Description
City of Charleston Committee on Traffic and Transportation – 4/14/2020
B
A
C
B
Okay,
yeah
did
a
focal
very
responsive,
I
mean
CPD
was
out
there
right
away,
but
you
know
it's
not
being
sick,
don't
send
it
to
okay.
A
C
B
A
A
D
A
She's
not
only
joining
she
has
joined
so
I
think
we
have
everybody.
We
need
Jennifer,
we're
all
on
time
and
have
everything
up
right.
Yes,
okay,
great!
So
if
you're
all
ready,
I'm
going
to
call
to
order
the
Tuesday,
April
14th
2020
meeting
of
the
traffic
and
transportation
committee
to
order
by
a
remote-access
and
asked
what
we
began
with
a
moment
of
silence,
please.
A
Amen
and
thank
you
four
members
of
the
committee,
mr.
mayor,
before
we
begin
I
told
mr.
Benjamin
I.
Don't
think
this
would
be
a
problem,
but
if
it
is,
I've
got
a
hard
stop
for
a
meeting
at
2:45,
so
council
member
Brady,
if
we're
still
going
on
I'm
gonna,
ask
that
you,
as
the
vice
chair,
take
over
the
meeting
but
I
think
we
should
be
okay.
That's
all
good,
great
thanks.
Okay,
first
order
of
business
is
March
10
to
20
20
minutes
to
have
a
motion
for.
A
All
right,
all
in
favor,
hi
eyes
have
it.
Next
we
have
an
ordinance
to
amend
section,
31,
77,
a
and
3177
be
to
expand
documentation,
options
required
for
taxicab
operator
license
and
a
chauffeur's
license.
This
is
the
yellow
cab
request.
I,
don't
know
mr.
Summerville
or
miss
Borden,
who
wants
to
give
us
a
quick
briefing
on
this.
G
D
A
B
Thank
you,
mr.
chair,
so
we're
excited
about
any
time
that
we're
able
to
partner
with
the
county
on
improving
transportation
in
a
significant
way,
but
also
when
we're
able
to
do
that,
while
also
meeting
some
of
our
land-use
goals
and
this
beginning
of
an
initiative
is
a
part
of
that
work.
I
see
Eric
from
planning
who's
here
and
been
extremely
helpful
with
navigating
that
in
West
Ashley.
B
Let
me
give
Susan
background
and
then
I
think
the
letter
is
very
clear,
but
if
there's
any
questions
want
to
be
able
to
either
myself
let
Eric
be
able
to
answer
the
county
is
embarking
on
their
us
17
corridor
improvement,
which
will
be
improving
various
intersections
away
from
the
Avondale
area,
all
the
way
to
the
526
and
a
change
and
as
they're.
In
the
midst
of
doing
that,
they've
been
adamant
about
partner,
so
they've
sat
down
with
Claudia
and
Cox
staff.
They
sat
down
with
us
and
tried
to
figure
out
what
a
priority
it
had.
B
The
land
owners
are
very
much
interested
in
moving
this
forward,
but
what
the
county
staff,
after
a
meeting
that
we
had
with
county
staff
city
staff,
a
council
member
saccharin
and
also
a
councillor
pill,
requested
that
there
was
a
letter
of
intent
from
the
city
that
would
be
signed
by
the
landowners
as
well.
B
To
go
to
that
Johnson
County
staff
could
take
to
their
council
and
say,
hey
look:
the
city
wants
to
partner
with
us
in
this
regard,
so
then
they
can
move
forward
with
concept
designs
that
that
merged
the
land,
use
opportunities
and
the
roadway
improvements
as
well.
So
this
is
just
the
show
Charleston
County
Council,
that
this
is
something
we're
serious
about
and
that
we're
open
to
the
partnership
report
together
with
them
as
they're,
improving
transportation
and
we're
improving
land
use.
B
A
D
Service
there,
mr.
chairman
and
fellow
committee
members
I,
just
want
to
make
a
comment.
If
I
will
not
a
question
and
that's
as
often
times
when
a
matter
like
this
comes
before
us,
Accounts,
Committee
and
counsel,
it
comes
comes
to
you
very
quickly.
A
little
explanation,
but
I
just
want
to
share
with
you.
D
There's
been
a
terrific
amount
of
work
that
went
into
bringing
this
forward
to
you
today,
particularly
by
Eric
Coleman
who's,
our
West
Ashley
coordinator,
our
planning
department,
Allen
Davis
in
our
design
center
Keith
and
his
team
at
traffic
and
transportation
working
with
the
county
working
with
the
property
owners.
