Description
City of Charleston License Committee 3/20/2023
B
Okay,
the
March
20th
23
commit
licensing
committee
is
now
called
to
order.
Let's
just
take
a
moment
of
silence.
B
I
do
know
that
we
wanted
to
go
over
a
bit
of
whole
business
and
I
think
Josh
Joshua.
You
want
to
tell
us
about
that
sure.
C
C
So
there's
no
need
to
approve
it
every
year
unless,
unless
you
guys
make
changes
with
you
that
you
can
and
the
other
part
of
it
is
every
other
year
we're
going
to
have
to
meet
because
the
municipal
Association
is
gonna,
give
us
the
new
rate
schedule
we'll
do
that
part
of
it,
and
then
you
guys
decide
if
you
want
to
make
any
changes,
make
Revenue
neutral
or
anything
like
that,
but
just
want
to
clarify
why
we
haven't.
C
B
And-
and
so
all
we
have
before
us
in
terms
of
new
business-
is
the
standardization
and
the
energy
intergovernmental
agreement
relating
to
the
lrs?
That's
right:
okay,
has
everyone
had
an
opportunity
to
read
it
go
through
it
any
questions
on
it.
B
A
Sure
I'm
happy
to
so
please
the
municipal
associations
decided
to
Rebrand
all
of
the
collection
Services.
There
are
three
right
and
and
Josh
prep
me
if
I'm
wrong.
We
are
utilizing
all
three
of
these
through
nasty.
Is
the
insurance
tax
program,
the
broker's
tax
program
and
the
telecommunication
program,
and
if
you
want
me
to
explain
any
of
those
I
will
have
to
defer
to
Jolene
or
Josh
on
that
one,
because
I
have
no
idea.
A
Basically,
they
want
to
consolidate
all
of
these
and
just
support
Revenue
Services,
and
so
that
paired
up
with
the
standardization
that
we
recently
adopted
last
year,
I
believe
this
would
require
an
ordinance
basically
agreeing
to
participate
in
the
rebranded
program
for
Revenue
Services
and
along
with
that,
along
with
the
certified
ordinance
which
they
need
by
May
26th.
They
also
would
like
for
us
to
sign
an
intergovernmental
agreement
stating
the
same
that
we'll
be
working
with
Massey
with
this
new
program
and
also
a
supplement
acknowledging
our
willingness
to
participate
in
the
program.
A
D
Well,
we
can
go
ahead
and
vote
on
the
matter.
I
I
would
like
to
follow
up
with
Josh
with
a
question
about
the
old
business
item
of
the
the
whole
conversion
to
the
system
with
the
municipal,
Association,
okay,.
B
B
D
So
so
Josh
I
I
kind
of
know
the
answer,
because
it's
it
seemed
to
go
well,
and
your
reports
have
been
that
the
conversion
went
well,
but
I
guess
just
since
this
committee
doesn't
meet
very
often
for
the
record
and
to
put
it
in
the
minutes.
I
I'd
like
to
ask
for
your.
You
know,
comments
on
how
the
conversion
to
this
new
Statewide
system
went
and
the
impact
of
any
that
it
might
have
had
to
our
Revenue
stream
from
business
licenses.
C
Sure
believe
it
or
not
the
we
were
pretty
much
revenue
neutral
from
the
rate
changes.
I,
don't
anticipate
that
being
the
case
every
year.
So
this
year
we
didn't
have
a
lot
of
movement
up
most
were
so.
No
one
really
had
much
to
complain
about,
and
that's
not
to
say
that
next
year,
when
they
give
us
the
new
rates
that
everyone
doesn't
go
up
and
we
have
a
you
know
a
whole
can
of
worms
to
deal
with
there
but
yeah
it
didn't
affect
our
Revenue
negatively
at
all.
C
But
we
we
increased
and
hopefully
continue
to
do
that
this
year,
but
but.
D
Good,
so
here
here's
one
follow-up
question.
You
know
at
least
anecdotally.
It
seems
like
a
number
of
folks
have
moved
here
over
the
last
few
years
and
some
of
whom
moved
here
because
they
determined
they
could
do
business
from
anywhere.
You
know
they
didn't
have
to
go
to
their
on-premise
business
location.
D
Did
that
equate
do
we
think
that
equated
to
any
rise
in
the
number
of
of
home-based
businesses
and
business
licenses
being
generated
in
the
City
by
folks
moving
here
and
you
know
being
able
to
operate
out
of
their
homes
online
and
all
like
that.
C
Yeah
I
mean
we
definitely
have
had
a
lot
more
home-based
businesses.
I,
don't
have
those
numbers
for
you.
They
did
replace
some
of
the
more
brick
and
mortar
ones.
So
it's
almost
netting
out
I
actually
looked
it
up
before
we
came
so
there's
around
800
new
businesses
in
located
in
the
cities
in
2022..
C
A
big
chunk
of
those
are
short-term
rentals,
but
yeah,
which
are
considered
home-based
businesses,
so
they're
kind
of
lumped
in
with
that.
B
Josh
is
as
a
follow-up,
how
many,
how
many
businesses
are
operating
here
but
are
not
based
here.
C
There's
and
it's
roughly
three
thousand
a
little
less
than
three
thousand
most
of
those
are
going
to
be
contractors
yeah.
