
that
we
have
out
front,
but
also
to
share
space
with
the
international
african
american
museum
right
next
door.
So
there's
a
really
healthy
collaboration
going
on
here
and
it's
all
about
education
and
learning
and
use
of
facilities
between
the
three
of
us
and
that's
a
very,
very
healthy
thing.
Good
thing.
B
Absolutely
thank
you,
mayor
for
sharing
that
it's
gonna
really
be
a
wonderful
waterfront
here
in
the
not
too
distant
future.
It
already
is
great,
but
it's
about
to
get
even
better
any
other
discussion
on
this
aquarium
piece
or
we
can
call
for
the
vote.
H
B
That's
a
lot.
I
really
appreciate
that
guys.
Thank
you
all
so
much
all
right.
Let's,
let's
vote
all
in
favor,
please
signify
by
saying
aye
the
eyes
have
it
item
e.
This
is
a
request
for
authorization.
For
the
mayor
to
accept
on
behalf
of
the
city
of
charleston
is
grantee.
C
B
A
motion
in
a
second
on
the
floor.
I
I
see
miss
creatures
turn
your
camera
on.
Would
you
be
yes,
send
some
light
on
this
one
for
us.
I
C
D
C
B
Moved
and
properly
seconded
any
discussion,
none
all
in
favor,
please
signify
by
saying
aye
aye
all
right.
Thank
you,
miss
greece
better
to
have
it
right
than
to
than
to
rush
it,
and
we
look
forward
to
having
this
one
come
back
before
us
item
f.
This
is
an
ordinance
authorizing
the
mayor
to
execute,
on
behalf
of
the
city
of
charleston,
a
utility
easement.
This
is
with
dominion,
energy
involving
soccer
and
lacrosse
field
over
on
daniel
island
who,
from
our
staff,
is
here
to
help
walk
us
through
this
one.
A
A
Can
you
see
it
got
it
okay?
So
here
we
are.
This
is
daniel
island,
there's
526
here
and
if
you
zoom
in
here
this
is
the
area
we're
talking
about
there's
a
little
dirt
road
right
here
that
runs
to
these
fields.
Dominion
is
asking
for
an
easement
to
install
electric
here,
to
run
lines
for
lighting
and
for
power
to
those
fields.
So
that's
what
this
easement
is
about.
We
asked
for
approval.
G
So
this
is
the
very
south
end
of
daniel
island,
the
end
of
the
development.
These
are
the
diesa
fields,
so
there's
a
small
there's,
a
soccer
league
that
is
out
here
and
they
use
these
fields
for
practice.
C
B
Yeah
this
this
hardly
resembles
the
daniel
island.
I
remember
when
I
graduated
from
bishop
england
in
2002,
I'm
dating
myself,
but.
B
I
think
I
think
the
school
was
about
the
only
thing
out
there.
At
that
time
I
gotta
come
visit.
You
boyd
out
there
one
of
these
days.
Does
anybody
have
any
questions
of
staff
for
with
respect
to
this
easement,
or
is
this
pretty
straight
forward
for
everybody.
B
We've
got
a
motion
to
approve
on
the
floor.
Do
I
hear
a
second
second
moved
and
properly
seconded
any
discussion
hearing,
none
all
in
favor,
please
signify
by
saying
aye
aye
the
eyes
have
it.
Thank
you,
ms
copeland,
appreciate
that
and
we're
we're
done
with
the
first
page
guys
how
about
that
item
g.
B
D
B
Moved
and
properly
seconded
miss
johnson
is
this.
Yours.
K
K
This
is
exciting
to
see
it.
From
this
perspective,
this
is
nice
all
right,
so
56
newton
street.
This
is
one
of
our
affordable
housing
properties.
We've
helped
out
the
owner
with
we've
got
a
second
position
mortgage
for
about
sixty
thousand
four
hundred
eight
dollars
that
we've
loaned
miss
taylor
as
of
may
first,
twenty
eighteen,
the
first
position
mortgage
holder,
which
is
this
freedom
mortgage,
has
started
a
foreclosure
action
against
miss
taylor.
It's
a
22
foreclosure.
K
These
things
take
a
couple
years
before
they
actually
come
up,
but
one
of
the
things
that
we
did
right
on
this,
I
think,
is
the
city
of
charleston,
put
a
provision
in
the
mortgage.
That
said,
if,
if
they
do
decide
to
foreclose,
they
have
to
notify
the
city
to
give
us
at
least
the
opportunity.
If
we
want
to