This
would
align
the
street
right
across
from
our
fire
station
they're
in
Avondale
and
make
it
safer
and
quicker
for
them
to
get
out.
It
would
improve
the
instead
of
two
intersections
you're,
basically,
basically
going
to
combine
them
into
one.
F
B
B
Doing
you
know
except
designs
and
then
come
back
and
find
out
the
city's,
not
in
congruence.
Now,
thankfully,
as
the
mayor
already
iterated,
as
staff
we've
all
been
working
together,
right,
County
staff
were
sitting
in
the
Design
Center.
You
know
going
over
different
designs.
What
potentially
could
happen
at
the
faring
intersections?
What
will
work?
What
wouldn't
what
the
neighborhood
would
be
in
favor
of
what
they
want
to
be,
and
so
as
staff
we're
all
on
the
same
page
about
how
to
move
things
forward.
H
I
mean
well
yeah.
You've,
basically
summed
it
up
very
well.
The
letter
is,
it
was
a
request
from
the
transportation
department
with
Charleston
County,
and
they
just
wanted
a
letter
from
both
the
city,
as
well
as
the
property
owners
that
way
when
it
goes
to
the
county,
the
county
kind
of
had
some
reassurance
that
they
wouldn't
invest
funding
into
designs
into
progressing.
Something
have
the
other
parties
involved
pull
out
at
the
last
second,
so
this
is
so
everyone
is
aware
upfront.
No
one
can
say
we
weren't
aware
that
this
was
occurring.
F
Chairman
are
we
being
asked
to
bet
we're
gonna
vote,
whether
we
agree
with
this
LOI
or
not,
and
then
does
that
authorize
the
mayor
to
sign
it,
or
does
it
go
to
Council
at
some
point
or
I
mean
I
would
like
it
to
go
as
quickly
as
possible,
but
I
don't
see
that
you
know
we
don't
really
have
the
authority
to
authorize
the
mayor
to
sign
that
document.
Do.
A
We
well,
it
depends
in
what
regard
I
think
in
this
one,
we'll
bring
it
as
a
report
out
from
T&T
tonight
and
then
he'll
have
the
authority.
That's
right.
There
are
certain
things
that
are
code
by
the
way
that
TNT
is
the
final
resting
ground
for
it,
I
think
in
this
instance.
This
would
not
be
one
of
them.
This
needs
to
go
through
Council,
but
I
think
it's
just
gonna
be
a
two-hour
delay
and
then
we'll
be
ready
to
go
with
getting
this
going
forward.
So.
A
Mr.
Pohlman
anything
else
you
need
to
add
I
know
this
is
some
work
going
forward
for
you
and
hopefully
it'll
make
your
life
easier.
That's
what
you
kind
of
do
here
and
just
let
us
know
if
you're
gonna
be
I,
don't
know
if
you're
gonna
be
in
on
the
call
tonight.
If
not,
we
may
call
on
mr.
Benjamin
just
to
explain
exactly
what
this
means
that
City
Council
yours.
B
A
B
Would
be
within
the
median
that's
there.
The
goal
of
this
intersection
project
was
to
essentially
create
safe
crossing
between
the
neighborhood
on
the
southern
end
of
Lockwood
and
B
feign,
to
be
able
to
cross
into
the
multi-use
path
that
currently
already
exists.
Amid
other
goal
was
to
better
dictate
the
lanes
of
traffic
coming
around
that
bend.
If
you
come
around
there,
you
know
there's
a
little
bit
of
speeding
bad
fo
cab
and
so
giving
a
better
dictation
in
that
area
for
how
people
are
supposed
to
be
traveling.
That
way.
B
A
Jackson
second,
any
discussion
questions
so
mr.
Benjamin,
thank
you.
This
has
been
a
project
that
has
been
long
long
long
in
the
making
who's
been
on
our
priority
list
for
a
long
time.
I
just
want
to
point
out
to
y'all,
because
this
is
both
in
my
district
but
the
at
the
end
of
my
street.
If
you
want
to
get
under
that
multi-use
path
that
goes
along
the
water,
which
is
really
beautiful,
it
goes
past
the
Evans
Park
and
bench
and
all
the
way
down
along
broad
there's
only
between
the
marina
and
Ashley
Avenue.
