and

we
were
going
to
hold
his
feet
to
the
fire
and
he

us
the

day

you.

$190,000

this
was
the
in-car
camera
systems
and
we
had
a
contract
for
a
hundred
and
ninety,
and
we
increase
that
we

existing
contract
to
five
hundred

contract.

source

monies

we're
putting
in

nonprofit

dollars

settlement

revenue

to
find
a
source
continuing
sauce
to
pay
the
salaries
and
not
pay
it
out
settlement
dollars.

settlement
dollars
should
go
to
us
create
an
affordable
house.

that
was
my
issue.

never
had
the
opportunity
to
discuss
there
that
Community
Development,
but

the
salary,
but
we
needed

money
from
general
funds
and

take

fundamentally,
that's
just
wrong
to
do
it
that
way,
and
we
never
had
the
opportunity
to
discuss
that
in

we
got
on
the

million
contribution,
whether
to
buy

support
developers.

The
city
didn't
support
your
department.
We
depended
on
grant
revenues
to
Congress,
okay,
and
that
fundamentally,
is
wrong.
Those
grant
revenues
began
to
decrease
and
you
know
what's
gonna
happen,
because
it's
not
gonna,
hopefully
fine,
be
long
to
find
projects
to
spend
the
settlement
dollars
on
to
create
affordable
housing.

not
sustainable.

mean
this
LDC
buddy
is
to
me

for
acquisition

for
one-time
cost
and
to
approve
something
for
$400,000

kind
of
operation

opinion,

besides
that

mean

didn't

heard
it
was

of
the

cover
three

put
in
jeopardy
the
earnest
money
that
was
put
forward
to
purchase
those.
So
it
is
my
understanding
from
our
corporation
council
that
this
agreement
has
to
be
approved
tonight
so

want

do
it,
the
400,
and
we
bring
that
back.
That's
five,
but
we
need
an
agreement.
Doesn't.

that
that

agenda
is
a
little
bit
misleading,

understand

point
that

trying

this
seems
like
two
different
decisions

it's
hard
for
me
to
see
why
we
would
lump
everything
like
that
into
one
decision.

recall,
we
had
a
10
million
dollar
proposal
to
them
about
two
years
ago
and
it
included
in
fact,
there's
$400,000
to
help
get
the
CRC
off
the
ground,
because,
in
addition
to
the
role
that
the
CRC
is
playing
right
now
in
helping
us
acquire
property,
you
know
to
facilitate
the
use
of
the
LDC
funds.
It
also
is,
in
effect
our
land
trust,
our
Lowcountry
Land
Trust.

It's
the
organization
that
we
partnered
with
the
Historic
Charleston
foundation,
I,
don't
know
if
y'all
recall,
but
they
put
in
about
50,000
dollars
and
absolutely
it's
clear
that
you
know
this
is
a
new
nonprofit
in
a
way,
at
least
in
terms
of
operations,
and
this
400,000
was
proposed
a
couple
of
years
ago,
so
that
when
it,
when
it
had
I,
was
able
to
get
me
to
enable
it
to
get
up
on
its
feet
and
operating.
And
yes,
it
needs
to
be
sustainable.

But
I
would
respectfully
say
that
this
has
been
something
we've
hoped
and
plan
for
for
some
time
to
get
to
CRC,
going
not
only
for
the
Land
Trust,
but
now
for
more
meaningful
work
with
the
other
funding
sources
that
we've
been
able
to
acquire
for
affordable
housing
purposes.
So
it's
a
it's
a
it's
a
good
thing
to
do
shade.

our
memory
a
little
bit
on
the
settlement
we
had
with
CDC
this.
It
was
like
a
tiered
structure
of
settlement.
We
got
X
number
of
dollars,
I'm,
looking
at
the
what's
contained
in
our
packet,
but

primary
front
of
10
million
dollars
came
in
directly
write
to
us
for
the
city's
use.
Indiscretion,
then
another
9.2
million
for
revolving
fine,
and
so
can
you
just
sort
of
go
with
that
with
us?
This
is
a
little
bit
as
to
because
we
got
a
good
chunk
of
the
money
came
to
the
city's
control.

to

the
city
and

the
LDC,

we

agreement
with
the
LDC

to
how
that
money
is
going
to
be
distributed,
and
then
there
was

the
LD
seized
money
that
they
will
use
for
city
projects
also.