retain
this
property
for
our
purposes
and
they
give
us
they
give
a
60-day
notice
to.
If
we
want
to
basically
buy
out
their
position,
it
doesn't
mean
we
get
the
property
right
away.
K
It
just
means
we
get
to
buy
out
their
position.
We've
asked
what
the
payoff
was
on
their
mortgage
and
they've,
given
us
one
through
the
end
of
the
month
of
a
hundred
and
thirty
four
thousand
six
hundred
ninety
nine
dollars
and
fifteen
cents
with
about
a
nine
dollar
twenty
three
cents
per
dm
interest
after
that,
so
they
are.
We
need
to
let
them
know
at
some
point
soon.
If
the
city
wants
to
buy
them
out
and
then
the
next
step
will
be
talking
to
them
about
you
know.
What
is
what
exactly?
K
Does
that
mean
we
might
assume
we're
buying
out
their
mortgage,
but
do
we
can
we
also
get
an
assignment
of
their
foreclosure
and
then
maybe
the
city
works
with
the
homeowner
to
to
re-establish
loans
so
that
we
can
continue
on
the
property.
I
did
look
up
and
this
is
beyond
the
scope
of
what
I
do,
but
then
I'll
leave
this
to
giona,
but
if
the
zillow
says
property's
worth
373
900,
so
it's
more
than
the
mortgage
is
the
two
mortgages
for
what
that's
worth
all
right,
I'll,
pass
it
on
to
someone
else.
J
Thanks
chris,
so
this
particular
homeowner
encountered
multiple
issues
with
coven
19
and
consequently
ran
into
some
financial
challenges,
as
a
result
of
that
she
is
pursuing
and
has
submitted
an
application
to
state
housing
for
assistance
and
her
application
has
been
preliminarily
approved.
So
this
is
somewhat
of
a
stop
gap.
For
us,
we
wanted
to
make
sure
we
were
in
a
position
to
buy
should
something
fall
through
at
state
housing,
and
this
your
approval
of
this
would
essentially
allow
us
to
do
that.
J
B
All
right
thanks
chris
thanks
gianna,
appreciate
the
background
on
this
one,
and
does
anybody
from
the
committee
have
any
questions.
H
Thank
you.
I
want
you
to
know,
I'm
jumping
between
the
gear
yard
board
meeting,
mr
maybe
wow
and
well
there's
a
valuation
on
the
ceo
and
we're
going
to
vote
on
that
today.
So
she's
done
a
great
job
and
I
just
wanted
to
have
the
city's
voice
heard
on
that
on
that
evaluation.
But
anyway
I
do
have
a
question
about
the
increase:
do
we
have
a
number
for
what
these
houses
are
costing
us?
Because
if
I
were
to
say
how
much
each
house
is
costing,
what
would
the
number
be.
B
All
right,
unless
anyone
else
has
any
questions
about
g,
we'll
go
ahead
and
move
to
a
vote
all
in
favor,
please
signify
by
saying
aye
aye,
all
of
those
hearing,
none
the
eyes.
Have
it
now
we're
on
to
item
h,
and
I-
and
I
see
that
these
are
similar-
is
this
something
we
could
take
together?
Michelle
johnson,
yes,
okay,
great.
C
H
B
Thinking
we
have
a
move
to
consolidate
and
second
in
the
discussion
hearing,
none
all
in
favor,
please
signify
by
saying
hi.
B
The
eyes
have
it
all
right
h
and
I
take
it
away.
Miss
johnson.
J
In
addition
to
those
matters,
the
matter,
what
the
purpose
for
bringing
it
back
before
real
estate
committee
today
is
because
there
is
a
slight
increase
right
under
300
000
of
the
cost
to
develop
these
properties,
and
we've
seen
some
savings
in
areas
relative
to
construction
cost.
J
Some
slight
increases
and
others
and
mr
roberts
can
certainly
elaborate
on
that.
We
have
the
budgets
attached
for
you
for
your
information
and
edification
to
council
member
waring's
question.
They
will
come
in
around
320
000
per
house,
which
essentially
means
we'll
be
leaving
a
substantial
amount
of
subsidy.
What
we
call
permanent
subsidy
in
these
homes,
which
essentially
means
every
time
we
resell
it
to
a
subsequent
buyer.
H
I
do
have
a
a
question.
I
was
just
doing
some
quick
math
on
it
when
you
and
you're
right
on
the
the
cost
of
the
units.