A
There
is
no
way
to
come
out
of
the
west
side
of
Harlem
Village
and
legally
and
safely
get
across
Lockwood
to
use
that
path,
and
it
is
over
a
half
a
mile
from
the
entrance
to
the
marina
to
ashley
avenues.
So
this
will
give
access
to
recreation.
It
will
provide
traffic
calming.
It
will
provide
some
beautification
in
the
neighborhood.
It's
a
great
project,
some
real
bang
for
a
buck
and
I
suspect
mr.
Benjamin.
No
one
asked
but
I
don't
think
this
is
gonna,
be
a
huge
strain
on
our
budget.
B
B
B
F
A
D
G
A
B
Just
just
some
quick
updates,
one
I
just
want
to
let
you
all
know
that
your
traffic
and
Transportation
Department,
especially
our
crews,
have
been
on
the
front
lines
throughout
this.
A
coronavirus
situation
as
have
a
lot
of
other
departments
throughout
the
city,
really
working
hard
to
keep
essential
services
going.
The
mayor's
asked
us
to
keep
a
level
of
normalcy
with
what
we're
serving
the
citizens
and
that's
what
we've
tried
to
do
with
our
teams
that
we
have,
and
otherwise
I
mean
being
as
responsible
as
possible.
I
myself
have
been
in
weekly
communications
with
other.
B
Do
TX
from
around
the
country
were
a
knocko
city
and
National
Association
of
city
transportation,
officials,
and
so
we've
been
having
these
parallels
of
sorts
where
we're
exchanging
ideas
and
ways
in
which
people
are
making
sure
they're
trying
to
keep
a
level
of
essential
services
going.
What
exactly
that
looks
like
and
what
we
can
take
from
them.
So
a
couple
of
those
things
we
have
taken
as
you've
seen
the
curbside
pickup
and
drop
off
opportunity.
Actually
it
came.
B
B
I'll
continue
to
be
in
communication
with
my
colleagues
and
as
those
best
practices
and
ideas
are
coming
up
that
make
fit
for
us
in
Boston,
we'll
bring
those
to
the
table
and
and
and
make
sure
running
it
up
the
proper
channels
to
figure
out
what
makes
sense
for
us
as
we're
navigating
this.
Some
of
these
ideas
might
be
things
that
we
should
be
doing
anyway.
More
should
be
in
place
in
certain
on
particular
ways,
and
so
definitely
looking
forward
to
those
changes.
B
The
state
do
t
the
cog
our
County,
as
you
saw
from
the
votes
you
just
gave,
everybody
is
still
working
still
trying
to
get
particular
pieces
done,
so
sedl
T
is
still
doing
their
526
signals
improvements
in
West
Ashley,
as
well
as
the
pedestrian
improvements
on
the
peninsula.
The
B
City
cog
was
continuing
to
work
with
us
on
various
transit
issues.
Councilman
sneaking's
you'll
appreciate
this.
Last
week,
the
new
shelter
and
meeting
and
lunch
Street
finally
went
up
finally
got
installed,
so
you're
excited
about
that.
B
B
That
we
have
our
monthly
coordinating
meeting
with
the
county
in
the
state
on
Friday,
May,
1st
and
so
I'll
get
a
full
report
out
all
the
different
projects
that
they
have
going
on
and
what,
if
any
changes
they
might
have
made
with
the
coronavirus,
a
situation
happening
on
time.
Lots
so
I
will
find
out,
though,
can.
F
I
another
question
is
mr.:
Somerville
takes
the
floor.
I'm
talking
about
the
road
resurfacing,
Oh
Thank,
You
Robbie,
for
riding
around
my
district
with
me
and
looking
at
the
things
that
were
on
the
list
for
this
year
and
I.
Think
you
and
I
and
my
Metzler
was
in
the
car.
At
that
point
we
agreed
that
there's
a
lot
of
what
I
call
the
spiderweb
neighborhood
roads
that
aren't
really
the
grooc
roads
for
those
neighborhoods
that
are
on
the
list,
and
we
talked
about
maybe
I'm
going
directly
to
buck.
Is
that
the
gentleman's
name
but.
F
And
trying
to
maybe
renegotiate
so
that
we
could
agree
that
the
roads
that
are
probably
in
worse
shape
on
James
Island,
don't
tell
my
constituents
I'm
saying
this,
but
I
didn't
know.
If
that
whole
thing
is
gonna
fall
apart,
based
on
the
virus,
are
they
even
you
know
any
contracts
right
now?
What's
the
status
of
getting
lost
so.
