original
contract
we
started
March
1st
and
it's
set
to
expire
at
the
end
of
this
month,
which
is
basically
a
week
away
from
now.
We
did
have
a
little
bit
of
a
delay
in
getting
started.

As
you
recall,
it
was
sent
back
to
Public,
Safety
and
then
and
then
was
approved
at
Council
a
couple
weeks
later,
and
so
we
did
have
a
little
bit
of
a
late
start,
but
we
have
begun
the
process
and
we're
moving
quite
along
quite
well
with
that,
and
so
the
amendment
is
basically
just
to
extend
this
now
to
the
end
of
July,
rather
than
the
end
of
May.

we'll
have
a
couple
extra
months
for
the
researchers
and
investigators
to
to
complete
this,
and
then
the
Second
Amendment
to
the
contract
basically
is
just
specifying
duties
of
the
different
researchers
and
there's
going
to
be
a
quantitative
analysis
and
the
parties
have
decided
that
this
is
going
to
be
Dr
Albert,
who
is
from
USC
and
then
Bob.
Kale
will
do
a
second
part
of
that
and
and
give
recommendations
in
a
separate
phase
of
that.

we
did
have
some
discussions
about
this
amendment
with
legal
counsel
beforehand
and
one
of
my
intents
was
to
maybe
have
this
contract
reviewed
before
a
special
meeting
of
the
CPAC
and
park.

this
as
well
and
we
needed
to
get
it
addressed,
but
it
would
like
for
something
that
doesn't
matter
to
to
appear
and
be
reviewed
by
those
committees
beforehand.

a
good
way
of
utilizing

commissions.

audit
is
very
sensitive,
obviously
and
is
under
a
lot
of
scrutiny.

so
these
these
folks
that
we've
elected
to
use
are
quality
people.

that

audit

That's
been
structurally
deficient
for
some
time.
I
said
this
yesterday

public
works,

this

been
a
great
team
effort.

staff,
you
Mr
Mayor,
who
sort
of
spearheaded
this
particularly
Mr,
O'brien,
Public,
Works,
legal
counsel,
Miss
Copeland
and
Mrs
Crossroads
Clark's
office.

this

think
this
came
out
at
like
six
o'clock
on
Friday
night.

get
this

it's
really
a
great
team
effort
by
everybody
to
get
this
on
the
agenda,

goal
being
that
we
start
construction
sometime
in
June,
because
this
is
when
the
minimal
amount
of
traffic
is
on

bridge
a
lot
of
school
traffic
to
and
from
Columbus
Ferry
Road
on
being
on.
So
thank

helping
get
this
passed
and
getting
it

something

inherited

predecessors
and
they
worked
on
it
extremely
hard,
but
he
needs

recognized

carrying
the
ball
across
the
goal
line
on
this
one
there's
a
lot
of
obstacles
that
were
engaged
with
this,
particularly
with
utilities
in
the
different
parties
who
were
engaged
in
it.

congratulations

we
all

there

Jack
Hammers

and
starting
that

one

things
we

recognize
is
this
was
a
really
good
effort
in
getting
the
money
together
too
in
the
financing.

found
all
that

part

funding
for

Mr
chairman,
the
real
estate
committee,
met
yesterday
afternoon
at
3
30..
We
covered
a
lot
of
ground
everything
that
I'm
about
to
say
was
passed
unanimously
through
the
committee.
The
first
item
we
took
up
was
a
temporary
access
agreement,
allowing
the
aquariums
contractor
Trident
construction
to
utilize,
the
city's
parking
lot
over
at
10
wharfside
Street-
and
this
is
all
in
connection
with
the
learning
lab
Renovations
for
the
Maritime
Center-
that
we
have
approved
and
received
briefings
on
police
goes
for
about
approximately
a
year.

It's
supposed
to
run
through
the
end
of
August
of
24
and
Arrangements
have
been
made
to
help
those
folks
that
have
leases
for
the
parking
spots
currently
to
move
over
to
the
Aquarium
parking
garage,
and
we've
also
received
assurances
that
this
work
will
not
interfere
with
the
opening
of
the
international
African-American
Museum,
which
we're
all
excited
about
this
summer
and
Beyond,
so
that,
of
course,
passed
unanimously.

