Description
City of Charleston Committee on Real Estate 12/6/2021
A
B
We're
live
all
right,
I'm
going
to
call
to
order
the
december
6
2021
meeting
of
the
real
estate
committee
and
ask
that
council
member
jackson
leave
this
either
in
a
moment
of
silence
or
an
invocation.
Please
all
right!
Please.
C
Bow
your
heads,
our
heavenly
father.
We
ask
that
you
continue
to
be
with
us
as
we
represent
the
city
of
charleston's
real
estate
business.
We
know
that
there
are
many
well-served
purposes
that
we
are
privileged
to
contribute
our
decision-making
on
behalf
of
your
will,
and
we
ask
that
that
continue
today
in
your
name,
we
pray,
amen.
D
B
We
just
got
through
the
invocation
so
far,
so
our
next
order
of
business
approval
of
the
november
22nd.
B
All
those
in
favor
say
the
file
by
saying
aye,
aye
all
right
item
a
is
a
request:
approval
of
a
resolution
to
authorize
the
mayor
to
execute
a
letter
to
charleston
county
agreeing
to
the
dedication
of
a
50-foot
right-of-way,
the
property
owned
by
mr
victor
millions.
Junior.
Our
wonderful
legal
mind
is
on
this
our
call,
ms
copeland.
E
Good
afternoon
good
afternoon,
everyone
thank
you,
so
I'm
gonna
go
ahead
and
try
to
share
screen.
This
is
always
scary.
D
E
Not
yet
there,
okay,
all
right
so
right
here!
This
is
maybank
road.
This
project
was
in
front
of
us
a
few
months
ago
for
a
similar
request.
This
is
in
the
county,
and
the
county
requires
the
interconnectivity
of
inside
streets
and
so
part
of
the
deal
with
them
getting
or
acquiring
the
permit
is
to
get
an
assurance
from
the
city
that
they
will
accept
the
roads
that
they
build
once
they
are
properly
built
out.
E
This
road
has
already
been
addressed
in
a
prior
vote
by
council.
It
would
be
this
t
right
here
and
so
far
as
part
of
the
plan.
This
section
will
connect
to
this
commercial
piece
right
here
and
go
back
out
onto
maybank,
and
this
will
just
be
a
stub
out
for
future
connectivity
down
the
line
that
hasn't
that
doesn't
have
a
formal
plan.
Yet,
but
that's
what
this
is
addressing.
E
Yes,
sir,
and
it
will
remain
in
the
county,
I
believe,
but
as
part
of
the
county
approval,
they
want
assurances
that
the
city
will
accept
and
maintain
the
roads.
B
D
Dance
right
now
go
ahead,
guys!
Thank
you,
mr
chairman.
They
have
a
question,
probably
is
going
to
be
in
the
county
right
and
the
rules
going
to
be
built
by
the
developer.
E
D
I'm
just
curious:
why
wouldn't
the
county
want
to
keep
the
rules
since
the
public
sense
of
the
property's
being
developed
in
the
camp.
E
B
D
D
It
was
almost
saying
to
me
that
the
county
would
keep
that.
You
know
the.
D
Get
the
money
from
the
state
for
the
roads
and
stuff,
not
us,
I'm
just
wondering
if
we
signed
it
on
unintentionally
to
something
well
anyway,
let
me
hear
from
some
other
people
on
this
one.
C
I
I
have
the
same
train
of
thought:
councilmember
wearing
I
I
I've.
Never
I
mean
I've
been
on
an
office,
a
whole
lot
shorter
time
than
you
have,
but
I
this
doesn't
sound
like
anything.
I
remember,
and
I
mean
it
maybe
there
is
an
anticipation
that
down
the
road.
This
whole
property
is
going
to
be
joined
with
some
others
and
annexed
into
the
city,
but
then
wouldn't
it
make
sense
to
do
the
road
annexation
at
the
same
time
and
agree
to
this
kind
of
encroachment
maintenance.
