a
few
of
our
colleagues,
but
given
the
fact
that
we've
got
a
public
works
and
utilities
committee
meeting

ahead
and
get
started.
We
do
have
a
quorum

Councilman

has
been
very
kind
in
accepting
an
invocation
delegation
for
myself
today.

keeping

mind
our
brothers

sisters
in
ukraine
who
are
suffering
who
have
been
experiencing
such
a
terrible
time
with
the
brutality
of
the
invasion
by
another

want

prayers

remember
our
first

space

multi-family
residential

of
that
they

burying
underground

bearing

overhead

underground

conjunction

dominion
is
going
to
create
a
loop
system
for
this
entire
block
right
here,
which
is
allows
power
to
come
in
from
two
directions.

is
a
resolution
authorizing
514
870
of
the
city
of
charleston's
urban
greenbelt
funds
to
provide
a
conservation
easement
for
the
oakville
track.
Who's
got
the
pleasure
of
explaining
a
little
background
on
this
one.

So
this
goes
to
a
resolution
that
city
council
approved
and
I
don't
have
the
date-
my
apologies
to
support
the
green
belt
application
by
the
lowcountry
land,
trust
to
secure
conservation
easement
on
the
oakville
track,
which
is
now
owned
by
the
aviation
authority.

So,
subsequent
to
that
resolution,
the
land
trust
secured
a
state
bank
grant
of
500
000
to
match
the
other
portion
that
the
land
trust
asked
the
green
belt.
For
so
it's
a
total
of
a
million
dollars
for
the
conservation
easement.
That
then,
takes
all
the
development
rights
away
from
the
portion
of
land
known
as
oakville,
which
was
slated
for
a
residential
development,
and
so
this
is
a
conservationism
easement
in
perpetuity
on
aviation
authority.

for

Perhaps
so
is
this
that
land
that
was
part
of
a
larger
track,
jason
that
when
there's
an
existing
subdivision
and
is
this
sort
of
like
a
buffer
between
that
subdivision
and
that
neighborhood
and
in
the
airport.

there's,
there's
a
few
residential
properties
in
that
area.
The
landowners
have
one
and
there's
a
few
others,
but
this
is
land
that
was
formerly
going
to
be
developed
and
I
think
240
or
so
lots
and
the
dutch
dialogues
process
recommended
against
it,
and
so
the
aviation
authority
came
in
purchased
the
land
and
working
with
the
land
trust
to
secure
conservation
easement
on
that
portion
of
the
aviation
authority's
land
to
eliminate
that
development
potential.
So
it's
not
part
of
any
other
development.

a
piece
of
land
that
had
zoning
rights
and
again
I
think
it
was
up
to
240
home
sites
and
it
was
all
land
that
was
again
not
recommended
through
the
dutch
dialogues
to
be
developed
based
on
its
elevation.

That's
request
so
the
the
resolution
that
was
formerly
approved
by
city
council
was
just
for
the
to
support
the
land
trust
application
to
the
green
belt
for
funding.
It
did
not
identify
a
specific
dollar
amount.
So
when
the
land
trust
came
back
to
the
green
belt,
then
the
514
thousand
dollar
ask
to
match
the
state
conservation
bank's
funding
of
five
hundred
thousand
dollars
for
a
total
of
million.
One
million
dollar
conservation
easement
to
be
paid
to
the
aviation
authority
got.

So,
mr
chairman
and
my
colleagues,
there
are
multiple
good
reasons
to
support
this,
one
of
which
is
to
create
that
buffer
along
the
airport
on
john's
island,
which
the
airport
authority
does
have
plans
over
time
to
expand,
as
you
know,
we're
adding
a
little
economic
development
out
there
on
the
on
the
other
side
of
the
airport.