The
next
item
up
was
an
approval
of
a
purchase
and
sale
agreement
between
the
City
of
Charleston
and
Miss
taika
Grant
she's,
a
local
educator
I'm
told-
and
this
is
in
connection
with
three
Drew's
Court.
This
is
a
piece
of
property
that
the
city
voted
to
repurchase
last
year.
This
is
part
of
our
first
time
home
ownership
program.
I
The
city
put
some
additional
funds
into
this
and
we
are
now
selling
this
piece
of
property
to
Miss
Grant
under
a
90-year
restrictive
covenant,
and
this
helps
her
and
others
that
participate
in
this
program
build
up
some
Equity
as
part
of
our
many
affordable
housing
initiatives
in
the
city
and
that
passed
unanimously.
Next
item
up
was
a
second
amendment
to
a
lease
agreement
between
the
city
and
kqc
investors
LLC.
This
is
in
connection
with
529
Meeting
Street
and
the
Hope
Center.
I
This
is
an
extension
through
the
end
of
2024
to
allow
additional
time
for
the
new
building
that
we've
seen
and
voted
on
to
be
built
and
set
up.
So
we
can
make
a
seamless
transition.
The
city
has
been
the
Hope
Center,
rather
has
been
over
there
for
the
past
five
years.
It's
a
pretty
good
lease.
We
only
have
to
pay
a
dollar
a
year.
I
We
are
responsible
for
other
upkeep
costs
at
the
property,
but
the
property
owner's
been
very
generous
in
accommodating
to
the
city,
to
hosts
and
and
this
very
important
public
service
that
we
provide
that
was
approved
unanimously,
and
then
we
received
an
extremely
good
detailed
report
from
our
our
new
real
estate
director
Molina
Dunwoody.
This
is
a
proposed
termination
and
abandonment
of
easements
and
restrictions.
This
is
a
agreement
between
the
city,
CPW
and
various
other
property
owners.
I
This
is
for
a
series
of
properties
over
on
Milford
Street
long
story
short.
This
just
cleans
up
a
lot
of
outdated
and
no
longer
necessary,
easements
of
record
in
the
title,
so
we've
got
utility
easements
telephone,
easements,
all
kinds
of
different
right-of-ways
that
are
no
longer
necessary,
it's
being
cleaned
up
and
we
received
a
full
briefing
on
that
that
was
approved
unanimously.
I
Next
up
was
approval
of
a
2023
Charleston
County
Greenbelt
Grant.
This
is
for
the
acquisition
of
about
60
Acres
over
in
West
Ashley
for
public
space.
This
is
over
off
of
Raul
Wallenberg
Boulevard.
These
are
the
the
lakes
that
we
talked
about
a
couple
meetings
ago,
and
this
involves
some
of
the
beach
company
property
that
we've
discussed.
So
we
had
already
approved
this,
and
this
is
just
making
it
final
and
official.
I
Now
that
the
county
has
allocated
those
green
belt
funds,
so
more
park,
space
and
waterfront
park
space
is
on
its
way
to
West
Ashley
that
was
approved
unanimously,
and
then
we
entered
into
a
second
amendment
to
an
mou
with
the
school
district
in
connection
with
the
renovation
of
the
Press
Box
over
at
Stony
field.
Substantial
improvements
to
the
track
have
been
completed.

This
is
in
connection
with
the
Press
Box,
and
this
was
passed
unanimously
as
well,
and
it's
expected
that
the
work
will
be
completed
around
the
end
of
September
and
then
we
had
free
annexations
up
one
in
District,
Five
One
in
District
Seven,
one
in
District,
10.,
they're,
all
residential
annexations,
and
they
were
approved
unanimously
as
well
and
with
all
that
being
said,
I
would
move
that
that
entire
report
be
accepted.

want

make
just
a
couple
of
brief
comments
on
a
few
of
the
things
we
just
approved,
one
in
the
bids
and
purchases,
and
it
speaks
to
the
high-level
of
professionalism
and
capacity
of
our
Police
Department.
That
Chief
Reynolds
has
led
over
the
last
five
years,
was
his
purchase
to
buy
a
piece
of
equipment?
Well,
we'll
be
the
only
Municipal
Police
Department
in
South
Carolina
to
have
our
own
DNA
lab
in
our
state-of-the-art
forensic
Center.

This
last
piece
of
equipment
or
close
to
last
piece
of
equipment
is,
is
what
will
give
us
that
that
capability
in
our
lab?
So
that's
a
milestone,
and
maybe
we'll
talk
about
this,
some
more
at
our
committee
report,
but
it's
quite
noteworthy.
Y'all
number
five
and
six,
the
10
million
dollar,
grant
that
we
got
councilmember
Mitchell
to
make
sure
we
complete
the
project
to
to
eliminate
the
flooding
that
we've
had
for
centuries
at
King
and
hugee
Street.

This
grant
really
guarantees
that
we'll
be
able
to
move
forward
and
then
the
Grant
application
that
I
think
will
be
very
highly
graded
for
drainage
improvements
on
the
east
side
of
Charleston.
This
this
project
is,
is
just
made
to
fit
the
cdbg
mitigation
requirements.
I
mean
it's.
C
It's
really
fits
to
the
order,
so
we're
very
confident
about
our
chances
on
on
that
five
million
dollars
and
whenever
we
get
a
dollar
from
a
grant
to
be
able
to
pay
for
some
of
these
drainage
improvements
that
we
know
we
need,
we
know
we
got
to
pay
for
them.
If
we
can
get
the
money
from
somebody
else,
that
means
we
got
money.
We
can
spend
somewhere
else
like
West,
Ashley
or
James
Island
or
John's
Island.

It
seems
these
particular
projects
are
well
suited
to
Grant
availability,
but
getting
them
helps
the
whole
city
and
then
finally,
I'm
going
to
resolve
the
matter
councilmember
shade
with
the
river
dogs
and
get
this.
These
improvements
started
that
will
help
them
meet
the
requirements
of
Major,
League
Baseball
and
finally,
even
though
chairman
of
Pell
thanked
the
owner
I'll,
just
shout
his
name,
Hal
Kaplan
is
his
name
that
owns
the
company.
That,
for
five
years,
has
has
rented
that
facility
to
us
for
a
dollar
a
year.

doesn't
even
live
here,
but
I
just
wanted
to
shout
his
name
out
and
thank
him
for
that
generous
lease
that
we
have
with
him.
