golfer,

I

no
personal
best
vested
interests

a
way
other
than
my
own
interests
in
our
great
asset
that
the
muni
it's
an
incredible
Golf
Course
from
what
everybody
tells
me.

think
I
play
at
one
time
about
15
years
ago
before
quit
playing
so
the
economic
I'm.

Sorry
that
our
friends
from
the
convention,
Visitors
Bureau,
are
not
here,
but
maybe
some
of
you
know
the
statistics,
but
the
economic
benefit
of
this
tournament
being
in
Charleston,
is
really
quite
remarkable,
and
we've
kind
of
looked
on
this
tournament
as
being
a
partnership
with
the
city
we're
a
sponsor
of
the
tournament,
along
with
the
county
of
Charleston
and
the
convention.
Visitors
Bureau.

They
didn't
have
to
come
to
Charleston.
They
could
have
gone
to
any
number
of
places
in
the
country.
And
yes,
we
won't
be
charging
greens
fees
that
week,
I
think
you
get
a
resounding
sound
of
support
from
our
players
and
our
golf
course
for
the
LPGA
tournament
that's
occurring
here.
We
likewise
would
save
some
expenses.

Cost
is
around
three
million
dollars.
We
had
envisioned
a
million
and
a
half
coming
from
the
recreation
bond
that
we've
already
approved.
We
also
improved
about
three
hundred
and
fifty
four
hundred
thousand
of
hospitality
funds
believe
for
the
project,
because
we've
been
tracking
the
zip
codes
of
everybody
that
plays
golf
now
at
the
Muni.
So
we
have
about
15%
of
the
visitors
was
a
15%.
I
might
have
no
number
wrong,
but
some
percentage
that
we're
tracking
so
we're
able
to
use
some
hospitality
fans.

it
was
only

about
this
is
that
the
way
that
this
evolved

get-go
is
that

city
went

USGA

offered
up
this
parking
to
them.
We're

two
months
away
from
this
tournament
happening
and
we're
sort
of
stopping
dead
in
our
tracks
and
saying
we're
not
gonna,
do
what
we
said
we're
gonna
do
so.
I've
got
a
couple
questions.
One
is
this:
is
2700
plus
or
minus
spots
if
they're
not
parking
at
the
Muni,
where
they
parking?

this
was
something

the
police
department
supported
us
in
leading,
but
the
two
locations
that
they
had
identified,
where
the
Citadel
mall
and
the
VA

and
Ride
lot
that
it
currently
exists

had.
There
was
an
original
ask
when
this
first
came
to
my
desk
about
utilization
of
Burbank
Park,
and
we
our
department,
said
no
to
that.
We
didn't
want
damage
to
that
park
space
and
what
that
exactly
would
look
like
so
I
think
it's
something
that
USDA
is
would
have
to
identify.

VA
lots
not
gonna
be
available
during
the
week
because
of
EA's
gonna
be
up
and
operational
right.
So
it's
really.
The
center
of
the
mall
is
where
these
cars
gonna
go.
So
we're
adding
an
enormous
amount
of
traffic

an
already
overcrowded
area.
Having
told
the
USGA,
they
could
use
this
space
in
two
months
before
changing
our
mind,

this
was
low
ground.

it

city

a
bad
spot

getting
out
ahead

this

months
before
changing

game

worry
about
that.

cars
parked
on

finest

been
around
the

the

on

Masters

practice
field

been
to
the
PGA
I've
been
to
the
Ryder
Cup
over
in
Kiowa
the
honeycomb
courses.
They
have

park

them

There
is
no
downside
protection
to
the
city,
so
if
the
damage
comes

to

tournament

the

site.

is
we
spent
three
million
dollars
on
it's

sitting
there

could
be

parking.

spaces

Charleston

them

cheaper
rate
to
make
it
happen
and
guess
what,
if
the?

this
tournament
was
going
on
in
a
bigger
city,
you
can
bet
a
shuttle
service
of
fifteen

minutes.

not

big
a
deal!

