Description
City of Charleston Committee on Real Estate 9/8/2020
A
Get
to
return
the
favor
and
call
on
you
to
lead
us
in
an
invocation
or
prayer
or
moment
of
silence.
Whatever
is
your
preference.
A
B
B
We
also
pray
for
our
leaders
to
begin
to
set
up
the
distribution
system
when
a
vaccine
is
discovered.
B
A
Thank
you
very
much.
Wonderful,
thank
you
for
the
publication,
all
right
about
a
personal
preference
privilege
to
other
council
members
that
the
mayor
and
councilmember
de
chapo
and
councilmember
waring
and
myself,
along
with
our
clerk
of
court
julie,
armstrong,
were
present
a
week
ago
last
sunday
for
the
rededication
of
the
cathedral,
saint
john,
the
baptist.
A
So
you
had
the
catholic
contingent
of
city
council
present
at
the
church,
and
it
was
a
completion
of
the
of
the
cathedral
when
it
was
restored
from
the
early
1900s
and
the
building
had
never
been
completely
painted
inside
bishop
thompson
did
a
beautiful
renovation
project
about
25
years
or
so
ago,
with
some
painting
that
if
you
have
an
opportunity
and
buy
the
corner
abroad
on
the
grease
street,
I
would
certainly
encourage
you
to
see
the
it
really
is
the
fitting
of
the
city
honestly,
historical
contents,
that
we,
we
call
ourselves
a
holy
city
for
a
reason-
and
I
think
this
is
sort
of
one
of
the
missing
puzzles
of
that
and
started
to
diverge
a
little
bit
but
councilmember
wearing's,
biblication
kind
of
moved
me
in
that
direction.
A
So
thank
you
for
allowing
me
to
go
through
that.
So
the
first
item
of
business
is
approval
minutes
of
august.
The
17th
2020..
Is
there
a
motion
to
serve
approval?
Second,
second,
all
of
those
in
favor
say
aye
aye.
A
C
Chairman
shade,
I'm
happy
to
you
know
if
there
are
any
specific
questions
about
the
sublease,
I'm
happy
to
address
them,
but
we
are
paying
the
monthly
rent
amount
that
charleston
county
is
under
under
a
master
lease
agreement
with
musc
in
the
space.
Both
parties
have
agreed
to
let
us
sublease
it
for
as
long
as
needed
and
it's
a
month
to
month.
So
we
just
need
to
give
them
30
days
notice.
Once
our
fire
station
8
is
repaired
and
we
can
be
back
into
our
space.
A
A
Okay,
so,
second,
second,
second,
any
further
discussion.
D
I
just
had
one
question
ms
bail
or
someone:
is
there
going
to
be
like
a
co-located
use
with
the
county,
or
are
they
vacating
in
order
for
us
to
use
it.
C
So
councilmember
jackson,
they
are
to
answer
your
question.
They
it
will
be
a
co-use
space
in
the
event
of
a
hurricane
or
some
other
emergency
situation
where
they
may
need
the
space,
but
on
an
ongoing
basis.
It
will
just
be
in
use
by
our
firefighters.
A
I
will
note
that
yesterday.
E
I
was
just
doing
a
note
that,
with
fire
station
6
on
canon
street
under
complete
renovation,
and
then
the
proposed
renovation
of
fire
station
8
on
eugene
street,
which
requires
some
immediate
evacuation
in
order
to
investigate
a
a
problem
with
the
roof.
We
we
really
need
this
for
flexibility
right
now,.
A
Yeah
and
I
I've
I've
talked
with
chief
curry
about
this
and
and
jason
about
the
status
of
those
two
fire
stations,
and
I
think
charleston
station
number
eight
was
sort
of
a
surprise
to
all
of
us.
I'm
grateful
we
have
this
opportunity.
This
is
not
too
far
from
the
physical
location
of
ug
street.
