Description
City of Charleston Committee on Real Estate 11/7/2022
A
A
The
first
item
on
the
agenda
is
approval
of
an
agreement
with
the
Daniel
Island
Historical
Society
for
the
city
to
accept
on
loan
artifacts
from
the
Historical
Society
to
be
displayed
at
the
Daniel
Island
rec
center,
who,
from
our
staff,
will
have
the
honors
of
given
a
little
background
on
this
one.
C
B
Okay,
well,
go
Gamecocks!
Let
me
just
say
so.
This
is
the
Daniel
Allen
Historical
Society
is
asked
to
to
put
archives
unique
to
Daniel
Island
and
it's
Rich
history
inside
our
Daniel
Island
rec
center.
B
We
left
an
area
in
the
lobby,
cut
out
ready
for
the
Cabinetry
to
be
put
in,
and
this
agreement
will
allow
them
to
safely
display
those
items
in
our
rec
center
and
then
change
them
out
intermittently
as
they
need
to,
depending
on
what
story
they're
depicting
so
we're
in
full
acceptance
of
this
and
and
are
ready
to
move
forward.
B
D
Thank
you,
Mr
chairman.
What
what
are
there
specific
artifacts,
Miss,
Yarborough
or.
B
But
but
they've
got
a
number
of
artifacts
that
honestly,
that
have
been
found
doing
some
geographical
work
and
archaeological
work
that
that's
that's
unique
to
that
area
having
to
do
with
the
rice
and
the
farming
The
Agrarian
history
of
that
place.
So
yes,
they're,
very
anxious
to
help
share
that
story
with
all
the
new
folks
that
are
moving
to
Daniel
Island.
E
I
may
interject
I
haven't
answered
that
question
chairman
council
member
Greg.
There
are
specific
artifacts,
they
are
included
as
an
attachment
to
the
contract.
I
can
share
my
screen
if
you're
interested
in
seeing
them
or.
D
E
It
there's
like
some
pottery,
a
pipe
a
hatchet
head
things
like
that
cool.
A
Very
cool
Mr
Mayor,
oh
well,
actually
councilman.
F
Remember
Jane
had
his
hand
up
first
I
think.
C
Yeah
I
I
think
this
is
really
pretty
cool
frankly
to
unearth
all
the
stuff
on
from
Daniel
Island
and
the
history
that
you
know
that
needs
to
be
told
out
there
I'm
presuming,
Melissa
or
Laurie
that
the
our
city
museum
has
worked
closely
with
these
folks
and
to
help
categorize
and
to
help
advise
how
to
properly
display
these
items.
E
There
is
we
made
it
clear
in
the
agreement
that
we're
just
putting
them
in
the
recreation
center.
It's
not
in
a
museum,
Quality
quality
setting.
We
did
make
sure
that
it
was
categorized
extensively
in
in
the
actual
contract.
C
I
I
would
just
like
to
have
the
Charlotte
Museum
folks
weigh
in
on
this,
not
that
we
have
to
put
them
in
any
kind
of
special
cabinet,
but
I
do
want
to
make
sure
the
cabinets
are
secured
and
they're
displayed
with
the
right
kind
of
contacts
out
there.
So
it
is
not
some
old
pieces
looking
Pottery
or
hatchets
or
something,
but
they
have
some
a
history
behind
it.
People
can
look
at
them.
Read
them
understand
what
you
know.
What
does
the
background
behind
that?
C
So
I
would
just
encourage
it
as
we're
going
through
this
process
that
we're
ensuring
the
historical
context
of
all
of
us
and
that
people
are
understanding
where
they
came
from
what
part
of
the
island
and
what
time
period
these
are
from,
and
what
these
artifact
artifacts
were
used
for
them.
There's
a
way
of
doing
it,
not
just
having
the
experts
weigh
in
on
it
would
be
a
important
component
of
all
of
this.
B
B
I'll
ensure
that
that
happens
along
with
the
correct
information
tag
so
that
we're
sharing
the
correct
information,
the
Cabinetry,
will
be
locked
up.
So
it's
protected
and
safe.
There's
some
legal
legal
language
in
the
agreement
to
protect
everything.
So,
yes,
I'll
make
sure
that
that
happens.
Thank.
F
So
I
find
it
interesting
the
artifacts
and
they
date
back
to
Native
American,
and
it
just
goes
to
show
that
this
part
of
the
world
was
a
great
place
to
live
for
thousands
of
years,
not
just
since
we
came
along
and
I'm
reminded
one
of
my
real
estate
clients
back
when
I
was
in
the
business.
