I'd
like
to
welcome
all
March
14
2023
meeting
of
the
City
of
Charleston
traffic
and
transportation
committee.
Thank
you
all
for
being
here.
Let's
begin
with
the
invocation
of
a
moment
of
silence
led
by
council
member
Parker,
please.

Thank
you
before
we
begin
our
agenda
just
for
those
of
you
here
or
following
around
home.
The
members
of
this
committee
are
council,
member
Greg,
council,
member
Brady,
mayor
teckenberg,
myself
and
councilmember
Parker
we'd
like
to
welcome
council
members,
Appel
and
council
member
shade,
who
have
some
interest
in
our
agenda
today
and
we'll
probably
play
some
minor
starring
roles
at
some
point
along
the
way
today.
But
our
committee
is
the
five
aforementioned
council
members
with
the
mayor.

First
order
of
business
is
approval
of
minutes
from
February
7th
2023,
which
I
believe
you
all
got
my
email
approval.
Is
there
any
discussion
additions
deletions
if
not
all
in
favor.

We
go
okay,
so
this
project
is
funded
by
the
2016
half
cent
sales
tax.
It
is
one
of
the
feature
projects
that
were
presented
as
part
of
the
sales
tax
referendum.
So
at
that
time
we
presented
a
number
of
feature
projects
to
the
public
and
invited
them
to
provide
their
input
and
feedback
on
these
projects.

So
the
Savannah
highway
capacity
project
received
over
1300
comments
from
the
public
and
at
that
time,
if
you
can
see
from
that
table
the
gray
and
the
green
portions,
there
were
94
percent
of
the
public
that
were
in
support
of
the
project
or
had
no
objection
to
the
project.
H
We
had
to
focus
that
key
on
key
intersections,
where
we
could
make
sure
we
met
that
purpose
in
terms
of
a
level
of
service,
and
so
we
had
five
goals
that
we
wanted
to
make
sure
that
we
met
first
and
foremost
was
to
relieve
traffic
congestion
on
Savannah.
Highway.
I
wanted
to
make
sure
we
improved
safety
for
both
vehicles
and
pedestrians
wanted
to
create
more
connectivity
for
pedestrians
all
while
minimizing
our
right-of-way
impacts,
and
so
we
were
able
to
identify
three
intersections
along
the
corridor
where
we
will.

That
should
be
experience
with
these
improvements,
so
am
peak
hour
to
see
25
Improvement
in
the
2042
build
year
and
in
the
PM
peak
hour,
47
Improvement
in
level
of
service.
So
this
project
was
well
received
by
the
public,
and
this
project
is
moving
forward
with
design.
The
survey
is
currently
underway
and
we
expect
that
this
intersection
will
be
ready
to
go
to
construction
around
mid
next
year.

The
second
intersection
is
Savannah
highway
at
wapu
Road
at
this
intersection
we're
proposing
a
new
right
turn
lane
on
the
Southbound
Southbound
wapu
Road
approach
to
Savannah
highway,
we'll
be
removing
that
concrete
median
that
exists
there
now
and
we'll
make
that
safer
for
pedestrians
and
vehicles
there.

Making
that
right,
turn
we'll
be
adding
in
in
A
New
multi-use,
Path
connection
that'll
go
from
the
West
Ashley
Bikeway
to
the
West
Ashley
Greenway,
the
multi-use
path
from
the
La
Fontana
there
at
the
southeast
corner
to
the
West
Ashley
Greenway
is
actually
a
city
managed
project
right
now,
so
we're
coordinating
with
the
city
to
have
that
multi-use
path
constructed
as
part
of
this.

Then
the
last
one
was
the
Avondale
area
improvements
and
these
include
the
realignment
of
Magnolia
Road
to
so
that
the
approach
is
more
perpendicular
with
Savannah
Highway
it'll
create
this
little
pocket
parking
area
so
that
those
Vehicles
will
no
longer
have
to
back
out
straight
into
oncoming
traffic
and
then
the
realignment
of
Avondale
Avenue
with
Nicholson
Street,
where
those
two
streets
will
now
become
one
signalized
intersection,
we'll
be
adding
in
landscaped
medians
within
this
area
and
then
reversing
the
direction
of
Alicia
alley,
and
that's
so
that
those
vehicles
that
go
down
Alicia
alley
will
have
safe
access
to
an
intersection
where
they
can
be
able
to
make
those
left
turns
safely
onto
Savannah
highway.