It's
still
within
the
service
geography
perimeter,
so
we're
fortunate
to
have
this,
and
the
pricing
is
very,
very
reasonable
to
me
overall
and
it
comes
with
the
parking
spaces.
A
So
unless
there's
any
further
discussion,
I
appreciate
the
accounting
in
american
university
working
with
us
on
this
good
partners
to
have
always
I'll
take
a
vote.
All
those
in
favor
of
recommending
this
to
full
council.
Please
say
by
saying
hi
hi
any
opposed
the
eyes.
Have
it
very
good
all
right,
and
then
we
have
a
proposed
annexation
in
councilmember
williams,
district
council.
A
All
right,
you
know
what
councilman
rappel
you've
about
to
be
slowly
overtaking,
get
it
back
on
your
horse
on
this
friend.
C
A
All
right,
I
will
take
that
as
a
motion
in
a
second
and
he
throw
the
discussion
on
accepting
the
annexation
of
1569
north
pine
bar
claim
signify
by
saying
aye,
aye
aye,
very
good,
any
opposed
the
the
eyes
have
it
well.
A
A
There
any
other
business
we
needed
to
contemplate
or
take
out
for
further.
By
the
way
I
did
have
a
conversation
with
both
our
planning
department,
director,
mr
lindsey
and
mandy
herring.
I
had
asked
for
some
updated
report
on
an
archaeology
of
ordnance,
study
and
annexation.
Stuff
they've
asked
for
us
they're
looking
into
it.
A
For
me,
we
had
a
very
good
discussion
with
both
of
them
about
that,
but
I've
agreed
to
sort
of
pun
on
that
until
the
october
meeting
to
give
them
a
chance
to
catch
up
with
some
other
business
they
needed
to
do
and
look
into
both
of
those
requests.
So
they
have
not
we're
not
ignoring
those
two
items.
I've
asked
about
so
hopefully
we'll
get
a
report
in
the
early
part
of
october
from
those
two
requests.
B
Mr
chairman,
yes,
sir,
oh
yes,
I
swear.
I
just
wanted
to
follow
up
on
what
you
said
about
the
cathedral.
I
I
know
a
lot
of
times.
We
passed
a
lot
of
these
old
buildings
in
town
and
stuff,
but
if
you
do
get
a
chance
to
look
in,
please
look
you
know.
Councilman
shahid
is
correct.
B
I
mean
you
talk
about
absolutely
beautiful,
it's
absolutely
beautiful
inside
that
cathedral
about
20
or
more
years
ago
don
and
I
happened
to
be
in
savannah
when
they
opened
up
the
cathedral
in
savannah
and
because
it
went
inside
it
was
beautiful.
I
remember
coming
out
saying
how
come
savannah's
head
has
a
cathedral
that
looks
so
so
wonderfully,
and
you
know
I
always
look
well.
Let's
put
it
like
this.
B
It
didn't
look
like
that
when
I
came
out
of
there,
the
previous
sunday
I
I
spoke,
mr
mayor
to
the
bishop,
and
I
told
him
the
same
scenario.
I
said
well
I'll,
tell
you
what
I
don't
feel
like
that
anymore.
I
don't
feel
like
savannah.
Has
us
beat
on
the
cathedral
there
versus
owl's
hand,
it's
absolutely
wonderful,
be
a
tourist
on
your
own
town
and
go
take
a
look.
A
I
will
recognize
jackson.
I
just
wanted
to
comment.
That
name
doesn't
like
me
to
make
these
remarks
about
him
and
I,
but
we
were
in
kindergarten
together
at
the
cathedral
back
when
they
have
a
convent
on
the
back
of
the
building,
and
I
have
in
my
house
an
old
black
and
white
photograph
of
the
mayor
and
I
for
the
may
day
celebration
of
the
blessed
mother
and
in
may,
and
he
and
I
are
one
of
the
few
people
wearing
a
suit.