With
with
our
friends
from
qatar,
but
as
councilmember
shade
pointed
out
there,
there
was
a
proposed
development
for
for
most
of
the
site
and
then,
if
you
look
at
our
recommendations
in
our
master
plan,
just
looking
at
elevation
and
future
development
and
the
dutch
dialogue
review,
as
jason
mentioned
this
property,
clearly
it
falls
into
that
category
that
you
know
once
we
catch
up
and
get
our
zoning
in
sync,
with
our
comprehensive
plan
amended,
you
wouldn't
want
to
be
developing
this
site.

It's
it's
very
low,
it's
subject
to
flooding,
it
can
have
an
impact
on
the
overall
drainage
basin
and
then
it
was
appropriate
because
most
of
the
property,
I
think,
90
of
the
property,
if
I'm
not
mistaken,
jason
is
actually
in
the
city
of
charleston,
and
so
you
know,
my
initial
inclination
was
was
to
see
if
the
county
rural
funds
would
be
applicable
to
this.
But
in
fact
most
of
most
of
the
property
is
in
the
city
of
charleston.

So
anyway,
you
add
all
that
up
together
and
I
know
the
seats
into
our
green
belt
funding
a
little
bit,
but
you
know
we
we
got
years
to
go
on
that
and
and
good
healthy
projections
for
future
revenue
into
that
fund.
I
I
do
think
it's
an
appropriate
use
of
those
funds
just
thought.
I
would
share
that.

councilman

couldn't
agree
with
the
mayor
more
when
this
subdivision
was
coming
through
there's
a
lot
of
protests
against
additional
houses
coming
out
there,
and
I
mean
this
is
a
wonderful
compromise.

Mayor's
writing
the
property
is
very
low
and
some
will
forecast
and
when
you
build
the
roads
in
the
subdivision,
the
lots
would
actually
be
lower
than
the
actual
roads
to
serve
the
subdivision.
This
is
a
wonderful
compromise
right
here.
So
like
everybody
else-
and
hopefully
we
all
in
favor
this
one.

No,
this
is
great
and
I'm
certainly
fully
supportive
of
this
as
well.
I
would
just
maybe
throw
out
just
one
comment
as
we
you
know,
move
into
the
future
with
the
airport
here,
there's
some
pretty
strong
precedent
nationally
for
adopting
overlay
zoning
ordinances
relative
to
airports
in
order
to
limit
development
and
density.

In
fact,
this
is
one
of
the
first
things
I
worked
on
when
I
joined
a
firm
out
of
law
school,
we
we
would
go
around
the
country
and
we
would
set
up
these
overlay
zones
around
air
force
bases
around
the
country,
because
it
turns
out
that
some
of
the
most
you
know,
famous
air
force
bases
in
the
country
have
had
to
minimize
operations
and
sometimes
even
close
entire
runways
down,
because
these
airports
are
in
air
force
bases,
are
economic
engines
and
there's
going
to
be
a
lot
of
desire
to
develop
in
and
around
this
area.

So
I
think
we
ought
to
have
our
planning
folks,
maybe
start
to
take
a
preliminary
look
at
some
of
these
concepts,
because
moving
forward
essentially
you're
talking
about
just
down
zoning
property
around
these
air
air
bases
relative
to
where
the
runways
are
and
things
of
that,
and
it's
done
primarily
for
safety
and
to
help
you
know,
maintain
the
operational
capacity
of
the
of
the
airport.
So
you
know
if
we
perhaps
had
this
in
place
prior
to
this,
there
wouldn't
have
been
a
residential
development
to
even
be
dealing
with.

I
think
that
perhaps
we
can
get
out
ahead
of
this,
for
maybe
the
next
oakville
by
you
know
doing
what's
safe
and
proper
around
this.
It's
just
a
quick
comment.
I
had
on
that,
but
any
other
comments

growth
boundary
line
out

fact
I
think,
city
of
north
charleston
has
one
in
effect
over
by
you
know
the
airport
air
force
base
up
in
up
in
north
charleston,
so
there's
precedent
ford
in
the
area,
but
that's
for
maybe
the
planning,
commission
or
the
community
development
committee
we're
here
to
talk
about
real
estate
today.
But
