City of Charleston Ways and Means – 4/14/2020
E
Everyone
except
councilmen
wearing
I,
was
here
not.

I
You,
mr.
chairman,
let
us
pray
Lord.
We
thank
you
for
all
the
blessings
this
day,
Lord
grasp
your
presence
to
be
with
us
or
there's
so
many
things
in
our
community
that
are
making
people
feel
anxious
out
of
control
and
fearful
right
now,
please
calm.
Our
fears
and
anxiety
help
us
to
care
for
one
another.
In
these
times
Lord
we
ask
for
healing
and
recovery
for
those
who
are
sick
and
we
pray
for
strength
and
protection
for
those
that
are
caring
for
the
sick.

You
before
we
vote
I
was
just
hoping.
We
could
have
a
little
bit
of
an
explanation.
This
is
for
a
2024
security.
Grant
that
obligating
us
to
budget
a
cash
match
for
2021
and
I
was
just
wondering
if
we've
had
any.
You
know
pause
for
thought
or
if
it's
still
something
that
is
time-sensitive,
and
we
would
have
to
do
this
or
risk
losing
that
grant.
B
Hold
on
maybe
someone
on
staff
could
step
forward
and
answer
the
question.
You
know:
we've
had
this
ongoing
arrangement
for
years
amongst
our
police
and
first
responders,
along
with
the
Coast
Guard
Homeland
Security.
There
are
many
partners
that
are
involved
with
the
security
of
the
port
of
Charleston,
given
that
the
Harbor
touches
many
jurisdictions,
and
so
chief
courier
or
chief
Reynolds
do
y'all
want
to
add
anything
to
what
I'm
saying
chief
courier,
maybe
certainly.
J
J
J
For
the
and
actually
I
the
fire
department,
I
told
you
about
the
last
grant
for
this
grant.
It's
it's
assets
for
the
marine
and
you
start
teens,
it's
a
boat,
trailer
and
a
truck
to
pull
the
trailer.
It's
for
the
boat
that
we
put
me
service
last
year
for
the
police
department.
It
is
some
night-vision
equipment,
data,
analysis
tools
and
something
called
a
Munson
vehicle.
It's
a
try,
hold
vehicle
designed
to
carry
items.
H
H
H
F
F
G
I
Yeah,
thank
you.
I
just
want
to
say
thank
you
to
mr.
fountain
to
to
all
of
you
really
in
support
in
this.
This
is
going
to
be
a
huge,
a
huge
part
of
helping
to
fix
the
church,
Creek
drainage
basin,
with
that
late
daughter
being
able
to
flow
through
to
the
other
side,
and
it
didn't
just
happen
with
us,
Charleston
County
and
mr.
Fenton's
relationship
with
some
of
the
county.
I
D
D
The
second
was
for
the
council
to
approve
the
men
to
execute
a
dot
on
assay
documents
for
the
purchase
of
twelve
point:
six:
four,
seven
acres
in
Fenwick,
Fenwick,
Hall
area
off
of
River
Road
and
finally
was
a
issue
dealing
with
some
easements
off
around
Noonan
Street
and
off
the
peninsula,
the
first
one.
If
jeona
is
available,
she
can
add
more
information
to
the
item
a
and
eight
and
