committees

we
do
have
a
very
busy
meeting
agenda.

those

the

Romaine
has
been
with

city
for
over
20
years.
She
has
experience
working
in
the
gillyard
prior
to
its
renovation.
She
worked
in
the
office
of
cultural
Affairs
and,
most
recently
has
been
the
operations
manager
at
the
doc
Street
Theater
for
the
last
eight
and
a
half
years.

moving
the

golf
course
from

management

does
not
change
anything
from
a
operation
structure.

municipal

impact

how
the
golf
course
is

managed.

never
brought

my
knowledge

front

the
golf
Commission.

to
do
is
defer.
It
give
ourselves
a
little
bit
of
an
opportunity
of
what
we're
trying
to
accomplish

This
may
be
the
best
thing
since
slight
spread
of
moving
it
into
the
finance
department.

my
skepticism
on
it.

recreation
facility
for
the
citizens
of
our
community
and

Think
I
understand

the
friends
of
the
muni
and

folks
have
been
pushing
us
want

we

decide
to
move
it
from
Recreation
to
the
budget
of
finance
and
revenue.
Some
other
discussion
needs
to
be
had
amongst

folks
who
are
involved
in
doing
this.

recreation

to
lease
a

of
the
Maritime

The
entire
building
to
be
completely
honest,
but
primarily
that
area
as
well
as
build
an
addition
or
planned
Edition
of
where
the
ice
machine
is
currently

to
be
transition
turned

of
an
education
learning
center.
The
aquarium
has
recently
received

sizable
donation
from
Boeing

of
that

we're

conceptual
phase,
and
so
what
I'm
going
to
show
you
is
just
kind
of
our
first
run

some
ideas

work

city

Boeing

aquariums
corporate
and
institutional
giving
officer
so
I
work
with
our
corporate
Partners
through
you
know
and
handle
our
corporate
fundraising.
But
for
those
of
you
that
are
not
familiar
with
the
this
project,
that's
correct.
We
are
moving
our
education
program,
specifically
our
school
programs,
into
this
facility
in
the
next
few
years.

Right
now,
as
any
of
you
that
have
kids
probably
know,
we
have
a
core
standards,
K-12
curriculum
school
program
that
allows
kids
from
across
the
state
to
come
into
the
aquarium
and
experience
marine
life
and
and
Wildlife,
and
learn
additional
stem
topics
that
tie
into
their
Year's
curriculum.
But
as
it
stands
with
their
current
capacity,
we
only
have
two
classrooms
downstairs
at
the
aquarium.

On
the
first
floor
and
as
a
result,
we
have
to
turn
away
two
students
for
every
three
that
apply,
which
is
a
shame,
and
that
leads
us
to
to
The
Maritime
Center,
where
we're
going
to
have.
You
know
those
four
classroom
spaces
once
it's
all
renovated
and
an
outdoor
space
to
have
some
experiential
learning,
which
is
going
to
let
us
go
from
about
6
500
kids.
Each
year
served
through
school
programs
to
close
to
thirteen
thousand
I'm,
providing
a
ton
of
new
opportunities
for
students
across
the
state.

So
Boeing
has
been
a
long
time
supporter
of
the
aquarium
and
our
education
programs
very
generously
agreed
to
a
leadership
gift
out
of
this
six
to
seven
million
dollar
project
of
two
million
dollars
and,
as
a
result,
we're
we're
trying
to
keep
them
close
and
in
the
relationship
of
this
project.

the
African-American
Museum
might

portion
of
the
building

three-party
agreement

the

not
done
the
lease
agreement
yet
with
the

been
so
focused
on
getting
the
museum
completed
and
up
that.

aquarium

requesting

to
naming

open
space
Institute
here

discuss
an
exciting
opportunity
to
expand
James
Island
County
park
by
25
acres
before
I,
get
into
the
details
of
the
transaction.
I
just
want
to
really
briefly
touch
on
who
the
open
space
Institute
is
some
of
you
know
about
us,
and
some
of
you
probably
don't
for
those
of
you
who
don't.
We
are
the
fee,
simple
public
land
people.

We
are
a
land
trust,
but,
unlike
the
other
land
trust
that
you're
probably
familiar
with,
we
do
not
hold
conservation
easements
in
South
Carolina,
we
buy
land
and
we
make
it
public.
We
use
every
available
pot
of
public
money,
local
state
and
federal
to
get
that
land
into
the
appropriate
jurisdiction,
whether
it
be
a
county
park,
State,
DNR
or
a
national
park.
You
can
see
the
green
dots
on
the
map
are
closed
projects.

