Description
City of Charleston Committee on Real Estate 1/25/21 1/3
A
A
C
D
D
Thank
you,
mr
mayor.
It
it
may
take
a
little
while
to
get
to
the
matter
that
you're
here,
for
because
I
think
it's
at
the
end
of
the
agenda,
but
I
hope
that
won't
be
an
inconvenience
to
you.
Thank.
F
We'll
get
to
see
how
how
the
laws
are
made
and
the
sausage
is
made.
C
Ladies
and
gentlemen,
I
see
that
as
205
councilman
wearing's
just
checking
in
and
good
timing,
councilman
warey,
because
you're
first
up
for
the
invocation,
so
we
will
call
to
order
the
meeting
of
the
real
estate
committee
of
the
city
of
charleston
on
this
beautiful
january
25th
2021
day
on
monday
in
council
wearing
and
we'll
ask
you
to.
Please
give
us
the
invocation,
sir.
Okay,.
F
F
C
Amen.
Thank
you
very
much
appreciate
that
all
right.
We
have
two
minutes
from
december.
The
14th
into
january
11th
I'll,
entertain
a
motion
to.
C
G
C
C
G
G
The
goal
would
be
to
have
50
percent
of
those
units
at
80
percent
ami
and
then
the
other
half
at
60
or
below
ami,
and
we
would
have
the
time
frame
or
the
affordability
covenant
at
a
90-year,
restrictive
covenant
and
I'm
glad
to
answer
any
questions.
C
So
gianna,
as
I
heard,
you
stated
earlier,
that
these
the
sales
price
is
what
the
city's
got
invested
in
this.
So
this
is
a
pretty
good
swap
on
on
this
property.
G
Yes,
sir,
so
we
purchased
this
property
out
of
foreclosure.
It
was
about
fifty
thousand
dollars
and
there
were
some
other
costs
associated
with
that.
But
yes,
sir,
based
on
what
we
have
here
and
the
fact
that
there's
a
structure
there
now
that
will
likely
be
demolished.
But
the
fact
that
the
the
lot
itself
is
pretty
linear
and
long.
We
will
be
able
to
add
additional
units,
and
so
the
return
on
our
dollar
will
be
well
spent.
C
E
Thank
you.
I
I
obviously
support
this,
but
I
I
think
I'm
losing
track
of
the
process.
Has
this
already
come
to
the
community
development
committee?
Ms
shaw
johnson,
it
has
not
no
so
is
that
the
next
stop.
G
E
I
mean
you
know
I
I'm
I'm
a
process
adverse
person,
as
most
of
you
figured
out
in
three
years.
I
do
think
that
it.
It
would
be
good
for
us
to
sort
of
have
some
understanding
of
the
of
the
consistency
of
our
process.
E
You
know
just,
for
example,
we're
sending
the
changes
to
the
king
street
parking
to
the
community
development
committee,
and
that
really
is
very
tangential
to
any
you
know,
residential
or
or
community
development
compared
to
a
an
item
like
this.
So
I
would
just
like
us
to
have
some
sort
of
agreement
or
or
understanding
of
what
goes
where
and
why
and
when
that
and
and
I'd
be
happy
to
be
part
of
a
little
question
and
answer
group
to
to
do
that.
Since
I
probably
have
the
curious
brain.
C
Thank
you,
adam
council,
governor
jackson,
any
other
there's
questions
or
discussions
seen
and
I'm
gonna
call
the
question
all
those
yes,
sir,
mr
mayor.
D
I
just
wanted
to
point
out
that
this
was
like
making
lemonade
out
of
lemons
and
our
thanks
to
gianna
and
staff
for
being
mindful
of
what
was
going
on.
D
This
was
a
property
that
had
been
sold
under
our
affordable
housing
covenants
and
we
had
a
in
essence
the
ability
to
get
in
line
to
buy
the
property
when
it
went
under
foreclosure,
and
so
we
we
and
the
owner
honestly
did
not
take
very
good
care
of
the
property,
which
was
sad,
but
he
had
let
it
fall
into
some
disrepair,
but
we're
now
taking
what
was
one
affordable
unit
and
and
being
more
thoughtful
and
adding
more
so
there
will
be
four
and
and
extending
the
life
of
affordability
over
the
whole
property.
D
So
once
again,
I
I
think
we've
made
some
lemonade
here
out
of.
C
Good
analogy,
mr
mayor
all
right
any
further
disgrace
discussion.
F
Mr
chairman,
I
just
want
to
I
agree
with
council
lady
jackson,
on
carrying
it
to
the
community
development
committee
as
well.
C
Okay,
well,
I
think
michelle
jackson's
heard
that-
and
I
think
she'll
she'll
do
that
for
us
all
right
all
those
in
favor,
please
signify
by
saying
aye
aye
aye
the
opposed
the.
I
sat
down
very
good
item
b.
Approval
of
marcus
horbach's
surface
parking
lot
lease
agreement,
mr
mcqueen,
are
you
taking
this
one
for
us.
I
Yes,
sir,
mr
chairman,
I'd
ask
that
this
item
be
deferred,
we're
still
trying
to
work
out
the
terms
of
an
extension.
