Means

city
council
meeting.

goals,

for
our
staff,

law
enforcement
people,
we
pray

families

67
mass
shootings
that
have
taken
place
in
our
country
just
this
year

date,
we
pray

all
those

James
Island

the
recreation
center
and
I've
talked

our
staff,

they
fully
expect
it

be
installed

all

see
here,
this
is
the
Final
Phase
design
for
the
low
battery
t-wall
whenever
it
comes
up
on
our
agenda,
I
just
like
to
remind
everyone,
you're
invited
to
come
down
and
see
what
we've
done
through
three
phases.
So
far,
we've
got
almost
4,
000
linear
feet
completely
poured,
and
if
you
go
down,
they'll
give
you
a
tour
of
all
of
it.

allow
for
the
design
of
the
Final,
Phase
and
I
believe
that
next
Tuesday
night,
a
conceptual
drawings
for
what
the
Final
Phase
will
look
like
when
completed
particularly
on
the
walkway
side
on
the
water
side,

little

different
configuration.
The
first
three
phases
will
take
suggested
anyway
to
take
the
parking
away
on
the
South.
Side
actually
widen
the
Promenade
add
some
seeing
by
the
park
so
and
those
are
available
we'll
make
sure
they

circulated

I
highly
recommend
that
this
design.

go

smoothly,

this

us

the

found
us
three
million
dollars

federal
funding
to
go
to
number
11,
which
is
to
upgrade
this
Pump
Station
over
in
the
hospital
District,
and
it
truly
wouldn't
have
been
possible
with
our
without
our
partnership
from
the
Corps
of
Engineers
West.

change
orders.
What

pump
the
disassembling
did,
they
not
know
did
white,
not
know
they
would
have
to
disassemble
the
pump
before
we
purchased
them.

basically,
because
of
the
lead
time
on
the
pumps
and
really
more
so
even
the
diesel
engines
that
power
the
pumps
with
the
current
delivery
schedule.
We
wouldn't
normally
get
delivery
until
after
roughly
we've
almost
completed
building
the
pump
station
on
the
construction
schedule.
So
what
we're
doing
is
we're
shifting
the
the
crane
work
that
would
have
been
in
the
Construction
contract,
bringing
in
a
very,
very
large
crane,
closing
part
of
Lockwood
and
basically
installing
them
and
then
building
the
pump
station
around
them.

Instead
we're
basically
paying
flight
to
disassemble
them,
or
in
this
case
it's.
Yes,
it's
Asylum
xylem
on
these
Asylum
to
disassemble
the
pumps
ship
them
to
us
separately,
and
then
the
contractor
will
use
the
internal
Bridge
crane
within
the
pump
station
after
it's
been
built
to
install
and
assemble
the
pump.
So
there
will
be
somewhat
of
a
neutral
cost
in
that
we
will
save
money
in
the
Construction
contract
from
not
bringing
in
the
larger
cranes.

But
there
is
an
increase
in
cost
to
the
Asylum
contract
for
the
disassembly,
because
I
have
to
assemble
them
in
order
to
test
and
verify
that
they
work
properly.
And
then
the
shipping
is
a
little
bit
more
exceptional.
When
you're
trying
to
ship
three
four-story
tall
pumps
across
the
country
and
pieces.

we
should
all
like
have
Council
out

this
pump
station.

we
get
it
built

the
renewal
of
our
contract
with
our
public
defender,
who's,
a
private
citizen,
but
a
public
defender,
I
think
he's
actually
on
the
screen.

seems

me
Mr
manfellow
council
members,
that,
given
the
workload
that
our
public
defender
has,
which
my
understanding
is
somewhere
in
excess
of
200
cases,
those
cases
tend
to
take
some
period
of
time.
Even
though
we've
gotten
more
efficient
at
our
city
courts,
there's
still
a
relationship,
that's
built
a
series
of
one-year
contracts
really
is
not
enough.
I
I
would
suggest
and
I
I
guess.

contract
must
be
up
soon
as
we're
extending
through
December
31st
that
we
do
this
as
in
either
a
two
or
three
year
contract
with
renewals,
rather
than
just
every
time.
Renewing

inefficient

need
a
public
defender,
the
training
that
goes
into
doing
it,
the
relationships
built
by
our
current
public
defender

long
as

qualified
and

committee

real
estate
met
yesterday
afternoon
at

We
didn't
have
a
whole
lot
on
the
agenda,
but
some
important
items.
Nonetheless.

The
first
item
up
was
an
approval
of
a
third
amendment
to
a
lease
agreement
between
the
city
and
the
Charleston
digital
Corridor
Foundation
over
on
Morrison
Street
Drive.
Rather,
this
is
the
wonderful
program
that's
been
led
by
Ernest
Andrade.
For
so
long
is
part
of
their
contractual
arrangement
with
the
city.
They
actually
have
certain
rights
with
respect
to
that
undeveloped
portion
of
that
corner
lot
over
there,
given
some
of
the
challenges
with
the
economy,
interest
rates,
construction
costs
things
of
that
nature.

They
wanted
just
some
more
breathing
room
under
their
lease,
so
they
could
continue
to
navigate
that
plan
to
build
another
facility
there
to
expand
some
of
these
Tech
entrepreneurship
opportunities
in
the
city,
so
that
was
approved
unanimously.
We
also
had
a
good
discussion.
The
mayor
proposed
that
the
foundation
takes
some
steps
to
beautify
that
corner
over
there
and
that
was
very
warmly
received
by
Mr
Andrade.

You
know
if
this
is
going
to
continue
to
sort
of
stay
vacant
for
a
while
we
might
as
well
make
it
look
good,
so
we're
all
on
the
same
page
there,
and
that
unanimously
was
approved.
The
next
item
had
to
do
with
authorizing
the
mayor
to
execute
an
emergency
access
easement
across
the
rear
of
the
silver
dollar
over
on
Upper
King
Street.
This
was
approved
unanimously.
I
think
we
all
can
agree.

We
want
the
silver
dollar
to
be
difficult
to
get
into,
but
easy
to
get
out
of
through
the
rear,
and
so
that
was
unanimously
approved.

The
next
item
had
to
do
with
a
First
Amendment
to
an
option
to
lease
between
the
City
of
Charleston
and
Grove
on
John's
Island,
limited
partnership.
This
is
one
of
our
many
housing
affordability
initiatives
and
that
was
approved
unanimously
and
then
finally,
we
extended
a
lease
agreement
with
Traverse
Point
LLC
for
the
building
that
this
Police
Department
uses
over
in
West
Ashley
on
Executive
Hall
Road,
and
this
will
bring
the
lease
through
March
31st
of
2024,
and
then
we
closed
with
bringing
two
new
properties
into
the
City
of
Charleston,
both
residential
and
nature.

we
go
through
these
things
pretty
quickly,

went
through

to
get
to
these

it's
not