The
blue
dots
are
open
projects
for
a
total
of
about
60
000
Acres
over
the
last
seven
years,
and
because
this
is
what
we
do
all
day,
we
frequently
hear
from
Sellers
and
landowners
who
think
that
their
land
would
make
a
good
addition
to
the
public
Realm.
Sometimes
it
does,
and
sometimes
it
doesn't
and
we're
excited
that
this
one
does
in
our
humble
opinion-
and
we
hope
you
agree
before
just
last
week-
Charleston
County,
Parks
and
Recreation
Commission
voted
to
accept
this
tract
as
part
of
James
Island
County
Park.

Before
that
vote,
this
was
known
as
the
battle
track
and
that's
because
it
is
at
the
very
end
of
Bradham
Road
and
the
seller
has
brought
him
in
the
name
of
the
LLC,
but
now
that
it's
been
approved
by
the
county,
we're
calling
it
The,
James,
Allen,
County,
Park,
Edition
track
in
between
this
tract
and
the
main
body
of
County
Park
is
Tara,
Brook,
neighborhood
and
one
other
privately
owned
parcel.

getting

neighboring

like
you're
a

you

dirt
road
that
runs
along
the
south
southern
boundary
of
the
property.

a
couple

fingers
of
usable
Uplands
that
stick
out
into
the
pond
and
then
a
large
area
of
usable
Upland.
Here
it
isn't
obvious,
but
it
does
connect
right
here,
so
you
could
recreationally
paddle
or
navigate
all
the
way
down
to
this
flow
control
structure,
and
this
is
a
large
usable
area
of
Upland
as
well.

is
a
second
Pawn,
we
call
the
Western
Pond
here
and
it
does
not
have
a
flow
control
structure
or
anything
that
allows
the

and
out
of
the
tide
on
a
daily
basis,
and
it
just
accepts
the
rainfall

small
area
right

So
it's
more
of
a
freshwater
recreational
fishing
opportunity,
whereas
there
is
salt
water
coming
out
of
it
is
definitely
a
brackish
Pond.
You
can
drive
really
well
to
about
here
and
then
walk
out
here
to
an
island.

you

a
campsite
and
a
fire
pit
and
a
pine
tree
on
it
and
a
very
small
crabbing
dock.
This
is
the
creek.
This
is
the
main
main
stem
of
the
stone
on
the
left
side.
Here
this
is

same
Creek
that
the
existing
dock
at
James,
Island
County
Park,
is
on.
He
kept
kept.

Elementary

an
existing
sidewalk
connection

on

one

got

walkable

Park

Bradham

connection

the
main
unit

the

intervening

and

parcel

the
nuts
and
bolts
of
the
transaction

acres,
eight
of
those
are
Upland
non-critical
area
Acres,
a
letter
of
intent.
Purchase
price
is
1.5
million
dollars
with
an
appraisal
of
4.2
million,
so
a
significant
bargain
sale.
The
survey
is
complete
and
under
review
by
the
county.
The
phase
one
environmental
site
assessment
showed
no
recommended
or
recognized
environmental
conditions.

proposed
funding
structure
for
the
tract
involves
a
1.25
million
dollar
request
to
the
South
Carolina
conservation
bank
that
would
go
in
January
and
then
a
250
000
request
to
the
Greenbelt
Urban
Greenbelt
from

city

This
is
the
concept,
and
this
is
an
informational
presentation,
I'm
not
requesting
any
action,
but
that
is
the
thinking.
This
tract
checks
a
lot
of
boxes
for
both
of
those
funding
sources
pass
immediate
passive
water-based
or
water
access.
Public
Recreation
are
both
focuses
of
both
of
those
funds.

western
side
of
James
Island
is
is
remarkably
intact
when
you
look
at
the
park
and
Dill
Plantation
and
some
of
the
other
large
tracks
and
this
this
track
because
it's
been
mined
is
also
a
strong
resiliency
track.

in
Woodland
Shores
that
this
reminds
me
of
where
there's
a
storm
water
component
and
a
passive
public
Recreation
component.
When
the
water
comes
up
from
the
Riverside
and
down
from
the
rainfall

that
can
still
happen
in
perpetuity
is
important
from
the
resilient
side
as

golf

beansberry
road

told
that

the
West
Ashley
parked
there
that
we

disc
golf
course
and

wanted

play
it.
So
I
went
looking
for
it.

had
a
hard
time
finding
it
and
finally,
when
I
did
find
it,
it
was
very
overgrown
and
had
just
been
apparently
abandoned.
It
looked
like
for
a
few
years.
Nobody
had
done
work
on
it,
I
contacted
the
parks
and
rec
department
and
also
contacted
the
City
of
Charleston
and,
among
other
things,
I
was
told
that
there
just
wasn't
even
a
disc
golf
course
back
there.
What
did
it,
but
it
is
it's
back
here
in
the
woods
and
it's
back
here
in
the
swamp
area.