The
subsidy
is
going
from
roughly
a
tad
north
of
let's
call
it
25
to
now
almost
40
000.
H
H
H
Okay,
so
is
this
738
a
apart
in
addition
to
the
1
million
936,
or
it's
included
in
that
1
million
937.
J
It's
separate
from,
I
think,
wait
a
minute.
Let
me
look
councilman,
so
I
want
to
thank
you
say
that
again
you.
J
J
Yeah
no
and
we
wouldn't
do
that,
we
would
absolutely
yeah.
We
would
simply
not
so
previously,
and
if
you
look
at
the
previous
budget,
I
believe
that
it
also
includes
our
subsidy
amount
and
so
the
calculated
cost
per
house
is
322
713,
so
yeah
that
is
included
within.
And
if
you
look
at
the
last
page
of
the
budget,
it
pretty
much
outlines
that
for
us
and.
B
Jeff
we're
we're
without
objection
from
my
colleagues
we're
happy
to
hear
from
you.
L
Thank
you,
councilman
appel,
councilman
waring,
just
to
crystallize
what
miss
shaw
johnson
said:
the
total
cost
to
construct
these
houses
is
about
3,
20ish,
a
piece
and
that
subsidy
that
nashua
johnson
was
mentioning
just
reduces
the
buy
down.
So
we're
we're
building
this
with
our
capital.
The
cost
of
it
is
1.9
something
and
the
subsidies
are
just
going
to
reduce
the
actual
mortgage
cost
they're
going
to
get
sold
you
to
the
ultimate
end
user.
L
The
the
homeowner
initiative
homeowner
for
the
for
the
price
of
the
unit,
whatever
whatever
it
cost
and
then
gianna's
department
is
just
buying
that
down
in
a
subsidy
which
would
be
on
the
hud
statement.
But
it's
not
an
additional
cost
at
all.
It's
just
a
buy
down
to
reduce
the
ultimate
mortgage
cost
so.
H
B
All
thank
you
all
for
those
clarifications.
I
saw
councilman
shane's
hand
as
well
as
the
mayors.
E
E
J
Sure
so
the
answer
to
your
first
question
is
yes,
the
goal
is
that
they
all
cost
the
same.
The
question,
your
second
question
is,
it
will
vary
slightly.
Some
of
them
have
more
money
to
put
down,
so
around
200
210
to
220
is
where
they
qualify,
so
everything
else
or
the
the
difference.
If
you
will
between
that
and
the
development
costs
would
be
what
we
refer
to
as
the
permanent
subsidy,
meaning
that
stays
with
the
house
for
the
next
90
years
or
so
or
for
perpetuity.
J
If
you
want,
because
there's
two
successive
10-year
periods
following
that,
so
these
clients
will
be
able
to
afford
between
2
and
220
again
they
are
bringing
some
down
payment
assistance.
Some
of
them
also
have
additional
funding
to
put
down
towards
it,
which
means
they
ultimately
will
have
a
mortgage.
That's
slightly
less.
J
E
And-
and
you
hit
on
another
point
that
maybe
you
anticipated
by
asking
you
this
question,
so
if
once
they
buy
this
property,
and
we,
the
city
protects
this
interest
on
the
subsidy
part
of
it,
there's
not
a
there's,
not
a
restriction
to
prevent
them
from
selling
it.
I
mean
it
would
seem
to
be
that
we're
buying
these
and
we've
engaged
this
process
for
attainable
housing.
E
J
Yes,
sir,
and
it
stays
that
way,
so
we
have
a
resale
provision
that
is
attached
to
these
and
they
can
only
get
an
increase
based
on
the
consumer
price
index
or
the
area
median
income,
whichever
is
higher,
and
so
there
is
some
restriction
on
what
they
can
resell
it
for
which
means
our
permanent
subsidy
subtracted
out
of
that
and
then
the
end,
buyer
or
home
buyer.
If
you
will
gets
the
difference
in
that.
E
Got
it
okay
and
it
sounds
like
we're.
This
is
the
perfect
idea
of
how
we're
trying
to
maintain
an
inventory
of
housing
available
to
folks
who
otherwise
could
not
afford
a
house
downtown.
Yes,
sir.
That's
protecting
the
city's
interests
and
for
future
generations
as
well.
Thank
you
gionee,
for
that
explanation.
Appreciate.
J
H
One
last
question:
that
covenant:
does
it
survive
a
foreclosure.
J
J
The
subs
well,
if
they,
if
they
buy
it
traditionally
