Description
City of Charleston Committee on Ways and Means 1/12/2021
D
A
B
A
Here
the
january
12
2021
committee
on
ways
and
means
is
now
called
to
order
since
council
member
wearing
councilmember
waring,
is
that
you.
A
Since
councilmember
wearing's,
not
on
councilman
griffin,
can
you
give
us
the
invocation?
Please.
E
Sure,
dear
heavenly
father,
we
thank
you
for
this
day
for
all
the
many
blessings
you
bestowed
upon
us,
and
we
ask
that
you
help
us
having
a
wonderful
wonderful
year
together,
lord
in
2021,
as
we
do
the
people's
work
and
on
a
personal
note,
father.
Please
please
be
with
my
father
on
earth.
Daryl
griffin,
as
he
continues
to
recover
from
covet.
Christ,
say
and
please
be
with
everybody
else,
who
has
also
gone
through.
Coven,
amen,
amen,.
A
D
Move
for
approval
december
1st,
releasing
the
15th
15th
2000
minutes.
B
A
Bids
and
purchases
we
have
withdrawn
3a
from
bids
and
purchases,
but
the
all
all
others
remain
any
discussion
at
all.
Do
I
hear
a
motion.
F
So
so
yesterday
we
received
notification
from
the
pard
group
that
there
would
be
an
increase
in
this
allocation
this
year.
F
The
increase
is
just
a
couple
thousand
dollars
and
it
increases
this
rate
up
to
thirty
five
thousand
000
35
850
with
74
cents,
so
that
application
has
been
updated
and
I
was
just
wondering
if
we
could
go
ahead
and
get
that
into
the
record
or
if
the
clerk
thinks
there's
another
way.
We
need
to.
D
F
E
G
E
To
amend
the
the
price,
the
funding
that's
requested.
H
A
Yes,
mayor
declan.
C
I
just
wanted
to
thank
staff
for
all
the
good
work
on
the
design
and
being
able
to
bring
this
contract
forward.
I
know
it's
been
awaited
for
some
time
to
have
a
new
park
in
the
ashleyville
neighborhood
on
overlooking
the
ashley
river.
C
It's
going
to
be
a
beautiful
city
addition
and
park
and,
in
addition
to
the
park,
what
just
to
let
everyone
know,
there's
been
a
recent
meeting
about
adding
a
statue
at
the
park
of
one
of
our
native
sons
of
charleston,
dr
ernest
just
who
who's,
I
believe
his
mother
was
one
of
the
founders
of
maryville
and
or
his
family
was,
and
he
was
a
scientist
and
and
a
medical
doctor,
and
his
story
needs
to
be
told
here
in
charleston.
But
anyway.
C
I
think
this
this
will
take
about
a
year
of
construction,
but
it's
just
going
to
be
a
fabulous
addition
to
the
city.
A
I
appreciate
that
mayor
any
further
discussion.
H
Mr
chairman,
yes,
councilmember,
waring,
listen
I'd
like
to
echo
the
mayor's
thoughts
on
that.
This
has
been
a
long
time
coming.
This
is
a
site
that,
frankly,
was
a
site
for
environmental
discrimination.
H
A
property
was
being
demolished
in
the
city
of
old
manager,
school
and
the
person
who
bought
the
property
instead
of
carrying
the
solids
to
the
land
waste
and
paying
a
fee
came
in
this
community
and
began
to
use
this
as
a
dump
site,
and
when
that
was
that
was
brought
to
the
attention
right
to
me
by
murray
who
lives
lives
across
from
it
brought
to
the
attention
of
mayor,
riley
and
council.
H
If
you
remember,
we
all
went
out
to
the
site
and
when
the
rally
found
out
about
it
that
day,
he
put
a
stock
work
order
on
that
and
obviously
bought
the
property
had
to
go
through
eminent
domain
to
get
the
property
across
from
the
birthplace
of
south
carolina
and
and
now
it'll
be
a
open
space
of
enjoyment
on
the
waterfront
for
all
to
enjoy
right
across
the
historic
watershed
of
the
ashley
river
basin.
So
it
took
two
administrations
to
get
this
one
done.
H
The
mayor
didn't
send
staff
technical
came
to
the
community
to
speak
directly
about
and
give
input
have
them
have
input
on
what
is
to
come
into
this
park.
So
this
is
it's
a
small
park,
but
it's
going
to
be
one
of
the
prettiest
sites.
Frankly,
I
think
in
the
state
of
south
carolina,
maybe
rivaling.
What's
the
park
over
on
james
island
near
raleigh,
I.
H
It's
a
small
park
similar
to
that,
but
it
has
a
lot
of
history
and
beauty
of
the
whole,
so
it
took
several
counts.
Several.
