busy
road

afternoon

rush
hour
traffic

burdensome,
but
this
is

getting
down

the

concern

rush
hour

every

intersection

big
plan
for
the
development
of
the
old
Steakhouse,
which
is
now
in
a
boat
used
car
lot.
So
we're
trying
to
get
those
plants
off
the
ground,
but
that's
the
Ryan
Steakhouse
and
the
old
CVS.
So
this
there's
a
whole
plan
of
action
for
this
intersection
to
tie
in
Sycamore
with
these
plans.
So
it
goes
back
to
being
a
safety
issues.
I
think
the
reason
we
need
to
get
this
thing
passed,
but
I
am
somewhat
perplexed
and
good
one
of
TNT
for
us
I
mean
quite
frankly.

this
point
we're
just
applying
for
a
grant.

no
Sure
Shot
here,
I
wouldn't
say
it's
a
long
shot,

we've
applied
for
many
Bloomberg
grants.

happy

TNT
we're
going
to
have
plenty

we

awarded

Grant

accept
it
as

park

the

years

or

high
intensity

this

license
agreement
between
the
local
Verizon
entity
in
the
City

Charleston
to
locate

cell
tower
on
wheels

brittlebank

for
one
month
only
it'll

location
and
whether
or
not
we
can
perhaps
work
with
the
parties
to
make
it
as
visually
appealing
as
possible,
but
that
license
agreement

unanimously
approved.

path

County
requires

of
Charleston

require
that
they've

Maybank
overlay

crew

maintain
sidewalks,
they
want
the
city
to
maintain

sidewalks
that
they
require,
but
we
don't
require-
and
we've
done
this
many
times
over

years.

we

had

pretty
good

about
this
yesterday

committee
and
ultimately
decided
to
to
advance
this
forward.

the
door

conversation

county

provide
us

Financial
remuneration

fulfill

maintenance
obligations,

livability

properties

that
we

stuck

dumps

walks

is
responsible
for

maintenance,

sidewalks.

get
zero
dollars
from
any
government
entity.

responsibility

sidewalks

county

issue

years

first
meeting
talking
about
it
and
we

good
conversation

same
conversation

chairman
real
estate
is
doing
a
good
job
explaining
it,
but
we
never
looked
towards
action
steps.
This
goes
beyond
I.
Think
the
county
I
think
this
is
something
when
it's
a
state,
road
and
development's
taking
place.
The
developer
actually
pays
for
the
Side
Road.

They
have
to
build
it
to
a
certain
standard.
But
then,
when
it
comes
to
that
maintenance
piece,
the
state
puts
it
on
the
city,
and
in
this
case
the
county
is
putting
it
on
the
city.
I
just
think
it's
one
of
those
things
where
we
need
to
take
it
Beyond
and
thank
you
Mr
Mayor
for
having
that
sidebar
with
Jim
and
SAS.
But
we
also
need
to
carry
this
to
the
our
delegation,
because
there
is
no
gas
tax
money
that
comes
to
the
city
to
pay
for
sidewalks
or
sidewalk
maintenance.

mean
the
gas
tax
goes
to
the
city
and
eventually
it's
funneled
down.
You
know
to
the
county,
but
we've
been
suffering
in
silence
on
this
for
a
long
time
and
I
think
a
comprehensive
approach
that
sidebar
also
followed
up
in
writing,
but
I
think
we
need
to
approach
out
State
delegation
as
well,
so
it
won't
be
well
the
county.

it

state

let

constituents

that's

we're
going

have
to
increase
property
taxes

maintenance

Union
Pier.
During
some
title
analysis,
it
was
uncovered
that
there
is
a
city
owned
but
closed
and
abandoned
right-of-way
for
an
old
street
called
Marsh
Street
that
is
smack
dab
in
the
middle
of
Union
Pier.
We
had.
We
had
two
options:
either
convey
this
quick
claim
this
back
to
Dominion
or
create
the
the
Keith
Waring
toll
road
onto
a
union
Union
Pier.
We
had
a
very
nice
discussion
about
that.

We
we
tabled
the
toll
road
for
now,
but
we're
going
to
quit,
claim
this
deed
to
Dominion.

So
the
city
can
divest
itself
of
this
ownership
of
this
very
small
piece
of
real
estate
that
city
council
decades
ago,
clearly
intended
to
close
and
abandon
they
just
never
took
the
next
step
and
and
did
the
deed
so
that
you
know
the
upshot
of
this
is,
as
you
may
have
heard,
there's
some
development
activity
going
on
at
Union
Pier,
and
if
the
city
doesn't
divest
itself
with
this
ownership,
we
would
actually
have
to
be
required
to
be
on
the
application
for
the
Pud
and
we
don't
want
to
be
on
both
sides
of
that
transaction.

to
approve
this
quick
claim
to

John's
Island
had
to
do
with
authorizing
the
city
to
enter
into
purchase
and
sale
agreements
to
acquire
certain
Parcels
in
connection
with
the
Barbary
Woods
drainage
project
that

approved
unanimously,
and
then
we
had
two
green
belt
related
applications.

first
had
to
do
with
property
over
in
I
believe
this
is
councilman
waring's
District
over
over
off
of
Ashley
Hall
Road,
we
approved
386
000
application
to
acquire
a
5.41
acre
parcel
at
the
corner
of
Ashley
Hall
Road
and
North
Woodmere
Drive
for
for
the
use
of
as
a
park.
There's
there's
not
many
parks
in
that
part
of
West
Ashley,
and
the
committee
unanimously
voted
to
approve
the
submission
of
this
resolution.