It
was
the
councilman
Waring,
with
the
Brown
family
over
on
James
Island
and
on
their
property
that
they
sold
to
Bishop
Gadsden.
F
They
did
an
archaeological
survey,
probably
similar
the
same
company
did
it
and
they
found
an
amazing
amount
of
Native
American
artifacts
on
that
site,
because
once
again
it
was
just
kind
of
a
natural
meeting
place.
You
know
right
there
at
Camp
Road,
where
the
creek
is
and-
and
so
I
mentioned,
all
that
to
not
just
because
it's
similar
but
Lori
that
Bishop
ganston
is
going
to
if
they
haven't
already
when
they
they
build
on
that
portion
of
property.
F
They
committed
to
doing
a
display
showing
the
artifacts
to
just
as
we're
talking
about
doing,
and
we
might
get
some
advice
from
them
or
you
know,
find
out
who's
helping
them
do
that
they
could
be
a
resource
to
us,
because
the
art
effects
in
a
way
are
very
similar.
F
They
cover
Native
American
Plantation
days,
artifacts
from
those
who
have
been
enslaved
and
even
up
to
modern
times
so
very
similar,
and
then
lastly,
I
just
want
to
point
out
and
I
I'm
going
to
ask
Rhoda
green
to
come
at
a
city
council
meeting
in
the
near
future.
Give
a
report
on
the
delegation
trip
to
Barbados,
but
I'll.
Note
that
Mr
Daniel,
who
Daniel
Island
was
named
for
also
had
Barbadian
Roots,
as
many
of
the
other
Low
Country
settlers
did.
A
A
Interesting
and
I
thought
Daniel
Island
history
started
in
1998
when
I
was
a
freshman
at
Bishop
England,
so
learned
something
new
every
day.
Well,
any
further
discussion,
all
right
hearing,
none
all
in
favor,
please
signify
by
saying
aye
aye.
B
A
The
eyes
have
it
next
item
on
the
agenda
is
an
authorization
for
the
mayor
to
execute
on
behalf
of
the
city,
a
supplement
to
the
mou
Louisville
check
it,
and
this
is-
and
this
is
regarding
the
pen,
3A
water
transmission
project
with
CWS
and
I,
see
we
have
our
legal
counsel
on
take
it
away.
E
Thank
you.
So
this
is
a
project
for
CWS.
That's
their
Peninsula
phase,
three,
a
project
which
is
where
the
pin
3A
comes
from,
and
I'm
gonna
share
my
screen.
E
Okay,
so
you're
going
to
want
to
look
at
the
red,
colored
parcels
and
back
in
1941,
we
gave
CWS
or
it's
predecessor
and
easement
on
the
there's,
City
owned
property
adjacent
to
these
red
Parcels,
and
so
CWS
currently
has
an
easement
across
those
and
but
there's
a
cloud
on
the
title
because
it
was
supposed
to
revert
back
to
this.
Ownership
of
previous
ownership
was
supposed
to
revert
back
to
the
city.
E
If
a
railroad
project
didn't
go
through
and
it
didn't
go
through,
but
that
reversion
was
never
recorded
in
the
property
records.
So
that
puts
a
cloud
on
the
title
Cloud
on
the
East
Med,
and
so
we
just
CWS
wants
to
correct
it,
and
so
that's
what
the
confirmatory
permanent
easement
is.
E
We've
they've
also
tightened
up
the
property
descriptions
in
there
and,
at
the
same
time,
their
project
is
going
to
come
through
here
and
so
they're
also
asking
for
a
temporary
construction
easement
and
in
those
same
Parcels
that
we
own,
and
so
those
are
the
two
easements
one
thing
about
the
permanent
easement
is
after
construction
is
completed.
We
will
revise
the
property
descriptions
and
anything
that
is
not
used
and
is
outside
of
15
feet,
either
side
of
the
center
line.
E
They
are
not
they're
not
going
to
retain
the
easement
on
the
on
that
part,
so
there'll
be
a
lot
of
surveying
going
on
and
then
the
other.
The
third
thing
on
this
project
is
the
supplement
to
the
memorandum
of
agreement
that
was
entered
into
earlier
this
year
with
them
for
this
pin
3A
project
and
again
that
just
revises
the
property
descriptions.
A
Mute,
oh
sorry
about
that.
Well,
thank
you
very
much
for
that
very
throw
presentation.