B
F
B
Aware
that
they
did
do
a
letting
for
a
number
of
streets,
so
they're
trying
to
keep
progress,
moving
Robby,
let's
get
together
and
talk
about
how
to
approach
that
I
will
say
that
County
Johnson
County
in
the
last
two
years
has
shifted
from
taking
requests
for
resurfacing
and
using
and
depending
on
the
road
grading
process
for
determining
which
Street
or
resurfaced
things,
and
what
don't
that.
Does
that
mean
that
there's
not
negotiation
space,
so
Robby,
let's
connect
and
just
follow
up
as
soon
as
possible,
because
I
know
that
they're
China.
This
is
this.
B
E
Just
want
to
give
you
a
quick
update.
Today
we
installed
nine
speed,
humps.
That
was
one
on
7th
Street
and
we
actually
had
rebuilt
for
on
peerless
tree
in
the
forum
King
big
park.
The
committee
approved
in
East
Side
neighborhood,
Aiken
Street
and
Magnolia
Avenue
in
Wagner
Terrace
at
the
last
tea
and
tea
committee
meeting,
so
I'll
be
marking
those
locations
and
working
with
the
contractor
to
get
those
installed.
E
The
existing
speed
humps
right
now
we're
we're
treating
speed
humps
from
2003
and
older,
so
we're
trying
to
get
caught
up
on.
You
know
some
of
these
old
speed.
Humps,
that's
been
out
there
for
some
time
they
haven't
been
touched
in
year,
so
you
know,
might
be
best
for
that's
just
you
know
attack
it.
The
maintenance
plan
next
2025,
more
speed
humps
with
the
remaining
budget,
but
we
can
discuss
that
further.
Any.
A
E
A
B
B
We
make
him
is
on
the
zoom,
but
she
can't
technically
get
in.
So
she
emailed
me
the
updates
over
Lockwood
and
view
Fane.
All
the
permits,
except
for
D
hack,
have
been
obtained
for
Lockwood
and
you
feign
they're,
looking
at
late
summer
for
bids
and
construction
and
same
time
timeline
for
father
in
Albemarle.
Oh,
if
you
all
approve
it
I'm
at
our
next
meeting
so
end
of
this
summer,
beginning
of
fall
right
to.
A
F
F
D
F
D
A
Thank
you
just
very
briefly
to
weigh
in
on
that
when
we
debated
whether
to
close
the
inside
lane
of
traffic,
you
may
remember
that
used
to
be
two
lanes
of
traffic
with
no
with
no
bike
lane
at
all.
I
literally
think
it
took
about
a
hundred
hours
of
debate
at
City
Council.
It
was.
It
went
over
of
course,
about
six
months.
It
was
hotly
contested,
and
some
of
the
biggest
opponents
of
it
are
now
some
of
the
biggest
users
of
it
in
there.
A
So
I
think
that
history
has
lent
itself
some
positive
light
on
that
I
will
say.
Mr.
mayor
I
get
the
conundrum
that
you
described.
It's
just
an
interesting
dynamic
up
there
at
Hampden
Park
in
particular,
because
the
roadway
is
fair
game.
It
is
open
and
has
now
become
a
shared
use
between
not
just
bikes,
pedestrians,
runners,
skateboarders,
inline
skaters.
It
also
has
cars
in
the
mix
too,
and
it
is
being
very,
very
heavily
used.
I
was
heartened.
I
was
up
there.
A
Yesterday,
I
saw
that
we
had
some
police
up
there
to
sort
of
keep
everything
calm,
but
it's
being
heavily
used
and
you
you've
got
that
outside
Walker
runner,
Lane,
it's
actually
technically
in
the
park,
but
not
in
traffic.
So
I
just
think
it's
something
that,
as
you
think
about
where
we
go,
we
might
want
to
think
about
because
it
did.
The
fact
is:
there's
a
ton
of
people
up
there,
a
ton
right,
I.
D
I
understand
and
understand
that,
even
though
the
park
is
closed,
we
haven't
taken
any
action
to
ask
people
not
to
use
pain,
so
people
out
there
riding
their
bike
and
walking
in
and
pushing
the
carriages.
I
understand
all
that,
and
we
have
no
issue
with
that.
I
just
think.
If
you
closed
off
all
the
vehicular
entrances
to
the
park
and
you're
still
allowing
the
use
of
that
interior
feature,
it
feels
like
you're
you're,
opening
the
parka
I.
Don't
you
know
anyway?
That's
my
sense
of
it.