A
couple
of
mirrors
several
council,
a
huge
listing
on
our
legal
staff
to
get
this
one
that
done
and
now
our
capital
projects
and
recreation
department
is
gonna,
have
something
that
it
definitely
passes
the
50-year
test,
in
other
words,
50
years
from
now,
when
people
or
citizens
use
this,
will
it
be
we'd,
be
glad
that
we've
done
this
this
work
today?
H
This
is
another
example
of
tourism
dollars
that
never
came
across
the
ashley
river
bridge,
hospitality
and
tourism
tax
dollars
heretofore
prior
to
this
would
always
be
spent
on
the
peninsula.
Obviously,
tourists
go
in
a
lot
of
directions
around
this
little
country
and
some
of
the
monies
that
help
acquire
this
site
came
from
tourism
dollars
and
obviously
this
would
be
a
tourist
destination.
H
The
just
dr
just
whose
statue
may
be
put
in
this
park
is
one
of
the
original
founding
members
of
omega
sci-fi,
which
is
one
of
the
oldest
african-american
fraternities
in
the
country.
So
his
mother
helped
found
maryville
some
say
is
named
after
her
as
a
kind
of
debate
on
that,
but
you
have
to
give
it
to
historians
on
that.
So
this
is
a
a
long
time
coming
and
there's
one
over
in
council
members
of
pale
and
kyle
brady's
district
and
with
wpal
we've
got
that
site.
H
We've
got
the
property,
but
the
development
has
to
come
so
appreciate
the
heavy
listening
on
the
power
of
the
mayor
and
all
council
members
that
past
and
present
to
help
this
now
come
into
reality.
Thank
you,
mr
chairman.
A
Councilman
waring,
if
you
can
just
indulge
me
for
a
minute,
can
you
talk
about
where
we
started
in
terms
of
the
asking
price
of
that.
H
Oh
yeah,
the
asking
price
was
originally
1.1
million.
Gentlemen
bought
it,
for
this
is
all
public
records.
I
think
he
bought
it
for
160
and
he
wanted
to
sell
it
for
1.1
million
and-
and
we
did
enter
into
agreement-
said
mayor
ali
and
team,
negotiated
it
down
to
six
hundred
and
sixty
six
hundred
and
fifty
thousand
sixty
thousand,
and
then
we
did
a
survey
on
it
turns
out
the
two
point.
I
don't
know
two
point:
seven
acres
that
they
were
advertising.
H
H
You
got
less
than
one
acre
to
sell
and
the
price
was
brought
down
from
660.,
francis
cantwell
and
team,
and
it's
a
dina
team
when
it
was
negotiated
in
the
court,
came
down
to
320
000
to
buy
this
site
now
I
know
councilman,
shayed
and
mitchell
and
across
the
mail
you
councilman
grady
and
councilman
sacrament.
H
I
don't
know
if
all
the
councilmen
have
been
back
to
take
a
view
out
there,
but
you
probably
get
one
of
the
best
views
of
the
replica
of
the
adventure
shot,
but
for
walking
up
on
it
from
charlestown
landing
side.
But
this
is
one
of
the
prettiest
views
across
that
watershed,
so
1.1
to
660
000
doing
proper
due
diligence
brought
it
down
to
320
and
as
that
sale
process
went
on
the
family.
H
Member
who
signed
the
contract
died
and
the
family
didn't
want
to
sell
it
again
because
we
pursued
it
and,
and
now
it's
in
the
public
realm,
hopefully
for
heaven
and
day.
H
H
At
that
moment,
a
truck
came
by
with
these
bricks
on
it
and
the
wife
said
I
wish
somebody
would
do
something
about
that
and
I
said,
do
something
about
what
they
they're
coming
back
in
our
neighborhood
and
they
dumping
all
this
stuff
in
our
neighborhood.
So
I
said
well
I'll
do
something
about
it.
If
mrs
murray
didn't
and
mr
murray
didn't
come
to
say
hello,
we
may
not
have
this
as
a
in
the
public
realm.
H
So,
mr
and
mrs
murray,
any
names
aren't
on
anything,
but
before
this
ribbon
is
cut
and
and
and
everything
topped
off
and
we
get
to
celebrate
prayerfully.
H
We
very
well
may
not
have
had
this
opportunity
to
even
acquire
this,
so
it's
amazing
the
stories
that
go
along
with
some
of
the
history
of
charleston,
both
path
and
past
and
present.
But
I
thank
everybody
that
put
heavy
lifting
towards
that,
and
I
that
includes
this
council
too.
So
thank
you
very
much
for
this
one,
mr
mia,
this
council
and
obviously
the
council
in
the
past
that
helped
this
happen
and
and
mayor
in
the
past
that
helped
this
happen.
Helped
this
happen.
A
A
G
Yes,
sir,
thank
you,
mr
chairman,
so
the
committee
on
real
estate
yesterday
afternoon
at
3
30,
we
had
several
items
on
our
agenda.
The
first
item
item
number
a
regard
is
in
regards
to
a
reverter
clause
on
some
land
that
we
owe
up
in
north
charleston.