Does
anybody
from
the
committee
have
any
questions.
G
Yeah
I
do
is:
is
there
a
rule
to
this
project.
G
There
a
room:
let's
do
it
a
rule
through
this
project.
Look
at
cheek
number
six
on
your
well
sheet:
six
I!
Guess:
that's
the
section
I
don't
know.
Is
there
a
road
through
that
is
that
some
sort
of
marsh
or
something
yeah?
Is
that
Highland
lowland?
What
is
it.
G
G
G
E
I
think
they're
actually
we're
actually
taking
and
I'm,
not
sure
if
it's
I
think
it
is
this
one.
F
Member
wearing
a
and
and
all
I
think
this
is
where
the
rail
line
is,
is
abandoned
and
makes
a
stiff
curve
and
comes
around
across
the
marsh.
F
You
know
near
the
back
of
Bridgeview
used
to
be
VIP
in
fact
that
that
white
thing
you
see
there
on
the
right
hand,
side
is
a
creek,
I'm,
pretty
sure
I
couldn't
oh
and
it's
it's
close
to
that
company
out
there,
that
that
does
the
piping,
the
large
plastic
pipe
and
they
floated
out
in
the
water
I
forget
their
name,
but
you
you
can
follow
the
rail
right
of
way
because
the
railroad
tracks
are
still
there
and
and
and
there's
I,
don't
know
exactly
where
it
is.
F
Looking
at
this
map,
I
mean
you
can
get
back
to
where
that
company
is,
but
but
I
don't
think
our
60-foot
right
of
way
strip
along
the
rail
right
away
has
a
separate
Road
on
it.
If
you
know
what
I
mean
I
got
it:
okay,
there
is
a
section
between
pardon
me.
Just
I
just
happen
to
know
this
area
pretty
well
between
Herbert
and
Milford
Street.
You
can
drive
on
it.
It's
not
really
a
road,
but
you
can.
You
can
drive
right
along
the
railroad
track
and
go
from
one
street
to
the
other.
A
Good
deal
anybody
else
have
any
other
questions.
I
hear
a
motion.
A
Right,
well,
we
moved
already
got
it
got
it.
We
got
a
motion
moved
and
properly
seconded
all
in
favor,
please
signify
by
saying
aye
aye
aye
the
eyes.
Have
it
next
item
on
the
agenda
is
an
authorization
for
the
mayor
to
execute
on
behalf
of
the
city,
a
confirmatory.
A
Is
this
the
same
or
related
matter,
I
see
that
this
involves
CWS
as
well?
Is.
G
26
F,
you
may
remember
correct
him
and
they
came
in
front
of
us
at
the
last
council
meeting.
This
lady
had
just
gotten
out
the
hospital,
and
she
said
she
had
a
stroke
and
she's
trying
to
get
a
piece
of
property
behind
her
to
build
a
house
on
his
got
a
long,
arduous
story,
but
I'm
hopeful.
This
is
coming
to
end
with
a
easement.
H
I
Just
chairman
of
hell,
just
real
quick,
a
brief
update
for
you
all
just
so
you
know
what's
been
going
on
on
Monday
because
it
was
Halloween.
We
actually
sat
down
with
the
Max
and
with
CWS
and
with
the
max
Builder.
I
They
showed
up
with
the
lawyer
and
think
they're
going
to
sign
this
confirmatory
easement,
but
there's
some
grumbling
about
how
much
it's
going
to
cost
the
city
for
them
to
sign
this
confirmatory
easement.
So
we're
waiting
to
hear
back
from
their
lawyer.
But
the
mayor
thought
it
best
and
I
agree
that
we
should
probably
move
this
ahead,
just
to
get
city
approval
on
the
easement
prior
to
any
further
negotiations.
But
if
anything
else
develops
I'll
bring
it
back
to
you.
Of
course,.
A
I
In
so
many
words,
but
you
know
I
think
we
explained
to
them
during
the
meeting
that
this
is
actually
the
easement's
in
the
ground.
This
is
just
a
legal
document
to
provide
clarification
going
down
the
road
but
I'm
happy
to
discuss
any
of
these
questions
with
you
offline.
If
you
have
any
further
got
it
got
it,
you
know
really
I
mean.
G
Well,
miss
Jim,
oh
sure,
zip,
councilman
I
think
it
would
be
good
to
give
the
balance
of
the
committee
I.