You
can
see
there
at
Daniel
Road,
where
Alicia
alley
currently
has
access
to
Savannah
highway.
Now
it
will
become
a
landscaped
median,
so
they'll
no
longer
be
able
to
make
those
dangerous
left
turns
onto
Savannah
highway
there.
So
adding
reversing
that
direction
will
provide
a
safe
access
there,
the
new
intersection
and
so
just
to
rewind
a
little
bit
on
how
these
improvements
came
about
early
on
in
this
project.
The
city
brought
this
concept
to
the
county.
H
I
believe
it's
one
that
was
developed
through
the
planning
processes
that
the
city
had,
because
it
helped
to
achieve
some
of
the
long-term
goals
that
the
city
had
for
this
Avondale
District,
and
so
the
county
took
that
this
concept
and
did
some
traffic
modeling,
and
we
found
that
it
does
provide
considerable
Improvement
in
level
of
service.
And
you
can
see
that
there
on
the
bottom
tables,
where
we've
got
the
level
of
service
tables.
And
you
can
see,
we've
gotten
the
2042
design
year.
H
And
so,
when
you
presented
this
to
the
public
last
year
and
got
the
most
number
of
comments
on
this
intersection,
most
of
which
revolved
around
property
impacts
due
to
the
realignment,
a
lot
of
concern
over
the
building
it
to
Avondale,
Avenue
and
also
blessed
sacraments
property.
There
there's
a
triangular
piece
of
property
at
the
approach
of
the
newly
realigned,
Avondale
Avenue,
and
that
piece
of
property
is
owned
by
the
church
and
they
lease
that
space
to
the
commercial
building
and
they
receive
income
from
that
property.

But
I
know
since
that
time.
The
city
has
been
engaging
with
the
property
owners
mayor
tecklenberg
met
with
the
diocese
to
help
him
talk
over
a
lot
of
the
concerns
that
they
had
and
then
more
recently,
we
had
a
county
town
hall
meeting
where
we
heard
some
additional
concerns
from
the
Avondale
and
burns
down.
Neighborhoods
I
think
a
lot
of
those
concerns
revolved
around
an
increase
in
cut
through
traffic
that
they
believe
that
these
this
realignment
would
facilitate.

So
we
don't
think
that
I
think
part
of
it
is
when
you
improve
the
traffic
flow
on
Savannah
Highway.
That
in
itself
would
help
to
alleviate
some
of
that
cut
through
traffic
that
they
experience
now,
because
you're
gonna
have
better
traffic
flow
and
people
are
more
encouraged
and
incentivized
to
stay
on
Savannah
Highway
versus
wanting
to
cut
through
those
side,
roads,
I
think
also.
Another
concern
that
we
heard
is
providing
that
new
signal.
H
There
provides
now
a
way
for
more
residents
of
burns
now
down
to
be
able
to
cross
over
and
use
Riverdale
or
Avondale
to
get
to
highway
61.,
and
we
believe
that
they're
already
currently
doing
that,
but
they're
just
doing
it
in
an
unsafe
manner.
H
Without
a
signal
there
so,
but
we
did
hear
the
Public's
concerns
and
so
we're
going
to
do
an
additional
traffic
study
and
kind
of
look
at
An
Origin
destination
analysis
of
what
traffic
is
doing
now
and
with
these
improvements
you
know
what
will
happen
then,
just
so
we
can
show
at
least
with
data.
You
know
that
there
will
not
be
an
increase
in
cut
through
traffic,
and
so
at
this
point
with
this
project,
the
county
is
on
hold
with
this
intersection
we're
not
moving
forward.

Yet
at
this
time
until
the
city
is
able
to
secure
the
right-of-way,
that's
necessary
for
the
Avondale,
Road,
realignment
and
I
know
the
city
is:
we've
got
a
IGA
that
the
city
and
the
county
are
are
working
through
to
get
this
project
moving
forward.

