I
wish
they
would
have
used
the
gymnasium
or
the
cafeteria
where
people
could
have
plate
have
room
to
spread
out
there
and
they
have
two
huge
gymnasiums
there.
It's
like
an
arena
inside
and-
and
they
just
I,
don't
know,
I,
don't
know
why
they
didn't
use
that.
Maybe
they
didn't
think
they
would
have
the
voter
turnout
that
they
did
not
sure.
C
A
J
I
J
A
Did
you
just
join
me
in
just
a
moment
of
a
prayer,
and
this
prayer
is,
is
for
our
city,
dear
God,
as
we
approach
would
I.
Consider
this
historical
moment
in
our
city,
a
city,
that's
over
350
years
old
Lord,
give
us
the
power
and
the
strength
and
the
endurance
to
do
the
right
thing.
This
is
like
the
Exodus
when
the
king
did
not
listen
to
Moses.
The
firstborn
of
many
died
as
Moses
led
the
children
to
the
promised
land
and
they
wondered
for
40
years
Lord.
A
They
had
the
marks
on
their
door
so
that
the
plague
could
pass
them
by
God
as
we
go
through
our
pandemic,
as
our
children
hit
the
streets
less
them
with
that
mark
God
hold
that
pandemic
from
the
good
doers
of
our
country.
This
is
a
new
day,
not
just
for
our
city
but
for
the
world.
Well,
we
finally
finally
realize
that
is
time
for
the
evil
of
racism
to
be
eradicated
from
our
country
and
from
this
world.
A
God
give
this
city
the
strength
to
continue
to
be
the
leader,
the
leader
that
we
are
when
we
did
our
apology.
They
said
it
was
nothing
but
a
piece
of
paper,
but
since
then
Lord
so
much
has
happened
in
our
city,
we've
been
able
Lord
to
look
at
our
Police
Department
way
ahead
of
many
other
jurisdictions
around
the
world
and
start
our
reform
without
any
protest
Lord.
Let
us
move
forward
with
other
reforms
throughout
this
city,
knowing
that
we're
going
to
get
pushed
back
Lord,
but
all
our
power
and
strength
comes
from.
A
You
bless
us,
dear
Lord,
because
we
are
about
to
embark
on
a
journey
that
we
may
not
see
the
results
in
our
lifetime
Lord,
but
let's
show
make
sure
that
we
leave
the
water
in
the
well
of
the
valley
so
that
others
that
follow
will
be
able
to
drink
from
it.
These
and
all
other
blessings,
Lord,
amen,
amen.
G
F
F
A
L
Sure,
good
afternoon,
everybody
councilmember,
Shelly
and
rest
of
council.
The
the
basic
difference
is
that
the
lowest
bid,
the
technology
that
they
bid
was
solid-state
technology.
That
was
not
part
of
the
bid
we
needed
helium
tubes,
so
I
made
some
notes.
The
the
difference
in
the
helium
tubes
versus
the
solid-state
is
durability
of
the
product,
ease
of
replacement
and
then
also
and
I.
Think
the
biggest
thing
is
range
of
detection
for
the
different
gases
that
we're
trying
to
detect.
Okay.
A
L
Because
sure,
absolutely
so,
the
other
one
was
for
thermal
imaging
cameras
and
the
lowest
bid
the
product
that
they
did
was
actually
not
the
product
that
we
use.
So
as
far
as
a
training
component
in
the
fire
department
with
a
piece
of
equipment,
that's
so
essential
to
life
safety,
you
don't
want
to
have
two
different
products
in
the
department,
so
that
people
have
to
try
to
remember
to
use
different
techniques
in
a
high-stress
situation.
So
the
second,
the
second
big,
actually
has
the
product
that
we
use.
Okay,.
E
A
M
Yes,
I
just
had
a
question
about
what
this
program
was
about.
It
sounds
sort
of
similar
to
something
we
had
talked
about
a
few
months
ago
and
was
just
kind
of
curious
to
hear
more
about
it.
D
So
at
that
time,
I
knew
of
an
existing
small
business
loan
program,
that's
administered
through
the
Council
of
Governments,
so
I
called
Ron
niching
and
asked
if
he
could
utilize
that
existing
program
and
as
it
turned
out,
it's
got
too
many
different
rules
and
regulations
and
it's
for
bigger
amounts
and
all
I
could
was
no.
But
what
he
found
out
and
he
shared
with
me,
was
that
there
was
more
money
available
through
the
EDA
that
could
be
more
flexible
for
smaller
amounts
for
smaller
businesses.
D
So
the
the
the
cog
applied
for
650,000
and
and
I
called
Meg
and
I
said
see
if
we
could
apply
as
well
and
then
we
have
it.
