wanted
to
mention,
because
corporation
council
thought
it
appropriate
to
bring
this
up
we're
investing
money
into
what
is
a
low-income
housing
tax
credit
deal,
meaning
the
majority
of
the
funding
that
they've
received
for
this
development
is
coming
from
the
state,
housing
development
and
redevelopment
authority
and
year
15.
Should
a
foreclosure
happen.
It
could
mean
that
our
covenants
are
wiped
out,
meaning
that
the
affordability
covenants
go
away.

still
means
for
us
that
we
have
a
note
and
a
mortgage
that
covers
the
investment
that
we
placed
in
this
property,
such
that
if
the
property
were
to
go
to
market.
Ideally,
both
the
first
mortgage
lender
as
well
as
the
city
would
be
paid
in
full.
We
don't
know
that,
but
they
wanted
to
make
sure
we
mention
that
now,
having
mentioned
that,
I
would
say
we
have
not
had
a
low-income
housing
tax
credit
deal
in
Charleston
ever
go
south,
so
we've
been
fortunate.

this
is
rental,
which
means
they
would
likely
rent
and
market
rate
right,
but
that
also
means
we
still
have
that
note
and
mortgage
attached
to
it
so,
ideally
their
payout,
so
I'm
sure
our
legal
and
Frances
could
speak

this
more
so
than
I
could
would
be
there
to
represent
us
to
get
any
funding
back
that
we
are
owed.

The
funds
that
are
being
used
to
construct
these
seven
affordable
homes,
West
Ashley
and
Ashley
bill.
The
majority
of
the
funds
come
from
one
of
our
fee
and
lieu
payments
that
this
council
put
into
a
fact.
Last
year
we
received
over
a
million
dollars
for
the
fee
and
LU
from
the
apartments
right
across
from
the
baseball
stadium,
and
so
what's
really
great
about
this
is
that
when
we
we
build
the
houses
and
they
really
are
beautifully
designed
by
the
way
Heather's
construction
also
did
the
design
on
them.

I,
don't
have
the
blueprints
here
with
me,
but
there
really
will
be
handsome
handsome
homes
and
but
when
we
then
sell
those
homes
to
an
affordable
user
and
then
the
covenants
are
in
place,
so
those
properties
remain
affordable.
But
when
we
sell
the
homes,
then
we'll
use
that
money
again,
so
it
becomes
almost
like
a
a
revolving
fund
to
be
able
to
create
more
affordable
housing,
and
so,
unlike
the
the
requirement
that
mixed-use
would
have
had
are
used
to
have
the
only
prescribed
a
number
unit
for
a
certain
number
of
years.

just
like
to
say
I
am
very
happy
because
this
project
does
in
district
3,
miss
Johnson
I,
have
staff
had
worked
very
well
with
the
Neighborhood
Association
of
councilmember
wearing
worked
very
hard
to
help
to
acquire
some
of
those
Lots
over
that
these
houses
are
gonna
be
built
with.
So
we
are
very
pleased
that
I
am
much
more
pleased
with
the
big
fight
that
we
had
to
get
somebody
to
develop
at
the
feet
of
Fiat
Lu,
knowing
that
the
fee
and
Lou
would
be
used
to
start.

I
would
just
say

to
the
mayor
and
councilmember
Lewis.
Some
of
these
properties
actually
are
growing
over.
So
it's
actually
a
blighted
area
Lots
in
particular,
was
an
attractive
nuisance
to
the
whole,
the
whole
neighborhood
those
lots
needing
to
be
clean
up,
in
particular
the
two
that
were
attractive
nudists
nuisance.
It
was
chief
Mullins.
They
came
to
us
and
spoke
to
us
about.
Can
we
do
something
about
that?

That
communication
led
to
the
owner
who
led
to
selling
it
to
the
city
led
to
our
legal
department
having
to
clean
up
the
title,
and
now
you're
gonna
have
homes
that
families
can
afford
that
gonna
be
Watchmen
for
the
community
and
rebuild
a
part
of
the
community,
in
effect
kids
going
to
school
being
a
part
of
the
PTA,
the
church,
the
Cub
Scout
groups,
the
boy
scout
groups,
you
reinvigorating
a
whole
community
there,
so
that
is,
and
that's
an
old
Township,
quite
frankly,
of
miracles,
so
kudos
to
everybody
in
this
one.
Thank

for
me,
even
more
importantly,
it's
an
example
of
wealth
creation
by
providing
homeownership
opportunities
for
people
who
normally
would
not
be
able
to
afford
to
buy
a
home.
So
I
think
the
wealth
creation
should
always
be
one
of
our
criteria
and
I
think
that
this
project
is
definitely
a
display
of
how
that
can
happen.

afternoon

The
first
item
was
an
update
on
the
city
market
management
agreement.
There
was
no
action
taking
all
that
we
just
got
some
informations
there'll,
be
some
further
discussion.
Item
B
was
request
to
authorize
the
mayor
to
execute
this
agreement
on
the
digital
corridor.

It's
basically
agreement
we
had
before,
but
there
was
a
couple
changes
to
it.
We
added
the
developer
of
this
property
to
the
agreement
made
them
a
part
of
it
and
also
there
was
a
addition
to
the
agreement
because
we're
up
fronting
this
money
that
if
something
were
to
happen
to
that
project,
that
we
would
own
those
plans,
so
we
wouldn't
wouldn't
lose
those
funds.
The
next
item
C
through
H
on
your
agenda,
those
were
facility
use
agreements.
We
approved
all
of
those
for
circulo
Spoleto
I.

There
were
two
annexations
both
of
those
were
approved
and
item
J.
We
went
into
executive
session
to
discuss
that
1.85
acre
purchase.
That's
in
your
package
there
we
also
discuss
the
digital
corridor
and
and
where
they
may
or
may
not
go
all
those
were
discussed
in
the
executive
session.
No
action
was
taken,
so
I
would
approve,
as
for
a
proof
of
those
items
that
need
approval,
any.