call
the
disc
golf
course:
the
fire
swan
and
it
is
in
there
in
the
woods
of
West
Ashley
I
tried
to
get
some
help
from
the
city
and
from
Parks
and
Rec
to
get
the
course
back
to
where
we
could
play
it,
but
it
just
didn't
seem
to
be
getting
anywhere.
So
at
the
beginning
of
this
year,
I
went
out
there.
I
took
my
battery
operated
wall
blower
and
my
weed
eater
and
my
hedge
trimmer
and
I
started
at
hole.

one

I
didn't
stop
until
I
got
to
the
end
of
hole,
number
18.
and
that's
taken
me
all
year
and
close
to
400
hours,
but
now
there's
a
disc
golf
course
that
people
can
go
there
and
play
again
and
people

playing
it

the
traffic's
improving
and
one
thing
traffic
does
for
that
particular
area
actually
came
for
other
areas
in
Charleston,
there's
a
particular
place
in
the
back
part
of
that
Park,
where
people
can
go
far
and
they
Park
back
there
before
and
got
into
some
illegal
activities.

opinion
some
drugs
and
prostitution.
Well,
now
that
we
have
a
disc
golf
course
back
and
running
again,
we
had
foot
traffic
coming
through
that
area.
People
who
are
doing
things
they
don't
want
people
to
see,
they
don't
want
to
be
there
anymore.
So
we
have
essentially
helped
to
clean
up
that
particular
area
like
just
having
foot
traffic
disc
golf
takes
a
very
small
footprint,
but
it
can
be
very
beneficial.

I
got
there,
it

difficult
to
play
and
there's
a
lot
of
work
that
needs
to
be
done
out
here.

barely

only
section

I
haven't
done
because
it
veers
off
away
from
the
course,
but
that's
what
I've
been
working
with
for
the
past
year
and

as
a
general
rule
yeah
like
when
I
was
coming
up.
My
my
grandmother
taught
me
what
I
was
a
job
at
working
age.
She
said
all
work
is
Honorable
and
if
your
job
is
to
clean
toilets,
then
you
have
the
cleanest
toys
that
you
can
and
people
will
notice
and
they
will.

give
you
opportunities
and
with
all
due
respect.
As
far
as
city
land
goes
for
the
past
year,
I've
really
been
working
with
a
toilet
and
we've
cleaned
it
well,
and
we
appreciate
the

fact
that
there
is
the
land
there
and
there
are
baskets,
but
but
without
City
help
I've
I've
gone
in
there
to
prove
that
we
can
be
as
a
disc
golf
Community,
good
stewards
of
property
that
you
will
allow
us
to
use
I'm,
hoping
that
we
would
have
the
opportunity.

This
is
the
only
disc
golf
course
in
the
City
of
Charleston.
As
far
as
I
know-
and
it's
playable
now
and
it
would
not
have
been
otherwise
I
would
like
the
opportunity
for
the
city
to
to
find
some
Land.
Once
again,
we've
got
a
small
footprint.
We
can
work
through
the
woods.
We
can
work
in
an
open
field.
We
can
do
anything,
but
if
the
city
could
somehow
help
us
to
get
another
disc
golf
course
if
you've
got
if
we
can
get
an
18-hole
course,
that's
great.

we
don't
have
that
much
land,
let
me
have
room
for
a
nine
hole
portion,
we'll
go
around
twice,
but
we
want

I

that's

can
see
the

made

very
typical

what
it
looks

there

a

course
in
the

understanding
at
Hampton,
Park
I
have
seen
on
YouTube
there's
a
guy
down
who's
the
best
in
the
world
and
he
played
in
the
tournament
at
Hampton
Park.

main
question
I
get
from
Charleston
disc
golfers
this
year,
I've
been
the
president
of
Charleston
disc,
golf
and
people
come
to
me
and
they
say
what
about
Hampton
Park?
Why
can't
we
get
back
in
Hampton,
Park
I
would
love
the
opportunity
we
had
I
had
my
own
baskets
to
be
able
to
set
up
a
temporary
course
and
just
to
do
a
tournament.

offers

Children

years
old
to
70.
One
of

friends,

I
I
can't

there's

much

opportunity.

we
do
kids

just
a

opportunity.

city
is
missing

help
me

help
the
city

the

John's
Island
at
the
Johns
Island

course

Hampton
Park

never
had
a
permanent
disc
golf
course,
but
we've
we've
hosted
tournaments
there
before
the

Anova
company
that
has
come
in
and
and
put
in
a
permit
and
run
and
three-day
tournaments
at
Hampton
Park.

great
venue.

beautiful!

got
lots

shade.