A
Our
mothers
have
dressed
us
all
up
in
the
heat
of
charleston,
and
here
we
are
a
forerunner,
perhaps
the
things
that
come
with
him
being
mayor
of
me
on
city
council,
but
our
roots
go
that
far
back
to
kindergarten
day,
so
councilmember
jackson,
yes
ma'am.
D
Thank
you.
Well,
I'm
on
record.
The
cathedral
is
one
of
my
favorite
tourist
stops
when
I
bring
people
into
town
first,
I
take
them
to
peter
dimitri
park,
so
they
can
see
all
of
charleston
from
the
harbor
from.
B
D
D
I
I
know
that
it
would
be
a
little
bit
irregular
for
the
real
estate
committee
to
hear
about
the
details
of
laurel
island
as
a
land
use
decision
that
we're
all
going
to
make,
but
I,
but
I'm
thinking
of
in
terms
of
the
the
normal
checklist
that
we
get
for
annexations
about
how
we
can
accommodate
the
infrastructure
and
the
services
and
everything
that
a
you
know,
an
annexation
property
would
require
of
us.
This
is
not
an
annexation,
but
it
is
an
amazingly
you
know
new
use
for
that
part
of
the
peninsula.
D
So
I
couldn't
think
of
another
committee.
Maybe
public
works
would
be
an
even
better
committee
to
have
laurel
island
as
a
little
stop
along
the
way
before
we
put
it
into
first
reading
for
an
adoption
of
the
pud,
but
it
just
occurred
to
me.
I
thought
maybe
it
would
be
good
to
have
that
kind
of
more
a
closer
look
at
the
details
of
laurel
island
from
the
support
that
the
city
is
going
to
have
to
have
over
time.
A
E
You
know
that
that
was
a
good
opportunity
to
to
discuss
in
more
detail,
and
I
thought
we
kind
of
did
to
be
honest
with
you
yeah.
I
thought
so.
B
D
I
would,
I
would
guess
I
would
just
say:
mini
development
is
sort
of
out
of
the
mainstream
of
normal
committees.
In
terms
of
you
know
the
public
paying
attention
to
our
our
full
slate
of
agenda.
I'm
not
you
know
dedicated
to
this.
It
just
occurred
to
me
that
it
might
be
a
good
way
of
focusing
on
all
the
things
that
the
city
will
be
responsible
for
over
the
long
term
compared
to
a
laurel
island.
You
know
neighborhood
association
and
all
the
things
that
they
will
be
taking
on
as
far
as
long-term
sustainable
support.
B
Well,
if
you
looked
at
it
from
their
standpoint,
it's
a
whole
lot
closer
than
daniel
allen
was
to
the
peninsula
charleston,
even
at
the
time
daniel
allen
was
being
developed.
B
Now,
of
course,
daniel
island
has
all
the
support
systems
there,
but
you
know
fire
stations
and
police,
policing
and
even
sanitation
were
that
was
a
big
challenge
for
daniel
island.
Given
the
you
know,
there's
no
shortcut
getting
to
daniel
island,
whereas
laurel
island,
once
you
know,
once
the
infrastructure
is
put
in
place
for
ingress
and
egress,
I
would
think
the
city
is
going
to
be
able
to
service
that
a
lot
easier
did.
It
did
very
successfully,
I
should
say,
with
daniel
holland.
D
I
mean
I'm
suggesting
that
we
will.
I
I
think
it
would
be
good
to
put
that
out
there,
and
maybe
we
can
just
do
that.
You
know
as
the
is
being
discussed
at
the
council
level,
so
I
I
know
that
you
know
with
all
the
news
and
the
shortfalls
of
of
how
we're
needing
to
make
up
for
some
lost
time
or
lost.
You
know.
D
Maybe
it
was
just
we
didn't
have
the
science
we
didn't
expect
to
have
the
kinds
of
considerations
that
we
have
now,
as
as
stewards
of
the
whole
municipality
that
it
would
be
a
a
good
news,
a
bit
of
conversation
to
let
the
public
hear
that
you
know.