So
that's
all
I
have
at
this
time
it's
my
contact
information
and
if
anybody
has
any
questions,

the
wampoo
road
project.
It
says
the
sidewalk
extension
was
actually
Greenway
by
the
City
of
Charleston.
Didn't
we
come
to
an
agreement
with
y'all
that
I
guess
it
originated
with
us,
but
y'all
the
county
is
going
to
actually
do
the
project.
Maybe
you
said
that
I
missed.

yes,
so
the
city
is
actually
currently
designing
the
project
and
we're
working
with
the
city
to
make
sure
that
those
plans
get
included
with
construction
as
part
of
the
waku
intersection.
Improvement.

just
saw
it
up
there
on
the
the
the
screen
by
the
City
of
Charleston
I
want
to
make
sure
we're
clear
on
that
and
then
I
guess
comment
on
the
next
one
on
on
Avondale,
Avenue
and
I,
see
that
red

grade
and
2042
with
no
bill
versus
a
green,
a
grade
I
mean
I,
can't
I,
don't
think
I've
ever
seen
that
kind
of
difference
in
anything
that
we've
ever
done
to
go
from

to
a
so
I'm
going
to
call
this
a
congestion
buster.
I
Who
are
you
going
to
call
Sunshine
you're
the
you're,
the
traffic
congestion,
Buster
I've,
never
seen
that
before
that's
remarkable
and
I
I
know,
there's
still
a
few
concerns
about
this,
but
I
think
that
right
there
tells
us
that
we
need
to
figure
this
out,
work
those
things
out
and
try
to
move
this
forward.

projected
start
time

construction

we

guest
estimate,

I

this
area

obviously
our
mutual
constituents,

our
County
Council
counterparts,
would
love

least
some
movement
on

this
intersection
is
actually
moving
forward
as
well
similar
to
DuPont
Stinson,
so
the
survey
is
also
underway
and
we'll
move
forward
with
design,
and
we
look
to
have
this
go
to
construction.
You
know,
maybe
even
with
Dupont
Road
next
year
around
mid
next
year.
That
would
be
our
goal.

the

Magnolia
in
that
whole
area

there

to

a
little
bit
how
that
intersection
at
Magnolia,
with
the
realignment
works
with
that
traffic
light?

take
a
left

you're
going
into
towards
town
onto
Magnolia?
Is
there
going
to
be
a
left
turn
signal
there
and
you
have
to
continue
on
on
the
southbound
lane
straight.

put
a
two
Magnolia
Road
left
turn
at
that
yeah
sign
at
that
prior
intersection,
yeah.

I
think
the
biggest
thing
here
with
the
intersections
you've
got
Magnolia
Maple
and
then
Avondale
and
Nicholson
all
in
such
a
close
proximity
to
each
other,
which
really
is
very
inefficient
for
traffic
flow,
so
by
just
separating
them
out
just
makes
a
huge
difference
for
traffic,
because
now
you
know,
there's
really
no
way
to
time
those
signals
right
when
they're
that
close
together
to
be
able
to
move
traffic
efficiently.
So
doing
this
would
allow
us
to
do.

That
it's
crazy
in
there
that
used
to
be
my
district,
but
more
importantly,
my
mom
used
to
live
just
south
of
17
and
there
and
getting
in
and
out
there
it
was
crazy
and
I
just
haven't
improved
pedestrian
access
makes
it
so
much
better
yeah.
So
this
one's
on
hold
what
what
and
I'll
turn
over
these?
What
needs
to
happen
before
you
put
it
back
on
green
light,
go.

we
would
need
to
make
sure
that
the
right-of-way
is
secured
for
the
the
realignment.
So
basically
we
would
design
and
construct
in
the
newly
realigned
roadway
and
that's
something
the
city
is
working
on
obtaining
that
right-of-way.

I
parked
in
that
little
Enclave
now
shown
on
Magnolia
the
other
night
of
the
like
the
first
parking
space,
and
you
know
so
I'm
getting
ready
to
leave
and
I
put
it
in
reverse,

it's
just
like
what
do
you
call
it?

we
have
two
council
members
and
not
members
of
the

one
follow-up
as
part
of
the
wapi
road
design.

