So
what
has
happened
over
time
and
numerous
occasions,
as
other
utilities
have
put
on
future
the
the
archway
mini
tunnel
with
some
other
utility
line,
a
water
line,
and
sometimes
it's
not
evident
right
away
when
the
puncture
occurs
and
over
time
as
cars
and
trucks
roll
over
it
it'll
cause
damage
to
the
tunnel
that
will
finally
become
evident,
but
for
Matt
fountain
to
address
kind
of
where
we're
going
forward,
because
this
has
been
happening.

Absolutely
the
most
recent
failure
was
another
water
line,
puncture
of
a
side
lateral
on
the
arch.
It
was
actually
a
much
older
puncture
that
was
being
supported
by
the
old
rail,
the
old
rail
tracks
that
run
down
the
street
and
so
that
it
didn't
immediately
show
itself
until
later.
There
is
a
continued
concern
for
all
these
tunnels
that,
as
you
know,
time
progresses
the
mortars
mostly
failed.

bricks
are
aging
that
there'll
be
failure,
so
we're
putting
together
a
plan
for
the
entire
downtown
Peninsula
area
of
here's,
where
all
the
locations
of
the
tunnels
are
the
arches
are
here's
the
condition
that
we
know
about
on
those
arches
where
we
have
done
work
where
we
know
there
are
failures
and
then
a
plan,
basically
for
prioritizing
repair
work
with
costs
of
what
it
would
be
to
to
stabilize
all
of
those
as
well
as
well
as
to
determine
if
they
can
be
used
for
drainage,
surface
drainage.

the
meantime,.

We
are
looking
into
it.
The
the
water
line
that
had
the
head
punctured,
the
lateral
was
actually
so
old
that
it
had
already
been
abandoned
and
a
gas
line
had
been
actually
routed
inside
of
the
water
lines
so
likely.
The
this
puncture
was
probably
pre
CWS
the
kind
of
previous
incarnation
of
that
entity,
but
it
is
something
that
we
need
to
be
aware
of.
Would
the
utility
work
moving
forward
that
they're
cognizant
of
where
those
lines
are
we'll
probably
trying
to
get
that
more
into
our
coordination
meetings
and
say
hey
this?

often
happens
with
the
brakes
it'll
be
in
like
a
directional
drilling
approach
where
they
don't
necessarily
know
what
they've
hit

mean.
They
can't
normally
tell
they've
encountered
some
resistance.

think
it
would
be

good
idea

we,
especially
as
we
look
at
franchise
agreements
and
things
to
make
sure
that's
included
as
and
for
encroaching
permits
to
make
sure
that's
included
for
areas
where
we
have
the
arches,
because
they're
so
sensitive
to
that
it.

challenges-
the
utilities
will
typically

since
we're

don't
normally
mark
our
locations

it's

utilities
don't
fall

our

lot

these
tunnels
are
older
and
all

Moreover,
with
this
issue,
we've
got
with
these
very
old
tunnels
is

a

appropriate
inspection
cycle
to
all
these
old
tunnels,
because
we
can
capture
some
of
that
and
we
can
see
if
somebody
punctures
a
line
as
opposed
to
going
for
years
and
years
and
years
before
we
find
out.

it
becomes
a
problem.

Absolutely
they
are
generally
filled
with
silt
at
this
point
for
many
of
the
older
lines
that
aren't
as
functional,
but
that
is
something
that
is
included
in
that
cost
for
removing
that
material.
We've
developed
some
new
new
techniques
that
work
much
better
and
are
much
cheaper
for
doing
that.
So
I
think
that
that's
a
good
thing
we
definitely
do
account
for
is
what
is
our
ongoing
maintenance
inspection
cycle
as
well?

archways
vary
in
size.
Some
of
them
are
very
large,
like
the
coming
street
parts
that
we
talked
about.
That's
like
a
five
by
three
arch,
that's
sort
of
man
accessible.
Some
of
them
will
get
down
to
like

foot

foot
or
a
little
bit
tighter,
but
even
on
the
coming
street
arch,
for
instance,
they'll
be
complete
blockages.
In
some
locations
there
might
be
half
full
of
silt
in
some
locations
and
that's
just
the
age
of
the
system.