It's
part
of
a
parcel
that
consists
of
7.78
acres.
G
The
city
is
getting
a
350
000
check
for
releasing
its
reverter
clause
on
this
jim
mcqueen.
He
gave
us
a
great
rundown
on
the
historical
component
of
all
this
and
what
this
actually
means.
The
committee
voted
unanimously
to
approve
this
resolution
to
give
up
this
reverter
and
for
so
to
get
350
000
item
b
was
just
for
discussion
regarding
a
alternative
location
for
utility
switch
gear
at
179.
Nassau
street
item
c
was
the
deferred.
G
This
is
regarding
the
property.
With
the
law
school,
the
charleston
school
of
law.
We
agreed
to
receive
more
information
concerning
the
backdrop
of
that
transaction
between
the
city
and
the
law
school,
so
we'll
be
coming
back
to
that,
probably
at
our
next
real
estate
meeting,
either
later
this
month
or
the
first
part
of
next
month.
G
We
unanimously
agreed
on
item
number
d,
which
was
this
seems
to
be
an
ongoing
rental
agreement
with
saint
andrews
park
and
playground
for
the
pool
that
was
unanimously
approved
as
well,
and
a
resolution
for
the
howe
avenue
track
on
james
island.
That
was
also
approved.
G
A
I
have
a
question
on
the:
how
avenue
track
can
somebody
sort
of
give
us
a
quick
briefing
on
what
the
the
land
will
be
used?
For,
specifically,
I
mean
howl
avenue
is
a
multi-jurisdictional
street
and,
as
most
of
us
know,
we
have
some
substantial
draining
issues
there.
F
F
We
will
be
putting
together
a
greenbelt
application
to
purchase
this
approximately
three
acre
parcel
of
land
at
the
end
of
howell
avenue.
The
scope
of
work
would
include
a
small,
passive
watershed
park.
If
you
will,
the
county
has
committed
to
create
to
create
a
created
wetland
here
and
try
to
return
this
site
back
to
one
of
its
pre-existing
uses
as
a
place
to
store
water.
F
So
in
conjunction
we
would
have
a
walking
trail
around
the
site,
and
hopefully
it
would
assist
with
some
of
the
flooding
and
drainage
issues
in
the
area.
I
do
know
that
mr
fountain
has
been
involved
early
on
speaking
with
the
county
about
this
this
land,
but
that
is
generally
the
application
intent.
A
F
I
would
have
to
defer
to
legal
and
or
storm
water
on
on
all
of
the
as
soon
as
those
were
drainage,
easements
throughout
that
area,.
A
C
Mr
chairman,
if
I
may
interject,
unless
mr
fountain's,
on
the
call
that
most
of
the
work
in
this
portion
of
the
drainage
basin
most
of
the
drainage
work,
we
we've
kind
of
agreed
that
the
county
is
going
to
take
that
part
of
the
basin
and
we're
going
to
take
the
lower
part
of
the
basin.
C
And
so
they
are
working
on
that
more
so
than
than
we
are
and-
and
I'm
not
sure.
If
mr
kronsberg
mentioned
it.
This
way.
The
county
also
is
agreeing
to
to
make
the
drainage
improvements
on
this
particular
property
that
we're
applying
for
the
fund.
The
funds
to
purchase
okay.
C
C
A
And
where,
where
were
we,
mr
chairman,.
G
Yeah
so,
mr
chairman,
on
behalf
of
the
real
estate
committee,
I
asked
for
approval
of
item
number,
a
item,
d,
e
and
g
items
c
and
f
were
deferred
and
item
b,
which
is
for
discussion
purposes.
Only
second.
H
I
do
I
do.
Mr
chairman,
I
I
think
you
know
sometimes
mr
mayor
may
mention
a
collaboration
between
on
this
drainage
issue
between
the
town
of
james
island
and
the
county,
and
I
can't
tell
you
how
important
that
that
that
is
to
the
area
that
we
live
in.
We
have
these
cross
governments
and
heretofore.
H
We've
never
had
that.
This
is
something
that
I
got
to
give
the
mayor
kudos
on
that
we're
doing
that
over
in
the
duwop
district,
that
we
have
collaboration
with
the
county,
as
well
as
the
city
of
charleston,
for
drainage
fixes
and
to
get
things
done
on
james
island
and
john's
island,
like
that
collaboration
with
the
neighboring
governments
is,
is
vital.
H
You
know
before
we
used
to
stand
back,
and
I
don't
know
whether
we
pointed
at
one
another,
but
nothing
got
done
so
several
of
these
have
come
through
and
it's
not
commonplace
so
anytime.
I
think
we
see
that
we
should
celebrate
it
because,
frankly,
I
mean
there
are
hundreds
of
areas
where
we
need
to
need
to
do
it
more
so
yeah.
H
H
And
I
think
it's
going
to
take
some
collaboration
on
central
park
road
as
well.