So
we
we
actually
did
receive
a
lot
of
comments
on
that
in
the
public
meeting,
and
so,
as
a
result,
we
did
do
another
traffic
analysis
to
look
at.
Does
it
warrant
the
left
turn
lane,
because
these
are
DOT
roadways.
They
have
to
have
a
certain
number
of
volume
criteria
to
be
able
to
Warrant
left
turn
protected
left
turn
signals,
so
we
did
another
study,
but
they
do
not
meet
the
volume
requirements.
For
that.
H
However,
our
team
is
looking
at
signal,
timing
improvements
and
we
feel
like
we
may
be
able
to
dedicate
a
little
bit
of
more
time
on
the
wapu
road
timing
said
that
those
Vehicles
during
peak
hours
will
have
enough
time
to
get
out
without
negatively
impacting
Savannah
highway
traffic
flow.

both
of

know
you're
across
the
street
I'm
over
in
the
burns
down
area,
but
first
off
Mr
chairman.
Thank
you
so
much

allowing
us
to
attend
and
and
speak
and
I
want
to
thank
sunshine
and
DeVry
with
the
county
for
being
here
and
of
course,
our
staff
are
working
on
this
project
and
and
the
Avondale
and
Magnolia
intersection
is,
is
extremely
important.
The
the
area
that
the
mayor
was
just
talking
about
somebody
died
there
about
a
month
ago.

Okay,
this
is
serious
stuff,
it's
a
it's!
It's
not
just
a
congested
area.
It's
an
unsafe
area.
If
you've
ever
been
to
Avondale,
if
you've
ever
been
to
Avondale
at
night.
You
know
there's
a
lot
that
goes
on
around
there
and
we
need
to
do
what
we
can
to
make.
This
area
function
better
for
all
modes
of
getting
around
the
world,
whether
it
be
in
a
vehicle,
whether
it
be
on
a
bike,
whether
it
be
walking
and
everything
in
between,
especially
given
the
increased
use
of
the
greenway.

The
future
bike,
ped
bridge
that
this
committee
knows
a
lot
about,
and
so
I
agree
with
the
sentiment.
That's
been
expressed
today.
This
is
an
important
project
that
we
need
to
see
through
and
I
understand
the
concerns
of
the
folks
in
Burns
Downs
and
the
folks
in
in
Avondale.
You
know
when
you
see
a
road
realigned,
it's
serious
stuff,
it's
it's
it's
beyond
what
we're
doing
at
wapu
in
Stinson,
it's
it's
more
invasive
surgery,
so
to
speak,
but
it's
a
it's
an
indication
of
how
problematic
the
existing
conditions
are.

So
that's
why
that
that
effort
hasn't
happened.
I
was
very
interested.
Sunshine
When
You
indicated
that
you
know
there's
a
common
sense
view
that
you
know
you
align
intersections.
It's
going
to
cause
cars
to
go
through
neighborhoods,
so
I
was
really
pleased
to
hear
that
the
county
is
going
to
do
some
additional
work
analyzing
some
of
those
issues.
So
we
can
go
back
to
the
community
and
explain
with
data
what
what
the
findings
are.
I
mean
I
I've
heard
from
the
experts.

Don't
think
anybody
ideally
wants
to
be
in
neighborhoods
and
so
I
think
that
that's
going
to
be
a
very
important
part
of
this,
as
we
continue
to
engage
with
the
public
and
work
through
these
issues
so
and
I'm
glad
that
we're
having
this
presentation
here
at
TNT,
because
while
this
is
in
the
you
know,
the
work
is
being
done
in
my
district
and
councilman
Shades
District
over
in
Avondale.

The
benefits
and
the
issues
were
downed
throughout
West
Ashley
in
the
city,
because
we
all
Traverse
this
part
of
Savannah
highway
and
when
I
saw
that
F
to
an
a
I
mean
that's
like
the
best
academic
achievement.
Success
story,
it's
like
a
30
by
30
or
something
you
know,
pulling
pulling
an
F
to
an
a.
It
indicates
that
this
is
a
project
worth
working
through
and
not
running
away
from,
and
we
need
to
keep
the
neighborhoods.

concerns
in
mind.
We
need
to
factor
in
maybe
some
additional
things
we
can
do
to
support
bike
and
pedestrian
safety
and
Mobility,
but
let's
continue
to
work
together,
arm
and
arm
County
and
City
and
deliver
this
very
important
necessary
project
for
all.

think
this
may
be
the
third
or
fourth
time,
I've,
seen
this
presentation
and
every
time
I
do
this
I
learn
a
little
bit
more
and
I
appreciate
what
how
y'all
put
this
together
if
you'd
go
back
to
the
upper
Southern
portion
of
Highway
17
and
the
wapu
DuPont
area.
So
there
is
a
and
I
I
can't
tell
from
here,
but
Mr
palacis
is
planning
this
Mega
beautiful,
Hotel
complex,
which
is
actually
outside
of
the
city.