It's
a
expiring
40-year
lease
with
two
or
three
property
owners
bound
by
meeting
quarrel
back
market
and
king
and
we're
still
trying
to
work
out
the
term
so
move
forward.
Deferral.
C
Second,
second,
all
those
in
favor
say
aye
will
defer.
Thank
you
item
c
is
a
discussion
on
an
action
regarding
requests
for
easement
on
the
minion
energy
to
relocate
utility
switch
gears
at
179
nasa,
australia.
I
think
we
had
this
on
our
agenda
last
time
and
we
deferred
it.
So
julia.
Are
you
taking
this
one.
H
Yes,
sir
good
afternoon,
everyone,
since
the
last
time
we
talked
about
this
dominion,
we
we
had
come
to
an
agreement
on
where
we
would
put
these
boxes
in
order
to
you
know,
allow
this
linear
park
more
freedom
without
any
of
the
gearboxes
and
dominion
went
over
to
this
site
on
nasa
and
discovered
that
at
t
had
already
claimed
it.
So
in
the
interim
in
an
effort
to
not
hinder
the
development
of
the
affordable
housing
project
in
that
area.
C
H
Well,
we
have
an
ordinance
presented
to
you
authorizing
the
mayor
to
execute
any
future
easement
documents
that
will
be
presented
to
you
or
to
him.
Once
we
settle
out
of
the
location.
H
C
D
Switch
box
is
one
of
those
electrical
green
boxes.
You
see
when
you
do
undergrounding,
it's
it's
all
either
way
on
either
side
of
the
street.
It's
on
our
city
property
and
I
assure
you
I'll
work
with
staff
and
dominion
to
put
it
into
the
best
and
least
conspicuous
place.
But
if
y'all
will
authorize
me,
then
it
won't
have
to
come
back
to
council.
E
H
C
C
C
J
I
cancel
marchaid.
Actually,
chip
mcqueen
has
been
working
on
it,
but
I'm
happy
to
jump.
If
you
need
me
to
jump
in
and
do
anything,
I'm
happy
to.
I
I
can
handle
this,
it's
no
problem.
This
is
it's
really
the
extension
of
cooper
street
the
city
entered
into
a
mitigation
agreement
with
d.o.t
back
in
2005.
that
requires
dot
to
transfer.
You
know
four
or
five
pages
worth
of
properties
to
the
city
over
a
certain
period
of
time.
This
is
one
of
the
part
at
our
request.
This
is
one
of
the
parcels.
It's
known
as
parcel
h
of
the
cooper
river
bridge
redevelopment
authority.
I
It
will
allow
cooper
street
to
be
extended
into
meeting
street
and
there's
a
little
bit
of
excess
property
there
that
will
be
put
to
other
public
use,
but
it
basically
it's
part
of
the
cooper
river
bridge
redevelopment
area,
and
this
just
allows
the
mayor
to
sign
whatever
he
needs
to
sign
to
accept
it.
It's
for
no
consideration.
So,
okay.
D
So,
as
chip
just
mentioned,
we're
picking
up
this
piece
of
property
for
no
consideration
that
basically
the
dot
is
giving
it
to
us.
It
will
help
complete
all
this
redevelopment
with
mostly
affordable
housing
that
we've
been
working
on
in
the
neighborhood
and
in
improve
our
connectivity.
C
I
was
a
little
about
that
by
the
way,
I'm
sure
there's
a
maintenance
provision
that
goes
along
with
us
from
our
dear
friends
at
scdot,
but
okay,
question
cindy
brother
disgusting,
all
those
in
favor
of
accepting
this
gift
from
the
scdot,
please
say:
aye
aye
in
the
opposed
all
right
nice
happen.
We're
on
item
number
e
to
authorize.
The
mayor
execute
a
resolution
approving
the
submission
of
an
application
for
green
belt
funds.
K
C
John's
island
and
to
the
public
at
large,
all
right
is
there
any.
Is
there
a
motion
to
accept
item
e
emote
approve?
Thank
you.
Is
there
a
second
any
further
discussions
about.
F
I
mean
where
is
it
mr
cronker?
It's
on
johnson.
K
If,
if
on
maybank
highway
between
river
and
main
roads,
it's
about
halfway
down
on
the
left
across
from
the,
I
believe,
it's
the
crown
apartments,
where
there's
some
new
restaurants
popping
up
there
and
so
there's
a
driveway
access
from
maybank
highway,
and
it
goes
between
maybank,
highway
and
kane.
Slash
road,
so
there'll
be
access
from
both
roadways.
C
D
Most
of
the
acreage
is,
is
water,
and
so
most
this
would
be
so
different
than
any
of
the
park
that
we've
got
and
provide
opportunities,
not
just
for
fishing,
but
for
kayaking
and
canoeing.
It's
basically
a
series
of
three
lakes
that
are
interconnected
and
it's
quite
beautiful.
