Description
City of Charleston James Island Creek Task Force 6/30/22
C
Good
afternoon,
everyone
how
y'all
doing
good
afternoon
doing
well
afternoon
mayor,
I
must
say
I
enjoy
in-person
meetings
once
again,
but
when
you
have
20
to
30
people
and
we're
all
over
the
place
and
we're
all
very
busy,
zoom
does
come
in
handy
every
now
and
again.
Doesn't
it
so
we'll
give
just
a
couple
of
minutes
for
anyone
else
that
on
diverge
to
sign
in,
I
hope,
represented,
wetmore's
gonna
be
with
us
today
did.
Did
we
bring
a
cake
for
her?
She
deserves
one.
C
Getting
us
a
million
dollars
straight
line
out
of
the
state
budget
is
not
an
easy
thing
to
do.
Isn't
that
right,
kyle.
C
B
I'll
just
add
as
a
little
filler,
especially
difficult
in
the
year
when
there
was
all
this
money
sitting
over
there
going
to
riaa
for
water
and
sewer
projects
and
a
lot
of
what
we
were
dealing
with
were
sentiments
that
wanted
this
hey.
This
is
a
water
sewer
thing,
just
let
them
go
compete
over
there
at
ria
for
those
funds
which
we
will,
but
by
couching
this
as
something
different
than
just
a
water
sewer
project.
B
C
So
I
guess
I'd
like
to
call
us
to
order
mayor
woolsey.
You
got
anything
special
greeting
or
any
introductions.
D
C
Thank
you
so
much,
and
you
know
you
weren't
really
on
the
agenda,
but
you're
you're,
the
our
representative
of
the
hour,
if
I
may
say,
could
I
just
ask
you
to
make
a
few
comments
and
open
us
up
on
a
happy
note
here
of.
E
Course,
of
course,
so
delighted
to
announce-
I'm
sure
most
have
heard
by
now,
but
delighted
to
announce
that
we
were
able
to
bring
home
a
million
dollars
from
the
state
budget
to
put
towards
the
james
island,
creek
watershed
and
pollution
cleanup,
so
certainly
we'll
leave
it
to
the
capable
hands
of
the
task
force,
but
the
understanding
is
that
we
would
use
that
towards
the
sewer
and
infrastructure
connections.
E
C
C
Yeah,
terrific,
all
right:
if
was
there
anybody
we
all
kind
of
know
each
other.
Mostly,
is
anybody
new
to
the
club
here?
Anybody
want
to
raise
their
hand
and
introduce
themselves
that
new
to
us
or
first
time
or
second
time
with
us,
anybody
want
to
step
up.
I
I
think
I
we
know
everyone
else,
so,
okay,
no
everyone!
C
So
I'm
going
to
move
right
along
then,
because
it
is
thursday
afternoon
before
a
major
holiday
weekend,
and
I
know
everybody's
looking
forward
to
the
fourth
of
july
and
a
little
time
off,
you
might
be
working
tomorrow,
but
anyway,
it's
on
my
mind
already.
I
can
tell
you
that
so
without
further
ado,
our
technical
media
committee
mark
johnson
mark
you're
going
to
make
a
report
to
us
about.
What's
going
on.
F
Well,
mostly,
we've
got
the
new
scope
of
services
for
the
creek
testing
and
everything,
and
I'm
actually
gonna
turn
it
over
to
brett
champion
he's
more
the
expert
on
this
okay.
A
Hey
good
afternoon
guys
this
is
brett
and
yes,
we
have
got
the
draft
scope
from
wolpert.
Actually
jacob
is
on
board
as
well
here
to
answer
any
thing
too
technical,
and
so
it's
pretty
much
late.
Last
year,
just
gathering
information
we've
got
three
and
a
half
years
to
gather
information
before
we
start
putting
together
an
implementation
plan.
So
you
all
have
pretty
much
been
up
to
speed
of
what
we've
seen
this
last
year
through
the
quarterly
reports
from
wolpert
had
some
high
numbers
in
september.
