around
the

particularly

impact

citizens

this
city

interactions

the
april
25th

agenda

a
request
for
approval
to
authorize
the
mayor
to
execute
on
behalf
of
the
city
at
general
utility
and
access
easement
agreement,
and
this
is
in
regards
to
the
william
instant
homes
downtown
who,
from
our
staff,
is
here
to
speak
to
this
agenda
item.

legal-
and
I
think
matt
fountain-
is
also
going
to
play
a
chief
supporting
role
in
this
matt.
Do
you
want
to
start
off

this
is
the
easement
basically
offered
by
enstin
homes,
the
charleston
housing
authority,
to
provide
a
space
for
us
to
install
the
wet
well,
which
will
be
an
open
pond
system
and
pump
station.
Then
the
outfall
piping
that
will
end
up
going
under
the
interstate
into
the
the
drainage
system
for
the
area
related
to
the
king
and
ug
drainage
improvement
project.

the
easements
being
offered
gratis.
We've
worked
through
with
the
legal
department,
their
legal
department,
basically
maintenance
and
liability
responsibilities
for
the
two,
and
I
think
we
have
a
good
good
agreement
that
lets
us
move
forward
with
the
project.

is
one
other
thing
it
may
have
just.

I
just
wanted
to
thank
our
partners
at
the
charleston
housing
authority.
You
heard
that
beautiful
phrase
that
this
comes
to
us
at
no
charge.
This
is
not
a
small
little
piece
of
property
that
they're
they're,
allowing
us
the
use
of
it.
It
really
would
be
quite
valuable
if,
if
you
were
to
purchase
it,
of
course,
it
helps
the
drainage
on
their
site
as
well.

it

take
the

this

week

they

it

they
did
a
good

excited

we're

having
organ
recitals

locations

fee

250

huguenot
church,
but
that's
a
real
specialist
instrument
there
and
we're
fortunate
to
be
able
to
use
it.

then
we
have
agreements
with
the
gsa
for
use
of
the
custom
house
which
includes
two
marching
band
concerts
but,
most
importantly,
our
curtain,
raising
concert
with
charleston
symphony
on
friday
may
27th
at
8pm.

is
to
supplement
the
grant
application
that
you
all
already
approved.

back
in
february
when,
when
it
was
brought
to
our
attention
by
the
state
that
we
needed
an
official
resolution
and
that
the
grant
paperwork
didn't
really
fit
the
check
boxes
of
the
grant.
So
this
is
just
to
cross
all
of
our
t's
and
dot
our
eyes
for
the
the
grant
application
and
the
grant
application
is
an
lwcf
grant
of
261
thousand
dollars.

requires
a
50
match,
which
is
matched
by
our
currently
allocated
green
belt
funds
that
are
awarded
for
minor
improvements?
So
if
we
get
the
grant
we'll
have
a
total
of
522
thousand
dollars
for
our
phase
one
implementation
of
the
fort
pemberton
park
project,
so
we
don't
have
more
than
a
concept
plan
right
now,
but
we
have
had
some
great
engagement
with
the
community.
We
had
a
full
open
house
out
there.
We
set
up
stations
had
over
100
people
filter
through
the
site
and
got
some
really
great
feedback.

money

takes
to
do
it
to
get
that
part
finished
over

parking

robust
trail
system

refurbished

safely

commercial

community

of
reasons
for
folks
over
in
riverland
terrace
to
come
on
into
the
city
of
charleston
you're
right
and
we're
going
to
keep
at
it
councilman.

familiar

the
comparison
that
that

overcash

showing
the
comparison,

example,

a
person
who
moved
off
riverland
giraffe

what
their
taxes
are,

water
fees
and
wastewater
fees
are
compared
to
in
the
safe
yeah?

think
that's
a
very
good
tool.

first

been
using
it

people
who
have
expressed
interest

james
island,

lot

times
in
west
ashley.

it

big
tax
savings

riverland
terrace
area.

that

the
folks
over
there
fort
pemberton
and
such
like

and
as
we

it
opens
up
the
door
to
to

this
is
the
wells
fargo
complex,
that's
on
the
corner
of
sam
rittenberg
and
highway
61.
and
I've
been
in
contact
with
mr
albee
alexander,
my
predecessor.