Think
more
information,
Ms
Copeland,
the
the
city
put
had
an
easement
through
hand
that
was
never
As,
I
understood,
recorded
I
can
send
you
copies
I'm
sure
you
can
miss,
but
it
was
a
news
article.
It
was
advertised
I
think
it's
doing
real.
Well,
too.
That's
how
long
that
that
I
would
go
that
pipe
and
all
was
put
through
there
and
subsequently
a
drainage,
easement,
a
sewage,
easement
and
I
would
say
easement.
G
Let
me
say:
pipes
I
mean
right,
pretty
big
pipes,
okay
and
there
was
a
portion
that
the
city
owned
and
these
people
applied
to
buy
it
in
the
city
sold
it
at
a
very
reasonable
price.
Yes,.
I
G
Because
they
had
a
the
objective
of
putting
a
second
dwelling
unit
behind
the
house
when
they
went
to
build
a
house,
the
eye
was
actually
laying
out
the
foundation
and
found
out
that
hey
man
there's
a
big
sewer
pipe
through
there
and
a
one
line
that
was
abandoned
and
then
a
city
drainage
that
ran
through
them.
So
when
they
bought
the
property
from
the
city,
they
didn't
hire
a
surveyor
to
survey
what
they
were
buying.
They
just
bought
a
piece
of
land.
G
Minute,
you
know
you
dig
down:
you're
gonna
hit
a
pressurized,
I,
think
eight
inch
up
sewer
line
down
and
then
CPW
got
back
evolved,
created
an
envelope,
use
their
service
at
no
cost
to
build
a
building
envelope
for
the
people.
G
People
then
had
to
adjust
their
building
plans
because
they
had
built
a
house
over
the
easement
over
the
pipe
and
now
I
had
to
move
it
back,
and
it
still
came
up
with
us
about
the
same
size
that
they
were
going
to
initially
build
just
a
little
bit
different
configuration
and
there's
an
easement
that
we
need
in.
G
And
you
heard
the
rest
said
last
city
council,
meeting
man,
she
thinks
it's
been
dragging
out
too
long
and
I
was
surprised
to
hear
that
I
thought
it
was
really
coming
to
the
end
and
I
didn't
realize
they
showed
up
with
an
attorney
to
the
meeting.
So
anyway,
that's
where
we
are
on
this,
but
CPW
is
working
with
him.
J
G
City
is
working
with
them
and
I
don't
really
see
what
anybody's,
taking
advantage
of
I
can
say
that.
I
And
just
to
dovetail
what
you're
saying
too
cws's
position
is,
even
if
they
had
done
a
survey
on
this,
the
the
pipes
in
the
ground,
it
was
so
old
that
it
a
40
or
60
year
search
would
not
have
produced.
That's.
G
I
A
copy
of
the
easement
Marine
notice
of
the
easement
so
by
getting
the
confirmatory
easement
we're
going
to
hope
to
hopefully
eliminate
that
potential
problem
going
forward
in
the
future.
I.
G
G
Well,
maybe
that's
why
it
didn't
get
recorded,
as
we
know
it
today,
but
just
like,
as
as
Copeland
said,
even
if
you
did
it,
I'm
title
search
going
back.
You'd
have
to
go
beyond
70
years,
right,
even
find
anything
but
anyway,
so
it.
G
On
purpose,
but
it
is
what
it
is,
you
got
a
Sioux
Line
down
in
a
drainage
line
that
you
don't
want
moved,
and
you
know
the
city
still
needs
it.
Cws
still
needs
where
they
are
now
and
and
thinking
they
worked
to
find
a
building
envelope
for
them
and
and
that's
the
solution
you
know
build
it
where
you
can,
but
I
think
CWS
is
ready
to
go
the
city's
ready
to
go,
but
now
I
guess
the
homeowners.
I
A
G
A
Aye,
you
guys
have
it
thank.
F
A
Looks
like
the
next
two
items
have
to
do
with
approvals
to
rescind
annexation
ordinances.
We
can
I
have
a
motion
to
take
on
items
d
and
e
together,
so
we'll
move,
I
moved
and
properly
seconded.
All
in
favor,
we've
seen
the
pie
by
saying
aye
aye
the
eyes.
Have
it
all
right,
I
thought
the
goal
around
here
was
to
Annex,
not
DNX,.
J
H
K
Okay,
nice,
so
we
got
a
little
overzealous
and
we
already
had
the
petition
in
from
these
folks
and
they'd
gotten
first
reading,
and
it
was
on
your
Council
agenda
of
October
25th
and
we
didn't
catch
that
it
was
up
for
second
and
final
reading
for
the
annexation
and
they
didn't
want
to
have
it
annexed
before
the
zoning
was
set.