Basically,
the
city,
the
CRC
works
directly
with

city

office.
We
present
the
opportunities
that
come
forward
that
need
this
money
ie,
for
example

sea,
island,
Development
Corporation

the
sea
island
development
project
that
Humanities
Foundation
currently
owns
that
the
CRC
is
contemplating
purchasing
and
has
a
contract
on.
That
call
was
originally
made
to
me.

presented
it
to
the
board
and
they
moved
forward
with
looking
at
all
of
the
financials
and
basically
vetting
the
deal
to
determine
if
in
fact,
it
would
work
once
that
was
done.
It
was
taken
to
both
the
executive
committee,
as
well
as
the
full
board
of
the
Community
Redevelopment
Corporation,
to
determine
its
viability
and
then
from
there
once
that
organization
does
the
appropriate
vetting.

the
mayor
and
council
member
wearing
will
remember
this
when
we
were
doing
the
settlement
discussions
with
the
LDC,
it
was
important
that
there
be
a
another
entity
who
was
going
to
be
involved
in
the
process
because
they
were,
though
they
were
skeptical
skeptical
of
the
city
as
well
as
the
city
was
skeptical
of
the
LDC.
So
the
role
of
the
of
the
Community
Development
Corporation
actually
was
a
part
of
the
settlement
agreement.

it
now,
those
deals
that
the
CRC
is
contemplating
and
have
already
entered
into
a
contract,
for
they
don't
happen.
The
CRC
has
already
put
forward
funding,
for
instance,
to
purchase
the
Sea
Island
Apartments

maybank
highway
from
Humanities
Foundation,
because
we
saw
that
as
an
opportunity
not
to
lose
48
units
of
affordable
housing,
and
so
we
use
the
funding
that
we
had,
anticipating
that
because
the
LD,
the
agreement
included
CRC,
and
we
knew
we
were
in
discussions
for
several
months
over
this
agreement.

contemplating
putting
it
on

open
market
because
they
have
the
ability
to
do
that
because
the
affordability
covenants
end
at
the
end
of
December,
but
in
order
to
preserve
that
they
contacted
us,

so
that's

maybe
we
basically
on
the
based
on
the
contract
right
now
and
we
don't
close
at
a
certain
time.

earnest

is
forfeited.

debt

money

quit

earnest
deposit
that
$400,000
would
be
to
permanent,
affordable
housing
units.
For
somebody
we
need
to
find
the
money
to
pay
the
salary
to
administer
the
program.
It
is
not
not
hiring
an
administrator,
it
is
not
the
$400,000.
It
is
taken
it
from
one-time
sources
that
do
not
reoccur.

the
city
had
kind

sitting

Shelf
to
be
our
partner
and
be
our
agent
in
order
to
affect
the
supply
of
affordable
housing

our
city.

in
our
package
that
the
funds
are
restricted
to
use
for
costs
and
expenses
related
to
the
activity
it
agrees
to
undertake
as
part
of
this
agreement
and
what
are
those
activities
so
the
CRC
agrees.

city
is
under
no
obligation
by
the
way
to
provide
the
CRC
with
any
additional
funds
in
the
future,
but
they
are
agreeing
to
administer
the
loans
from
the
city's
primary
fund
to
support
affordable
housing
projects
within
the
city
of
Charleston.

a

category,
they're
agreeing
to
prove
and
do
all
the
processing,
the
betting
of
applicants
for
funding
from
the
revolving
fund
of
affordable
housing
projects
within
the
city.
They're
agreeing
to

have

we

original
grant

have
to

with
title

of
the
Housing

CRC

people
who
did
not

lost
her
house,

she
showed
up

house

Charleston

month
later
wearing

blessed

typical
of
the
folks
set
over
there

we
loved
them

much

they
lived
out.

they're
they're
mourning
that
I'd
say
the
country
area
that
got
really
devastated
and
really
hit
hard.

contact

like
four
days
until
we
had
satellite
phones
and
we
were
so
distressed
about

may
have
happened
over

we're
all
trying
to
kick
into
gear
and
do
something

first
things

storm

realized

the
fire
truck
and
the
ambulance
in
Treasure
key
both
totally
destroyed
almost
every
fire
truck,

Harbor,
totally
destroyed,

forty
acres
burned

quickly.

that,

jaws
of
life
are
destroyed.

terrible,
tragic
accident
that
occurred

only
citizens

able
to
help

the
fire
department
and
ambulance

unable
to
respond.

one

first
things

was
thinking
was

to
the
mayor
of

to

had
not
met

there

find

the

hope
everybody
knows
I
have
all
my
support
behind

operate

various
communities,

it's

work
community

our
city

our
church

fire
service
community
is
a
pretty
tight-knit
group
and
when
one
of
us
needs
something
everybody
jumps
in
to
help.

this
is
just
an
example
of
that
and
I
encourage
you
to
support
the
request.

many
many
people

Charleston

second
homes

stuff
over
there

historical
precedents

aiding
other
entities

needed
fire
trucks.

I
learned

I

get
legal
on
board
and
then
see
if
we
couldn't
maybe
convince
you
all.
But

also
would
like
for
you
to
hear
very
quickly
from
an
eye-roll.

truck
