construction

complete

terms
of
the
shoring
up
as

we
also
were
doing
monitoring
as
part

process
and
when
the
construction
at
spring
and
keying
on
the
northwest
corner
was
going
on
with
all
the
pilings.
That
was
the
major
concern
and
Craig
Bennett
was
the
structural
engineer
that
was
on
on
the
team,
and
he
came
back
after
all.

was
complete
and
there
was
no
damage
as
a
result
to
the
fact
that
the
building
had
been
shored
up
and
monitoring
throughout
the
whole
process
and
the
the
delay
of
the
entry
caused.

cost
of
the
scaffolding
rental

been
projected
from
the
beginning.

the
inability
to

gain
access
to
the

go

this

update
Council
on
where
we

first
item.

facility

Street
that

approved

vote
of
five
to
zero.

Ferry
Road
for
fire
station
in
that

lot

a

to
close
and

have
this
station
done,
and
we
thought
that
was

little
bit
too
quick
and

wanted
to
talk
with

seller

negotiations

price

was
a
good
bit
of
discussion
as
to
what
the
order
of
the
building
would
be
we're
going
to
have
a
need
for
several
stations
out
in
that
area,
and
we've
only
got
money
for
one
right
now,

is
needed
for
that
particular
station.
So
we've
got
a
we've,
got
a
little
bit
more
work
to
do
on
item
B
on
item
C
that
item
extending
that
date
was
approved
unanimously

three
part
deal
there
between
the
Senate
or
the
city
of
Charleston
and
the
Port
Authority.
All
of
those
agreements
were
approved

to
see
the

We
just
adjusted
the
insurance
requirements
on
the
park
conservancy

that
item
was
approved
also
on
item
F.
This
is
the
purchase
of
that
Archer
school
site.

due
diligence

we're
also
going
to
be
looking
to
the
bar
to
see
if
we
can
demolish
that
building.
There's
a
lot
of
earthquake
mitigation,
properties
of
lead
and
asbestos
and
stuff
in
that,
so
we've
got
to
figure
out
whether
or
not
this
property
is
suitable
is
affordable
for
affordable
housing.
It
might
be
too
expensive
to
have
affordable
housing.
So
we've
got
to
look
at
some
alternatives
there,
but
we
are
going
to
go
ahead
and
enter
into
an
agreement
for
this
120
day
due
diligence.

a
good

can
pretty
much
walk
it
anytime
on
that
120
days.
If,
if
this,
if
we
can't
demolish
it,
if
we
can't
mitigate
whatever
there's
our
earthquake
stuff

mean
we

walk
away

this
contract.

we
just

any
reason
this
Councilwoman
Jackson
just
said
so
we're
just
going
to
look
at
it
and
that's
really
all
we've
committed
to
do.
At
this
point
item

there
were
three
annexations.
All
three
of
those
were
approved.

this

went
into
executive
session
and
heard
an
update
on
those
three
contractual
matters
on
those
three
properties.
This
was
just
for
information.
There
were
no
votes
taken
and
then
the
last
item
was
authorized.

agreement
for
the
mayor
to
sign
a
license
agreement
for
that
water
taxi
some
spots
there,
so
that
was
approved
also.
So,
mr.
chairman,
that's
report
from
real
estate.

I've
got
two
questions.
One
is
item
half
as
we
go
through
the
hundred
twenty
day
due
diligence
period
and
we
try
to
figure
out
what
the
cost
is
not
just
the
acquisition
but
of
either
demolition
or
repair
and
all
that
all
right
are
we
gonna.
Some
point
have
sort
of
a
guideline
of
you
know:
sort
of
cost
of
capital
investment
into
affordable
housing.
So
we
know
when
we're
reaching
a
point
of
no
return
or
negative
return
on
affordable
housing.

So
we
don't
put
ourselves
in
a
place
where
we
are
building
things
that
aren't
affordable.
I
mean
I.
Just
I
worry
about
that.
This
is
a
perfect
project.
I
think
to
really
start
talking.
Mr.
mayor
about
what
our
sort
of
capital
investment
guidelines
are
gonna
be
for
both
affordable
housing
going
forward.
So
during
that
hundred
twenty.

We
total
overall,
but
we
might,
in
my
opinion,
what
we're
doing
is
looking
for
all
these
properties.
I
mean
we
haven't
really
scratched
the
surface
yet
so
we're
kind
of
gathering
in
as
much
as
we
can.
This
particular
piece
of
property
is
councilmember.
Waring
pointed
out
that
the
price
that
they
want
to
sell
it
to
us,
for,
if
you
figure
that
was
15%,
we
got
a
2015,
so
the
total
cost.