C
I
I
don't
know
to
me
having
tried
to
serve
my
best,
the
citizens
of
all
of
james
island
across
the
jurisdictions
and
it's
it's.
It's
not
easy
to
have
to
negotiate
all
of
those
different
levels
of
you
know,
responsibility
and
authority
and
funding,
and
all
of
that.
So
this
doesn't
really
make
sense
to
me.
E
I
don't
know
the
answer
to
that:
either
the
drainage
was
never
brought
up.
This
was
just
a
county
requirement
as
far
as
accepting
dedication
of
the
road,
but
we
can
find
these
answers
if
you,
if
you
want
to
defer
this.
D
So
I
think,
if
we're
gonna,
how
do
we
know
we're
not
taking
on
a
drainage
problem
that
we
could,
through
our
design
right
help
eliminate.
B
B
And
I
made
a
motion
for
the
firm
yeah,
so
I'm
just
making
sure
we'll
follow
the
procedure.
You
were
drawing
your
motion
for
approval
and
now
made
a
motion
to
defer
encounter
with
jackson,
you've
seconded
that
motion
to
defer.
B
The
second
all
right
so
now
on
the
floor
is
a
motion
for
deferral.
Any
further
discussion,
cnn,
all
those
in
favor
of
referring
this
into
the
next
meeting,
signify
by
saying
aye,
aye,
aye,
okay,
and
he
knows
eyes
hat
so
miss
copeland.
If
you
got
a
little
bit
of
homework
for
us
to
tackle,
to
give
us
some
answers
as
to
the
the
uniqueness
of
this
situation,
so.
B
B
F
F
So
this
property
we've
discussed
a
few
months
ago
and
you
asked
for
us
to
come
back
and
present
a
sales
contract
for
the
property,
just
refresh
your
memory.
This
is
a
property
that
the
city
received
an
approval
and
an
application
for
a
greenball
grant,
for
it
I'd
be
happy
to
to
backtrack
through
the
information
we've
already
discussed
on
it,
but
the
contract
does
have
a
purchase
price
that
we
did.
We
spoke
about
previously.
F
It's
eight
hundred
thousand
dollars
the
green
belt
grant
application
was
approved
for
five
hundred
thousand
dollars
towards
that
purchase
price.
If
the
current
property
owner
did
not
retain
a
life
estate
interest
in
the
parcel-
and
you
may
remember
that-
was
kind
of
one
of
our
holdups
and
trying
to
negotiate
the
terms
of
this
contract.
F
So
the
property
owner
has
come
back
and
he
is
only
willing
to
move
forward
with
the
sale
if
he
does
retain
a
life
and
like
the
state
interest
in
the
parcel,
so
that
has
reduced
the
amount
of
our
greenbelt
grant
award
to
480
thousand
dollars.
We
put
towards
the
purchase
price
and,
as
with
all
of
our
other
greenball
grants,
we
have
been
awarded
up
to
forty
two
thousand
dollars
to
cover
due
diligence
costs
and
closing
costs.
A
F
Yes,
sir,
that's
correct,
it
is
and
actually
where
the
residence
is
located.
I
don't
know
if
jason
kronsberg
is
on
here
or
not,
but
I
know
he's
been
out
to
see
the
property
multiple
times
and
I
don't
think
that
he
anticipates
him
remaining
in
the
residence
to
get
in
the
way
of
being
able
to.
You
know,
operate
the
park
over
the
next
next
couple
of
years.
A
F
Where
the
residence
is
located,
we
actually
will
be
able
to
sense
it
off,
probably
pretty
pretty
easily
one
of
the
terms
and
contingencies
in
the
contract
is
for
us
to
get
a
survey
completed.
So
we
can,
you
know,
stake
out
that
life
insurance,
like
the
state
portion
of
the
property,
to
our
satisfaction
into
the
property,
current
property
under
satisfaction
as
well
right.
B
B
A
Happy
to
try
played
it
out
pretty
well
so
that
the
life
estate,
as
the
mayor
indicated,
is
for
the
area
just
around
mr
griffith's
home,
so
the
city
will
take
ownership
of
the
property
and
once
a
project
is
developed
and
funded
through
the
capital
program.
