Description
City of Charleston Committee on Ways and Means 1/11/22
A
Thank
you,
mr
chairman,
and
happy
new
year
to
everybody.
Let
us
pray
heavenly
father
bless
us
all
and
keep
us
under
your
wing.
May
your
divinity
shine
down
and
fill
us
with
your
grace.
Allow
us
to
feel
your
presence
as
we
set
about
in
our
duties.
Mindful
of
your
humble
guidance
for
those
in
need
or
feeling
the
effects
of
ill
health,
we
pray
for
your
gentle
hand,
of
relief
and
recovery.
B
I'm
sorry,
sorry,
the
the
amended
contract
is
for
item
five,
the
pumpkin
contract
for
spring
fishburn,
but
I
think
that's
the
one
we're
on
we're
on.
B
C
C
C
D
E
Five
is
kind
of
a
bellwether
moment
for
the
fish
burn,
drainage,
fish
burn
spring
street
drainage
project,
where
we
order
the
three
pumps
that
will
finalize
this
project,
and
I
I
just
want
to
point
out
that
one
of
these
pumps,
just
one,
will
pump
120,
000
gallons
per
minute,
and
so
we'll
have
three
of
them
in
tandem
with
the
capability
total
of
360,
000
gallons
per
minute.
E
So,
if
you
think
about
it
in
in
a
little
less
than
three
minutes
we'll
be
able
to
pump
one
million
gallons
of
water
outside
of
this
600
acre
drainage
basin,
including
the
the
septa
mclark
parkway,
and
it's
it's
really.
The
light
is
at
the
end
of
the
tunnel.
Folks,
we
can
see
this
thing.
We're
gonna,
finish,
phase
four
this
year,
we're
ordering
the
pumps
now
for
phase
five,
and
I
I
just
think
it's
a
a
moment
for
us
to
kind
of
celebrate
and
note
that
this
thing
is
really
happening.
E
We're
making
real
progress
and
speaking
of
pumps
and
matt
fountain
and
his
stormwater
team
will
be
redoing
the
pump
station
over
in
concord
street,
and
I
always
thought
that
they
could
pump
a
lot
of
water
and
they
can
but
nothing
compared
to
what
we're
going
to
have
it
over
on
the
spring
fishburn
side
and
then,
lastly,
and
again,
mr
chairman,
just
because
sometimes
we
go
through
these
items.
E
So
we
will
have
peer
support
specialist
for
the
police
department,
and
this
is
this
is
the
kind
of
addition
to
our
policing
and
our
funding,
that
that
gives
us
more
capabilities,
but
doesn't
take
away
from
the
funding
that
we
so
badly
need
for
our
general
fund
for
our
policing
efforts,
and
I
just
want
to
point
that
out.
Thank
you,
sir.
D
Thanks
mayor
there,
there
are
such
great
things
going
on
in
our
city
and
I
have
to
say,
the
pump
station
just
happens
to
be
in
district
6.
C
C
They
have
partnered,
together
with
our
other
local
law
enforcement,
and
I've
attended
some
of
the
meetings
that
they've
had
on
this
task
force
and
the
effort
is
so
much
different,
and
I
commented
about
this
earlier
than
when
the
police
were
trying
to
address
crack
cocaine,
addiction.
It
was
an
enforcement
process
and
they
realized
that.
Maybe
that
wasn't
that
way
of
handling
it.
This
opioid
addiction
is
really
rampant
in
our
community.
C
You
can
there's
a
website
that
shows
you
the
number
of
calls
that
the
police
make
on
to
where
they
are
responding.
You'd
be
surprised
if
you
did
that
as
to
how
much
has
impacted
our
local
community
and
it's
a
terrible
thing
that
influences
and
impacts
our
neighbors,
their
children,
their
families,
and
so
this
is
a
different
approach
to
how
they're
handling
it,
and
I
hope
that
we
will
see
some
really
positive
effects.
But
I
just.
A
D
Speaking
of
our
police
department,
I
think
they're
doing
an
unbelievable
job
and
it
proves
the
leadership
of
chief
reynolds
that
even
in
his
absence,
things
continue
to
move
forward.
And
if
we
can
just
take
one
minute
and
say
a
silent
prayer
for
our
chief.