A
We
got
mst
testing
there
and,
of
course
we
didn't
see
any
dog
human
remnant,
but
we
did
see
bird
not
a
lot
of
high
numbers
through
the
winter,
but
temperatures
are
rising
and
we
expect
that
to
inflate
a
little
bit
this
summer,
so
wilpert's
there
to
to
to
handle
that
with
us
and
the
the
new
scope
is,
has
actually
got
a
little
more
money
in
there
for
additional
sampling
alternative
sites,
since
we're
not
seeing
the
the
higher
numbers
than
we
were
expecting
that
we're
getting
more
into
the
the
tributaries
of
james
island,
creek,
simpson,
creek
and
mark
is
working
on
waivers
to
to
go
to
those
private
dock
owners
to
to
to
access
those
strategic
locations
so
anyway,
for
the
in
a
nutshell,
the
the
scope
will,
I
think,
run
from
this
coming
august
until
next
august
and
be
a
little
more
in
the
weeds
with
alternative
sites
and
and
that's
what
I
guess.
C
And
excuse
me
for
for
not
knowing,
but
does
that
revision
require
the
approval
of
the
jurisdictions
or
this
committee
are.
We
are
we
good
to
go
on
on
them?
We'd.
A
Be
wanting
the
blessing
of
the
town
and
and
the
city
on
that
we
we're
in
contract
with
wilpert.
But
of
course
we
want
to
make
sure
that
everything
is
in
line
with
you
and
and
the
town
as
well.
So
all
right,
coordinating.
D
D
And
so
I
think
it
would
be
appropriate
if
this
committee
would
be
willing
to
recommend
you
know
the
committee.
This
whole
committee
would
recommend
them
to
the
jurisdictions
that
they
adopt
the
changes.
Sure.
D
C
Any
discussion
could,
could
I
just
ask
what
the
difference
in
and
cost
was
to
us
or
how
that
works.
C
A
This
this
year,
it's
around
67
000.
Last
year
it
was
around
50,
50,
000,.
B
A
Are
round
numbers
we
we
didn't
use
it
all
yet,
and
we
probably
won't
use
all
of
next
year's,
but
it
is
just
a
cap
that
not
to
exceed
just
to
be
able
to
move
whenever
we
need
to
move
gotcha
and,
like
I
said,
I
think
that
increases
more
to
do
with
alternative
sites
outside
of
the
two
sites
that
dhec
is
overseeing
gotcha.
Okay,.
B
Well,
mayor,
just
very
briefly
that
just
as
a
reminder
to
the
committee
too,
that
that
total
cost
gets
broken
down
with
the
town
paying
34
percent
the
city
paying
58
in
the
county,
pain,
8,
okay,.
C
All
right
well
any
further
discussion
or
questions
all
in
favor,
say
aye.
C
A
F
No,
that's
pretty
much
all
the
exciting
things
that
I
have
from
technically.
C
So
andrew
could
not
be
with
us
today.
Something
came
up
for
citizen
and
education
engagement
report.
Emily
is
going
to
give
us
an
update,
emily.
G
Thank
you,
mr
mayor.
Just
super
briefly
andrew
wanted
me
to
flag
for
you
all
that
we've
continued
to
receive
some
pretty
consistent
press
coverage
of
the
james
allen,
creek
task
force,
work
and
there's
another
piece
airing
tonight
on
live
five,
so
just
continuing
to
highlight
and
keeping
this
relevant
and
in
the
minds
of
folks,
I
think,
is
certainly
our
goal.
G
The
other
thing
he
wanted
me
to
highlight
is
more
of
mark's
good
work,
which
is
that
he's
planning
an
interactive
exhibit
for
the
james
island,
arts
and
cultural
center,
and
it
will
teach
kids
about
storm
water
pollution
and
wastewater
treatment,
and
I
think
also
looking
at
purchasing
some
modeling
equipment.
That
might
also
be
interactive
and
hands-on
mark.
I
don't
know
if
you
want
to
explain
any
more
of
that,
but
it
sounds
like
a
great
opportunity
for
engaging
young
ones
and
this
this
work.
F
Right,
yeah
we're
still
ironing
out
details
with
all
that,
but
I've
recently
been
in
greenville
and
saw
an
environmental
education
center
that
they
have
up
there
at
roper
mountain
and
I
was
very
impressed
and
they
have
a
lot
of
hands-on
interactive
activities
for
the
children
and
what
the
director
was
telling
me
is
that
a
lot
of
adults
like
to
play
with
it
too.
So
I'm
looking
into
possibly
having
one
made.
F
That
is
the
james
island
watershed,
but
they
also
make
a
generic
coastal
watershed
type
model
that
I'm
looking
at
at
purchasing
that
we
can
put
to
events.
You
know
like
earth
day
event
or
hurricane
expos
or
you
know
any
anything
like
that.