and
they
have
to
keep
it
affordable
and
it's
a
buyer,
that's
in
the
affordable
category.
We
try
to
make
sure
that
that's
available
to
them.
There
has
not
been
a
successful
attempt
to
get
a
property
with
the
90-year
restrictive
covenant,
so
our
subsidy
has
always
been
protected.
B
Thank
you
councilman,
mr
mayor,
did
you
have
a
comment
you
wanted
to
make
on
this
one.
D
Yes,
I
wanted
to,
and
it's
kind
of
been
handled
already.
I
guess
my
simple
way
of
of
looking
at
this
is
we're
basically
paying
mr
roberts
1.9
million
and
some
change
to
build
these
houses
and
then
we're
selling
it
for
1.2
and
some
change
or
around
1.2
million,
and
that
just
that
subsidy
is
that
difference.
D
That's
required
to
create
affordable
housing.
Somebody's
got
to
provide
that
subsidy.
In
this
case
it's
us,
and
we
will
do
that.
The
the
the
part
I
like
about
this
one,
the
most
is
that
it's
home
ownership,
even
though
their
restrictions
on
what
the
homeowner
can
realize
on
a
resale
there's
some
provision
for
them
to
share
and
and
increase
in
value
and
and
build
some
wealth,
build
some
some
net
worth
as
opposed
to
just
paying
rent
and
letting
it
go
out
the
window.
D
But
I
also
just
wanted
to
thank
mr
roberts
for
sticking
with
us
on
this
one,
because
I
know
it's
had
many
twists
and
turns
there
were
some
legal
challenges
and
then
the
cost
of
everything,
and
and
appreciate
him
working
with
us
to
get
this
to
the
finish
line.
Thanks.
L
Thank
you
mayor.
It
was
taken
on
as
a
civic
responsibility,
somebody
that
the
city
has
been
good
to
me,
and
this
is
an
opportunity
for
our
company
to
put
our
horsepower
and
talents
to
work
to
produce
what
the
city
really
needs,
which
is
your
affordable
housing
initiative
and
I'd
like
to
thank
gianna,
her
staff
and
julia
copeland
for
getting
involved
here
and
getting
assisting
getting
this
across.
The
finish
line
appreciate
it.
Yes,
sir.
B
Absolutely
this
is
a
great
success
story,
all
the
way
around
and
jeff.
Thank
you
for
everything
you
do
for
the
city
and,
of
course,
everybody
over
in
our
staff
for
helping
to
see
this
through,
and
I
mean
this
is
really
an
example
of
innovation
in
the
housing,
affordability
space
where
you're
partnering
with
the
private
sector
to
make
these
things
happen,
and
hopefully
we
can
learn
some
positive
lessons
from
this
and
maybe
even
look
at
some
of
the
things
we
do
to
keep
improving.
B
So
we
can
keep
doing
more
and
more
of
these
projects
in
the
coming
years.
So,
thanks
again
to
everybody,
do
we
have
a
motion
on
the
floor
on
this
or
do
we
need
to
move
to
approve?
We.
B
C
B
C
B
Hi
guys
have
it
all
right.
Thank
you,
mr
roberts,
and
thanks
everybody
on
the
staff
for
making
this
happen.
B
C
B
Moved
and
properly
seconded
miss
copeland.
A
My
job
here
is
done.
It's
just
beginning.
A
Hopefully,
I
won't
ruin
that
by
what
I'm
about
to
say
so
part
of
the
development
agreement.
Several
sections
of
the
development
agreement
actually
talk
about
that.
If
these
two
private
companies
cannot
acquire
the
land
in
order
to
build
or
start
building
this
parkway,
that
the
city
will
step
in
and
acquire
the
land
through
condemnation
and
that
the
developer
will
pay
for
all
fees,
cost
expenses
associated
with
this
condemnation.
So
this
is
the
first
step
we're
gonna.
We've
created
this
escrow
agreement.
Haynes,
where
sinclair
boyd
is
gonna
act
as
our
agent.
A
B
All
right,
thank
you,
miss
copeland,

questions,

for
the
city
of
charleston.

any

these,
or
these

and
827
trent

are
west

a
vote.
B

shout
out
to
john
and
maggie
they're
friends
of
mine,

knows
that
miss
mack
and
miss
cleveland
will
be
joining
us
on
the
second
topic,
not
the
first
one.
C
B
Great
that
sounds
good
and
miss

the