K
We
had
already
had
it
set
for
the
zoning
to
come
to
Planning,
Commission,
November,
16th
and
then
on
to
you
all
in
December,
and
so
this
did
get
a
final
read
on
its
annexation,
and
so
after
Consulting
with
our
legal
folks
and
our
clerk,
it
was
determined
that
we
needed
to
rescind
that
initial
ordinance
and
then
start
the
process
again.
So
that's
the
supplemental
ordinance
in
item
e.
That
starts
it
again
and
will
hold
it
at
that.
K
First
read
as
we
go
through
until
the
zoning
catches
up
and
then
get
it
finalized,
they
still
want
to
Annex.
It
was
an
inadvertent
slip
up
that
we
gave
final
reading
and
they
want
to
keep
moving.
In
fact,
they
aren't
in
a
huge
hurry.
So
the
fact
that
this
is
delaying
it
a
little
bit
into
you
know
the
end
of
the
year
is
fine
with
them,
so
they
meet
them
being
the
applicants.
H
C
C
Approval
for
items
D
and
E,
if
we
haven't
done
that
already,
but
thank
you
thank
you.
A
G
A
Be
back,
we
still
got
it.
We
still
got
him
on
the
hook,
all
in
favor,
say
aye,
aye,
aye
the
eyes
have
it
and
to
leave.
On
a
positive
note,
let's
consider
a
couple
annexations
here.
J
A
A
G
Do
have
one
I
this
one
and
I
rode
over
to
the
Carl
Richardson
Park.
The
final
punch
out
is
being
done.
The
landscape
it
is
in
I
mean
it
is
absolutely
beautiful
Parks,
if
any
of
you
all
get
a
chance.
Of
course,
you
know
this.
It
gets
dark
now
early.
That's
the
only
part
about
daylight
saving
time.
Today,
the
car
Richardson
Park,
oh
yeah,
you're,
going
to
try
to
punch
out
all
the
pretty
much
all
the
Landscaping
is
in
I
mean
for
a
little
spit
of
land.
That
thing
is
absolutely.
A
A
That's
very
good,
very
good,
we'll
over
the
weekend,
I
had
a
friend
of
mine.
We
were
watching
the
game
together
and
he
told
me
that
his
sister
received
a
letter
from
the
city
of
Charleston,
letting
her
know
of
all
the
benefits
that
would
come
her
way
if
she
were
to
Annex
into
the
City
of
Charleston
all
right
and
he
had
some
questions.
A
She
had
some
questions
reached
out
to
our
and
I'm,
not
just
saying
this
Molly,
because
you're
on
the
zoom
call
I'm
not
trying
to
you,
know
butter
you
up
here,
but
within
less
than
12
hours,
I
had
a
document
showing
the
breakdown
of
the
cost.
You
know
tax
differential,
the
utility
differential
Etc
and
that's
just
great
service
all
around,
so
you
never
know
how
these
conversations
will
come
up,
but
we've
really
got
a
good
system
in
place
to
get
the
information
over
to
people,
so
they
can
make
the
best
decision
for
themselves.
A
So
just
wanted
to
remind
everybody
of
that
and
let's
just
keep
going
about
our
business
thanks
again
to
everybody.
Thank
you.
Thank.
G
You
one
little
last
tip
that
you
know
the
North
Bridge
Park.
You
know
what
a
docking
all
down
there.
It
was
a
little
16
year
old,
young
lady
who's,
a
junior
West
Ashley
high
that
approached
at
the
time,
Aubrey
Alexander
about
that
being
a
part
down
there
and
she
I
think
she
was
a
junior
at
Clemson
or
something
when
it
was
finished.
But
a
16
year
old
resident
said
hey,
you
know
we
ought
to
make
that
apart
and
now
it's
been
approved
for
all
to
enjoy.
So
believe
me,
citizens,
councilman,.
C
If
you
haven't
gone
out
there
on
a
on
a
Saturday
afternoon
or
a
Sunday,
it
really
is
fully
utilized
for
the
variety
of
folks
out
there,
and
it's
just
and
this
morning
there
was
a
crew
out
there.
Cleaning
it
up.
So
I
was
very
happy
to
see.
G
G
Thank
you
all
right,
well,
see
you
guys
at
in
about
an
hour
I
I.