We
got
a
twenty
plus
million
dollar
which
all
of
a
sudden
it's
not
very
affordable
right,
so
we
can't
just
use
it
all
for
affordable
housing.
It's
got
to
be
weather,
I
mean
we
threw
out
a
few
ideas,
but
we
we
got
to
look
at
that
to
make
sure
every
single
one
of
them,
whether
it's
one
unit
or
multiple
units
are
available
that
are
affordable.

that's
what
I
was
alluding
to,
because
the
property
isn't
a
district
I
represent
and
I'm
over
there
and
I
watch
it
all
the
time,
but
that
probably
need
a
lot
of
work
and
it's
going
to
kick
a
lot
of
money
too.

if
you
purchase
that
property
to
even
try
to
clean
that
building
up,
if
that's
building
the
state
and
it
can't
be
torn
down
and
I-
believe
if
you
do
that,
you're
not
going
to
put
any
portable
housing
in
there.
If
you
can't
get
those
are
get
that
price
down.

school
board
is
asking
for
all
this
money
and
I
think
we
worked
with
them
a
lot
on
different
issues.
You
know
and
they
can
bring
the
price
down
real
down.
If
they
want
to
you
know,
but
cuz
it
was
sitting
there
that
building
was
sitting
there
for
umpteen
years.
You
know,
but
the
action
for
this
money
all
this
money
for
that
building
and
they
know
how
that
doing
is
and
III
got
a
problem
that
I
was
not
gonna
support.

I
know
that
it's
not
gonna
be
affordable
housing
in
there.

we're
gonna
pay
that
price
for

we

go
and
renovate

the
things
it'll
be
too
much
money
for
us
to
be
able
to
forward
so
far.

city
is
concerned.

looking
at
the
sea,
like
I'm,
saying
looking
at,

see,
what's
gonna
cause
and
come
back
to
me,
I
probably
do
that
wait,
wait
if
people
go
and
say
we're,
gonna
put

bid

it

purchase
it
I'll
vote
against
it
right
now,
I,
wouldn't
even
look
at
it.
I'm
telling
you
I'm
not
going
to
look
at.

I
think
that
in
the
experience
of
it

different,
if
we
were
going
out
into
the
rural
land
and
taking
our
pick
of
properties
that

unoccupied

much
more
fungible
I
do
think
that
knowing
where
this
one
is
and
knowing
the
pent
up
demand
for
having
the
potential
of
affordable
and
workforce
housing
in
the
heart
of
our
are
working
districts
that
this
is
worth
pursuing
for
the
hundred
and
twenty
days
at
the
you
know
and
we'll
get
our
money
back.

walk
during
that
time,
I
think
in
this
circumstance,
and
as
in
many
others,
it's
sort
of
knowledge
is
power.
What
we
know
will
really
help
us.
If
we
continue
to
not
know,
then
you
know
then
will
always
be
a
mystery.

I

support
this
at
the
real
estate
committee
and
I
do
think
we
have
a
lot
of
decisions
to
make
before
we
would
come
to
a
purchase
vote.

answer

my
constituents
there

that's
the
area
that
I
represent
and
I'm
gonna
have
to
answer
to
them,
wouldn't
be
using
taxpayers
money
and
be
as
thinning
this
money

gonna
spend
all
this
money
that
purchased
that
if
this
happened
and
we
have
to
go
and
renovate
and
find
more
money
to
do
it,
gonna
be
come
back
here
again
we
talk
about
all
of
them.
I
have
to
raise
taxes.
All
we
have
to
do.
No
you're,
not
gonna.

you
see

I'm
a
big
proponent
of
affordable
housing.
That's
what
I
did
all
my
life
and
I'm
a
big
proponent
of
it,
but
not
when
I
see
it's
gonna
happen
like
this
cuz
well-beaten.
It
will
not
be
affordable
if
we
have
to
spend
that
kind
of
money,
purchasing
it
and
cleaning
it
out
for
the
bestest
and
things
like
that,
there's
a
lot
of
the
best
is
now
everything
else
is
in
that
building.

our
June
19th
meeting

we

clearly
like

get
some
clarification

while
I'd
like
to
see
that
on
the
agenda,
if
possible
so
that
we
can
move
forward