The
parker's
gas
station
kitchen
wanted
to
locate
on
playground
road
and
they
were
denied
when
they
applied
for
the
drb
before
the
drb
about
demolishing
the
building
that
they
needed
to
tie
into
this,
and
I
give
a
lot
of
credit
to
councilmember
sheila
for
bringing
that
issue
to
my
attention
initially,
because
this
was
a
property
that
was
going
back
into
playground,
road
parks
and
baseball
fields.
And
so
there
was.

We
didn't
think
it
was
an
appropriate
spot
to
have
this
for
a
number
of
reasons,
and
but
we
were
at
the
same
time
trying
to
encourage
and
direct
them
down
towards
this
intersection
at
the
wells
fargo.
But
it's
been
vacant,
for
I
don't
know
how
many
years
councilmember
wearing,
but
it's
been
vacant.
And
so
this
is
an
opportunity
not
only
to
annex
it
into
the
city,
but
it's
also
an
opportunity
to
redevelop
this
property.

We
don't
like
to
see
anything
like
this
vacant.
This
is
a
highly
visible
court
corner,
and
so
I'm
very
when
councilman
councilman
alexander
called
me.
I
said
I
think
I
got
to
take
some
of
the
blame
for
them.

Looking
at
this
property,
and
I
tried
to
convince
him
to
do
a
two-for-one
operation,
councilman
we're
wearing
it,
they
could
take
the
burger
king
as
well,
and
we
developed
that
at
the
same
time
he
didn't
he
did
not
bite
on
that
request,
but
I
just
wanted
to
update
the
committee
on
my
conversations
and
my
involvement
with
this.
I'm
so
appreciative
of
mr
alexander
push
on
this,
and
hopefully
this
will
come
together
for
us.

So
this
is
really
a
a
good
positive
step,
not
only
we're
getting
a
commercial
property
into
the
city,
but
we
have
a
commercial
property.
That's
going
to
generate
income,
so
our
tax
benefits
on
this
thing
will
be
hopefully
a
thumbs
up
all
the
way
around.
So
thank

that.

wrap
a
little
bit.
Mr
chairman,
I
just
wanted
to
shout
out
to
my
predecessor,
mr
alexander,
for
his
work
on
this.
I
think
I
don't
think
he's
on
this
call.
Hopefully
we'll
see
him
tomorrow
at
the
ways
and
needs
committee
meeting
tomorrow.

on

think
you
all
find
out
once
on
council

off
you
still
have
concerns
about
the
city
we
live
in

aubry
certainly
stayed
engaged
in.

Consequentiated
is
right
in
that
we
did
not
want
the
gas
station
backing
up
to.
I
think
it's
billy
baseball
field
over
there
billy
pete
used
to
be
a
very
popular
fireman
for
san
jose's
public
service
district,
who
really
worked
with
kids.
On
that
playground
left
and
right,
I
mean
he's
passed
on
a
while
now,
but
somehow
having
the
gas
tanks
backed
up
where
you
know
seven,
eight
year
old,
those
catch
fly.

Balls
wasn't
the
right
place
for
that
parker
gas
station,
and
this
is
and
and
you're
right,
councilman
shead
when
they
take
on
the
old
and
that's.

That
all
the
banks,
by
the
way
that
wells
fargo
bank
to
reconfigure
for
the
parker's
gas
station
that'll
go
into
the
tiff,
which
will
be
new
developmental
dollars
going
into
the
tiff,
which
will
add
to

bottom
line.

revitalization
there.
So
it's
a
win-win
win
all
the
way
around.
