Description
City of Charleston Committee on Ways and Means 10/11/22
A
B
C
Let
us
bow
our
heads
and
give
thanks
to
another
glorious
day
on
this
Earth
God.
Please
give
us
the
strength.
We
need
to
discuss
the
items
that
have
been
presented
this
evening
and
allow
us
to
carry
your
grace
with
us
as
we
make
decisions
affecting
our
communities.
Let
us
also
pray
for
those
on
the
Gulf
Coast.
Some
have
been
devastated
by
Ian's
path
and
we
pray
you
give
their
communities
the
strength
and
love
to
heal
and
rebuild
in
Jesus
name.
We
pray,
amen,
foreign.
B
Second,
moved
in
properly
seconded
all
in
favor,
say
aye
at
this
point,
I'd
like
to
offer
two
amendments
to
the
ways
and
means
agenda
and
I'd
like
to
entertain
a
motion
to
amend
the
agenda,
to
add
an
item,
an
item
and
to
go
into
executive
session
to
consider
settlement
in
the
fire
station
11
mitigation
because
it's
late,
we
have
to
have
two-thirds
vote
and
the
committee
must
find
that
exingent
circumstances
exist
and
they
do.
B
The
terms
of
this
were
not
reached
until
about
4
P.M
yesterday
and
certain
terms
of
the
settlement,
if
approved,
must
be
met
by
this
Friday,
because
there
are
no
meetings
of
this
committee,
our
city
council,
prior
to
Friday.
The
committee
could
find
that
this
is
an
exingent
circumstance.
Is
there
a
motion,
an
item
moved
improperly
seconded
all
in
favor,
say
aye
aye
the
eyes.
B
Have
it
I'd
like
to
also
add
a
second
amendment
and
I'd
like
to
attend,
entertain
a
motion
to
mend
the
gender
to
add
an
item
to
prove
to
Professional
Services
contract
for
degrees,
removal,
moved
improperly
seconded
any
discussion,
all
in
favor,
say
aye
aye
the
eyes
just
added
right,
the
eyes
have
it:
okay,
let's
move
forward
with
the
agenda
is
outlined
item
four
storm
water
management;
second,
moved
in
property
seconded
all
in
favor,
say:
aye,
aye,
item
five
storm
water;
second,
moved
in
property
seconded
any
discussion,
all
in
favor,
say
aye
all
right,
Parks,
capital
projects,
approval
second,.
C
B
B
C
Very
excited
our
this
is
our
fire
station
on
James
Island,
so
we're
very
excited
to
see
improvements
over
there.
So
thank
you.
B
All
in
favor
say:
aye
aye
the
eyes
have
it.
The
committee
on
real
estate,
councilman
Appel.
D
Thank
you,
chairman
Gregory,
the
City
of
Charleston
committee
on
real
estate
met
yesterday
afternoon
at
3
30..
D
We
didn't
have
a
whole
lot
on
the
agenda,
but
we
considered
a
proposed
amendment
to
the
development
agreement
with
essentially
the
Magnolia
Developers
for
to
facilitate
land
for
affordable
housing
over
in
the
that
development
over
there,
and
we
saw
some
images
that
were
put
together
from
our
Civic
Design
Center
Miss
Shaw
Johnson
showed
us
that
and
it's
a
pretty
interesting
design.
They've
got
about
24
units
plan
for
that
area,
and
this
will
help
to
accelerate
the
affordable
housing
coming
out
of
the
ground
in
that
location.
D
B
E
Later
in
the
development,
we
will
still
get
the
two
acres
or
close
to
it,
but
this
was
a
I
guess,
an
early
donation,
so
we
could
go
ahead
and
get
some
housing
started,
we're
giving
them
credit
for
some
of
the
units
that
are
required
in
the
bud.
But
we
will
still
get
an
additional
property
perfect.
F
D
Right
that
all
sounds
great,
and
thanks
to
everyone
and
our
staff
for
helping
us
get
to
this
point
and
both
of
those
items
pertaining
to
this
matter
were
approved
unanimously.
We
then
unanimously
approved
five
annexations,
covering
everywhere
from
cane
Hoy
to
West
Ashley
over
to
James
Island,
and
then
we
had
two
executive
session
items.
One
two
discuss
some
negotiations
regarding
the
sale
of
property
and
the
other
regarding
the
Johns
Island
mid.
D
No
action
was
taken
with
respect
to
the
contractual
matter,
but
as
far
as
the
mid
goes,
we
directed
our
staff
to
analyze
some
potential
Alternatives
based
in
based
on,
among
other
things,
act
236
and
potential
user
fee
mechanisms
that
we
can
use
to
reach
the
same
goals
on
John's
Island,
which
are
to
improve
Transportation,
storm
water
and
other
types
of
infrastructure.
D
And
since
there's
been
this
pretty
significant
legal
change,
since
the
mid
was
approved,
we
thought
it
would
be
a
good
idea
for
us
to
make
sure
Council
had
a
full
understanding
of
its
options
as
we
move
forward.
So
we
make
the
right
decision
on
the
half
John's
Island
and
with
that.
That
concludes
my
report
and
I'll
move
to
have
it
adopted,
moved.
B
B
All
in
favor
say:
aye
aye
the
eyes
have
it
now
we
have
to
go
back
and
vote
on.
Amendment
number
two
am
I
correct,
okay
and
Amendment.
Two
is
really
it's
an
emergency
issue
in
terms
of
making
sure
we
can
get
the
debris
out
for.
F
E
Mr
chairman
I
just
want
to
thank
Matt
all
top
and
our
public
public
works
department
and
Amy
and
finance
for
bringing
this
to
us
promptly.
E
E
You
know,
picking
up
debris
and
trash
garbage
has
been
on
time
pretty
much
all
along,
but
it
certainly
was
looking
to
to
be
some
wild
to
catch
up
again
and
so
to
hire
a
couple
of
private
contractors
to
be
able
to
help
us
get
caught
up
over
the
next
couple
of
weeks.
I
think
is
the
wise
thing
to
do
and
I
think
staff
for
getting
those
bids
out
right
away.
So
we
could
have
time
to
bring
it
to
count
council
meeting
today
and
put
some
help
to
work
right
away.
Thank
you.
B
We
did
okay
now
is
there
a
motion
to
go
into
executive
session,
moved
in
property?
Second
August
and
paper
say:
aye
all
right,
we'll
have
executive
session
open
the
mayor's
office.
