Fund

that
application

explained

we
sent

application

prior

to
first
put
it
on
the
agenda
and
after
we
put
it
on
the
agenda,
I'll
ask
for
any
discussion

then
we'll
vote
it
up

moved
every
place

it

Charleston
Police
Department,
who
work
together

police
fire
housing,
multiple
Departments
of
the
city

order

come
up

this
Grant
application
and
the
way
it
works,

told,

certain
amount
of
money
gets
allocated
to
the
city
because
of
the
lawsuit
settlement
on
opioids
that
there's
kind
of
a
a
managerial
function
by
the
state
of
South
Carolina,
and
we
still
need
to
apply
for
our
own
funds.

guess
it
gives
them
some
oversight
in
how
ultimately
we'll
be
spending
the
funds.

discussion

the
advisory
committee

reason

the
staff
recommendation
from
a
hundred
thousand
to
fifty
thousand.

dollars
a
half
a
million
dollars.

money

good
chunk

haven't
they
looked

program

bad

people

Festival
are
staying

the
City
of
Charleston

North

data
supports
that
people
who
come
here
are
saying
in
the
City
of
Charleston,
which
is

this
money
is
for.

a

facilities

city

they

still
significantly

Marion
square

the
poor

admittedly

us

time

decision

have
a

the
main
highlight
of
their
festival
at
a
three-year
commitment
at
the
Waterfront
Park
in
in
North
Charleston,
and
you
know
they
don't
plan
to
re-change
their
change

name.
They
are
representative
of
our
hospitality
industry
in
Charleston.
Many
of
our
local
businesses
in
the
city
and
restaurants
participate
fully
and
benefit
from
being
associated
with
with
the
festival
and
and
I
I
do
appreciate.
You
know.

most
of
these
organizations
that
we
support
are
solely
situated
in
our
city
and
and
their
activities
are
performed
here,
but
there
are
a
number
of
them
that
that
cross
the
line
so
to
speak.
The
Charleston
Black
Expo
for
one
we
support
they
have
their
meeting
up
at
the
North
Charleston
Coliseum
of
the
Charleston
Marathon.
Even
it,
though
it
starts
down
in
the
city,
it
ends
up
at.

You
know
at
Park
Circle
up
there
in
North
Charleston,
where
they
have
their
big
finale
up
there,
the
Charlton
Chamber
of
Commerce
not
on
this
list,
but
we
support
them.
They
used
to
be
in
the
city
of
Charleston.
They
moved
their
office
up
to
North
Charleston
I
mean
the
Cooper
River
Bridge
Run
is
a
a
big
recipient
here
at
150
000.,
it's
it's
supported
by
by
three
local
jurisdiction
than
the
county
as
well
so
I
mean
some
of
these
festivals
are
Regional
in
nature,
even
spoletto.

didn't
stop
them
for
a
couple
years
ago
from
having
their
finale
out
at
North,
Charleston,
Waterfront
Park.
So
so,
just
given
venues
and
Logistics
these
things
happen.

have
full
confidence
that
this
organization
supports.

industry
here
brings
heads
and
beds
to
the
region
and
is
a
good,
a
good
event
for
us
to
support.

their
Village
is
not
on
Marion
Square
for
various
reasons
anymore,
but
in
my
view
it
doesn't
mean
they're,
not
a
fine
organization,
that
we
shouldn't
support
with
these
accommodations,
a
tax
funds,

committee

agreed.
So
just
in
the
response
that
question
I
wanted
to
share
that.

brittlebank
Park
there's
some
venues
in
West
Ashley

any

those
investigated.

park

serious
flooding
issue

there's
just
a
high
tide,
part
of
that
Park
is
completely
unusable
and
the
costs
associated
with
completely
building
up
an
infrastructure

tints

feasible
that
we
could
feasibly
do.
We
see

people

the
course

three
days
and
some
of
the
build
outs
of
infrastructures
are
two
stories

their

event

speaks

They

event
downtown
that's

to

free

the

warranted

rethinking

the
festival.