A
That's
when
access
would
begin
for
this
location
as
a
park.
That
would
take
some
some
work
before
it
becomes
a
park.
B
B
C
Yeah,
I'm
just
curious.
You,
you
said
later,
I
think
you're,
the
one
that
told
us
that
the
life
estate
or
the
property,
that's
that
will
be
granted
as
a
life
estate
to
the
current
owner,
is
going
to
be
planted
by
a
surveyor
before
we
would
close
correct,
correct.
D
C
F
That's
that's
an
excellent
question.
Jason
and
I
actually
went
out
and
walked
what
we
we
envisioned
the
boundary
line
to
be
and
the
property
owners
with
us
and
seems
content
with
that.
It's
jason,
please
correct
me
if
I'm
wrong,
but
I
think
it
will
be
moving.
He
does
have
a
fence
currently
around
his
home
right
now
and
I
think
it's
going
to
be
moving
that
fence.
F
That's
currently
there
back
about
40
feet
and
he
acknowledged
and
understood
that,
and
so
we'll
work
closely
with
the
surveyor
on
the
very
front
end
of
the
due
diligence
just
to
make
sure
that
we're
on
the
same
page
and
that
he's
approved
that
early
on
in
the
process.
A
That's
correct,
and
the
interesting
thing
is
that,
where
the
life
estate
is
is
bordered
by
water
on
three
sides,
so
it's
a
pretty
logical
location
of
what
the
life
of
state
becomes.
D
C
A
We
don't
have
any
existing
property
immediately
adjacent
to
this
one
that
was,
that
was
the
ross
track.
You
may
be:
oh
okay,
yeah,
which
is
down
by
john's
island
park,
so
same
area
same
island
just
a
little
bit
a
little
bit
different
location.
Well,.
B
D
B
D
B
D
F
Council
and
council
members,
and
just
to
clarify
to
the
way
that
this
will
be
set
up,
is
upon
mr
griffiths,
the
current
property
owner
upon
his
death.
The
the
remaining
life
estate
portion
will
revert
back
to
the
city
and
he
doesn't
have
the
the
right
to
mortgage,
sell
or
lease
it.
So
we're
protected
great.
B
F
B
Not
seen
any
all
those
in
favor
of
approving
items,
b
and
c
signify
by
saying
aye
aye
any
days
eyes
have
it.
The
last
item
on
our
agenda
is
a
annexation
at
1851
old
folly,
road
council
member
jackson's
district
council
district
12.
Mr
morgan,
we
can
you
tell
us
about
this,
sir.
G
You
meet,
mr
chairman,
so
this
property
is
just
off
folly:
road,
it's
actually
fronting
on
old
folly
road,
which
is
a
the
the
location
where
folly
road
used
to
be
before
it
was
upgraded
in
the
50s
60s.
G
It
is
adjacent
to
the
city
city
limits
on
three
sides,
and
it
would
be
part
of
a
new
planned
unit
development
that
would
be
a
very
low
density,
no
more
than
two
units,
an
acre
development
with
some
house
sites
on
it
and
a
small
in
and
that
pud
will
be
coming
before
you
all
soon.
But
this
is
to
get
the
ball
rolling
by
getting
the
annexation
underway
for
this
small
portion
of
it
and
the
the
remainder
of
the
area
that
would
be
in
the
pud
will
be
larger
and
it's
already
in
the
city.
B
Yeah,
when
you
were
talking
about
pods
and
stuff,
I
saw
less
than
an
acre
wait,
a
minute
that
sounds
kind
of
ambitious
which
you
were
talking
about.
So
I'm
glad
you
clarified
that
from
the
australian,
absolutely
all
right,
I'll,
entertain
a
motion
to
approve
item
d,
the
annexation.
C
Thank
you
if
I
weren't
a
short
timer
I'd,
probably
be
waiting
to
say
these
things
when
the
pud
comes
in
front
of
you,
but
I
I
have
been
working
with
the
neighborhood.