C
Mayor
we're
just
picking
up
on
kids,
it
seems
to
me
we're
far
along
have
we
engaged
with
particularly
the
schools
on
james
island
at
appropriate
level,
to
try
to
do
some
outreach
with
with
young
students
about
the
science
of
all
this,
and
what
we're
doing
and
all
like
that,
is
that
a
good
idea.
G
G
C
Well,
I
think
that'd
be
interesting
if
y'all
are
up
for
it.
That's
a
thought.
Well,
terrific!
Well,
thank
you!
All
for
that
report.
Keep
it
up.
Next,
our
policy
group
ross
lapel
council
member
appel,
you
with
us.
B
Here
I
can
tying
very
brief,
I'm
not
on
the
group,
but
I
know
councilman
paul
has
been
looking
into
looking
for
septic
ordnance
options
for
the
city,
and
we've
been
doing
quite
a
bit
of
discussions
with
cws
city,
stormwater
and
city
legal
on
some
preferred
options.
We've
talked
with
representative
wetmore
and
some
of
the
work
that
folly
beach
has
done
on
the
subject.
So
I
think
we've
got
a
pretty
good
path
forward
that
we'll
be
looking
to
bring
back
the
next
meeting,
most
likely
with
a
potential
recommendation.
B
C
Excellent
great
keep
keep
working
on
that
we'll
we'll
bring
something
along.
Okay
back
to
some
funding,
and
I
we
thank
representative
wetmore,
but
I
think
there
are
other
folks
working
on
other
potential
grant
fundings.
H
Yeah,
so
this
is
dave
schaefer
with
the
james
island
public
service
district,
we
submitted
in
the
beginning
of
june
the
full
proposal
to
sc
d
heck
for
319
funding
and
that
319
funding
we
should
know
by
the
end
of
july.
They
had
60
days
from
the
beginning
of
june
to
give
us
an
indication
if
we
would
get
250
000
towards
the
oak
point
road
project
and
that
is
15
properties
adjacent
to
the
to
the
creek.
H
And
what
we're
trying
to
be
able
to
do
is
coordinate
with
cws
to
go
into
a
multi-jurisdictional
sewer
expansion
project,
so
that
would
be
a
coordinated
effort
between
the
the
psd
and
cws
and
so
on
monday,
the
27th,
the
regular
commission
meeting
the
the
commission
passed
the
resolution
to
authorize
that
multi-jurisdictional.
H
Sewer
expansion
effort,
and
so
we
are
waiting
for
the
approval
of
the
usda
in
writing
to
be
able
to
move
forward
that
we
we
have
got
nothing
but
positive
feedback
from
the
usda.
H
They
have
to
work
in
their
their
their
own
processes
as
far
as
approval
from
the
local
field
rep
to
the
program
director
in
columbia
and
then
potentially
to
the
regional
manager
in
atlanta.
So
as
we
work
through
those
approval
processes,
we
will
be
sure
to
work.
You
know,
keep
everybody
updated,
but
besides
the
million-dollar
earmark
we're
working
towards
that
250
thousand
dollar
sc
d,
heck,
319
funding
and
the
oak
point
road
project.
H
We
obtain
financial
commitments
of
360
or
yeah
360,
320
000
from
the
town
of
james
island,
160
000
from
the
from
cws,
the
and
even
the
water
keeper
committed
to
a
hundred
dollar
financial
commitment.
So
we
are
rocking
and
rolling
towards
that
oak
point
project
and
we
will
be
applying
to
arpa
or
I'm
sorry
to
the
ria
for
the
arpa
funding
to
for
the
balance
of
that
of
that
project.
H
And
so
you
know
as
everybody
else,
we
attended
the
webinar
yesterday
and
the
the
application
process,
for
that
is
unfolding
so
much
more
to
come
over
the
next
couple
of
months
about
the
the
district's
application
for
arpa
funding
through
the
ria
and
that's
all.
I
have.
C
E
H
E
E
I
think
there's
only
going
to
be
one
round,
so
I
think
it
would
behoove
us
to
make
sure
that
whatever
applications
we
have
oak
point.
I
know
there
are
a
couple
other
projects
we've
discussed
outside
of
the
james
island
creek
project.
Whatever
we
have,
I
hope
we
can
put
forth
the
application
and
have
as
much
of
the
soft
costs
done,
the
engineering
work
or
the
design
work
done
prior
to
the
application
to
make
ours
as
competitive
as
possible.
E
C
Mark
klein,
we
have
anything
to
add
from
cws
note
what
dave
covered
with
the
oatpoint
sewer
proposed
source
system
in
there.