some
of
these
improvements
taken
into
consideration
those
plans
that
Mr
palazzos
is
putting
together
you're,
not
in
yes,
I
presume.

we
haven't
gotten
that
that
far
yet
because
and
then
the
second
part,
if
you
go
back
to
the
Magnolia
Avondale
in
to
the
the
points,
I
think
that
the
mayor
has
made
councilman
Appel
may
have
already
addressed
this.
The
the
F2
and
a
is
a
congestion.
Improvement
we've
talked
a
little
bit
about
Public
Safety,
but
how
would
how
would
you
raid
I'm
sorry?
How
would
you
rate
this
from
a
public
safety
component,
not
a
congestion
component?
Would
you
give
it
the
same
type
of
rating
or
not?
Yes,.

For
both
vehicles
and
traffic
is
that
you
know,
like
I,
said
now:
there's
there's
no
signalized
intersection
at
Nicholson,
so
those
Vehicles
the
quickest
way
to
get
from
Hearns
down
to
61
is
through
you
know,
Avondale,
so
those
they're
taking
pretty
risky
left
turns
to
try
to
do
that
now
and
so
by
by
providing
this
signalized
intersection.

They'll
now
have
a
safe
means
to
do
that,
and
even
from
a
pedestrian
standpoint,
I
think
there's
you
know
one
crossing
over
here
by
Magnolia
and
another
one
by
Avondale,
but
now
all
four
legs
at
this
new
intersection
will
have
the
high
visibility
crosswalks
and
the
same
for
Magnolia.
Those
three
legs
will
have
those
high
visibility,
crosswalks
so
push
buttons
so
that
they
can
get
across
safely.

And
in
essence
on
you,
you
said
that
that
people
can
forget
about
this,
but
Avondale
is
a
clear
cut
through
to
get
to
highway
61..

We're
gonna
have
a
huge
Improvement,
which
is
a
pure
safety
issue,
and
so
we
we
can
talk
a
lot
about
congestion
about
that
particular
session
on
Old
Town
Road.
That
also
I
think
that
was
critically
important
and
and
y'all
have
mentioned.
This
is
Russian
Roulette
mayor
that
mentioned
this,
that
on
Savannah
Highway,
the
improvements
on
here
May
save
someone's
life.

It
may
save
someone
from
having
a
very
serious
injuries
being
hit
on
Savannah
Highway,
and
while
there
is
opposition
to
this
and
I
know,
there's
been
a
lot
of
outcry,
including
well
after
I
met
with
the
folks
at
the
Catholic
Diocese
and
their
general
counsel.

We've
got
to
emphasize
the
important
components
that
improving
these
intersections,
while
it's
really
going
to
go
from
this
after
a
grade
and
on
congestion
is
going
to
have
the
same
type
of
impact,
safety,
wise
and
so.
Opposition
to
this
and
I
know,
there's
a
lot
of
good
faith.
Opposition
to
this
and
I
and
respect
that
opposition
I've
heard
from
the
folks,
particularly
on
my
side
of
of
the
district
you've,
got
to
take
into
consideration
the
other
component
of
this,
which
is
Public
Safety
and
that's
critical.

something
really
quick
on
the
hotel
that
miss
blasses
is
doing.
Have
you
looked
at
his
plans?
Are
they
asking
for
additional
curb
Cuts
in
anyone
in
that
property,
because
that
would
really
affect
I
think
that
project
if
they
had
additional,
curb
Cuts,
particularly
on
waffle,
Road
right?
Yes,.

Hopefully,
with
the
city
too,
even
we
haven't
convinced
them
to
come
and
join
us,
yet
we
may
one
of
these
days
but
I
think
the
coordinating
with
Robbie
and
his
team's,
probably
a
pretty
good
idea
too.

pedicab
decals
I
think
you
all
I'm,
not
sure
where
we
stand
with
this.