other
Green
Belt
application
had
to
do
with
a
very
beautiful
piece
of
property
over
on
John's
James
Island
that
we've
talked
about
about
around
this
table
before
this
is
the
Bradham
tract.
This
is
Waterfront
access
to
the
Stono
River.

is
property
that
has
been
entitled
for
development.
This
will
take
that
development
off
the
table.

a
resolution

us

support

open
space
institute's
application

the
amount

250
thousand
dollars
to
leverage
the
purchase

coming
from

to
secure

nice
piece
of
Waterfront
Park

housing

bridge

lost

lot
of
homes
in
that
particular
area
that
people
that
lost
homes
that
were
staying
there
for
years
and
years
and,
like
I,
told
the
mayor
and
a
couple
of
my
other
colleagues
prior
to
the
council
member.

here
now
that
I
had
a
lot
of
seniors
that
was
living
there,
that
passed
away
because
they
didn't
want
to
move
because
they
had
Mulberry
three
times
or
betterment
that
we
considered
as
betterment
when
they
had
the
Gilyard
built
when
they
had
the
some
other
things
built
in
the
particular
area
and
every
time
they
built
this
area.

was
coming
right
down
in
those
particular
areas
in
the
African-American
community,
and
that
was
very
devastating.

worked
hard
and
then,
when
the
bridge
came
down
to
even
assist
a
lot
of
homeowners
there
and
trying
to
get
better
houses
which
had
to
fight
with
the
dot
with
that
during
that
time,
because
they
were
saying
that

house

valued

not
valuable
on
this
particular
on
the
east
side
that
it
was
on
the
west
side
and
so
I
fought
with
the
dot
at
the
time
to
make
sure
that
I
said
you
all
are
taking
these
people
home.
So
you
need
to
get
them
to
compatible
homes.

a
lot
of
a
lot
of
the
homeowners
got
better
homes
by
moving
West,
Ashley
and
different
other
places.
So
this
is
was
a
very
touchy
touchy
situation
in
there.

we
had
to
nip
this
community
back
a
few
May
and
providing
these
things
in
a

home
homes.

we
couldn't
build
a
single
family
homes
back
there,
so
I
said
we
have
to
be
able
to
build
some
homes
back
there

why
we're
putting
these
housing
that
we
have
there
affordable
housing
and
trying
to
upgrade
that
Community.

these
particular
things

there

educate
people

young
people,

you
can
go

upgrade

area

it's
changing

touching
situation
when
it
comes

that
particular
Community,

the
community
was
devastated

don't
think
no
community

the
City

Charleston
devastated

much

they
decided
during
this
time

time

almost

years.

square

thousand
square
feet

rental

terms

leveraging,
it's
unbelievable
leveraging.

by
additional
background,
where
that,
when
that
bridge
site
came
down,
it
was
a
an
agreement
between

Federal
Highway
Transportation
Authority,
the
South
Carolina
Department
of
Transportation
and
the
City
of
Charleston
for
that
swath
of
land
to
be
given
back
to
the
city.
Now
that
probably
took
a
decade
or
more
to
get
that
property.
So
when
you
look
at
this,
there
is
no
land
cost
right
that
goes
along
with
this
building
and
the
displacement
that
councilmember
Mitchell
was
talking
about.

you
had
a
community
and
Street
system
that
was
knitted
and
when
that
bridge
project
came
through,
it
was
just
bulldozed
out
of
the
way.

when
it
comes
to
we
look
at
this
from
the
standpoint.

cost

square
foot,

when
you
add
in
land
costs-
and
let's
take-
let's
be
real-
look
at
what's
taking
place
around
it.

in

wealthy

Blue
Collar,

middle
class,
upper
middle
class
and
Beyond.

from
a
cost-effective
standpoint.

back

the
land,
because
there

in

city

wanted
that
land
to
be
sold
and

can't
tell
you
what
kind
of
victory
that
has

look

from
where
that
bridge
crosses
Meeting
Street,

way
through

East
Bay
Street,
all

it
exception,

can
think
of
one
Outpost
where
a
hotel
is
going
to
be
built.

it

be
affordable,
housing

in
this
case,
affordable
space
for
minority
and
women-owned
businesses

hopefully
incubate
Thrive
and
grow.

his
district
and
the
things
that

going

on
that
swath
in
terms
of
reconnecting
and
putting
back

housing
is

Center

an
unbelievable
development
that
the
city
is
undertaking
over
here
and
that's
not
the
only
swath
that
displace

of
the

and

and
our

of
the
idea
of
trying
to
utilize
his
space

good

good
purpose

think
it
just
fell
from

parlayed
from
the
agreement
development

owner's
name

spelled
correctly.

was,
of
course,
unanimously
approved,
and
then
we
had
a
clean
sweep
in
the
annexation
portion
of
the
program
by
councilman
shade
who
went.
He
went
three
for
three
in
in
annexations.
I
got
to
give
a
shout
out
to
Andy
Steen
he's
a
friend
of
mine.

to
school
with
him
growing
up
he's
now
in
the
City
of
Charleston
over
in
Avondale
and

several
of
these

think

properties

in
Avondale
to
be
honest
with

and
those
were

approved

finally,
we
had
an
executive.

two
executive
sessions
to
receive
legal
advice

connection
with
first

Barbary
Woods
drainage
project
and
then
second,
the
church,
Creek
flood
storage
project
and,
after
coming
out
of
executive
session,
emotion,
was
made

unanimously
approved,
to
direct
legal
to
take
all
necessary
actions
to
acquire
the
relevant
Parcels
up
to.

condemnation-
and
hopefully
we
don't

get
to
that

these
infrastructure
projects