Hadn't
been
approved
yet,
but
we've
applied
from
right,
but
also
just
a
lot
of
council
know
in
a
expense
request
by
the
state
government.
Our
kovin
19
reimbursement,
I've
also
included
a
ten.
A
two
million
dollar
request
for
a
similar
program
to
help
small
businesses
again
I
have
we
would
be
able
to
use
those
funds
through
the
end
of
this
year.
B
J
J
A
C
I
I
I
We'll
give
him
a
lollipop
later
on,
we
received
an
update
as
to
the
purchase
of
the
property
located
on
River
Road.
The
mayor
discussed
some
of
the
hurdles
associated
with
that
report
from
an
engineering
firm
regarding
the
use
of
the
property
and
making
sure
that
we
were
able
to
purchase
it
and
utilize
the
space
for
us
Senate
purpose
for
affordable
housing.
During
the
negotiations
we
saved
approximately
$200,000
Thank
You
mr.
Manfred.
I
C
Can
all
take
it
Thank
You
mr.
chairman,
mr.
Mann
and
Councilman
chairman
Shaheed
I
did
call
an
engineering
firming
and
got
some
information
on
on
some
of
the
development
cost
on
this
I
do
not
feel
comfortable
discussing
that
on
I'd,
rather
discuss
that
in
executive
session
then
discuss
that
in
open
meeting
I
do
have
some
concerns.
Mr.
Muir
I
just
got
this
information
about
right.
Around
4:00
3:30
4:00
o'clock
today.
C
And
I
think
it
would
affect
maybe
the
financial
decision.
I
know
we
got
a
shock
cooling
period,
but
I.
We
really
need
a
little
more
time
due
diligence
on
this
one,
mr.
Muir
and
mr.
chairman,
and
all
around
information
that
we
do
not
have
make
a
purchase
overall
and
like
this
in
particular,
for
affordable
housing.
So
I
would
like
to
have
the
kind
of
nuts-and-bolts
discussion,
but
we've
got
how
many
days
we
got
to
go
in
this
is
I
know.
C
Michelle
Johnson
is
on
the
call,
but
have
not
had
a
chance
to
talk
anyone
about
the
information
I
did
a
team
and
I
did
share
this
at
Council,
I
mean
a
real
estate
that
I
would
reach
out
to
engineering
firm
to
get
some
additional
information
and
I
did,
as
man
I
think
I
reached
out
to
to
one
who
was
involved
with
the
site
and
one
I
wanted,
even
that
independent
information
to
back
up
that.
So.
I
I
I
Mr.
Chairman
I
just
wanted
to
add
on
to
what
the
transformer
wearing
I
brought
up
yesterday
at
the
meeting.
So
we
had
voted
to
execute
a
contract
on
the
prejudice
property.
It
is
raw
land,
undeveloped
property.
So
there
were
some
issues
as
to
the
use
of
the
property
and
when
Tesla,
where
he
was
talking
about,
was
the
cost
putting
in
the
basic
infrastructure
for
the
handle
and
he
went
out.
I
There
was
an
engineering
firm
that
did
some
work
for
us,
so
that's
sort
of
where
the
with
a
problem
with
the
status
of
this
is
located
right.
Now
we
received
informations
for
information.
Only
we
didn't
build
on
either
B,
since
the
contract
had
already
been
approved
by
prior
to
meeting
I
just
wanted
to
make
sure
we
had
the
right
parameters
on
okay.
I
J
A
K
Question
on
gene
on
do
chemistry.
Do
you
date?
Let
go
D,
okay,
nice
to
have
on
D,
and
then
we
approve
that
prove
that,
okay
and
now,
when
you
come
up
with
the
approval
to
a
modify
the
originals
transfer
agreement,
I'm
apt
asking
if
this
still
is
gonna,
be
for
99
years.
N
Councilmember
Mitchell,
yes,
it
will.
This
is
Gianna.
Basically,
the
modification
allows
us
to
transfer
that
property
allows
the
Charleston
Redevelopment
corporation
to
trance,
that
transfer
into
the
Palmetto
Community
Land
Trust
in
an
LLC
that
allows
for
those
99
year
covenants
to
exist
so
question.
Yes,
those
cuts
will
still
exist.
All.
G
A
D
Could
I
suggest
that
since
we
didn't
anticipate
an
executive
session
and
set
up
a
call,
number
for
council
member
wearing
and
I
have
a
offline
discussion
about
this
matter
and
then
decide
by
the
City
Council
meeting
whether
we
need
to
call
an
executive
session
in
the
meantime
and
up
a
number?
If
it's?
If
we
need
to
have
one
okay.