weeks:

the
farmers

Square,
the
bridge
won

people,

Square
circuit,

run,

people,

Square.
There
are
people
on
Marion
Square
in
large
numbers,
all
the
time
to
suggest
that
events
don't
go
there,
because
it's
a
security
breach
or
risk

buying
that

Marion
square
is
a
great
place
out
event.

heads
and
beds
issue
clearly

weekend,
like
many
weekends
in
the
spring,
we
have
a
lot
of
people

hotels.

idea

wine

Foods
festival's
signature
event
that
does
bring
a
lot
of
people
at
one
time
has
moved
from
Marion
square
or
anywhere
downtown
or
anywhere
in
Charleston
to
North.
Charleston
should
be
of
some
concern
to
us,
and
it's
why
we
had
this
debate
last
year,
because
there's
a
number
of
reasons
why
we
like
having
that
signature
event
here
we
want
it
to
succeed.
Charleston
is
a
place.

It's
the
Charleston
Wine
and
Food
Festival
people
come
to
Charleston
to
stay
in
Charleston.
When
that
signature
event
is
at
Marion
square
and
secure
people
go
in
and
out
of
the
culinary
Village.
What
else
do
they
do?
They
walk
up
and
down
King
Street?
They
patronize
the
retail
stores
they
patronize
restaurants
and
bars.
They
don't
necessarily
have
a
full
meal
of
the
culinary
Village.
It
is
a
place
that's
alive
and
in
the
middle
of
a
place
where
tourists
naturally
come
and
they're
staying
in
the
hotels
there.

Instead,
when
we're
in
North
Charleston,
the
people
who
are
staying
downtown
are
somehow
getting
to
North
Charleston,
either
through
Transportation,
provided
by
the
festival
or
in
cars
they're
leaving
for
some
period
of
time.
That
is
a
period
of
time
that
they
are
not
in
the
City
of
Charleston
spending
money
and
the
whole
idea
of
spreading
a
tax
money
around
is
to
bring
people
here
to.

it's
not
it's
not!
So,
let's
all
be
adults
here.
There
are
a
number
of
reasons
why
Marion
Square
wasn't
available
whether
those
can
be
fixed
or
not.

name

tourism

the

Charleston
people
come
here

experience

Food
Festival.

culinary
Village
is

one.
Walking
through
Marion
square
and
enjoying
whatever
event
is
there
at
Marion
square
is
something
that
people
in
Charleston,
particularly
on
the
peninsula,
who
see
those
eight
million
tourists
every
year
enjoy
so
again,
there's
a
number
of
reasons
why
we
need
to
work
together
and
partner.
There
are
reasons
why
we
should
fund
this.

are
reasons
why
we
should
understand
each
other
as
we
do
if
we
do,
but
we
still
need
to
continue
to
work
to
make
sure
that,
ultimately,
we
do
everything
in
our
power
to
make
this
a
charleston-centric,
charleston-based
signature
event
in
Charleston
Festival.

City
sales

in

tourists

our

to

when
we

at

city
budget

encourage

public

look

reason
that
property
taxes
make
up
you

close

50
percent
of

budget.

less
is
because
it's
one
of
the
most
stable
Revenue
sources
in
the
United
States,
and
this
goes
for
why
schools
rely
on
them.

counties
rely
on
them
and
why
municipalities
rely
on
them.