supports

the

community
for
real
and
they
need
to
weigh
in
on
this

some

golf
tournament

no
idea
why
this
world-class
tournament
would
even
consider
utilizing

golf
court
for
parking.

question
is
more
of
a
legal
question
and
that
is
if
there
was
an
agreement.

this

approved
by
this

my
understanding
that

agreement

such
should
go

proper
committees

it
gets

this

we

any
liability

initial

not
rent
recreational

had
to

and
install
their

iteration
of
our
police

the
deputy
chief
represent

police
department

deciding
these
things

picture

decision.

pains
me
to
think
that
we're
gonna
have
to
see
some
loss
of
revenue
potentially
beyond

50,000
that

budgeted
strategically

beginning

our
budget

host
golfers

the
actual
tournament

have
a
big
unknown,

mayor
actually
asked
to
amend
the

recommendation

in

estate

our
vote

once
we
take
this
up
on
deferral

we

have
the
ability
to
decide

city

the
conditions

the
course

particular
moment
in
time
were
favorable

park

current
agreement

staff

negotiated
with
the
golf
commission

the
USGA,
but
I
think
that
that's
a
wise
addition
to
any
legal
agreement.

then
we
would
vote

consider
that
we're
like
the
Boosters
here,
we're
asking
an
amazing
event
to
take
place
in
our

our
region
and
in
our
city
in
particular,
and
it
will
bring

goodwill
and
the
money

part

our
revenue
stream
as
we
get
ready
to
budget
for
next
year.

that's
how
we
got
started

this
extended
negotiation.
The
fact
that
we're
behind
schedule
now
and
being
able
to
start
the
reconstruction
of
the
course
until
later
on
this
fall
is
not
the
fault

USGA

to
agree
on
that,
so
they

acting
in
good
faith
from
you
know
whenever
they
started
planning
more
than
a
year
ago,

logistics
of
this
tournament,

they
were
acting
in
good
faith
that
we

excited
to
be
able
to
host
them.

great
location
for
safety
and
convenience,
and
then
we
would
immediately
go
into
the
construction
phase
of
the
club,
and
it's
on
us
that
that
has
not
happened
for
whatever
extended
reasons
that
maybe
the
golf
commission
does
know
about

think
we
should
defer
I
think
we
should
look
at
this
more
carefully.

think
we
should
burn
a
lot
of
bridges.

fundraising
committee
for
the
Muni,
the
Friends
of
the
Muni,
is
very
excited
the
hosts,
a
tournament
as
a
fundraiser
at

Country
Club

wouldn't
want
to
put
that
opportunity

jeopardy

saying
no
to
this
contract.
At
the
same
time,
so
I
think
we
have
a
lot
of
considerations
to
make
in
the
way
that
we
live
in
to
our
reputation
as
a
welcoming
City
and
trying
to
do
our
best
out
of
this.

very
good
point
that
when
this
was
originally
conceived,
we
did
think
we'd
be
tearing
up
the
Golf
Course
right
afterwards,
and
certainly
that
situation
has
changed.
I
would
ask
for
counsel
to
prove
the
deferral
to
give
us
an
opportunity
of
good
faith
to
work,
something
out
with
the
US
Golf
Association.
It
is
a
matter
of
goodwill
and
we
do
support
this
tournament
coming
here
and,
yes,
we'll
be
glad
to
look
at
every
other
spot
that
we've
got
that
we
can
park
some
cars,
Fiat
Piggly,
Wiggly
site.

this
complex

they
wanted
to
accommodate
their
VIPs
as
close
to
where
the
tournament
was
going
to
be

possible?

the

thing
was
it's
during
Spoleto,

even

dogs

in
session
and

lot
of
other
parking
facilities
are
kind
of
maxed
out.
This
is
a
kind
of
very
busy
time
for
our
city,

I

ask
for

council
to
please
approve
the
deferral
and
give
us
a
little
chance
to
work
it
out,

out
with
them.

shaft
to

place

would

them
notice

amendment.

we
have
that
protection