I
think
he
covered
it
eloquently.
Charleston
water
system
board
did
authorize
a
160.
B
000
dollar
cost
participation
in
that
in
that
project,
so
we're
poised
to
the
boys
to
make
that
payment
on
font
request,
so
we're
ready
to
get
it
great.
Terrific
yeah,
I'm
in
the
office
here
with
with
more
just
a
huge
shout
out
also
to
on
spencer
and
all
that
she
did
in
getting
this
it's
1
million
dollars
for
the
task
force
and
a
similar
shout
out
to
dave
for
quarterbacking
the
effort
on
the
319
funding.
B
E
Excited
one
thing
that
I
would
like
to
maybe
clarify
just
a
little
bit.
I
think
scria
has
a
couple
of
women,
or
at
least
one
webinar
about
yesterday
just
this
week
and
it's
our
understanding
that
the
deadline
for
this
middle
for
any
funds
is
september.
The
12th
is
that
right,
the
deadline
is
actually
the
12th.
If
we
decide
to
go
to
that
route
unless
we
admit
a
little
misunderstood,
but
what
they
were
talking
about.
I
think
that
was
pretty
clear,
yeah,
that's
my
understanding
as
well
september,
12th
september.
But
yes,
yes,
so.
B
B
Pretty
sure
forums
are
available
online
really,
I
think
the
only
issues
now
would
be
for
people
to
get
their
questions
answered
to
properly.
C
Complete
their
application
information
for
ria,
okay
gotcha.
Please
really
well,
thank
you,
ken
and
mark
for
that
report
and
for
cws
commitment
adding
to
the
pot,
and
does
anybody
have
anything
they
want
to
add
about
any
funding
grant
applications
anything
at
all
along
those
lines.
C
E
That
might
be.
That
might
be
me
as
well,
so
I
asked
phillip
sexton
from
the
charleston
county
delegation
he's
our
flooding
coordinator
that
we've
hired
through
the
delegation
office,
and
I
asked
him
to
go
out
to
battery
point
when
miss
parker
and
I
went
to
their
neighborhood
association
meeting.
E
One
of
the
concerns
they
had
was
that
the
low,
the
the
sort
of
the
road
and
the
road
shoulder
are
starting
to
erode
from
the
king
tides
over
there,
and
so
philip
made
a
number
of
short-term
recommendations
to
dot
I'm
going
to
continue
to
follow
up
with
dot.
I
don't
see
anyone
on
here
on
from
dot,
but
I
will
continue
to
follow
up
with
them.
On
some
of
the
short-term
steps
there
were
some
pipes
and
some
elevations,
as
well
as
possibly
some
rip-rap
just
for
short-term
protection
of
the
road
bed
there.
E
But
in
my
ideal
world
we
would
combine
potentially
a
more
long-term
storm
and
storm
protection
to
protect
the
road
there
with
perhaps
pedestrian
and
bike
facilities
and
I'd
love
to
join
the
city
of
charleston
as
a
ctc
or
tst.
Whatever
the
next
appropriate
funding
mechanism
is,
you
know,
I
know
that
in
the
past
it's
you
know,
there's
just
so
many
competing
priorities,
but
you
know
this
this
little
street.
While
there
are,
you
know
a
handful
of
residents
right
there.
E
It
also
connects
to
so
many
neighborhoods
back
there
that
I
really
think
you
know
we're
seeing
so
much
pedestrian
bike
activity
that
I
think
I'd
love
to
see
it
become
a
higher
priority
project.
E
As
a
you
know,
one
of
the
whatever
the
next
one
is
ctc
tst,
and
maybe
perhaps
by
combining
the
flood
and
the
pedestrian,
we
could
sort
of
get
a
higher
ranking
or
have
a
more
competitive
application,
but
would
love
to
call
a
meeting
on
that
or
I
don't
know
exactly
who
needs
to
be
involved
in
that,
but
it
may
be
slightly
outside
of
the
scope
of
this
group,
but
just
talked
to
caroline
about
it
yesterday
as
well.
So
would
love
to
get
together.
E
You
know,
maybe
after
the
fourth
or
whenever
is
appropriate
on
how
on
how
best
to
strategize
that
application
or
if
that's
something
the
city's,
you
know
even
open
to.
C
Well,
well,
I
did
check
in
on
this.
I
saw
an
email
about
it
the
other
day
and
in
fact
we
have
it
on
our
tst
list,
but
you
know
normally
we
only
get
like
one
thing
funded
every
year.
