The
real
estate
committee
met
yesterday
afternoon.
We
had
two
items
on
our
agenda.
The
first
item
was
a
proposal
to
authorize
a
quitclaim
deed
for
the
children's
museum
over
on
ann
street.
We
received
a
lot
of
information
on
that
item
and
ultimately
decided
that
we
were
going
to
defer
the
matter
to
receive
additional
information
from
the
children's
museum
at
an
upcoming
real
estate
committee
meeting.

We
just
wanted
to
get
a
little
bit
better
understanding
from
the
museum
of
what
they're
doing
and
what
they're
trying
to
accomplish.
So
we
can
make
something
happen,
but
I
will
comment
that
there
seem
to
be
some
pretty
unanimous
sentiment
among
committee
members.
We
want
to
do
something
with
the
children's
museum.
It's
just
a
matter
of
how
we
get
there.
The
second
item
that
we
discussed
was
a
approval
of
a
lease
agreement
between
the
city
of
charleston
and
lucia
enterprises
llc.

This
is
the
cigar
shop
over
on
king
street
next
to
the
francis
marion,
and
we
had
a
discussion
about
that
lease,
and
we
also
noted
that
the
tenant
has
been
a
pretty
stellar
tenant
for
the
city
over
the
years
and
that
was
approved
unanimously.
So,
if
you're
in
the
cigar,
if
you're
a
cigar,
aficionado
good
news
that
place
is
gonna,
be
all
right
all
right.
At
least
we
got
somebody
in
the
house
and
that
that
was
approved
unanimously.
And
that
concludes
my
committee
report.

Because
everybody's
done
their
homework,
but
I
I
did
want
to
make
a
couple
of
notes
here:
number
six
will
will
allow
us
to
pursue
a
long
needed
upgrade
of
our
city's
software,
including
a
a
payroll
system
that
we
kind
of
been
needing
badly
for
some
years.

It'll
take
a
little
time,
but
apparently
this
this
group,
the
gfoa,
is
a
as
a
wonderful
nonprofit
group
of
of
governments
that
assist
governments,
making
these
kinds
of
analyses
and
and
decisions,
then
10
and
11,
and
maybe
we'll
talk
about
it
later
during
during
city
council
meeting.
But
it's
remarkable
to
approve
a
21.5
million
dollar
item
to
continue
this
really
incredible
project
to
restore
and
elevate
the
low
battery
sea
wall
number
number,
which
is
the
one.
Oh
number,
nine.

We
get
full-time
assistance
from,
I
think
19
people
this
year,
it's
been
as
high
as
25
people
and
they
they
end
up
being
wonderful
assets
to
our
community,
some
of
which
become
part
of
a
city
program
and
we
end
up
hiring
the
individuals
later
on
as
full-time
city
staff.
So
so
that's
a
great
thing
for
the
community
and
then
lastly,
number
15.

This
came
before
our
facilities
committee
just
a
few
minutes
ago,
and
and
this
memorial
is
a
really
a
remarkable
story,
and
it
really
was
inspired
by
dr
ro
that
that
we
have
a
permanent
memorial
there
at
the
gill
yard,
at
the
site,
where
the
36
remains
were
found
when,
when
the
gill
yard
reconstruction
occurred,
we
had
a
ceremony
a
few
years
ago,
but
this
would
create
an
amazing
and
spiritual
and
meaningful
permanent,
a
memorial
to
those
ancestors
and
where
they
came
from
in
africa-
and
I
I
mentioned
this
at
the
meeting.

Apparently,
the
city
had
stored
the
remains
in
a
storage
facility,
west
ashley,
and
he
convinced
me
that
we
could
do
so
much
more
and
he
had
solicited
the
science
scientists
from
the
university
of
pennsylvania
to
actually
do
dna
testing
on
the
36
remains
and
they
were
able
to
show
what
part
of
africa
these
individuals
had
come
from,
not
exactly
but
the
regions
and
and
and
additional
information,
and
that
work
is
continuing.

So
this
I.
I
can't
even
tell
you
the
whole
story
in
this
short
time,
but
it
was
very
moving
and
remarkable,
and
I
I
you
think
about
when
this
gets
in
place
and
the
manual
memorial
is
in
place
and
the
international
african-american
museum
opens
later
this
year
and
the
suzie
jackson
park
is
done
over
on
alexander
street,
that
within
walking
distance
you're
going
to
have
really
a
storyboard
of
of
charleston's
history,
and
particularly
our
african-american
history,
and
this
is
just
one
other
component
of
it.

Mayor,
if
I
can
add
on
the
memorial
garden
in
front
of
the
gill
yard,
so
I
definitely
agree
with
the
mayor.
I
mean
mother
emanuel
way
will
be
full
of
exhibits
and
history,
and
so
I
think
doing
what
we're
doing
just
adds
to
all
of
that
and
mayor.

I
may
just
take
a