It
was
dated
August
17th
of
2021,
so
we've
almost
gone
two
years
without
actually
instituting
the
additional
decals
at
night
and
I
would
just
point
out
a
few
things
and
then
I'll
see
how
the
committee
wants
to
go
about
proceeding
forward,
since
we
originally
did
this
and
I
take
full
responsibility
for
bringing
this
up,
because
I
think
it
was
my
idea.
A
lot
has
happened
in
the
city,
particularly
on
the
peninsula
of
Charles.
F
All
that's
obvious
and
we've
started
the
wheels.
Turning
on
a
number
of
initiatives,
one
is
rethinking
the
downtown
plan.
F
Second,
is
we've
reconfigured
King
Street
on
Thursday,
Friday
and
Saturday
nights,
which
has
changed
the
traffic
flow
and
access
there,
we've
gone
through
the
road
safety
audit,
with
the
dot
which
we're
in
the
throes
of
right
now,
trying
to
figure
that
all
out
and
that
affects
only
downtown
and
really
the
core
of
downtown
there's
been
some
talk
about
rethinking
or
at
least
tweaking
the
tourism
management
plan
and
I
will
note
to
sort
of
stand
on
my
own
toe
here
that,
since
this
has
been
instituted
in
2021,
there
has
been
no
call
from
the
CVB,
the
hotels,
the
restaurants,
the
bars,
the
entertainment
venues,
the
museums
residents,
apartment
owners,
condos
this
College
of
Charleston
MUSC
neighborhood
associations
on
the
Consortium,
the
town
and
gown
committee,
the
tourism
commission
or
the
industry
to
add
more
traffic
onto
our
already
congested
streets,
sort
of
being
rethought
so
from
where
I
sit,
the
enemy
of
good
is
better.

What's
working
right
now
is
working.
If
you
look
at
the
ordinance
what
we
did
when
we
re-adopted
this
ordinance,
we
made
some
changes.
We
did
three
things
one.
We
changed
the
name
from
Rickshaw
to
pedicap
I,
don't
think
we
want
to
mess
with
that
two.
We
took
away
the
Evergreen
provision
in
the
contracts
that
we
have
with
the
three
companies
that
currently
provide
services
in
the
city.

They
had
sort
of
like
basketball,
coach
contracts

ordinance

other

that
are

As
far
as
the
the
parking
restrictions
this
past
weekend
happened
to
be
the
fifth
weekend
since,

February

9th
we
began
the
detail,
I'd
like
to
explain
the
process
of
how
we
have
moved
forward
every
Thursday,
Friday
and
Saturday
night.
We
begin
the
process
with
bagging
all
the
meters
from
Canyon
John
to
Canyon
spring,
which
comes
out
to
be
about
80
parking
spaces.

So
we
bagged
The
Meters
this
the
bags
itself
have
placards
in
them
saying
Towing
tonight,
yes,
sir,
and
we
also
put
our
flyers
on
each
cars,
the
red
Flyers,
not
only
giving
the
citizens
warning
that
at
six
o'clock
this
becomes
a
prohibited
Zone
and
a
car
can
possibly
be
towed
away,
but
it
also
give
guidance
of
where
else
they
could
park,
mainly
being
whether
it's
a
side
street
or
the
parking
garages
nearby.
So
that's
the
second
step.
The
the
third
step
is
when
we
come
through
at
six
o'clock.

We
actually
put
cones
in
each
of
the
spaces.
What
we've
been
seeing
lately
out
of
the
80s
spaces,
at
least
70

80
percent

six
o'clock

vacant.

advantage
of
that
and
place
cones

prevent
anyone

parking
once

space
has
been

and
Food,
and
we
haven't
seen

upticks

enforcement

to

back
in
October
of
last
year,
up

the
February,
the
9th,
we
were
literally
writing

to
100
tickets,
a
night
just
by
the
signs
being
up,
no

writing
tickets.

we

any
compliance
even
with
writing
those
tickets.
So
we
moved
to
the
to
the

the

the
enforcement.

far
as

you

in

to
park
on

Street,

saw

in
violations
on

neighbor
institutes,

towed
up

cars.

this
past
five
weeks
on
side
streets,

don't
want

ignore
that,

folks
parking
on

hydrants

playing

close
to

now
it
becomes

safety
issue

to
make
sure
once
we
get
King
Street
locked
down.
Usually
it
was
about

night.
We
make
sure
we
focus
on
the
side
street
the
neighboring
streets.

that's

become
a
hazard,
but
it's
been
great.

between

Police
Department

neighborhood

transportation
in
the
parking
division
and
I

it's

we've