This
is
the
b
field
community,
formerly
known
as
the
battery
island
neighborhood
association
that
surrounds
this.
This
particular
property,
as
well
as
the
I
think,
almost
like
seven
acres
right,
christopher
that
will
be
added
to
this
property
to
be
presented
as
a
planned
unit
development
for
zoning.
C
I
I
would
just
like
for
the
record
and
I'll
probably
say
this
again
tomorrow
night,
because
I
think
it's
continuing
to
be
very
important
to
the
future
of
james
island
and
the
way
that
we
think
about
protective
development.
Zoning,
and
all
of
that
that
I
would
call
your
attention
to
the
annexation
profile
specifically
to
the
elevation
range
five
to
ten
feet
in
our
categories
of
zero
to
six
up
to
ten
and
then
and
then
more
high
ground
above
ten.
C
So
I
I'm
I'm
pretty
proud
as
too
strong
a
word,
but
I'm
I'm
pretty
pleased
that
we
were
able
to
work
well
with
the
developer
and
the
the
team.
C
I
introduced
him
to
one
of
the
water,
land
and
water
engineers
who
I
have
high
regard
for
in
our
region,
who
is
doing
the
kind
of
land
use,
planning
and
civil
engineering
that
you
know
basically
has
become
sort
of
the
hallmark
of
our
dutch
dialogues
and
now
our
land
and
analysis,
part
of
our
city
plan-
and
I
I
basically
you
know
was-
was
very
firm.
C
If
you
look
at
that
little
intersection,
the
old
folly
beach
road,
basically
now
dead,
ends
right
there
at
battery
island.
If
you
walk
down
there,
there's
there's
like
a
barrier
that
you
can't,
you
know,
drive
any
farther
because
it,
the
beach
road,
is
literally
a
cool
causeway.
That
goes
all
the
way
down
to
needle
grass
and
could
go
on
to
solid
green.
C
So
I
have
high
hopes
that
this
can,
you
know,
be
more
of
a
pedestrian
friendly
development
down
the
road,
but
it's
definitely
the
the
location
is
something
that
needs
to
be
protected,
and
I
do
think
that
this
is
going
to
be
a
hopefully
a
model
for
how
we
can
not
stop
development
in
a
place
like
this
watershed
area
of
james,
island
and
john's
island,
and
you
know
outer
west
ashley
and
all
the
places
that
we
are
have
been
studying
over
the
last
few
years.
C
But
to
make
this
a
model
for
letting
developers
you
know
have
have
a
a
highest
and
best
use
of
the
land
that
still
works
with
our
overall
comprehensive
planning.
So
that's
that's
my
my
major
soapbox.
The
other
item
on
here
is
just
something
else
that
the
mayor
knows:
I'm
learning
about
and
feeling
pretty
strongly
about
too,
for
areas
that
are
connected
to
african-american
settlement
communities,
which
is
the
b
field
community.
C
C
So
I
think
those
two
intersections
are
very
important
for
us,
as
we,
you
know,
get
serious
about
living
into
our
city
plan
and,
more,
as
importantly,
taking
advantage
of,
hopefully,
some
infrastructure
and
resources
that
are
going
to
be
available
to
these
communities
as
well
as
other
undeveloped
areas.
This
this
area
is
a
checkerboard
of
connections
to
sewer
no
sewer,
no,
no
public
water,
and
so
I
think
I
would
hope
that
my
colleagues
will
continue
to
pay
attention
to
those
conditions
as
well
when
you
allow
development
to
take
place.
B
Thank
you,
ma'am
all
right,
I'll
call
the
question
all
those
in
favor
of
approving
this
annexation
signify
by
saying
aye,
aye
aye
any
opposed
hi
all
right.
The
irs
happened
all
right.
Thank
you
very
much.
I
think
that
concludes
our
business
for
the
day
and
I
will
see
a
good
number
of
you
happy
folks
in
the
next
five
minutes.
All.