City

Charleston
has
a
robust
tourism
industry.

think
we
all
know
that,
but
one
of
the
reasons
that
we
get
to
pay
in
comparison
to
folks
in
other
states
and
other
localities
lower
property
taxes,
which

people
move
here

of
the
reasons
is
lower.
Taxes
is
because
we
do
get
to
defer
some
of
the
tax
burden
on
to
other
folks
that
visit
and
take
advantage
of
what

city
has
to
offer.

visit
the

funds

as
we

when

expense

looked
at
all
of
our
fees
that
we
charge
in
the
city.

we've
raised
some
over

couple
years,
wherever

thought
possible,

recommended

Council

think
we
all
agree
that

number
one
need
of
all
our
departments
was
to
address
our
employee
compensation
and

concert

that
just
needs

done

ahead

ensure

happens

next
year.
So
it's
I'm,
open-minded
and
glad
to
look
at
any
fee

negative
impacts

have
been

happy
to
accept

had
robust,
lengthy
discussions

both
the
expenditure
side

funding

ask
that
we

both

reading

the

hurricane
storm,
all

stuff

covet
that's
elastic
too.

Some
of
the
parking
fees,
for
instance,
with
the
hotels
we
can
collect
those
in
advance,
I
mean
we
sell
those
to
them
over
a
period
of
time.
So
we
do
take
some
risk
in
our
budget.
I
get
the
fact
that
property
taxes
are
the
least
risky.
The
only
risk
you've
got
is
property
values
go
down
or
people
just
stop
paying
them,
but
the
the
reverse
side
of
that
is.
I
It
just
gets
more
and
more
expensive
for
residents
as
we
let
other
revenues
go
through
our
system
that
aren't
paying
for
things
that
our
residents
do,
that
we
could
allow
for
other
people
to
pay,
and
that
is
a
big
thing
and,
and
so
there
is
elasticity
in
our
budget-
it's
not
100
guaranteed,
even
if
we
pass
it
with
three
mil
tax
increase
right
and
then
this
whole
idea
of
deteriorating
tyranny
of
the
immediate.
We
have.
We
balance
our
budget
every
year.
I
If
we're
thinking
long
term
and
some
of
the
challenges
that
we've
got
in
the
city
for
infrastructure,
we
got
to
think
10
or
15
years.
I
mean
I,
suspect
in
2023
we're
going
to
take
up
water
infrastructure
right,
so
the
tune
of
billions
of
dollars.
So
we
have
to
think
about
all
of
those
out.
Then
we
have
to
start
building
into
our
budget.

Other
thing
things
other
than
property
taxes,
because
you're
never
going
to
be
able
to
property
tax
your
way
into
building
all
the
infrastructure
that
we
needs
that
we've
got
out
there
so
I
think,
with
all
due
respect
the
suggestion
of
taking
two
sources
of
revenue
that
is
not
perfectly
stable,
but
is
pretty
stable,
particularly
right
now
and
adding
what
we
already
have
built
into
our
budget
at
35
million
dollars
for
parking
less
than
10
percent
of
that
to
the
benefit
of
our
citizens.
So
we
don't
head
over.
The
property.
I
Tax
increase
is
a
fairly
humble
ask
and
it
is
de
minimis
in
terms
of
the
risk
and
we
can
adjust
I
get
it.
They
all
want
some
stable
Revenue,
but
we
have
plenty
of
things
in
there
that
aren't
100
stable
I
mean
look.
We
have
a
municipal
golf
course:
fees,
3.5
million.
If
the
pandemic
comes
along
with
a
big
storm,
who's
playing
golf,
nobody
so.
I
There's
money
on
there,
everybody
that's
why
we
get
so
much
money
from
the
golf
courses
right.
So
there
is
elasticity
in
our
budget,
so
I
just
don't
want
to
scare
everybody
out
there
that
that
we're!
You
know
doing
something
radical
here
by
turning
and
looking
at
increasing
some
parking
fees
and
I
went
back
and
looked
councilmember
Sacrament
on
the
transient
parking.
Okay.
So
here
the
rates
would
change
from
a
dollar
for
every
30
minutes
to
a
dollar
for
every
twenty,
so
it
would
be,
it
would
be
an
increase.
Some
of
that
would
pass
through.

mystery.

think
that
we've
got
a
relatively
stable
way

low
risk

balance
our
