City of Charleston Ways & Means Meeting - November 26,2019
A
Season
I
would
like
to
first
congratulate
our
mayor
and
thank
him
for
serving
our
residents
for
another
four
years.
I
would
also
like
to
thank
my
fellow
council
members
who
will
be
leaving
us
soon.
However,
as
I
look
around
them,
I've
been
very
thankful
to
work
with
Councilman
white,
his
fortitude
and
his
fight
for
his
constituents,
and
this
City
Bar
None
I
would
like
to
thank
councilmember
Lewis
who's,
been
our
moral
compass
Lord
and
hope
that
we
continue
to
do
the
kinds
of
things
that
make
us
whole
as
a
city
and
my
neighbor
councilman
Marvin.

I'm
gonna
miss
you
for
our
sidebar,
even
our
fights
and
disagreements,
because
even
through
it,
all
we're
still
very
good
friends
and
I'd
like
to
thank
my
brother
from
another
mother
for
the
wisdom
that
he
has
brought
to
this
council
for
the
kind
of
things
that
he's
done
for
his
district
and
for
this
city.
I
thank
councilmember
moody.

is
a
new
season
for
our
city,
as
our
members
move
into
a
new
season
of
life
for
themselves,
God
as
a
city,
let's
continue
to
strive
for
one
Charleston,
a
city
that
works
for
all.
That
is
our
challenge.
Lord,
as
we
move
forward
with
a
new
council,
our
fellow
council
members
will
be
missed
and
I,
don't
know
whether
or
not
these
newbies
know
what
they're
about
to
get
in.

real
estate
chairman

chairman,
we
had
several
items
that
first
item
was
nonbinding
letter
of
intent
on
the
Berkeley
Electric
building
out
on
John's
Island
that
was
approved.
The
second
item
was
a
that
lease
ground
lease
on
the
property
parcel
B
down
in
the
old
area
where
the
bridge
was.
We
approve
those
items,
the
two
items.
First,
two
items:
we
approve
those
to
annexations
and
at
the
end
of
our
meeting
we
went
into
executive
session
to
discuss
the
property,
the
Richardson
property
over
on
Camp
Road.

No
decisions
were
made,
but
we
did
instruct
our
counsel
to
proceed
with
some
negotiations
on
that
with
it
with
a
couple
of
different
ways
of
ways
forward.
So
there
was
no
mention
no
motion
or
decision
made
on
that,
but
the
first
two
items
and
two
annexations
move
for
approval
from
the
real
estate
committee.

Councilmember
Mitchell,
we
we've
talked
about
that
property
we
were
looking
at.
It
is
possibly
a
site
for
some
low
income
housing
on
that
site,
but
the
price
of
the
land,
the
appraised
value
of
the
land,
was
too
high
to
get
the
value
out
of
that
for
low
income
or
affordable
housing.
So
that
wasn't
going
to
work.
We've
kind
of
come
to
the
decision
or
one
of
the
conclusions
was
that
that
probably
is
a
site
for
maybe
a
small
park.
