we
ask
for
your
blessings
and
wisdom.
As
we
emerged
on
the
other
side
of
the
cove
at
nineteen
pandemic,
we
asked
for
your
wisdom
and
guidance
as
we
strive
to
provide
equity
and
freedom
of
mobility
for
all
of
your
children
residing
in
the
city
of
Charleston,
amen,
amen,.

Sir,
yes,
sir,
so
the
berkeley
county
is
barking
on
there
phase
two
of
the
Clemens
ferry
widening
project
winding
from
two
lanes
to
four
to
five
lanes
is
a
project
that
goes
from
Jack
promise
to
SC
41
Oh,
usually
with
these
projects
and
actually
both
items
that
have
to
do
with
roadway
projects
on
the
agenda
today,
city
has
their
preferences
about
multi-use,
space,
lighting,
landscaping,
irrigation
and
otherwise,
and
so
what
usually
happens
is
they
send
it
to
the
parks
department
we
coordinate
with
them,
so
they
can
review
and
go
back
and
forth
with
them
to
figure
out
what
that
is,
and
then
we
accept
a
maintenance
agreement
along
with
the
project
for
those
specific
items,
so
the
maintenance
agreement
is
very
specific
about
what
those
items
are:
the
multi-use,
the
lighting,
the
irrigation
and
the
landscaping,
and
just
asking
your
approval
on
that
coordination
there.

If
you
know,
there's
intersection
at
Folly
in
our
model,
it's
it's
a
glaring
missing
piece
of
connectivity,
one
of
the
lessons
that
we
learned
in
working
with
the
cities
in
New,
York
and
Vancouver
for
the
Ashley
River
Crossing,
and
they
said
to
us
explicitly
if
folk
can't
get
safely
on
our
off
the
bridge.
There's
no
reason
to
build
a
bridge,
and
so,
though
this
might
seem
as
a
small
piece
of
project,
it's
an
important
aspect
of
connectivity
there
and
so
just
grateful
for
the
coordination
with
the
county
on
it.

We
just
wanted
to
come
to
you
to
the
committee
and
update
you
on
where
we
stand
with
the
new
towing
contract.
We
issued
a
bid
back
in
the
middle
of
February,
received
proposals
back
in
the
middle
of
March,
and
we
received
four
proposals.
We
went
out
towards
the
end
of
April,
April,
22nd,
I,
believe
Steve
and
Scott
Newsome
and
myself
went
out
and
inspected
the
four
sites
and
the
two
of
the
vendors
were
deemed
non-responsive
that
left
turkeys,
towing
and
Jennings
towing,
and
we
just
wanted
to
update
you
and
how
that
broke
out.

The
new
contracts
are
such
that
turkeys
will
be
have
the
contract
for
zones
two
and
four,
which
is
James
and
John's
Island
and
Daniel.
Holland
and
Jennings
will
have
the
contract
for
downtown
and
West
Ashley.
That's
a
one-year
contract
with
four
options
on
the
contract
was
put
in
place.

Friday.

far,
we've
had
a
Clements
Ferry
Road
phase,
two
maintenance
agreement
update
and
a
folly
album
all
maintenance
agreement
both
have
been
approved,
and
then
mr.
Cooper
just
gave
us
the
update
on
the
towing
contracts,
I'm
assuming
Gary,
that
the
towing
is
slow
at
this
point.
So
when
they
get
back
and
it'll
take
a
while
for
them
get
back
fatefully.

I'm
just
excited
about
getting
those
on
par.