It
was
not
ranked
as
number
one
on
our
list.
It
was
down
the
list
of
little
ways,
but
but
we
had
a,
we
had
it
on
our
submittal
list.
C
So
I
I
think,
if
the
county
and
yourself
and
and
the
city
were
to
hire
prioritize
that
next
year,
when
we
apply
it,
would
it
would
probably
make
a
big
difference
now
the
the
final
project
might
be
more
money
than
than
we
are
thinking
about,
because
it's
a
pretty
long
stretch
of
road
there.
Isn't
it
a
half
mile
or
so.
E
C
All
right
so
you're
right
this,
this
project
might
be
a
little
outside
the
scope
of
of
our
group
here.
Why
don't
we
plan
in
july
of
kind
of
huddling
up
the
interested
parties
and
councilmember
parker
and
and
and
see
if
we
can
come
up
with
a
game
plan
for
next
year.
C
Great
all
right,
so
the
the
next
big
order
of
business
would
be
our
second
cake
of
the
day
to
congratulate
and
away,
sadly
for
all
of
us,
but
happily,
I
think
for
the
future.
For
for
mr
ken
hill,
who
are
served
so
ably
and
professionally,
and
with
a
great
heart
for
service
to
to
our
whole
region,
really
leading
charleston
water
service.
C
C
Mr
hill,
you
want
to
thank
you
very
much.
I
really
appreciate
it
well,
thank
you,
and,
and
mark
klein
is
going
to
ably
lead
charleston
water
service
going
forward
mark.
We
look
forward
to
your
leadership
and
continued
involvement
in
this
group
as
well.
So
you
all
have
been
a
terrific
sir
look
forward
to
it.
Yes,
sir,
but
charleston
water
service
y'all
have
been
an
important
partner
in
this
effort,
and
we
we
really
thank
you,
but
ken
you've
you've
done
a
job.
Anybody
want
to
pile
on.
Thank
you.
C
B
B
It's
amazing
what
you
can
do
when
you
have
the
resources
to
do
it
and
a
mindset,
that's
common
and
we've
got
that
now,
so
feel
very
good
about
the
team.
It's
very
good
about
the
resources
very
good
about
the
desire
to
get
it
done
so
I'll
be
watching
it
from
afar,
but
I
will
be
watching
it
closely
and
I
know
it's
going
to
be
successful,
really
look
forward
to
the
eventual
outcome
and
I
think
it's
a
really
success
story.
B
You
know
one
for
the
books
for
different
governments
come
together
with
a
common
purpose
and
make
a
huge
impact
so
really
excited
about
that.
I've
got
44.
C
Years
in
this
business
of
water
and
environment
35
over
here
charleston,
where
I
continue
to
get
great
hands
with
more
clients,
I
started
the
next
chapter.
I
can't
think
of
anybody
better
to
do
the
job.
So
ford
was
wise
enough
to
take
our
recommendation
and
I
look
forward
to
passing
the
baton
to
mark
in
the
middle
of
august
and
starting
the
next
chapter
of
my
life.
So
thank
you
again.
C
B
If
he
is
there,
if
you
click
on
the
participants,
tab,
sometimes
it'll
show,
if
someone's
waiting
on
the
side
of
the
participants,
tab.
C
Oh
well,
but
matt
you
filled
in
nicely,
okay,
believe
it
or
not.
That's
the
end
of
our
agenda.
Anybody
got
anything
for
the
good
of
the
order.
C
D
I
just
think
we're
making
great
progress
and,
let's
keep
it
up.
C
We're
going
to
keep
it
up.
Our
next
meeting
won't
be
till
september
29th,
but
everybody's
going
to
keep
on
their
individual
efforts,
and
I
would
just
like
to
invite
everybody.
If
you're
up
for
it
saturday
night,
we
got
a
free
concert
at
the
river
dog
stadium
at
the
joe
of
the
symphony,
is
playing
at
eight
o'clock
and
you
know,
and
the
price
is
right,
no
charge
other
than
you
got
to
pay
for
parking.
Unless
you
know
a
place
around
there
to
park
for
free,
councilmember
jackson,
yeah.
B
Sorry
as
mayor
woolsey
was
speaking
that
I
don't
think
that
we
officially
introduced
nikki
gremble
in
her
new
position.
I
know
a
lot
of
us
know
her
from
her
work
but
the
county,
but
mayor
woolsey
you
want
to
introduce
your.
D
B
Sorry
so.