D
You
go
down
this
short
driveway
and
you
think
you're
in
shangri-la
or
somewhere
really
out
in
the
country
somewhere
and
but
but
I
did
want
to
share
with
the
committee
here
and
and
by
way
of
the
committee
would
counsel
that
this
property
had
come
to
the
green
belt
committee,
with
an
application
by
an
independent
group
of
citizens
on
johns
island.
D
Currently
it's
in
the
county,
and
so
if
we
submit
this
application
and
and
are
successful,
the
property
owner
would
have
to
agree
to
to
annex
the
property
into
the
city
which
our
preliminary
conversation
with
him
has
been
that
he
would
be
more
than
glad
to
do
that.
And
I
would
share
with
you
the
willingness
of
on
my
part,
and
I
think
the
city's
part
to
work
with
that
group
of
of
citizens
who
who
some
lived
in
the
city
and
some
lived
in
the
county.
D
They
they
had
plans
of
of
making
a
community
center
there
one
day
and
some
other
community
functions
that
I
I
think
are
all
in
in
in
the
spirit
of
making
the
property
available
to
the
public
and
and
so,
if,
if
we're
successful,
I
I
did
want
you
all
to
know
that
the
green
belt
committee,
by
the
way
turned
that
group
down
they
don't
have
as
much
funding
in
the
county
portion
of
the
fund
as
there
is
in
this
city
portion
of
the
fund,
and
all
like
that.
D
So
I
viewed
this
as
an
opportunity
to
add
this
beautiful
property
to
the
public
realm.
But
I
I
I
did
want
to
convey
also
that
we
we
would
certainly,
if
we're
successful
in
the
long
run,
be
willing
to
work
with
those
same
citizens.
Who've
been
interested
in
in
preserving
this
property
for
the
public
all
along.
C
This
sounds
like
just
a
very
first
step
in
a
long
process
and
I've
always
advocated
any
time
we
can
give
our
citizens
water
access.
That's
always
a
good
thing,
because
someone
worried,
I
didn't
mean
to
cut
in
front
of
you.
It's.
F
Okay,
no,
I
understood
how
much
how
much
they
asking
for
the
problem.
D
That's
an
another
interesting
twist,
unlike
any
other
application,
we've
probably
done
the
asking
price
is
800
000,
but
they're
only
asking
for
500
000
at
at
closing,
with
a
with
a
little
payment
schedule
to
follow,
because,
honestly,
the
the
owner
of
the
property
wants
to
maintain
his
residence
on
a
small
portion
of
the
property
as
a
life
estate.
So
it's
it's
got
a
little,
it's
a
little
unique
but
the
asking
price
to
answer
your
questions
800,
but
500
down
and
300
over
time.
F
D
We'll
come
back
to
you
if
we're
able
to
get
it
under
contract
and
and
a
contract
would
be
contingent
upon
our
own
appraisal
on
the
property.
C
Absolutely
this
is
like
I
said
this
is
the
first
step
right,
I'm
going
to
call
the
question
all
those
in
favor
signify
by
saying
aye
aye
any
opposed
the
eyes.
Have
it:
okay,
we're
on
item
f,
and
I
think
there
may
be
a
hiccup
still
with
with
this.
Is
that
am
I
correct
on
that?
Are
we
ready
to
proceed?
C
Mrs
herdina,
you
want
to
give
us
an
update
on
item
f,
which
is
the
real
estate
prop
real
property
exchange
agreement
that
we,
I
think
we
defer
this
item
from
last
time
as
well.
So,
mr
dina,
if
you're
available
and
give
us
an
update.
B
No,
I'm
sorry,
I
was
trying
to
there.
We
go
unmute
and
d,
mute,
the
video
or
re-video
or
whatever.
Yes,.
C
And
I
are
in
mourning
from
last
night's
loss
of
the
packer,
so
yeah.
A
B
Yeah
yeah
we're
in
cheesehead
morning,
so,
yes,
we
have
been
working
diligently
with
the
humanities
foundation
on
trying
to
bring
this
agreement
to
you
all
today
and
in
fact,
have
been
working
up
into
the
la
about
the
last
30
minutes.
B
We
do
have
one
or
two
wrinkles
in
the
deal
at
this
point,
we're
very
close
to
consummating
it
and
bringing
it
forward
for
final
approval
or
for
first
reading
with
you
all,
but
we
did
want
to.
If
there
is
a
motion
for
executive
session,
we
did
want
to
go
into
executive
session
and
provide
you
with
some
legal
advice
on
the
issues
that
we
have
run
into
and
and
then
we
can
maybe
come
out
and
council
can
give
us
some
direction.
Don't.
C
C
Okay,
all
right
all
right,
so
there's
a
motion
that
we
go
into
executive
session.
Madam
clerk,
is
there
a
second
on
that
motion.
A
C
C
Bethany,
this
is
to
make
sure
the
record
is
clear:
we're
going
to
executive
session
to
receive
legal
advice
as
to
item
f
on
our
agenda.
Okay,.
H
C
B
I
have
chip
is
on
the
call
chip
and
then
also,
I
believe
we
have
david
humphries
and
jane
stoney
and
obviously
gianna
and
I
don't
know
if
rick
giroux
can
join
us,
but
I
think
that's
I've
covered
everybody.
I'm.