Think
I've
said
this
to
some
of
you,
but
knowing
the
tests
that
you
all
put
only
in
terms
of
the
organisation
of
the
department,
we
really
wanted
to
have
in
each
division
teams
really
kind
of
having
that
tandem
of
visionary
and
operations
functions
occurring,
and
so
we're
really
excited
about
that
actually
being
the
case
now
that,
within
our
parking
division
within
our
science
and
marketing
division
within
our
signals,
division
that
will
have
this
tandem
of
teams
working
together
to
really
make
those
divisions.

they're
supposed
to
be
so
I'm
just
offering
things
and
just
letting
you
know
that
we're
keeping
the
ball
moving
once
we
get
them
fully
on
board.
Definitely
we
love
to
bring
them
to
our
next
committee
meeting,
for
you
all
to
be
able
to
get
your
eyes
on
them
and
know
who
they
are.
Nobody
pick
up
the
phone
to
call
in
otherwise,
so
I'm
just
excited
about
that.
A
quick
thing,
obviously
we're
in
hurricane
preparedness
mode.
One
of
our
obligations
for
the
signal
maintenance
agreement
is
to
do
yearly
inspections
of
all
200-plus
signalized
intersections.

So
hopefully
that
something
we
don't
have
to
use,
but
just
in
case
wanting
to
don't
be
ready
to
go
with
with
that
type
of
equipment
there
so
and
then
the
other
piece
is
just
some
quick
updates
about
sed
ot
coordination
efforts.
We've
now
done
with
a
CBO
t20
intersections
throughout
the
city
and
for
enhanced
pedestrian
safety
I'm
at
them.

So,
really
glad
about
that
partnership
and
wanting
to
enhance
that
sed
LT
will
be
with
us
at
our
next
team
meeting-
I'm,
hopefully
a
still
organized
in
schedules,
but
the
plan
is
for
them
to
be
there
for
two
topics:
one
to
give
you
an
update
on
the
first
two
of
the
four
road
safety
audits
that
were
conducted
by
FC
TLT
headquarters,
that
being
King
and
Meeting
Street,
and
then
also
to
give
you
a
heads
up
on
another
partnership.
We've
been
doing
with
them
with
the
improvements
of
folly
and
Formosa
engagements.

These
are
intersections
that
have
been
hot
topics
for
those
citizens
who
live
over
there.
It
came
up
on
the
list
for
a
complete
signal,
rebuilt
home
for
both
of
them,
and
so
si
BLT
is
front
to
bill
for
it
and
otherwise,
but
we're
going
to
be
our
staff
are
going
to
be
the
ones
who
are
going
to
be
actually
building
it
out
so
want
to
just
bring
those
updates
to
you
all
and
let
you
know
what's
going
on
with
those
so
we'll
take
whatever
questions
or
things
other
things
you
will
want
to
discuss.

recently

consider
very
thoughtful

relevant
suggestions
about
you
know.
I
know:
we've
been
talking
about
looking
more
carefully
at
how
to
encourage
more
pedestrian
and
cycle
use
of
some
of
the
downtown
streets,
in
particular,
experimenting
with
Hampton,
Guardi
I.
Think
I
know
that
the
Public
Works
Committee
heard
that
the
mayor's
proposal
for
changing
that
schedule
again
so
I
think
we
should
put
that
on
the
record
for
this
meeting.

we
would
create
some
sort
of
study
task
group,
you
know
innovative
uses
of
our
city
streets,
we're
coming
out
of
that
of
the
recovery
and
helping
business
people
who
currently
drive
by
if
they
were
walking
by
and
bike
bike
by
cycling
by
I
just
feel
like
you
know,
we
are
really
hearing
the
energy
and
the
interest
from
our
citizens.
So
I
was
hoping:
maybe
we
could
somehow
organize
a
little
task
force
that
would
have
the
sponsorship
of
this
committee
and
participation
and
then
bring
some
citizens
together.

Yeah,
so
at
the
Recreation
Committee
meeting
yesterday
parks
and
recreation,
a
suggestion
of
new
closure
times
for
Hampton
Park
to
be
to
be
reviewed
by
the
full
council,
so
moving
away
from
the
10:00
a.m.
to
8:00
p.m.
to
basically
keeping
the
regular
weekend
times
as
they
currently
are
about
changing
the
weekday
times
to
4
to
8
for
review
in
otherwise
we
had
been
placing
counters
in
Hampton
Park.

