on
friday.
They
sort
of
gave
me
the
ropes
and
if
I
mess

license
agreement

ports
authority.
They
are
allowing
our
fire
department
to
use
a
portion
of
their
warehouses
for
rescue
equipment
storage,
it's
going
to
be
a
month

month,
agreement
and
there's
no
license
fee
or
rent
or
any
any
monetary.

no
funding
needed
for
this.

this
agreement.

this

all

this
is
a
home
that
was
developed
under
our
first
time,
home
ownership
initiative
and
the
client
who
purchased
it
initially
passed
away.
So
her
daughter
who's,
the
executor
of
her
state.
Her
estate
is
wanting
to
sell
the
property
to
the
city
of
charleston.
Normally
these
properties
are
sold
directly
to
another,
first-time
home
buyer.
In
the
case
of
this
particular
property,
there
are
some
items,
maintenance
items
that
need
to
be
handled
at
the
home,
and
you
may
see
in
the
rear
of
your
package.

These
properties
have
90-year
restrictive
covenants
with
two
10-year
restrictive
covenants
following
that,
and
I
would
just
point
out
to
the
real
estate
committee
on
page
two,
the
permanent
subsidy
that
is
referenced.
There
does
not
go
to
the
current
buyer
or
the
estate,
but
it
goes
to
the
subsequent
buyer
that
permanent
subsidy
remains
with
the
house
for
perpetuity.

This
is
just
another
one
of
the
things
we're
doing
for
affordable
housing
here
in
the
city
of
charleston,
big
and
small,
and
everything
in
between
councilman
shade.

passed

If
the
family
had
not
elected
to
come
back
to
the
city,

resell

have
been
what
would
have
happened
in
her
estate
with
this
property.

those
restrictive
covenants
would
remain,
they
don't
go
away
for
the
full
90
years
and
so
typically,
when
someone
passes
away,
we
are
notified,
and
so
we
contact
the
family
because
what
they
then
have
to
do
is
maintain
it
as
the
initial
purpose
and
if
they
don't,
then
we
begin
negotiations
with
them
to
determine
what
they,
what
actions
they
can
take
and
should
take,
and
then
we
go
from
there.

The
roof
had
been
leaking
for
years,
and
you
know
with
with
some
attention
it
it.
You
know
it
could
have
been
much
less
of
a
liability
when
it
came
back
to
us
now.
I
understand
in
this
case
we
got
the
proceeds.

Just
to
see
that
you
know
the
homeowner
is
at
least
doing
the
basic
fundamentals
that
the
roof
isn't
leaking
like
crazy,
or
something
like
that
and
and
have
in
addition
to
the
covenants,
to
remain
affordable,
that
there
be
some
kind
of
covenant
or
restriction
or
requirement
that
the
the
owner
may
maintain
some
some
basic
some
basics
about
the
the
property
and,
and
so
it
doesn't
go
to
hell,
go
to
pot.

Good
point
mayor-
and
we
do
actually
have
that
in
the
restrictive
covenants
that
they
are
supposed
to
mainly
maintain
these
properties
to
a
certain
level
and
both
of
these
cases
with
the
owners
dying
and
the
children
taking
over.
That
is
where
we've
run
into
difficulty.
What
we're
looking
at
for
our
new
builds,
I
think,
which
is
to
your
point,
we're
adding
a
small
provision
or
cost
whereby,
especially
with
our
land
trust
there
is.

There
is
additional
effort
that
can
be
taken
on
the
part
of
the
homeowner
part
of
the
city
to
make
sure
that
that
property
is
maintained.
Oh
there,
it
goes.
You
switch
so
we're
looking
at
that
now
for
our
juniper
street
property
and
the
subsequent
properties
that
we
build.
We've
learned
from
other
developers
across
the
united
states
that
there
are
options
or
opportunities
where
you.

times
there's
the
practical
nitty-gritty
that
goes
into
these
things,
that
we
got
to
make
sure
that
we're
learning
from
our
experiences
and
rolling
them
into
our
processes
moving
forward,

it
sounds

that's

we're
doing
so
great
work
all
around
on
that.

think
we've

think
I
got
about
a
10
minute
meeting
for
my
first
meeting.

Just
let
everybody
know,
seacoast
church
has
opened
a
warming,
shelter
west
of
the
ashley
at
their
facility.
You
know
it's.
The
old
food
line
store
right
at
17,
where
the
mark
clark
ends
temporarily
ends,
and
I
went
there
saturday
night
and,
and
they
really
have
a
an
incredibly
caring.
A
group
of
volunteers
and
great
facilities.

Word
still
needs
to
get
around
a
little
bit.
I
think
they've
only
been
taken
in
about
15
folks,
a
night,
but
they
were
so
thankful
and-
and
already
I
could
tell
there-
was
one
gentleman
that
had
been
there
now
for
two
or
three
nights
and
they
had
helped
him
find
a
job
and
trying
to
help
him
move
along
to
a
better
place.
So
so
they
really,
we
should
give
them
a
shout
out.

plan
to
do
so
at
a
council
meeting
coming
up
soon,
but
seacoast
church
is
doing
a
nice
job
west
ashley,
helping
to
provide
some
shelter.

And
the
city's
got
wonderful
resources
to
the
homeless
population
in
the
city
that
goes
beyond
just
the
warming
resources,
and
it's
just
resources
are
there
and
we're
doing
everything
we
can
to
help
connect
everybody.
I'm
dealing
with
an
issue
right
now
in
my
district,
and
we've
got
a
lot
of
city
staff
hard
at
work
on
helping
to
solve
some
of
those
issues
and
I'll
give
you
a
quick
little
anecdote
that
stuck
with
me
for
a
while
last
year,
my
wife
and
I
volunteered
it.

Of
these
nights
and-
and
you
know,
there's
this
common
sense
perception
of
who
homeless
people
are
right
and
I'll,
never
forget.
So
many
of
the
people
that
came
in
that
evening
that
we
checked
in
were
wearing
work,
clothes
and
work
boots.
They
were
coming
off
of
construction
sites
and
doing
other
kinds
of
work
in
the
community.
These
are
people
that
are
working
all
day
and
don't
have
a
place
to
live.
So
I
mean
it's:
it's
not
the
normal.
You
know
stereotypes,
there's
a
lot
of
different
people
that
unfortunately
fall
into
these.