We
do
feel
confident
that
we
can
support
this
community
like
that
over
time.
E
Well,
well,
let
me
add:
councilman
jackson,
that's
a
little
unique
about
laurel
island
and
the
tax
increment
finance
district
that
they're
in
which
would
help
support
the
reimbursement
to
the
developer
for
infrastructure
costs,
which
is
unlike
what
the
city
has
done
in.
B
E
Past
in
in
essence,
the
the
developer
will
have
to
make
those
investments
that
the
city
would
normally
have
paid
for
and
then,
if
the
development
is
successful
and
they
do
generate
the
tax
income,
then
then
they'll
be
eligible
for
reimbursement,
but
if
they
don't,
then
they
don't
and
they'll
just
have
lost
their
money
putting
in
the
infrastructure
and
it
won't
come
at
a
cost
to
the
city
so
in
in
the
meantime
we'll
be
you
know,
we
will
be
building
some
tax
base
and
all
like
that,
yeah
we'll
have
to
provide
regular
daily
services
like
to
get
enough
people
over
there.
E
We
got
to
send
a
trash
truck
over
there
to
pick
up
trash,
but
you
know
they
would
have
built
the
road
they
would
have.
You
know
put
those
hard
dollars,
big
dollar
investments
in
on
their
own
up
front.
So
to
tell
you
the
truth,
I
I
feel
like
we.
We
have
a
pretty
good
deal
in
that
sense.
D
Again,
I'm
not
saying
that
we
don't
mayor,
I
I
think
it
would
be
comforting
to
the
public
to
know
all
this
stuff
that
is
on
the
top
of
your
head.
That's
why
maybe
it
would
be
on
an
agenda.
The
whatever
committee
would
work
best
and
and
give
give
people
watching
in
you
know
when
they
see
laurel
island,
it's
probably
going
to
generate
some
interest,
and-
and
I
do
it's
more
of
a
good
news
story-
there's
no
question,
but
most.
F
D
E
Well,
well,
we
will
have
the
opportunity
at
city
council
when
it
comes
to
a
public
hearing,
and
you
know
we
we
could
handle
it.
There.
B
What
well
one
of
one
other
thing,
mr
mr
chairman,
councilwoman?
Actually
we
should
some
of
those
same
points
that
you're
asking
about
and
the
myth
illustrated.
Maybe
we
can
do
a
better
job
on
our
website
description
of
laurel
island
when
you
go
to
the
city
website
and
pull
it
up.
Some
of
those
points
that
the
mayor
just
illustrated
should
be
a
part
of
that,
hopefully
explanation
for
somebody
who's.
You
know
pulling
it
up
and
wanting
to
see
what
is
this
about?
A
So
I
just
don't
know
if
that's
would
fall
into
our
purview
and
I
I
think
councilwoman
jackson,
I
hear
you
I
mean
I
think
it's
a
valid
point
that
you're
raising,
so
I
think,
probably
the
discourse
in
front
of
full
council
at
some
point,
if
you
want
to
put
it
on
the
communication
part
I
think
would
be
the
best
part
to
start
with
and
then
let's
let
full
council
chew
on
that
a
little
bit
and
see
where
that
leads
us.
So
I
mean
I
hate.
A
D
A
A
Yes,
sir,
well,
I
I
hope
so
I've
been
in
contact
with
mr
carrich
and
I'll
I'm
gonna.
When
I
finish
this
meeting
I'll
hang
up,
I
had
a
conversation
with
the
project
earlier
and
I'm
he's
a
little
concerned
about
his
ability
to
do
zoom
meetings,
so
I
hope
I
hope
he's
on.
F
A
D
A
I'm
going
to
adjourn
on
a
meeting,
so
we
can
hop
into
our
three
or
five
meetings
with
councilman
we're
wearing
being
our
chair
on
public
utility,
so
seeing
no
other
business.
This
meeting
is
hereby
adjourned.
Thank.