We
placed
them
on
this
past
Thursday
just
to
get
some
baseline
of
data
to
see
how
many
people
were
using
it
and
otherwise
and
and
be,
quite
frankly,
it's
being
used
it's
being
used
in
a
significant
way,
even
when
you
take
a
margin
of
error
away,
and
so
just
just
thinking
about
that
process.

think
I
said
I.
Think
all
of
you
just
that
bad
data
both
of
the
non-motorized
traffic,
but
also
the
general
yearly
counts
of
vehicular
traffic.
Just
so
you
have
that
balance.
So
it
is
something
that's
being
used.

There's
a
lot
of
different
considerations
that
come
into
play
with
it
and
I
definitely
have
been
getting
the
emails
as
well.
I'll,
just
say
what
what
I
said.
Jacob
and
I
were
talking
about
this
today.
I'll
say
what
I
said
last
week:
it's
it's
it's
something
that's
more
than
feasible,
it's
just
something
that
would
have
to
be
prioritized
by
number
of
departments.
It
would
not
be
something
that
would
sit
just
with
the
TNT
or
just
with
the
neighborhood
service
or
otherwise,
there's
design
considerations.
There's
maintenance
and
liability
considerations.

There's
traffic
management
considerations
as
well,
none
of
which
are
impossible
to
be
able
to
figure
out
it.
Just
it
just
means
it
would
be
something
that
would
have
to
be
a
priority
of
coordination
with
a
number
of
different
entities
to
make
happen.
So
that's
kind
of
where
that
possibility
stands.
It
is
something
that
has
been
introduced
by
a
number
of
cities
around
the
country,
both
the
National
Association
of
city,
transportation,
officials,
Smart,
Growth,
America
and
one
other
entity.

Some
of
the
pieces
and
ordinance
that
you
all
have
you
all
going
to
be
taking
up
today
regarding
sad
walking,
furniture
and
also
on
private
Lots,
comes
from
some
of
those
best
practices,
including
the
city
of
Tampa,
who
recently
introduced
a
14-day
block
time
of
street
closures
on
parklets
and
private
parking
amenities.
So
obviously
we
got
to
take
into
consideration
of
what
fits
for
Charleston.

also
have
to
take
in
consideration
that
were
not
fully
out
of
coab
in
19,
and
so,
but
also
the
fact
that
there
there's
an
opportunity
to
have
have
serious
discussion
about
what
transportation
looks
like
for
us.
What
safety
looks
like
what
congestion
mitigation
looks
like
what
access
looks
like
and
so
I
think,
all
those
things
kind
of
have
to
get
into
the
pot
of
the
gumbo
and
and
make
some
decisions
from
there.
So.

assumption
the
the
baits
were
new
times
were
presented
at
the
Bayesian
committee.
I
think
they're
supposed
to
be
reported
out
from
there

sure

can't
speak
for

it
was
presented
to
that
committee

I

just
go

when
this
being
Hampton
Park
ours
is
pretty
easy.
It's
four
hours
a
day,
four
to
8:00
Monday
through
Friday
every
afternoon.
Fourth,
through
eighth
on
the
weekdays
12:00
to
noon
on
Saturday
and
1:00
to
5:00
Sunday
afternoon.
So
what
our
normal
schedule
used
to
be
before
coronavirus
was
eight
hours
a
week,
and
this
this
will
be
twenty
eight
hours
a
week.

so
significantly
about
four
times
more
than
what
we
were
doing
before,
admittedly,
less
than
the
fifty
four
hours
a
week,
we
were
doing
right
when
we
turned
the
switch
a
week
or
so
ago,
but
we
did
run
into
difficulties
with
staffing
and
an
access
to
the
parking
lot,
and
you
know
some
other
issues
so
we're
finding
them
kind
of
the
middle
ground.
